A Study on Fire Scenario Analysis Based on Fire Statistics for Building Fire Risk Analysis (건축물 화재위험평가를 위한 화재통계 기반 화재시나리오 분석에 관한 연구)

  • This study aims to establish a methodology for rational fire risk assessment for building evacuation safety in case of fire, and specifically, to propose a fire risk assessment technique using fire scenarios considering various uncertain factors in case of fire. In order to analyze the extent to which the assumed conditions can occur, that is, the probability of each accident caused by fire, the safety rate is analyzed according to the presence or absence of each factor by using fire statistics. Factors related to the fire protection performance and evacuation ability of buildings are defined as disaster factors. In this study, disaster factors were classified into the following three categories.

  • Korea faces The 2014 Incheon Asian Games and 2018 Pyungchang Winter Olympics. It is imperative to hold a safe event for the economic benefits, enhancing Korea's image, social integration, national harmony and unity in order to be evaluated as a successful international event. Furthermore, since the international event tends to draw many spectators, the host country must be ready to accommodate a large number of injured people in the event of an accident or terror attack. As stadiums for international events are where a large number of spectators gather in, a large refuge is essential, when dangerous situations happen. In this study, evacuation simulation was conducted using three scenarios in order to predict escape behaviors of spectators during the large escape by destruction of safety systems of stadiums and assess escape safety. As the result, the following results and proposals were extracted. Firstly, it is considered that dangerous situations during the security of stadiums should be predicted in advance and concrete plans for a large refuge of spectators have to be established to minimize damage. Secondly, it was found that the reduction in evacuation exits has an important impact on evacuation in an emergency situation. It implies that securing escape exits are quite important. Thirdly, there were areas where spectators stayed, due to blocked escape exits, while they were dispersed and concentrated at once. It demonstrates that security plans considering properties of facilities are required to solve these problems.

Effects of evacuation delay time and fire growth curve on quantitative risk for railway tunnel fire (철도터널 화재 시 피난개시시간지연 및 화재성장곡선이 정량적 위험도에 미치는 영향)

  • A quantitative risk assessment has been introduced to quantitatively evaluate fire risk as a means of performance based fire protection design in the design of railway tunnel disaster prevention facilities. However, there are insufficient studies to examine the effect of various risk factors on the risk. Therefore, in this study, the risk assessment was conducted on the model tunnel in order to examine the effects of the evacuation start time delay and the fire growth curve on the quantitative risk assessment. As a result of the analysis of the scenario, the fatalities occurred mainly when escapes in the same direction as the direction of the fire smoke movement. In addition, after the FED exceeded 0.3, the maximum fatalities occurred within 10 minutes. In the range of relatively low risk, distance between cross passages, evacuation delay time and fire growth curve were found to affect the risk, but they were found to have little effect on the condition that the risk reached the limit. Especially, in this study, it was evaluated that the evacuation delay time reduction, fire intensity and duration reduction effect were not observed when the distance between cross passages was more than 1500 m.

  • In correctional facilities with majority of occupants in custody, the safe evacuation guide without getaway accidents should be very important due to complexity in escape paths. Fire causes are various in correctional facilities, for example, arson fire is a major cause in mental treatment facilities, however, old facilities or carelessness of flammable materials consist of fire causes in jail facilities. Both types of correctional facilities are the same in terms of many casualties from the fire cases. The thesis focus on escape paths and evacuation guide plans on the basis of analysis on fire cases and structural vulnerability, and then an electronic unlocking system is concededly installed for safe evacuation of occupants in custody without getaway accidents. Especially, the effect of the electronic unlocking system is going to be analyzed on the basis of RSET (required safe egress time) in order to realize for the occupants to evacuate safely to the front yard in case of emergency. In conclusion, if electronic security allowed system with USN (Ubiquitous Sensor Networks) technology should be installed in multi-storey correctional buildings, it is proposed that the occupants in custody might be a guided safely without getaway trials.

Selection of Appropriate Location for Civil Defense Shelters Using Genetic Algorithm and Network Analysis (유전자 알고리즘과 네트워크 분석을 활용한 민방위 대피시설 위치 선정)

  • Various studies have been conducted to analyze the location appropriateness and capacity of shelters. However, research on how to select new shelters is relatively insufficient. Since the shelter is designated in case of emergency, it is also necessary to efficiently select the location of the shelter. Therefore, this study presented a method for selecting the location of the shelter using network analysis that has been used to analyze the location appropriateness of shelters and genetic algorithm which is a representative heuristic algorithm. First, the network analysis using the existing civil defense evacuation facility data was performed and the result showed that the vulnerability of evacuation has a high deviation by region in the study area. In order to minimize the evacuation vulnerable area, the genetic algorithm was designed then the location of new shelters was determined. The initial solution consisting of candidate locations of new shelters was randomly generated and the optimal solution was found through the process of selection, crossover, and mutation. As a result of the experiment, the area with a high percentage of the evacuation vulnerable areas was prioritized and the effectiveness of the proposed method could be confirmed. The results of this study is expected to contribute to the positioning of new shelters and the establishment of an efficient evacuation plan in the future.

