기후변화와 대기환경의 통합적 관리에 대한 고찰 (A Review of the Integrated Strategy for Climate Change and Air Pollution Management)

  • The unequivocal risk of climate change, the weakness of energy security, and the problem of air quality will be possibly accelerated by the same reason, the enhanced fossil fuel dependancy in the future. It is obvious that greenhouse gases and air pollutants are mainly emitted from same sources. Moreover, greenhouse gases and air pollutants have their adversed impacts on same socio-economical, and environmental sectors. With these regards, several but limited studies have emphasized on the importance of the integrated management of climate change and air quality problem. In this study, we address the current trend of energy consumption and the change of air quality condition. Also the related policies are checked out in order to reduce emissions of greenhouse gases and air pollutants in Korea. By surveying previous studies, it is shown that the cost of climate change actions can be reduced by air quality co-benefits and vis-a-versa. Also the integrated strategy for climate change and air quality is introduced in term of cost-effectiveness and co-benefit.

  • The emission of greenhouse gases mainly carbon dioxide and methane is the result of rapid industrialization to meet the demands of ever-growing population. This has resulted in an increase of global temperature which in turn is responsible for severe environmental, social, ecological and economic losses, commonly known as to as 'climate change'. This study attempts to highlight the impacts of climate change mainly focussing on water contamination, sanitation and open defecation in India. The requirement for the instantaneous employment of environment friendly technologies along with improved sanitary system has been discussed. Various other issues which are also linked to climate change that need further management like managing water resources, deterioration in human health, economic losses, modification and successful implementation of policies have been pointed out. Furthermore, stress has been made for the urgent adaptation and rethinking for making strategies along with the involvement of women in order to cop up challenges offered by climate change.

  • The global rise of greenhouse gas(GHG) emissions and its potentially devastating consequences require a comprehensive regulatory framework for reducing emissions, including those from the transport sector. alternative fuels and technologies have been promoted as a means for reducing the carbon intensity of the transport sector. Renewable fuel policies were historically motivated by energy security concerns, and to promoted agricultural industries. In the last decade, biofuels have also been discussed as low or net-zero carbon soures of energy for transportation. Hence, the development of biofuels has been supported by a range of policy instruments, including volumetric targets or blending mandates, tax incentives or penalties, preferential government purchasing, government funded research, development in world-wide. As one of the most powerfuel instruments, renewable fuel mandates require fuel producers to produce a pre-defined amount(or share) of biofuels and blend them with petroleum fuel. In this study, we reviewed Renewable Fuel Standard(RFS, USA), Renewable Transport Fules Obligation (RTFO, UK) as a renewable fuel mandate policy to reduce GHG. This includes not only mandate system for blending of biofuels in transport fuels, but also sustainability to use biofuels in this system.

Simplified Limit Solutions for the Inclined Load Capacity of a Dynamically Installed Pile in Soft Clay

  • Offshore renewable energy resources are attractive alternatives in addressing the nation's clean energy policies because of the high demand for electricity in the coastal region. As a large portion of potential resources is in deep and farther water, economically competitive floating systems have been developed. Despite the advancement of floating technologies, the high capital cost remains a primary barrier to go ahead offshore renewable energy projects. The dynamically installed piles (DIPs) have been considered one of the most economical pile concepts due to their simple installation method, resulting in cost and time-saving. Nevertheless, applications to real fields are limited because of uncertainties and underestimated load capacity. Thus, this study suggests the appropriate analytical approach to estimate the inclined load capacity of the DIPs by using the upper bound plastic limit analysis (PLA) method. The validity of the PLA under several conditions is demonstrated through comparison to the finite element (FE) method. The PLA was performed to understand how flukes, soil profiles, and load inclinations can affect the inclined load capacity and to provide reliable evaluations of the total resistance of the DIPs. The studies show that PLA can be a useful framework for evaluating the inclined load capacity of the DIPs under undrained conditions.

전기자동차 운행을 위한 태양광발전소 수요 예측 (Prediction of Demand for Photovoltaic Power Plants for Electric Vehicle Operation)

  • Currently, various policies regarding ecofriendly vehicles are being proposed to reduce carbon emissions. In this study, the required areas for charging electric vehicle (EV) batteries using electricity produced by photovoltaic (PV) power plants were estimated. First, approximately 2.4 million battery EVs, which represented 10% of the total number of vehicles, consume approximately 404 GWh. Second, the power required for charging batteries is approximately 0.3 GW, and the site area of the PV power plant is 4.62 ㎢, which accounts for 0.005% of the national territory. Third, from the available sites of buildings based on the region, Jeju alone consumes approximately 0.2%, while the rest of the region requires approximately 0.1%. Fourth, Seoul, which has the smallest available area of mountains and farmlands, utilizes 0.34% of the site for PV power plants, while the other parts of the region use less than 0.1%. The results of this study confirmed that the area of the PV power plant site for producing battery-charging power generated through the supply of EVs is very small. Therefore, it is desirable to analyze and implement more specific plans, such as efficient land use, forest damage minimization, and safe maintenance, to expand renewable energy, including PV power.

