New Environmental Impact Assessment Technology (신환경영향평가기술(新環境影響評價技術)의 개발방향(開發方向))

  • The purpose of this study is to identify the problems of environmental impact assessment(EIA) and to suggest new EIA technology. The problems of EIA in Korea can be summarized as follows. First, the EIA does not reflect the impact of policy, plan and program on environment. Second, the project EIA does not consider the cumulative impacts such as additive impacts, synergistic impacts, threshold/saturation impacts, induced and indirect impacts, time-crowded impacts, and space-crowded impacts. Third, the EIA techniques in Korea are not standardized. Finally, the present EIA suggests only alternatives to reduce adverse impacts. To solve above-mentioned problems, the development of new EIA technology is essential. First, the new EIA technology should be developed toward pollution prevention technology and comprehensive and integrated environmental management technology. Second, new fields of EIA for pollution prevention contain strategic environmental assessment, cumulative impacts assessment, socio-economic impact assessment, cyber EIA and EIA technology necessary after the reunification of Korean Peninsula. Third, EIA technology for integrated environmental management contains the development of integated environment assessment system and the development of packaged EIA technology. The EIA technology for integrated environmental assessment system contains (1) development of integrated impact assessment technology combining air/water quality model, GIS and remote sensing, (2) integrated impact assessment of EIA, traffic impact assessment, population impact assessment and disaster impact assessment. (3) development of integrated technology combining risk assessment and EIA (4) development of integrated technology of life cycle assessment and EIA, (5) development of integrated technology of spatial planning and EIA, (6) EIA technology for biodiversity towards sustainable development, (7) mathematical model and GIS based location decision techniques, and (8) environmental monitoring and audit. Furthermore, there are some fields which need packaged EIA technology. In case of dam development, urban or industrial complex development, tourist development, landfill or combustion facilities construction, electric power plant development, development of port, road/rail/air port, is necessary the standardized and packaged EIA technology which considers the common characteristics of the same kind of development project.

  • Environmental Impact Assessment (EIA) in Korea has worked toward environmental conservation and decision making since the Environmental Impact Statement of 1981. In order to implement the EIA process effectively, we have developed a system for and various methods of EIA. Among these methods, the Environmental Information System, which was introduced recently in Korea, can be used to integrate geographic and attribute data effectively. This study includes methods by which we may use the Environmental Information System. First of all, it explains building EIA factors on the natural environment, the living environment, and the socio-economic environment defined by Environmental Impact Statement regulations in Korea. This study also presents some applications of the assessment methods concerning suitability analysis of landfill sites. Finally, it shows the effectiveness of the Environmental Information System in odor impact assessment. Based on these analysis, the study makes some conclusions for the applications of the Environmental Information System.

  • Environmental Impact Assessment(EIA) in Korea has developed as a tool for environmental conservation and decision making since Environmental Impact Statement(EIS) preparation in 1981. For effective implementation of it, we do system development and method enhancement continuously. The recently introduced GIS (Geographic Information System) can integrate geographic and attribute data, which will be applied to scoping, assessment, and alternative assessment, etc. in EIA. This study has three major components. First, it explains building of EIA factors of natural environment, living environment, and socio-economic environment of the study area defined in EIS preparation regulation. Second, the study presents applications of assessment method concerning suitability analysis of landfill site using GIS. Finally, it shows integration of GIS and odor impact assessment. Based on these analysis, the study makes some recommendations and conclusions.

  • EIA has been introduced as a tool for environment protection into promulgation of the Environment Preservation Act in 1977, which replaced the Pollution Control Act in Korea. EIA system has been improved with the enlargement of project type, public participation, guideline improvement, and regulatory development. Recently, Environmental Impact Assessment(EIA) Act will have an important role for sustainable development. This article deals with regulatory development, implementation order, EIA project type, and EIS preparation guidelines by Act promulgated and amended, also it explains comparison analysis of Environmental Policy Act and Environment Impact Assessment Act Major results are summarized in the table.

Studies for International Trends in Health Impact Assessment and Linking HIA and EIA (지속성을 위한 보건영향평가의 국제적인 동향 고찰 및 환경영향평가와의 연계방안 연구)

  • In Korea, health-related items under current EIA (Environmental Impact Assessment) system can only be found in the categories of hygiene and public health. However, environment and public health are not adequately connected and also health is underestimated even though health is an important component of environmental assessments. As a result, health is not well integrated within criteria for investigating the impacts on environment. International trends in HIA (Health Impact Assessment) to strengthen the connection between environment and health were investigated in this research. Definitions, functions, circumstances, and merits of HIA in foreign countries were compared. By collecting and analyzing international organizations' and other countries' data related with HIA and EIA, preceding conditions and execution plans were suggested to link EIA and HIA from SEA (Strategic Environmental Assessment) aspects and to successfully accomplish EIA in Korea. According to this research, EHIA (Environmental Health Impact Assessment) can predict and manage the results of economical development only under the principles of inhabitants' participation, sustainability, and social justice. EHIA should be modified and improved towards increasing regional and national capabilities. For this, preparation of adequate procedure is required to connect EIA and HIA.

  • Remote sensing begins to be applied in Environmental Impact Assessment(EIA), and it can systematically assess land use which is an important factor in EIA. This study is to predict land use change of Ulsan region and to assess impact on land use using the past and the present data of remote sensing. Also we analyzed an impact area influenced by EIA projects through the integration of remote sensing and GIS. This technique will be applied to the screening stage in EIA.

  • The Environmental Impact Assessment(EIA) System has grown up as an adult today in Korea(ROK). It seems that we have only focused on the specific and technical aspects of the assessment without looking at the whole concept during the past 20 years. Thus we have accomplished quantitative growth but not qualitative development at all. This is the right time we should reconstruct the concept and move into the step for qualitative development. It is expected that the corpulence of the EIA system would be enlarged due to the introduction of integrated impact assessment system. It is necessary to introduce a newly designed method into the EIA methodology and improve the Environmental Impact Assessment based on in order to accomplish and manage more effective EIA system. To the conclusion, it is highly necessary to formulate a wholly new system which can be useful to improve the existing various systems and to follow the fundamental concept of EIA.

  • Environmental Impact Assessment(EIA) was first formally established in the Korea in 1981. Subsequently there has been a rapid growth in EIA activity, and over one hundred fifty environmental impact statements are now published in Korea each year. Although EIA now has almost 20 years of history in the Korea, elsewhere the development of roles and practice is more recent. Development is moving apace in many countries, including the Japan and the EU Member States. Such progress has not been without its problems, and a number of the current issues in EIA-scope of the assessment, the relative roles, the quality of assessment and monitoring and auditing after decision, and so on- are highlighted. So the purpose of this article is to reform the EIA roles and process, in extending the scope of activity, and assessing effectiveness. This article suggested improving the effectiveness of project assessment, widening the scope: stretegic environmental assessment, and extending EIA to project design process, environmental monitoring and feedback system.

  • Environmental Impact Assesment(EIA) is composed of various procedures, such as screening, scoping, inventory survey, prediction, assessment, mitigation measure, alternative assessment, and post management. Remote sensing introduced lately begins to be applied ecosystem and land use in inventory survey and assessment of EIA. This study explains on land use classification, buffering analysis of residential area, and overlaying analysis of odor predictive data with residential area for application to EIA with remote sensing data. Residential area extracted from land use classification of remote sensing provides effectively buffering analysis of residential area in selection of landfill site with GIS. It could assess also residential effect to an offensive odor by overlaying analysis. Application methods in EIA should be enlarged to assess effectively.
