  • Despite the growing interest and normative discussions on AI ethics, there is a lack of discussion on policy instruments that are necessary for companies to develop AI-based services in compliance with ethical principles. Thus, the purpose of this study is to explore policy instruments that can encourage companies to voluntarily comply with and adopt AI ethical standards and self-checklists. The study reviews previous research and similar cases on AI ethics, conducts interviews with AI-related companies, and analyzes the data using AHP to derive action plans. In terms of desirability and feasibility, Research findings show that policy instruments that induce companies to ethically develop AI-based services should be prioritized, while regulatory instruments require a cautious approach. It was also found that a consulting support policy consisting of experts in various fields who can support the use of AI ethics, and support for the development of solutions that adhere to AI ethical standards are necessary as incentive policies. Additionally, the participation and agreement of various stakeholders in the process of establishing AI ethical standards are crucial, and policy instruments need to be continuously supplemented through implementation and feedback. This study is significant as it presents the necessary policy instruments for companies to develop ethical AI-based services through an analytical methodology, moving beyond discursive discussions on AI ethical principles. Further analysis on the effectiveness of policy instruments linked to AI ethical principles is necessary for establishing ethical AI-based service development.

  • Ethics suggest that all persons are by nature moral, as it would not be possible for humans to exist collectively or even individually without an innate ethical sense. In order for the public sector to thrive in business, the board of directors needs to be guided by ethics and take into account the abiding interests of humanity and public good. It is argued in this paper that the abuse of power in the public sector has often been associated with unethical leadership and conducts which undermines the ubuntu notion. The irregularities which often arise in the awarding of tenders in the state-owned companies are some of the challenges that are prone to the public sector. In order to address these challenges and promote a flourishing democracy it is argued that ethical leadership as envisaged in the King III Report needs to be adhered to by the boards of directors. This paper concludes that the direction and control of ethics in any organisation is vital especially where the line between corporate governance and ethical leadership has become blurred.

  • A series of immoral conducts are repeatedly occurring by some commanders and high-ranking officers in the ROK navy. They are seriously compromising not only harmony and solidarity of the organization, but also pride and morale of members of the service. They seem to be results of the fragile ethical background of the service as well as of failures in military education and training on ethics. This paper sees backgrounds of weak ethical foundations of the navy as follows: the enduring legacies of cultural factors, such as the toxic military culture of the Japanese colonization, dark side of mariners' traditions, the sea-aversive Confucian culture, and unique characteristics in any small organization or society, etc... This paper also suggests the current ethnic systems of the navy are primarily based on responsive measures against misdeeds, rather than fundamental prescriptions for immoral behaviors, in the absence of ethical instrument for warriors. The paper also emphasizes the importance of developing character-based leadership, founded on, above all, respects for human integrity and strong sense of honor. Moreover, the importance of accountability in charging the command, as advocated by the US navy, is also stressed in order to establish a more robust ethic ground within the navy. Based on these analyses, the author proposes that in order to become a stronger and healthier fighting force, the navy needs to make continuous command efforts and organizational innovations to improve ethic principle and moral standard of the service, to strengthen ethics of naval leaders by a robust system of ethical education and training programs, and ultimately to solidify a navy culture in which moral passions and energies are spreading over.

Subsequently, this paper identifies three fundamental ethical dilemmas of social welfare in the informational age. • Digital inclusion is the ability or opportunities of individuals and groups to access and use information technology (IT). Digital inclusion strategies aims to ensure that all citizens regardless of their gender, race and class benefit from IT. Discourse of digital inclusion is notable in that it proposes a desirable relationship between the state, individuals, and the market within the shifting topology of technoscience. Throughout broad discourse analysis of media coverages, in-depth interviews and reports on Korean IT industry, this research argues that dialogues on digital inclusion have substantially influenced the formation of a specific ethical regime. In this regime, individuals should become subjects embodying IT expertise and acceptable codes of conducts. We further discuss that such government-driven ethical regime conflicts with technological citizenship practiced by IT experts and semi-experts. We make theoretical contribution to STS by expanding the concept of technological citizenship to include the rights and obligations of heterogeneous expert and semi-expert groups to form, propose and socially demand alternative developmental pathways of technoscience. We also note that, amid the conflict between ethical regime and technological citizenship, alternative interpretations of gender gap can be forged, providing competing perspectives on women's under-representation and labor conditions in the IT industry. Further research is required to capture the emergence of multiple identities--differentiated by gender, race, class, and more--within the clashing interface between the ethical regime and technological citizenship.

  • This research analyzes the characteristics of Chinese tragic films with Chinese traditional ethical ideology as the core, analyzes its specific performance in the plot and ending setting of the film , and analyzes the director's tragic narrative strategy of cultural reconciliation in the face of political environment to understand the characteristics of Chinese contemporary tragic films. The film is a Chinese contemporary tragic film with The Great Cultural Revolution as its historical background. This film is a representative film of Chinese contemporary tragic films. The classic plot has played a certain role in the expression of Chinese traditional ethical ideology such as fatalism and optimistic attitude to life. The male lead's thought changes interpret the Chinese-style tragedy characteristics containing Chinese traditional ethical ideology. In the setting of the ending, the film broke through the "happy ending" model of Chinese traditional tragedies, and chose the open ending of "one tragedy to the end", further showing the time feature of Chinese contemporary tragic film. The euphemism and tenderness of the film as a tragic film is not only due to the compromise with the political culture of power, but also the result of the director's in-depth understanding of the aesthetics of Chinese tragedy. Through the use of symbolic signs in the film language, it has formed the implicit characteristics of the film narrative in the tragic aesthetic experience. In this paper, the author conducts text analysis for the film and discusses presentation of Director Yimou Zhang's tragic feelings and using the tragic narrative strategy of cultural reconciliation to show his creative wisdom in pursuing artistic breakthroughs under political pressure.

  • Nathaniel Hawthorne mainly deals with the ethical problems of sin and punishment in his works. Through these topics, readers have the opportunity to look more deeply into human nature. In Rappaccini's Daughter, he explains how the power of men influences a woman's life and drives her to death. Her father, Rappaccini, cultivates plants in his garden that are toxic and conducts a scientific experiment that gives his daughter Beatrice a fatal level of toxicity. He insists that this experiment was performed to protect Beatrice, but ultimately, it causes her death. Giovanni, who falls in love with Beatrice, provided an antidote in the attempt to detoxify her, but it resulted in her death. Finally, Baglioni used Giovanni to steer Beatrice to drink the antidote to defend his social status. The three men's selfishness and jealousy led to the demise of Beatrice, who eventually died from the selfish power of men and not due to her toxicity.
