Can Angular Deformity Due to Sacrococcygeal Fracture Cause Permanent Impairment? : Current State and Problems in Korea

  • Disabilities can emerge due to traumatic spinal fractures. In terms of sacrococcygeal spine, because of its unique anatomic structure with minimal movement, the possibility for it to have a disability is relatively low. In Korea, unlike most disability criteria, private insurance companies acknowledge angular deformities caused by vertebral fractures as disabilities according to their degree, so there were several cases where patients required compensation, arguing angular deformity caused by sacrococcygeal fracture, which in some cases led to legal conflicts. Except the Act Welfare of Persons with Disabilities which recognizes only severe angular deformity affecting internal organs as disability and the industrial accident disability evaluation which does not recognize coccygeal fracture as disability but rarely recognizes sacral vertebra deformity equivalent to compressive deformation, there is little or no case where angular deformity is recognized as disability. Given the impairment evaluation standards in social insurance, McBride system, American Medical Association (AMA) guides, and newly proposed standards by the Korean Academy of Medical Sciences (KAMS), the most contentious point in the general terms and conditions of private insurance is spinal deformity. To overcome controversy over disability evaluation, the private insurance sector is now applying criteria for axial skeleton to sacrococcygeal vertebrae through revision of standards. Under these circumstances, it is fair to recognize sacrococcygeal fracture as impairment in terms of the pelvis only when the fracture leaves serious deformity and neurological symptoms with clear relevancy. Though it may not be easy to develop accurate disability evaluation standards, improvement is necessary to remove any irrationalities and make the standards as objective as possible.

Quantifying Quality: Research Performance Evaluation in Korean Universities

  • Research performance evaluation in Korean universities follows strict guidelines that specify scoring systems for publication venue categories and formulas for co-authorship credit allocation. To find out how the standards differ across universities and how they differ from bibliometric research evaluation measures, this study analyzed 25 standards from major Korean universities and rankings produced by applying standards and bibliometric measures such as publication and citation counts, normalized impact score, and h-index to the publication data of 195 tenure-track professors of library and information science departments in 35 Korean universities. The study also introduced a novel impact score normalization method to refine the methodology from prior studies. The results showed the university standards to be mostly similar to one another but quite different from citation-driven measures, which suggests the standards are not quite successful in quantifying the quality of research as originally intended.

반복측정의 불확도를 이용한 인증값 확인 (Confirmation of reference value using uncertainty of multiple measurements)

  • New approach is developed employing the overall uncertainty obtained from multiple measurements to evaluate the statistical significance for the difference between a given reference value and its measured value determined in a lab. The overall uncertainty is determined by separate combinations of the uncertainties arising from systematic and random effects. It is shown that the uncertainty term in regular t-test can be underestimated by n measurements.

크레인 안전인증기준에 대한 인간공학적 분석 및 개선 (Ergonomic Analysis and Improvement of Crane Safety Certification Standards)

  • Crane is an important equipment for the transport of heavy goods in industrial sites, but it is also known as one of the most fatal machines. In order to reduce crane accidents, it is necessary to minimize human errors during crane operations. To achieve this, ergonomic design principles are recommended to be reflected from the crane design stage. The study analyzed the safety certification standards for crane that should be fulfilled at the crane design and manufacturing stage. This study selected five representative ergonomic design principles (feedback, compatibility, consistency, full-proof, and fail-safe) by surveying heuristic evaluation principles that are widely used for usability evaluation in early design stage. Next, the principles were applied to the safety certification standards to identify insufficient clauses. This study identified 12 insufficient clauses out of 119 in the current safety certification standards for crane and discussed their improvement directions to comply the ergonomic principles. The analysis results of this study can help of improving the safety certification standards and the method used in this study can also be applied to identify insufficient clauses in the safety certification standards for other industrial machines such as press machine and lift.

  • We have carried out collaborative study to evaluate a preparation of antithrombin concentrate whether or not it was suitable to serve as the candidate for a Korea National Biological Standard. Six laboratories. including three manufacturers and three National Control Laboratories. participated in this study. The potency of this candidate preparation was determined using the heparin cofactor chromogenic method. (omitted)

국내대학의 학술논문 연구업적평가기준 비교 분석 (Comparative Analysis of Korean Universities' Journal Publication Research Performance Evaluation Standards)

  • 본 연구는 보다 효율적이고 균일하게 교원의 연구업적을 평가하기 위한 기초 연구로서, 현재 국내 대학의 교원업적평가 기준과 한국연구재단의 연구업적평가기준, 그리고 여러 계량서지학 지표를 비교하여 국내의 교원연구업적평가 방식을 분석하였다. 본 연구를 진행하기 위하여 국내 대학 27곳의 교원업적평가기준과 한국연구재단 연구업적평가기준을 수집하였으며, 183명의 국내 문헌정보학과 교수의 2001년부터 2015년 사이 발표된 학술논문 3,863편과 16,978건의 인용을 수집하였다. 이를 토대로 우선 현재 시행중인 국내 대학의 연구업적평가지표들을 비교 한 후, 대학지표들과 저자기여도 산정식을 가중한 계량서지학적 지표들을 수집한 데이터에 적용하여 산출한 저자와 대학별 순위들을 분석하였다. 국내 대학의 연구업적평가지표는 연구업적의 생산성과 영향성을 고루 평가하고자 하였으나, h-index처럼 이와 유사한 계량서 지학 지표와 다른 평가 결과를 나타냄으로써, 평가지표가 평가결과에 각기 다른 영향을 미칠 수 있음을 발견하였다.

