Exploring the Application of Impact Mitigation Regulations through Biotope Maps (도시생태현황지도를 활용한 침해조정 제도 국내 적용 사례 연구)

  • The Impact Mitigation Regulation was first introduced in Germany with an intention to avoid or reduce the natural ecology and landscape infringement as much as possible according to the development project. The system has is an advantage of being able to efficiently operate the linkage policy of land planning and environment planning to prevent the excessive development of the national land and to continue to manage it. This study applied the German natural impact mitigation system by revising and supplementing it according to the domestic situation with a biotope map of Juam-dong, Gwacheon City, as a case study area. Spatial analysis was conducted of biotope maps, landscape maps, and NDVI maps to suggest a plan to derive and preserve the areas excellent in an ecological and environmental value. It was confirmed the Impact Mitigation Regulation could be used as a policy link of the land-environment policy that minimizes the degree of the damage that cannot help occurring necessarily in the development of the national land and to manage that damage from the planning stage.

  • Environmental problems like global warming have now become important issues that should be considered in all industries, including construction. In South Korea, many studies have been conducted to achieve the government's goals of reduction in environmental impacts. However, the research on buildings has only focused on CO2 emission as a research target despite the fact that other environmental impacts resulting from ozone depletion and acidification should also be considered, in addition to global warming. In this regard, this study attempted to propose assessment criteria and methods to evaluate the environmental performance of the structures from various aspects. The environmental impact category can be divided into global impacts, regional impacts, and local impacts. First, global impacts include global warming, ozone layer depletion, and abiotic resource depletion, while regional impacts include acidification, eutrophication, and photochemical oxidation. In addition, noise and vibration occurring in the building construction phase are defined as local impacts. The evaluation methods on the eight environmental impacts will be proposed after analyzing existing studies, and the methods representing each environmental load as monetary value will be presented. The methods presented in this study will present benefits that can be obtained through green buildings with a clear quantitative assessment on structures. Ultimately, it is expected that if the effects of green buildings are clearly presented through the findings of this study, the greening of structures will be actively expanded.

  • It is very important that we try to keep our traditional historical assets in the original form for a long time. Seoggur-Am has a very long and old history of about 1200 years. Yet, for the past several years there are many factors ruinning this historical treasure. Recently, specialist are new scientifically examining Seoggur-Am and evaluating its current condition, If you only judge these historical assets from the exterior structural environmental approach your scientific conclusion will not be complete. No one has studied Seoggur-Am from the viewpoint of indoor environmental climate. Therefore, I have surveyed and prepared a report of investigation as well as countermeasure so to understand the impact of indoor environmental climate on Seoggur-Am. The purpose of this paper is to first survey the existing research data based on exterior structural environment. Secondly, closely evaluate the new data of Seoggur-Am from the viewpoint of indoor environmental climate.

Urban Heat Mitigation Effect Analysis based on the Land Use Location Distribution by Using an Ecosystem Service Valuation Model (생태계 서비스 가치평가 모형을 이용한 토지이용 위치분배에 따른 도시 열저감 효과분석)

  • The purpose of this study is to explore whether open spaces with land use characteristics of forest green areas can have different influence on the urban heat reduction depending on the location distribution, through the case of Gangneung-si downtown area. As a research method, the InVest Urban Cooling Model, which is a thermal phenomenon analysis model, is employed based on the most recent data available in 2018. In order to focus on the effect of location distribution of open space in the city, the downtown area is set as the observation area, not the entire city. The analysis of the land use location distribution scenarios shows that large-scale forests or clustered forests are more effective in reducing atmospheric heat in the region than several small-scale forests.

  • Development of a train wireless signal control system using LTE-R technology is expected to have a great ripple effect to the existing signal control market. To make inroads into the international market, it is an urgent issue to practicalize the train wireless signal control system. Because it will require a huge budget to commercialize the wireless signal control system, it is necessary to analyze the feasibility beforehand, with a consideration of the domestic and foreign marketability and the impact on related industries. This study investigated the effect of the practicalization of train control system on future railway and national industrial sectors. We suggested the establishment of a framework for economic feasibility analysis, one that can provide criteria for opportunistic valuation. We also verified this framework through case analysis.

