Feasibility of Community Information Centres and The Implications for Technological Innovations in Afikpo, Ebonyi State, Nigeria

  • The development of rural areas is expected to be holistic covering all essential infrastructure. Community information centres (CICs) are agen- cies that should be part of the infrastructures for rural development. Unfortunately, these centres are hardly seen in rural communities in Nigeria, including Afikpo in Ebonyi State. Thus, this study was conceived to explore the perceptions of citizens towards the establishment of CICs in the locality. It adopted survey research method with questionnaire as instrument for data collection, which was self-developed and validated by experts with a pre-texted reliability index of 0.72. A total of 399 copies of the questionnaire were distributed, out of which 267 copies were properly completed, representing 67% and were used for analysis. Findings revealed that the citizens have overall positive perception to- wards establishing the CICs; they are also knowledgeable of the benefits of such centres. Furthermore, there are workable suggestions on ways of establishing, funding and managing CICs in Afikpo. In addition, about 65% of the respondents indicated interest to assist and support the funding and management of the CICs when established. However, the challenges of inadequate funding and support as well as the possible politics of where to site/locate the CICs in Afikpo, are likely impediments to the project. The study concluded that citizens have strong and positive disposition towards establishing CICs in Afikpo. The implications of such CICs for technological innovations were analysed. The study recom- mends, among others, that government should see the establishment of CICs as priority projects that would significantly contribute to the growth and development of rural communities in Nigeria; communities in Afikpo should explore self-help approach to development; and political representatives from Afikpo should take advantage of establishing CICs as constituency projects for the citizens.

Development of Integrated Wireless Network for Railway (철도전용 통합무선망 개발)

  • This research aims to conduct a study on the feasibility of the LTE communication method for developing a dedicated integrated railway wireless network. An empirical analysis was carried out by establishing a dedicated integrated railway wireless network in an approximately 12km section between Illo station and Daebul station on the Honam line. Korean wireless communication methods for railway safety are different depending on each line, which makes it difficult for railway workers to cooperate with. This causes various problems. There is the ever-present risk of accidents due to call disconnection between wireless communication systems, frequency interference from commercial networks, and crosstalk. This study verified the feasibility of the 4th generation communication system, LTE, over the dedicated integrated railway wireless network as a solution for the above mentioned problems. The result shows this communication system exceeded existing performance standards of Europe GSM-R in every test item despite the location constraint of train tracks on the base station establishment.

A Study On Cost/Benefit Analysis in the Economic Evaluation of GSIS Implementation (GSIS 도입의 경제적 평가에 있어서 비용/효과 분석에 관한 연구)

  • The cost/benefit analysis method is frequently used in the feasibility study of investments on geo-spatial information system. The cost/benefit analysis method has been applied extensively in the feasibility study of conventional information systems and recently efforts has been made to apply this method to geo-spatial information systems as well. This study efforts were made to present a cost/benefit model suitable for Korean GSIS and this model was then applied to Facility Management. In establishment of the cost model, the items of various costs were defined and a survey was made to find the average unit cost of each item. For the benefit model, the benefits of implementing a geo-spatial information system is classified into tangible and intangible benefits and only th tangible benefits were further classified. The established cost/benefit model was then applied to a gas distribution company with more than 100 employees and more than 300,000 customers. A GSIS was designed and the cost its implementation was compared to the present manual method of operation.

  • This paper aims to develop an appropriate methodology for establishing an investment strategy for 'demonstration of artificial rainfall technology using UAV' and that include establishment of a technology classification, set of indicators for technology evaluation, suggestion of final key technology as a whole study area. It is designed to complement the latest research trend analysis results and expert committee opinions using quantitative analysis. The key indicators for technology evaluation consisted of three major items (activity, technology, marketability) and 10 detailed indicators. The AHP questionnaire was conducted to analyze the importance of indicators. As a result, it was analyzed that the attribute of the technology itself is most important, and the order of closeness to the implementation of the core function (centrality), feasibility (feasibility). Among the 16 technology groups, top investment priority groups were analyzed as ground seeding, artificial rainfall verification, spreading and diffusion of seeding material, artificial rainfall numerical modeling, and UAV sensor technology.

