The purpose of this study is to explore the main characteristics regarding of implicating competence-based curriculum in Finland's home economics curriculum by analyzing curriculum documents and related literature. The research findings are categorized into four main characteristics. First, home economics in Finland belongs to the 7-9 grades. The key content areas are composed of 'food knowledge & skills and food culture', 'housing & living together' and 'consumer & financial skills' at an integrated approach. Secondly, the subject competences of home economics are not presented; however, the general objectives of transversal competences are defined in Finland's curriculum document. Transversal competences describe the aspects of the objectives that are emphasized in grades 7-9 and strengthens the connectivity with each subject. Thirdly, the objectives of home economics included in the instructions in Finland consist of a content system that links learning skills, content areas, and transversal competences. Both learning skills as a role of subject competences and content areas as objectives support teachers who restructure an curriculum. Fourth, in terms of achieving subject objectives, the assessment criteria in Finland home economics is to evaluate the achievement of good knowledge and skills through actual performance. Based on the research findings, the main features of the revised curriculum in Finland include encouragement of flexibility in education systems and learner's uniqueness in schools. If the implementation of subject competences in home economics is to be strengthened, it is necessary to intergrate the knowledge and competence, require a curriculum system for implements' subject competence, carryout assessment as learning to learn, and facilitate school community and teacher community for deeper co-operation.

This study is a qualitative study to grasp the meaning of the effective role of tutors of college students experiencing problem-based learning through focus group interviews. The subjects of this study were 4th grade students in the Department of Nursing who had experienced PBL, and a total of 21 people were divided into 3 groups and interviewed. Data were analyzed in content to find meaningful topics. The results of this study were analyzed into two subjects and eight categories. Based on the research results, if we summarize the role of effective tutors recognized by students in PBL. 1) Create a permissive atmosphere so that students can express their ideas freely and interact. 2) Give praise and encouragement. 3) Encourage all learners to participate. In particular, learners with low participation should be asked questions to promote active discussion. 4) Avoid unnecessary intervention and participate in the discussion together. 5) Adjust the learning speed and manage the time well. 6) Develop a scenario that meets the goals. 7) Classes are run around questions that can promote learners' thinking. 8) It plays a role of helping to form knowledge by providing positive feedback to learners' responses.
As a travel demand management and environmental policy, the government actively promotes alternative work arrangements such as telecommuting. Against this backdrop, several empirical studies, which aim to verify the benefits of telecommuting, have been recently conducted. Little consensus, however, exists with respect to the defining, measuring, and forecasting telecommuting, although these are fundamental basis of policy evaluation and academic research. As a fundamental research for analyzing telecommuting impacts, this paper reviews various definitions regarding telecommuting, examines telecommuting penetration and level of telecommuting through review of available survey data in Korea, and forecasts future penetration. The result suggests that current home-based telecommuting penetration and level of telecommuting is approximately 0.5 to 1.1% and 0.2 to 0.5%, respectively, and is approximately 0.2% and 0.1%, respectively, for the center-based telecommuting. In addition, shift-share analysis shows that home-based telecommuting penetration in the Seoul Metropolitan Area in 2020 will be 1.3%, not much different with the current value. Consequently, current telecommuting penetration is much lower than the value that is fed to us by the media (10~20%), and the future prospect is also much lower than the goal of government (30~45%); thus, we can conclude that government's goal of telecommuting promotion is difficult to meet if active encouragement policy will not be introduced.
The purpose of this research paper is to study the characteristics of Huang Yunseok's sijo and it's implications for his poetic intentions. Huang Yunseok's sijo is didactic in its presentation of facts and ethical lessons. The two main facts it presents are royal favors and his clan's pride. Royal favors concern. for example, encouragement of the king, the king's birthday and deathday, and securing a government position by the king's order. His clan's pride concerns, for example, the geographically wonderful place of Huang Yunseok's ancestor's tomb, his ancestor's great conduct, his clan's beautiful tradition, his birth place, and his birth dream. The main content of the ethical lessons concerns cultivation of the human mind and practicing Confucian ethics. Examples of the former describe the purpose of Confucian study, the ethical doctrine that human being's inborn nature is good, the character of the human mind, and the method of cultivating the human mind. Examples of the latter describe the moral rules to govern the Five Human Relations, separation between husband and wife, and discrimination between males and females. The poetic intention of Huang Yunseok's sip consists of political and economic self-promotion and theoretical devotion to Confucian ideology. Proud of his educated, high Confucian clan, he tries to get self-promotion politically and economically by vowing loyalty to the king. He implies devotion to the Confucian ideology through his description of the practice of the Confucian moral rules, the clinging to traditional Neo-Confucianism, and his insistence on the Neo-Confucian theory that all human beings and animals are the same in their original nature. In conclusion, the didactic character of Huang Yunseok's sip stems from his intention to promote himself politically and economically and his theoretical devotion to Confucian ideology. The way of indicative expression originates from the didactic character of Huang Yunseok's sijo.