A Study of Heat St Smoke Evacuation Characteristics by the Changing of Operational Method of Tunnel Fan Shaft Ventilation System for Fire on Subway Train Vehicle (지하철 화재시 본선터널 환기시스템에 따른 열 및 연기배출특성)

  • The smoke control system in subway platform is not only using for smoke exhaust facility but also using ventilation system. For this reason, smoke vent effectiveness is depending on its position, ventilating volume capacity and the vent method. In this study, the passenger's evacuation time was calculated for the case of fire on sloped subway train vehicle in subway platform. In order to recommend the mechanical smoke exhaust operation mode, SES (Subway Environmental Simulation) was used to predict the airflow of the inlet and outlet tunnel for the subway station. Fire dynamics Simulator(FDS) was used the SES's velocity boundary conditions to calculate the smoke density and temperature under the condition of fire on stopped subway train vehicle at the platform. We compared smoke density and temperature distributions for each 6 types of smoke exhaust systems to clarify the characteristics of smoke and hot air exhaust effectiveness from the result of fire simulation.

Study of Tongue Color Histogram in Elderly People with Evacuation Disorder (대변장애를 주증으로 하는 고령자의 혀 색상 히스토그램 특성 연구)

  • Evacuation disorder(ED) is frequently observed in the elderly people. In this study, we investigated the tongue color properties in the elderly. 327 subjects were participated in this study and classified into normal group (n=95) and ED group (n=23) by two Korean Oriental Medicine doctors. The tongue images were acquired by using computerized tongue diagnosis system, and its color were linearly corrected base on CIE $L^*a^*b^*$ values of 12 color samples. The tongue region was segmented from acquired image and divided into two regions along the vertical direction. In order to estimate color properties of the tongue, a color histogram was calculated for the root region based on the CIE $L^*$ and $a^*$ values, and differences of color histogram values between normal and ED groups were computed based on the Mann-Whitney U test. As results, pixels corresponding to typical colors of the pale tongue and thin tongue coating were significantly more distributed in ED than those in normal group(p<0.05). The tongue color of the root region in ED was revealed to be different from those in healthy subjects.

  • Aircraft accidents these days, following the mega sizing trend of the aircraft, result in enormous losses of human lives apart from those of property, which cannot be replaced by any means. As most recently, in April 20, 2012, a Boeing 737 passenger plane departed Karachi on an augural flight to Islamabad, Pakistan, crashed close to an express highway on final approach, all 121 passengers and 6 crew members were killed. As such a large number of fatalities have been recorded in aircraft accidents while accident investigation results show that more than 95% of aircraft accidents are now survivable. There are three basic stages in surviving the aircraft accident: surviving the crash impact, the evacuation process and the hostile post evacuation environmental elements. These stages require the cabin crew's expeditious and appropriate actions on the basis of systematic and thorough cabin safety training in order to increase occupants' survivability, along with the passengers' preparedness. In this aspect, this paper examines the issues acting as the impediments to the passenger survival in inflight emergency situations, that are the deficiencies with cabin crew safety training, related performances and the shortcomings in passengers' knowledge on inflight safety information, leading to their inappropriate responses to emergency situations. These issues are analyzed and the root causes are identified, suggesting the resolving countermeasures.

An Agent-Based Modeling Approach for Estimating Inundation Areas over Time (행위자 기반 모델링을 활용한 시간에 따른 침수 지역 예상)

  • Emergency and evacuation planning is critical to reduce potential loss of life from flooding. In order to develop evacuation plans, emergency managers and decision makers require estimates of probable inundation areas and times of inundation. In this paper, we present an agent-based modeling approach that incorporates in a hydrodynamic model to estimate both of these properties. A case study is conducted modeling the failure of a dam located in Andong, South Korea. We estimate flood travel times for Manning's roughness coefficients and discharge using a coupling of the continuity equation and Manning's equation. Using the output from the hydrodynamic model and the flood travel times, the agent-based model produces flood inundation maps at each time interval. The model estimates that for two-thirds of the Andong region the time of inundation is estimated to be slightly less than three minutes. The results of this study can be used to in the development of emergency and evacuation planning for the region.

A Study on the improvement the efficiency of the evacuation of the ship's crews (선박 승무원의 피난 효율 향상에 관한 연구)

  • In this study, we used the program of three-dimensional analysis of fire for analyzing visibility of smoke flow and temperature of the accommodation area what is required for the analysis of survival of the crew. In particular, I would like to propose a method for reducing the flow rate performance in order to reduce the suffocation from the smoke of the majority of personal injury. Existing vessels are designed to close the fire door automatically when the fire alarm issued. When there is no crew that dared to escape, it can delay the spread of fire and smoke flow which is determined to be very useful to improve the survival rate of the crew. However, it can be fatal to the crew whose rooms are located on the inside of the fire door that has not completed the evacuation. In this study, we check the smoke flow rate and rate of temperature rise when crew open the fire door what is closed due to fire and compare to the structure of the blocking layer.
