Due to the negative impacts of microplastics (MPs) on the ecosystem, the investigation of its occurrence and its treatment from sewage and wastewater treatment plants (WWTPs) have received a lot of attention in the recent years. Most MPs are precipitated and removed with the sludge during the treatment process. Proper sludge management is immensely necessary to avoid MP exposure in the environment. However, the domestic research on this aspect is limited. This study reviews appropriate sludge management approaches to decrease environmental MP exposure. This can be achieved through investigating sludge generation and treatment, regulation laws and government policy trends with an emphasis on WWTPs. The ratio of sludge in sewage treatment plants has been observed to be highest in recycling followed by incineration and landfills. Recycling is the highest in fuel followed by construction materials and composting. For WWTPs, the highest ratio is in recycling followed by fuel and landfills, and recycling is confirmed in the following order: incineration > after composting > after solidification > earthworm breeding. Treatment approaches that can increase the exposure of MPs to the ecosystem are considered to be used in landfills and agricultural fields. However, this method is not appropriate given the insufficient capacity of domestic landfills and the sufficient supply of existing chemical and animal manure fertilizers. Instead, it would be rational in terms of environmental preservation to expand the use of fuel and energy in connection with the new and renewable energy policy, and to actively seek the use of sub-materials for construction materials. In order to secure the basic data for the effectiveness of future planning and revision of related laws, it is required to perform an in-depth investigation of the sludge supply and demand status along with the environmental and economic effects.

The purpose of this study is to examine the present problems relating to the legislation and execution of adornment of buildings in the provinces, and to explore ways to improve the role and function of adornment of buildings in terms of public art. In order to do that, the related national law and enforcement decree and the local regulations and rules were analysed. In addition the catalogues on the adornments of buildings that are managed by 31 cities and counties of Gyeonggi-Province were also compared and analysed. As a result of our survey, it has been determined that the reform of the adornments of buildings must be executed on the national and local levels. On the local level, the revision of regulations must occur simultaneously with the changes of national law and enforcement decrees. In many local self-governing bodies, there are quite a lot of discrepancies between their regulations and the upper law. Therefore, people can be confused regarding the sensitive problems such as the types of buildings that are required to display adornments and the proportion of the cost to the construction cost. In addition the effects of the improvements to national laws are often delayed. For example, the updated national law requires committee members to be appointed on the basis of merit, the announcement of the deliberation results, and the establishment of provisions regarding the management of existing structures. Unfortunately, improvements to the national law are not followed through on a local level. Concerning national legislation, the following improvements are necessary to minimize these problems. First, the western concept of‘public art’must be imported to Korea and applied to future legislation regarding adornment of buildings. Second, the perception of the purpose of adornment of buildings must be changed from‘art promotion’to‘improvement of the urban environment’Third, it is impractical to require private citizens to fund public worts of In. Korea requires an organized federal funding system for the commission of public art, which is to be controlled by committee. Finally, the definition of public artwork must be enlarged to include a more broad range of art, such as landscape architecture. In addition, continuing care of existing public worts of art must be managed systematically and strengthened.
The so called Antarctic Treaty System, started from the Antarctic Treaty in 1959, has gradually been enlarged into the concept of an international environmental regime, which has been included in not a few international institutions, treaties, conventions, and international non-governmental organizations (INGO). This kind of movement, as in the role of an international environmental regime, has recently been highlighted in the Protocol on Environmental Protection to the Antarctic Treaty. This Protocol is taking appropriate measures as an international environmental regime in regulating its member nations by enforcing principles in protecting Antarctic resources and environment, regulating member nations' Antarctic activities, establishing norms in the adoption of international and domestic laws, and devising regulations for deciding administrative actions through the member nations' collective decision-making procedures. h this context, this paper is to test a few questions; firstly, how the Antarctic Treaty System can be related with the role of international environmental regime; secondly, how the theories of international environmental regime, such as the hegemony theory, rational choice theory, and international morality theory, can be tested in the role of Antarctic Treaty System as an international environmental regime. Finally, this paper provides a solution for the future problems of the Antarctic Treaty System as an international environmental regime regarding the regime's principle (conflict between the environmental principle and the right of nation-state), norms and regulations (the conflict between the developed and underdeveloped nations in terms of the concept of 'common but differentiated environmental responsibility'), cooperation directions (the leadership problems between hegemonic nation and multilateral leading groups), and management methods (cooperation and arrangement problems among expert institutions, observer groups, and INGO).

Globally, the actual circumstance is that local downpours are occurring and the droughts are extensively continuing on and the occurrence of large-scale earthquakes is increasing as a result of changes in nature environment. It is being pointed out also in the case of Korea for the urgent countermeasures against the situation of repeated occurrence of disasters in the regions where the concept of disaster prevention has not been applied. Accordingly, the National Emergency Management Agency has been implementing the formation of disaster prevention trial towns since 2009 for the regions vulnerable to disasters and searching for plans to improve disaster prevention measures. Therefore, the concept of disaster prevention town and the program type were summarized in this study, and the development strategy for developing disaster prevention town was presented through the related laws and policies and the case analysis of domestic and international trial programs, and the basic concept of forming disaster prevention town was presented to present basic information for developing disaster prevention town.