Feasibility Identification on Establishment of Solar Energy (Photovoltaic and Solar Heating) at the Environmental Basic Facilities in Busan (부산시 환경기초시설 내 태양에너지(태양광/태양열) 이용 시설 설치 타당성 확인)

  • With 12 environmental basic facilities (EBF) in Busan, each business place's present situation of the operation of new and renewable energy as well as the feasibility to establish additional systems of utilizing solar energy (photovoltaic power generation system [PPGS] and solar heating system [SHS]) were investigated. Currently, with the environmental basic facilities, the new and renewable energies (such as, waste heat, biogas, PPGS, SHS, and small hydro power) can produce 195 GWh per year as electric power unit. Among the energy sources, except waste heat, biogas (154 GWh/yr) appears as the highest. Next, PPGS is the second most widely used system and produces 5,560 MWh/yr at 11 business places. Through a field survey, it appears that 19 business places of total 27 places at 12 EBFs have good locational conditions and they need an introduction of PPGS. Through it, it is investigated that it would be possible to produce 5,311 MWh/yr and to reduce $2,348tCO_2/yr$. And, it is identified that SHS can be additionally introduced in only 4 EBFs. This can reduce energy cost as much as one ten million won/yr and green-house gas as much as $28tCO_2/yr$. A cost-benefic analysis shows that the use of governmental support or private investment can be the most efficient way, when PPGS and SHS are introduced in EBFs.

Systematizing and Improving of Spatial Environment Data for the Establishment of Spatial Environment Planning (공간환경계획 수립을 위한환경정보의 체계화와 개선방안)

  • Environmental conservation plan, notwithstanding their feasibility and potential utility in construction of environment-friendly spaces, has long been perceived in practice as "declarative" and a "formality." Such perceptions are largely the result of the failure to provide spatial planning that is directly relevant to development of the space in question, and to sufficiently interconnect with urban development plan. This demonstrates the need for ways to link disparate plans, i.e. to enact "spatial environment plan." In response to these issues, this study proposes the systematization of spatial environment data as a necessary prerequisite to the establishment of spatial environment plan, which would provide both linkages with other plans, and ensure the applicability of environmental conservation plan. To this end, this study analyzed existing environmental data, and then proposed systems for links with spatial environment plan. In respect of this, the study examined spatial data systems, and then classified applicable spatial according to each environmental medium. The study also produced spatial information and planning items that can be included in spatial environment plans for each of the nine environmental media, and then constructed a system that could link the existing spatial information system, current spatial environment data, and spatial environment management plan. Furthermore, the study proposed matters for improvement in the construction of spatial environmental data to ensure the activation of spatial environment plan. The construction of a systematic spatial database, by facilitating the smooth establishment of spatial environment plan, can enhance and upgrade environmental conservation plan, while contributing to enhanced linkages with related spatial plans.

Differences in Soil Chemical Properties Under Multi-layer System, USGA System and Mono-layer System for a Sports Turf (스포츠용 잔디의 다단구조, USGA구조 및 단층구조 지반에서 토양 화학성 차이)

  • This study was initiated to investigate soil chemical properties under different soil systems. Data such as soil acidity(pH), electrical conductivity(EC), organic matter content(OMC), and cation exchange capacity(CEC) were analyzed with samples from multi-layer, USGA, and mono-layer systems. N, P, K and micronutrients were also measured. Multi-layer system was built up to 60-cm depth with rootzone layer, intermediate layer and two drainage layers. USGA system 45 centimeters deep was constructed with rootzone layer, intermediate layer and drainage layer. Mono-layer system, however, was made only with a 30-cm rootzone layer. Differences were observed in soil pH, EC, OMC, CEC and micronutrients. Soil pH was acceptable for turfgrass growth a year after establishment, being 5.5 to 6.5 in the study. Differences were greatly observed for EC among soil systems. Values of EC for multi-layer, USGA, and mono-layer systems were 39.79, 31.26 and 103.54 uS/em, respectively. The increase rate was approximately 4 to 8 times greater with mono-layer system than those with other two systems. Therefore, it was necessary to avoid micronutrient deficiency such as Fe, Mn etc. through an effective management program in mono-layer system because of its faster potential feasibility of salt accumulation. The greatest OMC was associated with USGA system, being 0.97% which was 11% over that of the other systems. Slight differences were observed for CEC among them. Mono-layer system produced 1.45 me/100g, 10.3% and 8.9% lower in CEC than those of multi-layer and USGA system, respectively. Micronutrients such as Fe, Zn, and Mn etc. were below the level required for turf growth, regardless of soil systems. It was considered that one year after turf establishment was not enough to build up micronutrients in sand-based soil systems to the normal level for a turf growth. These results demonstrate that intensive management program including grow-in concept fertilization should be integrated into sand-based soil systems, even after a year in establishment. Regular nutrient monitoring by soil analyses is a strong necessity to decide the kinds and amount of fertilizer. Also, strategic management program must be selectively employed according to sports turf soil systems.

