Although domestic public libraries achieved quantitative growth based on the 1st and 2nd comprehensive library development plans, there were some qualitative shortcomings, and various studies have been conducted to improve them. Most of the preceding studies have limitations in that they are limited to social and economic factors and statistical analysis. Therefore, in this study, by applying the spatiotemporal concept to quantitatively calculate the decrease in public library loan demand due to rainfall and heatwave, by clustering areas with high demand for book loan due to weather changes and areas where it is not, factors inside and outside public libraries and After the combination, changes in public library loan demand according to weather changes were analyzed. As a result of the analysis, there was a difference in the decrease due to the weather for each public library, and it was found that there were some differences depending on the characteristics and spatial location of the public library. Also, when the temperature was over 35℃, the decrease in book loan demand increased significantly. As internal factors, the number of seats, the number of books, and area were derived. As external factors, the public library access ramp, cafe, reading room, floating population in their teens, and floating population of women in their 30s/40s were analyzed as important variables. The results of this analysis are judged to contribute to the establishment of policies to promote the use of public libraries in consideration of the weather in a specific season, and also suggested limitations of the study.

All public libraries are local public goods and cultural infrastructures whose ideological pillars are publicly operated, free, and open to all. This identity is justified when the public library provides various knowledge information, various programs, and community space to local residents within the service area, and ultimately contributes to the cultural development of the nation and society. To this end, the country and local governments must expand the number of individuals that meet legal standards, deploy competent professionals, and provide facilities and spaces that are easy to access and use. However, if there is a gap in infrastructure and services between regional public libraries, it causes inequality in access and use of residents, which inevitably leads to information gap and cultural welfare gap. Therefore, this study was analyzed the relative gap using the location quotient, key infrastructure indicators and service indicators of public libraries of regional government in Korea and basic local government in the Chungnam region from the viewpoint that the balanced development and capacity building of public libraries must precede the establishment of a public library in Chungnam region as a life-friendly knowledge information service institution, culture enjoyment and lifelong learning space. Based on the results, a method to resolve the gap was suggested by dividing the elements of gaps in public libraries into accessibility, core infrastructure, and services, focusing on vulnerable cities and counties in the Chungnam region.

In most countries, public libraries play a role as a knowledge and information hub for local communities, a complex cultural space, and a third place for meetings and communication. Among the work of public libraries for this purpose, the key point is systematic collection development, and the established collection is essential for all knowledge and information services. In particular, local representative libraries must perform legal duties as a comprehensive knowledge information center for metropolitan governments, and develop, preserve, and service specialized collections that are difficult for other public libraries. Therefore, we analyzed the development cases of specialized collections of public libraries in large cities in foreign countries and local representative libraries in Korea, surveyed the degree of awareness of specialized collections for employees of public libraries and the cultural to geography in Gyeongbuk region. Based on the background information, this study proposed the development plan and establishment strategy of the Gyeongbuk Library specialized collection, which was named "Gyeongbuk Knowledge and Cultural Heritage."

The purpose of this study is to investigate the influential factors creating the modern library thought in the latter part of Yi Dynasty. After Korea was forced to make a treaty opening up the country in 1876, Western civilization was introduced and reforms were carried out eventually. Various influential factors could be taken into consideration as follows. (1) The envoys to Japan after 1876 (2) Tourists party to Japan organized by Gentlemen in 1982 (3) The persons who studied abroad (4) Establishment of modern schools and development of publications: on the new learning. (5) News media and others Above all, the persons who studied abroad, such as Yu Gil Jun, Yun Chi Ho, etc., in early stage has contributed most to the extension of public recognition for modern library in Korea. Therefore it can be said that the formation of modern library thought in Korea was based on the theory of the Western library as was the Japan in the period of Meiji Restoration. Patriotic intelectualls in these days believed that reform of the educational system and the diffusion of knowledge was very much meeded in order to preserve an independent Korea and to build up national strength, and then nation-wide campaign for enlightenment was earried on. For that reason the movement of the national library establishment in 1906 also should be regarded from the same point of view, that is, as a part of the enlightenment campaign. Therefore it should not go unheeded that strong patriotism was always streamed under the ground of the library campaign as well as the new learning and new education campaign. Unfortunately every plan of Korean library movement had broken down and missed the chance for having experience of self-development because of the Japanese invasion.

