한국과 해외 우수 제조기업의 공급사슬 통합 현황에 대한 탐색적 고찰 : 자동차, 전자, 기계산업을 중심으로 (An Exploratory Comparison of Supply Chain Integration Practices of Korean and International Manufacturing Plants in Automotive, Electronics, and Machinery Industries)

  • This study compares supply chain integration practices of high performing manufacturing plants in Korea and those in the U.S., Japan, and six European countries. Data were drawn from the High Performance Manufacturing(HPM) Round 3, a joint data-collection effort on manufacturing and supply chain management. Specifically, in the automotive, electronics, and machinery industries, we selected twenty Korean plants with high performance reputation and chose the same number of non-Korean plants(HPM top 20), based upon their competitive manufacturing capability index and customer satisfaction index. The Korean plants do not significantly differ from HPM top 20 plants in that internal value creation activities are coordinated and integrated at the corporate level and between plants. The Korean plants, however, demonstrated more integration with suppliers than with customers, and only the two of them were classified as 'outward facing', which pursues greater integration with both customers and suppliers. Unbalanced and lower integration with customers of the Korean plants was attributed to the lower than expected manufacturing capability and customer satisfaction. Implications for supply chain professionals were discussed.

유럽공동체의 공동어업정책에 관한 소고 (Some Thoughts on the Common Fisheries Policy of the European Community)

  • With the major changes in fisheries management brought about by technological, politico -legal, and economic and biological development, new problems have emerged in the fisheries sector of the European Community countries. In 1986, the entry of Spain and Portugal to the European Community made the Community the third biggest producer of fishery products in the world. It also had considerable impact on the Common Fisheries Policy (CFP) due to their fishing fleets. This article examines the complexity of establishing the Common Fisheries Policy in the European Community, while underlining the value of such an approach. It reviews four main areas of the common fisheries policy : access to waters and the conservation and management of stocks ; organization of the market ; structural changes and research, and international relations. It also discusses the specific fisheries problems to which the approach of CAP has been applied. It is argued that the fishery resource policy was the most trublesome to put into practice. It is the forum for such thorny questions as total allowable catch (TAC) and the sharing out of TAC between member states. It is shown that there are many things to be tackled in the CAP for the deeper integration in the fisheries sector. The author concludes by suggesting that the Common Fisheries Policy would be a suitable example to which Republic of Korea could refer in concluding reciprocal fisheries agreements with other countries and making the cooperative fisheries policy with North Korea.

The Impact of Economic Integration and Macroeconomic on Indonesia Foreign Direct Investment (FDI): A Panel Gravity Model

  • Purpose - This study purposes to analyze the impact of regional economic integration and macroeconomic on Indonesian FDI inflows. Research design, data, and methodology - Data were collected from bilateral relation between Indonesia and 21 home countries whose dominant share FDI to Indonesia from 2005 to 2013. Analysis method was conducted by panel gravity modeI to find the impact of regional economic integration and macroeconomic on Indonesian FDI inflows. Results - The empirical results show that GDP of the home country and Indonesia have a positive impact on Indonesia FDI. Distance and home country real interest rate have a negative impact on Indonesia FDI. Economic integration of European Union (EU) and Indonesia's cooperation with Japan in ASEAN-Japan Comprehensive Economic Partnership (AJCEP) have created impact of investment creation on Indonesia FDI, unfortunately, economic integration of ASEAN has created impact of investment diversion on Indonesian FDI. Conclusions - In order to increase FDI inflow to Indonesia, Indonesia government should improve the physical and social infrastructures to drive the productivity and economic efficiency. It will increase the GDP and also attract more investors. Low interest rate policy should be considered.

유럽연합의 경제위기 속에서 평생교육정책의 패러다임 전환과 과제 -한국의 평생교육정책 발전 과제에 주는 시사점을 중심으로- (Paradigm Conversion and Task of Life-long Education Policy under the Economic Crisis of European Union)

