[ $\lceil\;Cost Effectiveness Analysis\;\rfloor$ ] has been widely used to evaluate effectiveness of R&D resources. But, almost of cost effectiveness evaluation systems have some problems, especially estimating method of effect on R&D project is very rough and imprecise. To solve this problem, we have designed new single effect evaluation system, which are able to apply the distribution of order statistics and to transform relative measure into absolute measure for getting single effect.

국가연구개발사업 성과평가제도는 성과와 예산의 유기적인 연계를 강화하고 있다. 본 연구는 국가연구개발사업에 관한 국회의 확정예산을 대상으로 상위평가결과에 영향을 미치는 선행요인을 예산규모, 사업수행기간, 사업의 지속성, 자체평가결과로 분류하고 이들 요인과 상위평가결과와 예산증감율의 관계를 분석하였다. 분석 결과, 예산규모, 사업수행기간, 자체평가 결과는 상위평가결과에 영향을 주는 것으로 나타났다. 또한, 자체평가결과가 예산의 증감에 영향을 주는 상위평가 결과에 가장 큰 영향을 주었다. 본 연구의 결과는 국가연구개발성과평가제도가 국가연구개발예산의 관계를 실증분석을 통해 제시했다는 측면에서 의의를 가진다.

공공 정보통신기술(ICT)사업의 투자 평가 체계를 세우는 것은 궁극적으로 정부 재정이 투자되는 공공 ICT사업의 성공률을 높이고 사업의 활성화를 꾀함으로써 국가 경제 성장 기반 구축 및 글로벌 ICT산업 경쟁력을 제고 하는 것이다. 본 연구에서는 기존 평가 체계에 따라 수립된 공공 ICT사업 투자 평가 요인이 실제 사업 성공에 미치는 영향을 실증적으로 검증하고, 향후 투자 평가 요인에 대한 방향을 제시하고자 하였다. 선행 연구를 통해 공익성, 경제성, 기술성, 정책성 및 예산효율성 등 다섯 개의 평가 요인을 도출하였고, 이를 실제 사업에 직접 참여했던 전문가들의 설문을 통해 이러한 평가 기준이 실제 사업 성공에 미치는 영향을 검증하였다. 또한 ICT사업의 투자 평가 요인과 사업성공 사이에서 정부의 지원제도에 대한 조절 작용 여부도 확인하였다. 측정 도구의 신뢰도 및 타당도, 구조 모형 분석, 경로 분석 등을 실증분석하고, 기존 ICT 투자 평가 요인의 유의성을 검증하였다.

There has been tighten up the need of seismic retrofit about 31 public facilites since published "Korean Earthquake Damage Prevention Law". Therefore, seismic studies have been developed and enforced the studies. Measuring dynamic stiffness of subsurface materials influence on seismic performance evaluation to build up seismic retrofit. The soil dynamic properties for seismic performance evaluation are N-value from using SPT(standard penetration test), dynamic shear elastic modulus and dynamic deformation modulus using laboratory tests. The most unscientific element in ground dynamic properties involved uncertainties is obviously N-value using SPT. This study shows that effect of N-value included natural and artificial uncertainties to seismic performance evaluation of ground structures is not only approached probabilistic analysis using FOSM method and tornado diagram, but also review how to spread effect of seismic performance evaluation of ground structures.

The objectives of this study were to identify 1) the steps of information processing and evaluation in clothing purchase decision making, 2) evaluative criteria and determinant attributes at each step, 3) decision making rule, and 4) the effect of clothing involvement on information processing and evaluation. The data were obtained 71 female adults using questionnaire, observation and protocol in real shopping behavior. Consumer's information processing and evaluation was a circulated process composed of multi-steps. Consumer considered aesthetic and intrinsic evaluative criteria to be important and used compensatory and noncompensatory rule together at each decision making step. Clothing involvement had an partial effect on information processing and evaluation.

The purpose of this study was to develop the antiallergic and hypoallergic fennented soybean foods without side effect. We manufactured Chungkukjang with addition of herbal (aloe, cinamon, licorice root) extract. Sensory evaluation was performed to evaluate the acceptability by the consumer. Clinical evaluation was performed with 10 atopic dermatitis (AD) patients who showed positive reaction with specific IgE and skin prick test. Cross-over study between nonnal Chungkukjang and Chungkukjang with aloe extract was performed. In sensory evaluation, Chungkukjang with aloe extract obtained best score overall. In clinical evaluation, 7 out of 10 AD patients showed positive reaction to soy-bean and 4 out of 10 AD patients showed positive reaction to normal Chungkukjang. 2 out of 10 AD patients showed positive reaction to Chungkukjang with aloe extract. In conclusion, Chungkukjang could be recommended as functional food with hypoallergic effect. As adding aloe extract to Chungkukjang, hypo allergic effect was increased.