Measuring Nuclear Power Plant Negative Externalities through the Life Satisfaction Approach: The Case of Ulsan City

  • We have hypothesized that nuclear risk is significantly inversely related to the distance from residences to nuclear power plants and that the level of life satisfaction of residents therefore increases with the distance. We empirically explore the relationship between Ulsan citizens' life satisfaction levels and the distance between their residences and the Kori and Wolsong nuclear power plants (NPP) based on the life satisfaction approach (LSA). The dataset we used covers only Ulsan citizens from the biennial Ulsan Statistics on Citizen's Living Condition and Consciousness of 2014 and 2016. Controlling for micro-variables such as education, work satisfaction, gender, marital status, and expenditures, we found a statistically significant relationship between life satisfaction and the distance between the residences and the nuclear power plants. Nuclear negative externalities including (i) health and environmental impact, (ii) radioactive waste disposal, and (iii) the effect of severe accidents can be quantified in terms of LS units and monetary units. We were able to calculate the monetary value of NPP externalities at $277 per kilometer of distance for Kori and $280 per kilometer of distance for Wolsong at constant 2015 prices. These estimates are quite different from the traditional estimates made with the contingent valuation method, whereas they are similar to the findings of LSA studies abroad. Hence, the need to adopt the LSA in South Korea and policy implications are demonstrated.

  • Damage to the natural environment is becoming increasingly complex in modern society, expanding to impact not only the environment but also society and the economy. Various systems and policies based on sustainability have been promoted internationally. Legal systems and policies based on evaluation systems such as land environment assessment and urban ecological status maps, have been implemented in Korea. However, most of Korea institutions and policies related to the natural environment have been directed toward the conservation of the natural environment, and restricted to in simple theoretical frameworks with various limitations. Therefore, this study analyzed the definition and value of the natural environment for a fundamental conceptual approach to the valuation of the natural environment. Based on this, we modeled the policy process for a flexible evaluation system suitable for the actual situation of Korea natural environment through a review of the integration of environmental policy proposed in Europe.

Benefit Cost Analysis on Mitigation of Environmental Impacts Using Contingent Valuation Method : The Kwangyang Habor Case (환경저감화 시설에 대한 비용편인분석 : 광양만 사례연구)

  • This study is to investigate the effect of environmental mitigation in relation to the construction of quay structures for containers and to estimate economic values of environment-friendly structures using CVM. The result shows that the B/C ratio of environment-friendly quay structures designed to mitigate environmental impact is 4. That is, environmental improvement work proves to generate environmental benefit over 4 times as much as the construction cost. Considering the results of the study, environmental improvement work is of great benefit to citizens, and CVM is expected to become an efficient method to measure a proper size for a large construction project as well as to forge public consensus.

Landuse and Landcover Change and the Impacts on Soil Carbon Storage on the Bagmati Basin of Nepal

  • The upsurge of population, internal migration, economic activities and developmental works has brought significant land use and land cover (LULC) change over the period of 1990 and 2010 in the Bagmati basin of Nepal. Along with alteration on various other ecosystem services like water yield, water quality, soil loss etc. carbon sequestration is also altered. This study thus primary deals with evaluation of LULC change and its impact on the soil carbon storage for the period 1990 to 2010. For the evaluation, InVEST (Integrated Valuation of Ecosystem Services and Tradeoffs) Carbon model is used. Residential and several other infrastructural development activities were prevalent on the study period and as a result in 2010 major soil carbon reserve like forest area is decreased by 7.17% of its original coverage in 1990. This decrement has brought about a subsequent decrement of 1.39 million tons of carbon in the basin. Conversion from barren land, water bodies and built up areas to higher carbon reserve like forest and agriculture land has slightly increased soil carbon storage but still, net reduction is higher. Thus, the spatial output of the model in the form of maps is expected to help in decision making for future land use planning and for restoration policies.
