주요개발사업의 환경영향평가서 분석을 통한 사회경제항목평가의 문제점과 개선방안 (Analysis of Problems and Improvement of Environmental Impact Assessment in Social-Economic Items Based on 19 Major Large Scale Development Projects)

  • Assessment in Socio-economic items should be used to estimate social influence when policies and projects were introduced. To estimate current situation of socio-economic items 19 Environmental Impact Statement (EIS) of large scale projects were analyzed. The projects were selected based on magnitude of social impact when the projects were implemented. Environmental Impact Statement was categorized into line projects(road construction, railroad construction, stream development, etc), and surface projects(energy development, wetland reclamation, recreation and sport development, and housing and residential development, etc) thus being chosen for 19 projects in each categories. This report was based on the analysis of 7 items in socio-economic environmental items(i.e., population, residents, industry, public facilities, education, transport and historical monument). Most EIS did not follow the regulation suggested by Ministry of Environment, and only current circumstances were briefly described. Indifference of in-depth analysis of socioeconomic environmental items would influence the process of social and environment impact negatively in the midst of construction of National Projects such as Outer Circle Seoul Highways, Saemankeum Reclamation Projects, etc. This abrupt halt of construction was mostly based on a lack of public hearing or public participation. Socio-economic items are also very much lacking in quantitative method and strengthening socio-economic environmental items is needed via checklist or matrix that brings decision-makers better ideas objectively.

  • This study was carried out to find the problems of assessment on terrestrial ecosystem part in environmental impact analysis(EIA) and to suggest the proper amelioration measures by analyzing 19 environmental impact statements(EIS) published during the period from 1991 to 1994. The results obtained from this study were as follows. Field survey for the investigation of fauna and flora in project areas should be conducted at least 3 times a year and name of investigator should be written on the EIS clearly. Increase or decrease in degree of green naturality and productivity cannot be an absolute criteria for expressing the amount of changes in ecosystem. Evaluation for the ecosystems and their composition in project area is more important than presenting merely the increase or decrease in degree of green naturality and productivity. Alleviation measures in 19 EISs analyzed in this study were summarized into 6 types: They are establishment of landscape plan, transplanting of useful trees preservation of big tree and protected species, restoration and preservation of existent vegetation, establishment of soil conservation measures and diminution of the impact on animal. However, they were somewhat insufficient because they wouldn't suggest the alleviation measures in detail. The more positive counter-proposals are needed to decrease the impact of the project on terrestrial ecosystem.

  • There have always been dilemmas between development and environmental conservation throughout the world. Gradually environmental contamination threatens sustainable development and conservation. we try to study on the sustainable development with environmental conservation. One of the instruments to get this goal is Environmental Impact Statement. Environmental Impact Statement has now become a standard tool of decision making in Environmentally Sound and Sustainable Development. The objectives of this study is to explore and suggest some suggestions for improvements of EIA. 1. Identify all criteria and standards that apply to physical and social environmental components and dynamics. 2. Giving attention to the purpose of the criterion and standard, with respect to resource use and quality. 3. Demonstrate the relevance legal, technical, and scientific authority by early planning through construction, operation and maintenance phases. 4. Implement rationales and protocols for the documentation of standard analytical methods, location of sampling points and statistical analysis of data. 5. Establish precise protocols by predictions of environmental impact relevant for established criteria and standards. Reviewing these protocols with relevant legal authorities prior to their implementation is important.

  • Public participation in the Environmental Impact Assessment(EIA) has been implemented since the August 1 of 1991 with the Environmental Policy Act promulgation in the August 1 of 1991. It is structured to comment on draft Environmental Impact Statement(EIS) through open reviewing, public meeting and hearing. Though public participation has an important role in determining environmental significance, it is room for improvement. With positive public participation and system development such as Environmental Impact Assessment Act on June 11 of 1993, the effectiveness of it will be improved. This article is composed of status of public participation, comparison with other countries, comparison analysis by items of EIS prepared before and after public participation, and contents of public opinions in EIS.