  • 유럽의 통합은 1991년 12월 마스트리히트에서 유럽연합조약을 처음 체결하면서 시작되었다. 근대 민족 국가의 요람이라고 할 수 있는 유럽은 현재 각국들의 사회경제적 통합은 물론 정치적 분야에서도 단일 유럽을 실현해 왔다. 이러한 가운데 유럽연합의 새로운 통합성장동력을 개발하기 위한 평생교육정책은 무엇보다도 사회경제적 환경 변화에 대비 할 수 있는 교육적 대응이 필요하다고 보고 있다. 특히 평생교육분야의 협력과 통합발전에 있어서는 다양성과 상호 조절을 통한 효율성의 조화를 이루어야 하는 중요한 과제를 안고 있다고 본다. 그러나 그들의 노력에도 불구하고 2008년 이후 유럽연합의 몇몇 국가들은 경제 침체로 인하여 국가재정의 위기를 맞이하였으며, 급기야 유럽전체의 재정위기로 까지 영향을 미치고 있다. 이와 같은 위기는 현재 유럽연합의 사회경제적 통합을 흔들고 있다. 본 연구에서는 유럽연합의 사회경제적 통합을 위한 평생교육 체제구축 및 정책 추진 현황을 살펴보고, 유럽연합에 속한 국가들 간의 성인평생교육 참여율이 1인당 국민소득과 어떠한 관련성이 있는지 분석하고자 하였다. 그리고 유럽연합의 경제위기 속에서 회원국 간의 사회경제적 통합이 지속 가능할 수 있을지를 통합적 평생교육체제의 문제점을 중심으로 알아보았다. 또한 이를 통하여 우리나라 평생교육의 새로운 패러다임 전환과 정책 수립 및 발전 방향 제시에 시사점을 도출하고자 하였다.

The Role of Northeast Asian Cities in a Global Urban Network

  • This paper identifies five factors that limited urban network formation in Northeast Asia over the past half millennium, questions the extent to which they are being overcome in the 1990s, and sketches a network of cities that could boost regionalism. It briefly traces the historical evolution of these factors, including comparisons with European integration, while focusing primarily on the policies of the 1990s that have affected their continuing role. First is the factor of closed national markets with weak regional integration. Second is the preeminence of administrative means of integration over commercial ones. Third is the character of localism, shackled by overcentralization and weak cross-border linkages. Fourth is the limited nature of internationalism, dominated by state catch-up policies with one-sided global involvement. Fifth is a lack of regional consciousness. Just as national urban integration was essential for regional networks to form, without regional integration it is difficult to contemplate Northeast Asian cities taking their rightful place in a global urban network. After noting the failures of the 1990s, the paper points to the potential role as dragon's heads for sub-regional urban networks of potential front-line cities: Tumen, Sapporo, Irkutsk, and what I call the Amur triangle. Also of interest are how the capitals of Beijing, Moscow, Seoul, and Tokyo will adjust to a transformed urban network. After all, their current skepticism must be overcome with a program that links the benefits on all sides in order to build trust in regionalism. This requires internationalism and symbols of a balanced approach to each country's needs.

Striving Towards a Holistic Innovation Policy in European Countries - But Linearity Still Prevails!

  • The concept of a holistic innovation policy is defined in this article, with discussions of what it is, why it is relevant, and how it can be implemented to enhance product innovation. It is shown that the innovation systems approach has diffused rapidly during the latest decades and has completely replaced the linear view in the field of innovation research. The majority of European countries are striving in the direction of developing a more holistic innovation policy. However, it is concluded that the innovation policies in European countries are still dominantly linear despite the fact that holistic policy seems to be the driving vision. Innovation policy is behindhand. Why innovation policy is still linear is also preliminarily discussed. Policymakers attending conferences on innovation are practically always in favor of holistic (systemic, broad-based, comprehensive, etc) innovation policies, have abandoned the linear view by learning from innovation research. The division between "linear" and "holistic" seems to be located within the community where innovation policies are designed and implemented, a community composed of policymakers (administrators/bureaucrats) and elected politicians. Perhaps the dividing line is between these two groups in that politicians, who actually make the decisions, may still reflexively believe in the linear view. Nevertheless, there seems to be a failure in communication between researchers and politicians in the field of innovation and there is therefore a strong need to involve innovation researchers in policy design and implementation to a much higher degree. Another way to increase the degree of holism could be to separate innovation policy from research policy, since their integration tends to cement the linear character of innovation policy. The empirical results are based on a questionnaire sent to twenty-three EU Member States, out of which nineteen (83%) responded. Part of the work for this article was carried out for the European Research and Innovation Area Committee (ERAC) of the European Commission (DG RTD).