The purpose of this study is to examine the current status of university library operation through the five laws of library science and suggest ways to improve it. To this end, the operation status of four national and public university libraries was analyzed with the scope of the study as the Busan area. Furthermore, for an in-depth investigation, the P University library in Busan was examined as a case. The operation status of national and public university libraries in the Busan region was analyzed by dividing them into the categories of university library collection materials, facilities, staff, material purchase costs, and users from 2018 to 2022. In particular, there was a decrease in users and a shortage of librarians due to COVID-19. In the case study, the operation status of P University library was investigated focusing on the first and fifth laws of Ranganathan's five laws of library science. In the first law, the study was conducted on the aspects of access to and use of the collection, library location, usage time and book lending, and staff. In the fifth law, the investigation was divided into service improvement aspects according to changes in digital technology of P University library and library environment improvement aspects according to changes in user characteristics. As a result of the study, 'establishment of library space composition strategy', 'establishment of blue ocean strategy', and 'expansion of recruitment and deployment of librarians' were suggested as improvement plans.

This study aimed to assess perceptions of library usage and services among users of public libraries within Chungcheongbuk-do, as part of the groundwork for developing the basic plan for establishing the Chungcheongbuk-do Central Library. The survey results indicated that respondents consider policy formulation and implementation for the development of local libraries and enhancement of library services to be the most important role of the Chungcheongbuk-do Central Library. Additionally, respondents showed a preference for print materials as the preferred type of information resource for collection management, with literature being the most favored subject area. Finally, survey participants expressed a desire for the provision of diverse books and knowledge resources as the desired library service.

The purpose of all public libraries is to provide knowledge and information services for the intellectual and reading activities of local residents, program services that provide opportunities for cultural enjoyment and lifelong learning, and third-party spaces and facilities that contribute to the development of the community. To this end, social needs must be reflected in a timely manner with the establishment of a sound infrastructure as a prerequisite. This study analyzed the current status centered on key indicators of the public libraries in Daegu City and presented policy issues that need to be improved through a survey. The key indicators in Daegu City, compared to the national average, were not only significantly weak for the 3rd largest city but also showed considerable variation among local governments. While Daegu citizens valued public libraries in their daily lives, the dissatisfaction rate was high in the order of transportation inconvenience, lack of necessary materials and desired programs, and various regulations. Therefore, Daegu City should focus on increasing the acquisition budget, strengthening the development of new book collections, expanding the number of librarians, expanding the construction of public libraries to address service disparities among local governments, improving accessibility, and addressing factors that hinder usage. In addition, with the establishment and operation of the Daegu Library in 2024, efforts should be made to establish an operational system for public libraries, expand the scope through collaborative partnerships with other knowledge and cultural institutions, and enhance knowledge and cultural services for the Daegu citizen.

This study focused on library services for patients and carers and conducted an awareness survey on the current status of library services for patients and carers in hospitals in Korea and on future library services for patients and carers. Through this, the ways to activate library services for patients and carers in the hospital were sought. Based on the results of the study, the research team proposes the following measures: First, the legislation for the mandatory establishment of libraries in hospitals and standards for the size, book collection, and manpower of libraries in hospitals should be enacted. Second, cooperation between the Ministry of Culture, Sports and Tourism, and the Ministry of Health and Welfare is essential to lay the foundation for the mandatory and voluntary establishment of hospital libraries at the national level in the future. Third, the operation of regional representative libraries, public libraries, and other institutions should be considered.

In view of the fact that modern society has a range of origins causing disability, the population of acquired crippled is escalating. Hence, it is obligatory to facilitate every visitors can utilize facility equitably because public libraries are being changed to compounded service area. Particularly, it is urgent to manage space planning and accommodation by considerate the requirement traits of disabled who are a susceptible social group about knowledge information. This study analysis installation of toilet, the inevitable factor of hygiene facility, for disabled equipped in four different public libraries in Daegu with related on the standards of establishment for prolonged stay through advanced research and legislation connected on handicapped. This study provides foundation data to establish construction plan for disabled to alleviate inconvenience of taking service of public library, and to compose satisfying hygiene facility.