A Study on the Development of Student Evaluation Standards for Unplugged Computing

  • With the development of information and communication technology, information literacy and utilization are emerging as basic skills necessary for modern people. Accordingly, information education is becoming a basic literacy education for a nation. Unplugged computing is in the spotlight as a major educational method of information education. The main advantage of unplugged computing is that it is easy to convey basic theories or principles of computer science to students through play activities without the help of special information devices such as computers and tablet PCs. However, studies on student evaluation on unplugged computing have been very insufficient. In this study, students' evaluation standards are developed to maximize the educational effect of unplugged computing. The evaluation standards consist of four areas: participation, interest, satisfaction, and understanding of concepts. The results of this study can be used as a basic study for student evaluation of unplugged computing in the future.

수학 수업에서 요구되는 교사 지식에 대한 평가 기준 재탐색 (The Study on the Investigation of the Evaluation Standards for Mathematics Teaching Focused on Teacher's Knowledge)

  • 수학 수업에서 요구되는 교사 지식을 '교과 내용 지식', '학습자 이해 지식', '교수 학습 방법 및 평가 지식', '수업 상황 지식'으로 상정하고, 수업 평가 및 교사 지식과 관련된 여러 선행 연구들에 의거하여 본 연구자는 교사 지식 요소 각각에 대한 수업 평가 영역 및 기준 마련을 위한 연구를 수행해 왔다. 본고에서는 지금껏 본인에 의해 수차례 수행된 연구 결과들을 신중히 재검토하여 보다 일관성 있고 체계적으로 수정 보완하고자 하였다. 이때, 각각의 교사 지식에 대한 교사 자신의 자기평가 방법에 따라 측정 용이한, 즉 실제적 활용 가치를 신중히 고려함은 물론, 특히 '수업전', '수업 중', '수업 후'의 상황을 모두 반영한 수학 수업 평가 기준을 새로이 마련하고자 하는데 중점을 두었다. 이처럼, 본고의 연구 결과를 활용하는데 있어서 교사는 수업 전, 수업 중, 수업 후 상황에 국면하게 되고, 교사 지식은 이러한 상황 모두에 요구되나, 실제의 수업 상황에서 모든 교사 지식에 대한 수업 평가 기준을 '동시에' 모두 고려하여 평가, 진단하는 것은 쉽지 않을 일이다. 이에 따라, 교사 자신 및 동료들이 해당 수업에 따라 요구되는 특정의 교사 지식 및 특정의 수업 진행 상황(수업 전, 수업 중, 또는 수업 후)을 선정하여 이에 국한, 집중하여 평가하도록 해야 할 것이다.

기본의학교육 평가인증기준의 사회적 책무성 반영 수준 분석 (Analysis of the degree of social accountability in accreditation standards for basic medical education)

  • According to the World Health Organization, for medical schools to fulfill their obligation of social accountability, it is necessary for medical education, research, and service areas to ref lect the healthcare system's relevance, quality, cost-effectiveness, and equity. This study utilized Boelen and Heck's (1995) social accountability grid model to analyze the degree to which the Accreditation Standards of Korean Institute of Medical Education and Evaluation 2019 (ASK2019) standards apply the World Federation for Medical Education's (WFME) standards. The social accountability characteristics of the former were compared to those of the WFME, the Liaison Committee on Medical Education, and the Australian Medical Council. Experts with experience and certification in medical education and evaluation classified the ASK2019 standards according to the grid model, evaluated social accountability perspectives, and categorized them according to the process, content, and outcome. Of the 92 standards, 61 (66.30%) were selected as social accountability standards; these encompassed all areas. There was a particular focus on outcome-related areas, such as "mission and outcomes," "student assessment," "educational evaluation," and "continuous improvement." Education and quality were the most common (33, 54.11%), followed by 18 standards related to education and relevance. However, the standards on cost effectiveness and equity corresponding to education, research, and service were significantly insufficient. As a result of classification using a logic model, many criteria were incorporated into the process, producing results similar to those of international accreditation institutions. Therefore, to fulfill medical schools' social accountability, it is necessary to develop cost effectiveness and equity standards with reference to grid models and expand them beyond education to include research and service areas. Developing content and outcome standards is also required.