  • Many countries are trying to develope the sustainable energy and environmental protection through a more concrete international cooperation. In this paper, the necessity and technical & economical feasibility on the interconnection of power systems in the South Korea, North Korea and North East Asia Region are emphasized with reference to the interconnection between the integrated power system according to the reunification of Germany and the Western European Power System. The Germany has a similar experience of separation and disconnection of their power system what happened in the Korean peninsula. Particularly the Power Economics And Clean Environment Network that could contribute to the PEACE promotion. Through the PEACE NETWORK PROJECT, the interconnection of power systems in North-Eastern Asia should be discussed in serious.

EU 확대에 따른 지역정책 및 지역격차 변화 (EU Enlargement: Regional Policy and Regional Disparity)

  • 유럽연합의 지역정책은 지리적 확대과정에서 발생되는 저소득 회원국과 지역의 경제적 손실을 보상하고 신규회원국의 가입을 회유하려는 목적으로 사용되어 왔다. 그 결과 지역정책의 목표와 지원대상지역은 확대되고 기금지원은 광범위하게 분산되었다. 최근 유럽연합은 저소득의 중 동부유럽국가의 대규모 가입에 따라 지역정책의 효율성을 높이고 재정적 문제를 해결하기 위해 지역정책을 변경하였다. 우선 광범위하게 분산된 지역정책의 목표를 크게 통합하고, 지역구분에 의한 지원을 단계적으로 폐지하고, 지원대상지역을 순차적으로 축소시키는 정책을 도입하였다. 또한 확대된 지리적 영역에서 지역간 협력을 촉진하여 지역간 결속을 강화하는 정책을 추진하고 있다. 유럽연합의 지역간 발전격차는 회원국간 격차는 수렴되는 현상을 보이고 있으나 거시 지역간 격차는 극화현상을 보이고 회원국 국내 지역격차는 심화되는 경향을 나타내고 있다. 이것은 유럽연합의 지역정책이 회원국간 경제격차의 완화에는 어느 정도 기여를 했다고 볼 수 있다. 그러나 거시지역과 국내 지역에는 격차해소를 위한 지역정책에도 불구하고 발전격차를 증가시킬 수밖에 없는 입지측면의 지역간 차별성으로 인해 경제격차가 심화되고 있다.

유럽의 국가간 경찰협력기구의 범죄정보시스템에 관한 연구 (Study on the Criminal Information System of Police Cooperation Organization between European Nations)

  • 본 논문은 유럽의 국가간 경찰협력기구의 범죄정보시스템에 대하여 연구하였다. 유럽의 국가간 경찰협력기구는 냉전 시대 유럽 전역에서 빈번하게 발생하던 국제테러와 국제조직범죄, 마약범죄, 불법이민 및 기타 중대한 범죄에 대해 지역 내 국가들의 공동대응 목적으로, 1995년 7월 26일 유로폴 협약의 서명과 1998년 10월 1일 동 조약의 발효로 탄생된 조직이다. 동 조직은 탄생 초기부터 과거 국제형사경찰기구(Interpol)의 업무적 한계를 극복하고자 범죄정보시스템을 구축하였는데, 이는 정보시스템과 업무파일, 색인시스템으로 구성되어, 각 국의 National Unit 또는 다른 법 집행기관간의 직접적이고도 신속한 처리를 통해서 정보의 수집, 교환 및 활용을 용이하게 할 수 있게 하고 있다. 또한 최근에는 CMS와의 통합, 사이버범죄 대응체제의 구축, 생체인식데이터베이스의 도입 등 급변하는 시대에 발맞춘 변화도 추구하고 있다. 이처럼 유로폴의 범죄정보시스템은 현재 유럽지역에서 국제범죄의 예방과 진압에 효과적으로 사용되고 있음은 물론, 정보화 시대에 발맞춘 국가 간 경찰협력시스템에의 중요한 함의가 되고 있다.

OECD 국가의 보건의료개혁 : 역사적 전망과 정책적 과제 (Health Care Reform in OECD Countries : A Comparative Policy Analysis)

  • The paper analyzes OECD health systems from the perspective of historical institutionalism. Criticizing the dependence of Korea's national health program on Pacific countries such as Japan and the U.S., it suggests that European experiences of national health programs can be a model of the Korean health system in the future. Based on an inquiry into Italian and British cases of national health systems, the author emphasizes (1) the role of local governemts in national health programs, and (2) the integration of a national health program with public health programs.