  • As the environmental concerns in Korea have shifted gradually from the environmental pollutions to the quality of life (QOL) enhancement, it has become increasingly important to implement comprehensive assessment of environmental quality as possible. This is the major reason to develop Environmental Assessment Index. This study focuses on indices development of factors in Environmental Impact Statement Preparation Regulation. Environment in this regulation is composed of natural environment, life environment and socio-economic environment, and it is composed of 22 factors. EAI(Environmental Assessment Index)studied in this research is integrated by 16 factors. It will contribute to public participation in Environmental Impact Assessment process and environmental policy.

  • The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established.   • 파리 협약에 따른 post-2020에 대비하기 위한 환경영향평가(EIA : Environmental Impact Assessment) 측면에서의 온실가스 감축방안을 모색하였다. 2010~2019년 금강유역환경청의 EIA대상사업 중 26건의 환경영향평가서(EIS : Environmental Impact Statement)를 사례분석한 결과로, '온실가스 항목'은 대부분 형식적으로 작성된 것으로 분석되었다. 본 연구에서는 EIA시 '온실가스 항목'의 형식적 평가를 개선하기 위한 방안으로서, 1) EIA대상사업별 온실가스 배출량에 따른 배출부과금 할당, 2) "환경오염시설의 통합관리에 관한 법률"에 근거한 '허가배출기준 설정'에 '온실가스 항목'의 추가, 3)이해당사자들이 EIA대상 개발사업의 초기단계에 참여하는 거버넌스 확립으로 온실가스 감축 등을 제안하였고, 구체적인 내용을 논의하였다.

환경영향평가에서 GIS 활용에 관한 연구 : 폐기물매립지 적지분석과 악취영향평가 (GIS Application in Environmental Impact Assessment : Suitability Analysis and Odor Impact Assessment of Landfill Site)

  • Environmental Impact Assessment(EIA) in Korea has developed as a tool for environmental conservation and decision making since Environmental Impact Statement(EIS) preparation in 1981. For effective implementation of it, we do system development and method enhancement continuously. The recently introduced GIS (Geographic Information System) can integrate geographic and attribute data, which will be applied to scoping, assessment, and alternative assessment, etc. in EIA. This study has three major components. First, it explains building of EIA factors of natural environment, living environment, and socio-economic environment of the study area defined in EIS preparation regulation. Second, the study presents applications of assessment method concerning suitability analysis of landfill site using GIS. Finally, it shows integration of GIS and odor impact assessment. Based on these analysis, the study makes some recommendations and conclusions.

환경영향평가서의 육상물상 부분의 작성실태및 개선방향에 관한 연구 (A Study on the Improvement and Actual Conditions of Terrestrial Vegetation Part in Environmental Impact Statement)

  • The objective of this study is to investigate actual conditions of terrestrial vegetation part in Environmental impact statement, and to prepare a proposal for the efficiency of Environmental Impact Assessment. 13 E.I.S.s made out during 1996.6-1997.5. have been chosen and analysed with respect to scope of survey, item of survey, method of survey, and result of survey. Actual conditioins of terrestrial vegetation part in E.I.S. are summarized as follows : 1. The mean number of total participants in drawing up E.I.S. is 26.0 persons, that of participants in terrestrial vegetation part is 2.3 persons. 2. In case of planar project, the mean of scope of survey is 16.1 times as large as area of project . In case of linear project, the scope of survey has been determined arbitrarily. 3. The most part of survey has been dependent on literature, and field survey has been practically neglected. 4. Results of survey mostly missed the point that E.I.A. pursues. And proposals are as follows : 1. Participants in terrestrial vegetation part in drawing up E.I.S should be increased. 2. It is necessary to subdivide scope of survey in view of difference between planar project and linear project. 3. As for item and method of survey, field survey should be specially reinforced. 4. Several sheets of map as results of survey should be included in E.I.S. The vegetation map, the D.G.N. map, and the planting map should be included and drawn by smaller scale as possible.

  • Public participation in Environmental Impact Assessment (EIA) process has been implemented since the introduction of EIA project on August 1 1991, followed with Environmental Policy Act promulgation on August 1 1990. Though public participation has room for improvement. This study compared before and after the introduction of public participation on EIS preparation cost, project cost, EIS preparation term and project term through 293 EISs analysis. Also public opinions in EIS after introduction of public participation were analyzed. The results are expected to be contributed to the system improvement of public participation.