Human resource development and needs analysis for nuclear power plant deployment in Nigeria

  • The fulcrum of economic development is a sustainable supply of electricity. Nigeria is plagued with blackouts, with one of the lowest per capita electricity consumption in the world (circa. 120 kWh per capita). Hence, policies have been instigated to integrate electricity generation from nuclear power plants (NPP) on or before 2027. However, a critical requirement for NPP generation is the implementation of robust human resource development (HRD) programs. This paper presents the perspective of Nigeria in assessing human resources needs over the entire NPP lifecycle following the milestone approach and employing the IAEA's Nuclear Power Human Resource (NPHR) modeling tool. Three workforce organizations are in focus including the owner/operator, regulators, and construction workers following three decades timeframe (2015-2045). The results indicate that for the study period, a maximum of approximately 9045 personnel (73% construction workers, 24% owner/operator, and 3% regulators) should be directly involved in the NPP program just before the commissioning of the third NPP in 2033. However, this number decreases by about 73% (2465 personnel including 94% operator and 6% regulator) at the end of the study timeframe. The results can potentially provide clarity and guidance in HRD decision-making programs.

  • After reviewing the current status of hydrogen buses and hydrogen charging stations in the United States, as well as related laws and programs, it was found that the federal and state governments supported the supports of hydrogen buses and the deployment of hydrogen charging infrastructure through various policies and programs. In order to promote the spread of domestic and overseas hydrogen buses and hydrogen charging infrastructure, it is necessary to develop and apply various legal systems and programs that can provide incentives to hydrogen bus manufacturers, hydrogen charging station installers, hydrogen bus operating organizations and entities.   • This study analyzed cases of hydrogen (H2) and natural gas (CH4) leakage from a hydrogen-blended natural gas pipeline to determine a range of leakage characteristics, including leakage type, pipe material, pipe diameter, pressure, and damage size. Based on the results of this analysis, five hydrogen-blended natural gas leakage scenarios were selected. The national vision for a carbon-neutral society by 2050 is a very important strategic objective and promotes environmentally sustainable economic development in the age of the climate crisis. Accordingly, zero-carbon and low-carbon policies are being promoted in various fields, including energy production, consumption, and industrial processes. Hydrogen-blended natural gas is eco-friendly and is considered an important step towards carbon neutrality, with various countries including the United States and several European countries conducting empirical research to further investigate its potential. In Korea, a national research project commenced in April 2023 to verify and demonstrate the life cycle safety of blending hydrogen into the natural gas network. The results of this study will provide important data for the analysis of the damage impacts caused by the leakage of hydrogen-blended natural gas, such as the diffusion of gas clouds, fires, and gas explosions.

  • The rapid expansion of industrialization and population growth worldwide has led to a significant surge in energy demand, perpetuating heavy reliance on finite fossil fuel reserves. Although prevailing policies primarily target ground-mounted solar photovoltaics, there is a noticeable increase in the adoption of floating solar power generation systems on water surfaces. Nonetheless, adequate studies and legislative reviews on offshore solar photovoltaics in Korea are lacking. The absence of well-defined criteria for the economic analysis of floating solar photovoltaics presents hurdles to their economic feasibility. This study conducted a comprehensive cost-benefit analysis of offshore photovoltaics to evaluate their economic viability and compared four types of solar photovoltaics based on the operating area and technology: ground-mounted, floating on inland water, pontoon-based offshore, and flexible system offshore. Perspectives from both central and local government entities, emphasizing social aspects, as well as inputs from private companies with a financial focus were considered. The findings revealed variations in economic viability depending on the operating area and technology employed. This study aims to contribute to the advancement of market maturity and technology within the realm of offshore solar photovoltaics.

인도 녹색산업 진입 전략에 대한 탐색적 연구 - 재생에너지 분야를 중심으로 - (The Exploratory Study on the Entry Mode for Indian Green Industry)

  • CEPA (Comprehensive Economic Partnership Agreement) between India and Korea may vitalize Korean economy more and more. Currently most of Korean firms have entered into manufacturing industries like electronics and automobiles. But only a few Korean companies are trying to penetrate into Indian green industry so this paper suggest how to enter into Indian green industry, especially renewable energy sectors. First, Exporting main shaft, tower-flange and polysilicon products can be considered, as a first step of entry mode. Second, entry mode based on contract like technology licensing, strategic alliance and joint venture establishment can be also one of options. For example, Korean solar energy industry which show more competitiveness than that of Indians should try to make technological licensing on PV modules. In addition to this, they should also try to make joint ventures with right Indian partners and build up 'Solar City' nearby regions like Gurgaon in India where many Korean firms are located. Korean shipbuilding firms like Hyundai Engineering which keep on developing wind turbo engines can also try to make strategic alliance with Indian firms like Suzlon which has strong competitiveness. After that, they should explore Korean and Indian wind sector markets together. Third, brownfield investment can be last and final option as a entry mode as we consider the peculiar characteristics of renewable energy industry. Lastly, Korean government which are rush to indulge into green business should formulate more proper and realistic policies to give big incentives the concerned firms which are trying to open international green market so government should make Korean green firms not to lose good market opportunities related to green industry like renewable energy sectors. Renewable energy sectors are basically regarded as infrastructures so close contact to Indian central government as well as state government will be also required.