We investigated the inhibitory effect of whitening materials with growth factor or alone on melanomas derived from Human (B-16) and mouse (SK-MEL-31) using melanin content. Melanin content was determined by the absorbance value at 470nm per cells. we used the growth factors known as activators of Adenylate cyclase, Protein kinase C and tyrosine kinase pathway separately. In addition, we compared the action of UV-induced with non-biological growth factor with whitening materials in melanomas derived from Human and mouse. The results showed that the aspect of inhibitory effect of whitening materials on B16 and SK-MEL-31 was not different. And, the action of each growth factor involved in the differentiation and proliferation of melanoma on the inhibition of melanogenesis in B-16 and SK-MEL-31 using whitening agents showed no difference. Also, The action of UV -induced and non-biological growth factors didn't exhibit different pattern on the effect of whitening agent in B-16 and SK-MEL-31.

We investigated the tyrosinase inhibitory effect using whitening materials such as arbutin, ethyl ascorbyl ether, glabridin, kojic acid, magnesium ascorbyl phosphate and ascorbic acid. Tyrosinase inhibition rate were determined varying the enzyme concentration, reaction time, reaction temperature and pH. The optimal conditions to measure the inhibitory efficacy were as follows. : enzyme concentration 1,500 or 2,000IU/mL, reaction time 15min(for the enzyme concentration 1,500 IU/mL) and l0min(for the enzyme concentration 2,000IU/mL), reation temperature 42$^{\circ}C$, pH 6.5. Under these conditions $IC_{50}$/ of arbutin, ethyl ascorbyl ether, glabridin, kojic acid, magnesium ascorbyl phosphate and ascorbic acid were calculated. In the case of magnesium ascorbyl phosphate, the inhibitory effect of tyrosinase was very low and the $IC_{50}$/ of magnesium ascorbyl phosphate could not be calculated. Other five materials showed good inhibitory effect of tyrosinase and can be used for the whitening materials.

Recently, the Ministry of Strategy and Finance announced a plan to reduce the proportion of economic evaluation in non-metropolitan areas and strengthen balanced development evaluation through the reorganization of the preliminary feasibility study system. In addition, the social value of the quality of life, such as job, environment, and safety, which may be affected by the implementation of transportation facility investment projects, was reflected as the main item of policy evaluation. In this study, the ripple effect of the project in terms of social value was reviewed for the Gangil-Chuncheon. The effect of highway opening was investigated by reviewing the feasibility report, post-evaluation report, and statistical indicators. Recently, the Gangil-Chuncheon highway is getting used by around 110,000 people per day. The number of tourists in Chuncheon rapidly has increased from 5 million a year to more than 11 million now. In addition, it was confirmed to produce effects such as population migration, net inflow and land price increase, improvement of living convenience, and expansion of emergency medical care. Although this ripple effect was influenced by various socio-economic factors as well as the opening of the highway, it is clear that it is difficult to occur without the opening of the highway. It is judged that the evaluation of indirect benefits and social values due to the opening of the highway can be quantified through continuous research and data construction. Post-evaluation of construction works, including project efficiency evaluation and ripple effect evaluation, is performed for construction works with a construction cost of more than 50 billion won. In the future, we will continuously improve the evaluation system in order to evaluate the indirect benefits and social values of public investment projects.

본 연구는 직장인들의 부정적 평가에 대한 두려움과 자아존중감 사이에서 희망의 조절효과를 규명하는데 목적을 두고 수행되었다. 이를 위하여 서울, 대전, 충청권에 소재하는 총 34개의 직장을 선정하여 설문조사하였고 수집된 설문지 중 불충실하게 응답지를 제외한 분석대상은 총 301부였다. 수집된 자료는 상관분석, 조절효과 회귀분석이 실시되었다. 연구결과는 다음과 같다. 첫째, 부정적 평가에 대한 두려움은 다른 변인한 유의한 상관관계를 나타내지 않았다. 그러나 나머지 변인 간에 유의한 정적인 상관관계를 나타내었다. 둘째, 조절효과 회귀분석 결과, 부정적 평가에 대한 두려움과 자아존중감 사이에서 희망 주도사고의 조절효과가 규명되었다. 그러나 희망 경로사고의 조절효과는 규명되지 않았다. 끝으로 본 연구를 바탕으로 부정적 평가에 대한 두려움으로 인하여 저하된 자아존중감을 높이기 위한 방안을 논의하였는데 구체적으로 희망을 활용한 프로그램 개발과 정책을 제안하였다.