Many severe earthquakes have occurred along the main fault lines in the world. In recent years, there has been a high incidence of small- and large-scale earthquakes in our country. These occurrences of earthquakes have become increasingly serious, owing to a degrading earth environment. An earthquake, in general, causes far more serious damages like disruptions in electricity or gas facilities, and fire disasters from its annexed effects than by its vibrations or the shock itself. In this paper, we present a countermeasure and its necessity in safeguarding against fire disasters in regional heritage villages such as "Asan Oeam," "Jeonju Hanok," and "Andong Hahoe." A more systematic and effective strategy for prevention systems against severe fire disasters is proposed after performing various related investigations and analyses of existing domestic and international systems. We investigated the existing fire security systems and their historical records with the tendency of earthquake occurrences in these three folk villages. In this proposal, we present a strategic approach for safeguarding against fire damages in our regional heritage villages derived from ICT (information communication technology)-based DPD (disaster prevention design), after examining the laws and regulations of fire-prevention strategies in Japan, America, and Europe.
The age of big data has not only opened new opportunities for economic growth in various industries, but it has also created new problems related to personal information protection and privacy invasion. Given this situation, Korea's communications commission has proposed a big data guideline that specifies how companies should collect and utilize personal information in the big data environment. However, this guideline is more focused on industrial development than personal information protection, and it contains many features that conflict with personal information protection law as it currently exists. As a result, civic groups strongly oppose the guideline, as it may create serious privacy issues for subjects of information gathering. Thus, this paper analyses the limitations of the guideline by comparing it with domestic and foreign laws about personal information protection and privacy. We also discuss the direction of legalization and institutionalization with respect to the secure use of big data.

Objectives: Literature has shown the relationship between the use of harmful media and sexual behaviors among adolescents. Laws and regulations of violent and sexual mass media are getting stricter, but young children reported that they were still accessible to these harmful materials. It might be due to the development of new techniques in media delivery and new trends of game addict among Korean adolescents. Since there were very few studies on recent harmful media available to young children, the authors explore the usability of harmful media and identify related factors that can predict adolescent sexual attitudes and activities. Methods: This study was conducted secondary analysis using the internal data that were drawn from National Youth Committee's survey of adolescent harmful environment in 2007. The self-reported questionnaires were administered to 13,721 adolescents who were randomly selected based on strata of geography, school, and gender. Results: Adolescents accessed mostly to NC-19(No Children under 19) TV programs(35.8%) and AO(Adult Only) games(35.5%). Most of them reported that they did not have difficulty in the contact of these harmful media. The factors that can predict adolescent sexual intercourse are male adolescents, attending high school, not being satisfied with family life and school, contact with phone-advertising of sex, AO games and other online games, viewing adult videos, or reading adult books. Conclusions: When sex education is designed, an instructor considers not only students' demographic characteristics but also the strategies to deter the use of harmful media especially for game materials.
This study is designed to shed light on the current status of school health education in Korea and identify its problems. The findings of this study among other things pointed out that health education should be awarded the status on an independent subject in a bid to activate school health education and cope with its problems. Thus for efforts focused on the needs for establishing health education as an independent course as well as for enhancing the awareness of its importance. At this stage further efforts are needed to develop in-depth discussions and add greater variety to the curriculum. Firstly efforts should be made to recognize the health status of students at all levels, i.d., from kindergarten through university. Particulary at this stage when the entire society is going through changes in the types of health problems and disease pattern, the outcome of analyses on the types of health problems and health-related behavior can be used as basic data for framing the contents of school health education. Secondly more active efforts are required to single out the contents of health education and develop health education curricula assessment based on the findings of surveys on that of health education needs. Thirdly the development of school health education curriculum should be accompanied by that of more effective educational methods and materials. In particular, further efforts should be made to develop educational methods designed to make wider use of audio-visual equipments or apply behavior modification techniques so that school health education will be adapted to changed educational environment and the characteristics of health education. Fourthly and most importantly the training and production competent health education teachers is needed. This should be preceded by the amendment of relevant laws and administrative systems.
As one of the most popular outdoor leisure activities in the world, recreational fishing has a lof of significant meaning in terms of social, economic, and cultural views. However, both not considering an indiscreet fishing activity and environment and not thinking our next generation, fishing circumstance has been deteriorating more and more. Unlike Korea, most advanced countries enact various recreational fishing management and support policies in order to keep sustainable recreational fishing and develop eco-tourism through cooperation with government, fishing industries and civil organizations. This paper consist of the following contents. First, the study attempted to investigate how to operate management system of the recreational fishing dividing into in - land fishing and sea fishing respectively. And it exhibits issues and troubles of the realities of recreational fishing management and related fishing laws and ordinances in Korea. And then, it examines various fishing management schemes in representative advanced nations; U.S., Germany, and Japan. Also, it analyzes the advantages and disadvantages of respective recreational fishing management systems; market - based license system, qualification - based management system, and self- regulatory based management system. In addition, after these three systems are adopted to Korea's recreational fishing condition, we analyzes whether respective management systems fit or not. As a result of this, the optimal management for recreational fishing is the participatory self - management scheme in Korea. Finally, in order to support recreational fishing promotion and encouragement, issues and complementary policies with respect to recreational fishing are introduced.

Cloud consumers who use cloud computing services are obliged to review and monitor the legal compliance of cloud providers who are consigned the processes of the PII (personally identifiable information) from them. This paper presented possible scenarios for cloud PII outsourcing and suggested PIMS (personal information management system) controls for outsourcing management between cloud consumers and cloud providers by analyzing both international standards and domestic certification schemes related to cloud computing and/or privacy management based on the legal obligations for PII outsourcing from Korean "Personal Information Protection Act (PIPA)". The controls suggested can be applicable for developing the guidance of complying with privacy laws in organizations or the checklist of PII outsourcing management in PIMS certification.