The maximum voluntary ventilation (MVV) is one of the most widely used pulmonary function test, but its measuring method was very difficult and unreliable. However, it is need to get more easy and simple measuring method of MVV. Therefore, this study was attempted to get more easy and simple measuring method of MVV by means of the forced expiratory volume $(FEV_{T})$. The young and healthy 1,000 Korean students(592 male and 408 female) were cheesed for this purpose and whose ages were from 8 to 20 years. A spirometer (9L, Collins Co.) was used for the MVV and FEV, and they were measured 3 times at standing position, and the highest value was used. In the measurements, the subjects for MVV were asked for the breath as fast and deeply as possible for 12 seconds, and for FEV were asked for the rapid and forceful exhalation after a maximal inhalation (forced expiratory curve). In the FEV measurements toward the end of the expiration, the subjects were exhaused to continue the effort until no further gas was expired. During these measurements, the investigator stood by the subject to give a constant encouragement. FEV were calculated in the volume exhaled during the one-half $(FEV_{0{\cdot}5,}\;ml)$, the first second $(FEV_{1{\cdot}0,}\;ml)$ and the percentage of the total vital capacity exhaled during the one-half second $(FEV_{0{\cdot}5,}\;%)$. The results are summarized as follows: 1) The values of MVV were increased linearly with ages until 20 in both sexes. The values of male at the age of 20 was $168.2{\pm}2.5L/min$, and female at the age of 17 was $112.3{\pm}3.0L/min$, respectively. 2) The values of FEV (ml) were increased linearly with ages until 20 in both sexes. The values of $FEV_{0{\cdot}5}$ were $2,797{\pm}65.7ml$ in the male of 20 years and were $2,088{\pm}54.6ml$ in the female of 17 years, and of $FEV_{1{\cdot}0$ were $4,119{\pm}68.2ml$ in the male of 20 years and were $2,897{\pm}65.9ml$ in the female of 17 years, respectively. 3) The correlation coefficients between MVV and $FEV_{0{\cdot}5}\;or\;FEV_{1{\cdot}0$ (ml) were 0.82 or 0.85 in the male, and 0.77 or 0.79 in the female, respectively. 4) The prediction formulae for MVV to be derived from above results were: For male: MVV (L/min) =7.19+$0.05{\times}FEV_{0\cdot5}(ml)$, MVV (L/min)=11.25+$0.04{\times}FEV_{1\cdot0}(ml)$ For female: MVV (L/min)=16.03+$0.05{\times}FEV_{0\cdot5}(ml)$, MVV (L/min)=9.47+$0.03{\times}FEV_{1\cdot0}(ml)$.
China has been developing a new auto industry growth plan since 2004. In line with this initiative, China actively adopted its policy favoring foreign companies' investment which had a competitive edge over their technologies and manufacturing methodologies. To meet this demand in policy and market change, many foreign auto companies and their parts' manufacturers including Korean auto companies joined this stream. Policy change favoring higher technologies applicable in China requested auto companies' swift adaptation to meet the policy requirements by higher technologies with innovation and introduction of those foreign technologies to China. The spatial (excellence) strategy was followed by the increase in its efficiency and competiveness of each region, which were materialized by or in the form of; Firstly, strategic partnership with China auto companies and encouragement of Korea auto parts manufacturing companies to set up its own factories in China. Secondly, modularization and platform sharing strategy by applying enhanced technologies. Thirdly, strategic utilization of China local government's incentive policies. As production management methodology, JIS was adopted all across the board to meet the on-demand market requirements in the manufacturing processes. Auto part manufacturers had been integrated regionally based on forward linkages and modules. As a result, regional-specific auto industry complexes have been made in the places such as Beijing-Hyundai in the north, Dongfeng-Yueda-Kia in the south, common auto parts at central area like Qingdao, and other parts and raw materials in the vicinity of Shanghai.
The cultural cluster in Chuncheon was initiated in the late 1990s with the combination of diverse components, which were companies, a local government entity, educational institutions, and human resources. In order to hold ability of standing on its own way in a hard time when the local cultural industries could not had developed by themselves, it urgently required the encouragement policy in the name of industry development. GIMC (Gangwon Information & Multimedia Corporation) was established in this situation, and policy strategies for promoting the cultural cluster was decided on the basis of GIMC's strategies. This article analyzes the evolution process of the local cluster and suggests characteristics of its every stage--initiation, development, and decline--on the basis of cluster competition concept because of the problem to deal with the evolution process of cluster from the existing viewpoint. This article finds out that Chuncheon cluster embarked on cultural cluster strategies without concerning basic elements which had to be prepared from the initial stage. This problem worked as the serious obstacle hampering development of Chunchen cluster. This problem was the matter of policies in providing a direction of industry development as well as leading a local cultural cluster and led to a result of weakening the connection among cluster components. As a result, this article shows that the current status of Chuncheon cultural cluster is being entered the decline stage, and, therefore, suggests that the advanced policy to promote cluster for a next round is urgently needed. Stable closing the first round of cultural cluster policies and thorough preparation for the second round is the only practical solution to minimize side effects of cluster decline. It is the prerequisite to restore trust and, at the same time, reinforce relationship between members who consist of Chuncheon cultural cluster.
There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.
The purpose of this study is to take a look at the cases on managing the senior human resources of business enterprises following the significant number of retirement of baby-boom generation and obligatory retirement age of 60 years of age and present the implication points in policies. With respect to the implication of the company, it would urgently require the introduction of programs with long-term point of view for career management strategy from the time of employment to the resignation, settlement of company leave system called chulhyang, expansion of wage peak system, full-time job transfer support center within the enterprise for retirement management, expansion of various consulting, conversion of paradigm on senior human resource management of top management in the enterprise level. In the government level, it is considered as required for systematic supplementation of the chulhyang system, improvement of support system for employment encouragement fund, expansion of national work capability standard-based senior employment field as well as task development, support for innovation of personnel management system, supply of management manual and implementation of job transfer education for life-time conversion period in the government level.