Analysis of Socio-economic Effects of Land Consolidation and On-farm Development Project (경지정리사업(耕地整理事業)의 사회경제적효과분석(社會經濟的效果分析))

  • Up to date, the economic feasibility analysis on land consolidation and on-farm development projects were mainly depended upon the direct benefits from market value of project outputs. Therefore the projects were neglected in allocation of the government's financial funds and loans on account of undervaluation of the project benefits including socio-economic and environmental values of the projects. Accordingly the Extended Benefit Cost Analysis Method should be adapted to cover not only the benefits such as non-market values of environmental functions of the projects and but also the economic market values of the project outputs. The main objectives of this study is (1) to provision of the guideline for economic feasibility analysis based on the IBRD and ADB guidelines, (2) to estimate the benefits such as Productivity increase effect, labor saving effect, off-farm income increase effect during off-farm season, saving of O&M cost of farm mechanization, enhance of farmer's public health, increase of environmental public function of paddy fields, effect of food security and establishment of peaceful and uncontroversial rural society by implementing the land consolidation and on-farm development, (3) to introduce the newly adapted analytical method as the extended benefit cost analysis which could make possible the analysis of non-market goods such as the food security value and the environmental public value of paddy fields. To carry out the study, the publication on the guideline for economic analysis of agricultural projects were reviewed and consulted and for the post evaluation of the land consolidation and on-farm development project, field survey in Jeongja area were made for the feasibility study of the project by new method. According to the initial project plan, Jeongja land consolidation and on-farm development project has 96ha of benefit area and the project was started in 1989 and completed in the spring, 1990. The total project costs were amounted to 1,052 million won and the annual project benefits were estimated at 135.4 million in 1989 constant market prices. On the other hand, the newly estimated project benefits as a part of post evaluation of the project were amounted to 602.1 million won including all the benefits from the market and non-market commodities of the project as mentioned above column. The original IRP(Internal rate of return) of the project was estimated at 15.81%. On the other hand, the IRR of the post evaluation of the project was amounted to 16.83%. In case of including the benefit from the environment public function of paddy field, the SRR(Social Rate of Return) was reached to 38.81% and when we added the benefit from food security of the project, the SRR showed very high rate as 46.41%. In conclusion, the project were verified socio-economically feasible and environmentally sustainable considering the above decision making criteria.

A Convergence Study on Feasibility of Expanding Establishment of Public Postpartum Care Centers: Benefit-Cost Analysis (공공산후조리원 확대의 타당성에 관한 융합 연구: 편익-비용 분석을 중심으로)

  • The purpose of this study is to analyze the economic feasibility of public postpartum care centers established for health care of low-income postpartum mothers. 6 of 8 public postpartum care centers were used to verify the economic feasibility and research data were collected through the centers. A sensitivity analysis was performed with the bed turnover rate, assuming that users in a postpartum care center will be decreased. As a result, B/C ratio was estimated to be 1.50 and the net benefit was estimated to be KRW 186,557 in million. A sensitivity analysis showed that B/C was 1.42 at 17.4 of bed turnover rate and 1.26 at 15.4 which indicates the lowest bed turnover rate among subjects. A public postpartum care center was evaluated as economically feasible as public works. Therefore it is necessary that the public postpartum care centers operated by local governments should be expanded through legal amendment.

Data Reduction and Analysis Technique for the Resonant Column Testing by Its Theoretical Modeling (공진주 실험의 이론적 모델링에 의한 자료분석 및 해석기법의 제안)

  • The resonant column testing is a laboratory testing method to determine the shear modulus and the material damping factor of soils. The method has been widely used for many applications and its importance has been increased. Since the establishment of the testing method in 1963, the low-technology electronic devices for testing and data acquisition have limited the measurement to the amplitude of the linear spectrum. The limitations of the testing method were also attributed to the assumption of the linear-elastic material in the theory of the resonant column testing and to the use of the wave equation for the dynamic response of the specimen. For the better theoretical formulation of the resonant column testing, this study derived the equation of motion and provided its solution. This study also proposed the improved data reduction and analysis method for the resonant column testing, based on the advanced data acquisition system and the proposed theoretical solution for the resonant column testing system. For the verification of the proposed data reduction and analysis method, the numerical simulation of the resonant column testing was performed by the finite element analysis. Also, a series of resonant column testing were peformed for Joomunjin sand, which verified the feasibility, of the proposed method and showed the limitations of the conventional data reduction and analysis method.
