Survey on Perceptions Regarding the Reform of Professional Qualifications in Employment Services (고용서비스 관련 전문자격 개편에 대한 인식 조사)

  • Although jobs in the employment service sector have been continuously expanding over the past 20 years, many in the labor market point out that the signaling and selection functions of job counselor qualifications are deteriorating because job counseling and psychology were developed mainly in the early 2000s. Therefore, in this study, a survey was conducted on current employment service workers on the establishment and improvement of employment service professional qualifications. According to the data analysis, employment service workers lack the current level of competence compared to their importance in all their jobs, and there is a limit to taking charge of all the expanded employment service jobs such as corporate support, administrative management, and labor market program planning and execution as a single job counselor. As for the direction of reorganization of employment service-related qualifications in the future, more than half agreed to establish new qualifications. Similarly, more than half of the respondents wanted to strengthen the qualifications of existing job counselors related to employment services.

Job Competence of College Students in Korea: An Expansion of Core Competence Theory

  • The purpose of this study is to find what competence determines the employment of college students using data from the K-CESA (Korea Collegiate Essential Skills Assessment) of a Korean university during 2009-2014. This test comprises of 6 categories of competence: self-management, global readiness, interpersonal relationship, resource/information/technology handling, communication and comprehensive reasoning. In addition to these competences, we add the comprehensive variable, grade point average. In order to identify the qualities of employment, employment was classified into 3 types: all employment, employment in decent jobs and employment in the top 500 companies. Results are as follows: For all employment and decent jobs, GPA and comprehensive reasoning were the meaningful variables. However in case of the top 500 companies, interpersonal relationship was added. Based on the analysis, this study suggests the fundamental concepts of college students' job competence: job specific competence, job basic competence, and basic competence.

A Study on the Application Plan of the Basic Safety and Health Education for Service Industries (서비스업 기초안전보건교육의 실시방안에 관한 연구)

  • Recently, as Korean industrial structure is moving to the service job, the number of workers engaged in the service job is increasing slowly. According to the statistics by Ministry of Employment and Labor announced in June, 2013, the number of service job workers in Korea was 7,477,135 which accounted for 48.4% of total workers. The trend of this service job is expected to increase continuously in the future. According to the 2013 statistics by Ministry of Employment and Labor, the number of industrial accidents victims of industrial accidents in the service job was 30,526 which was the biggest number among the entire businesses. The victims in the service job accounted for 33.2% among the total number of industrial accidents and represented more than those in the manufacture and construction industry. The service job had various works and employment patterns and most service jobs are petty and are small-sized establishments and it is difficult to try voluntarily to prevent the industrial accidents. However, Korean occupational safety and health act was enacted in accordance with the construction and manufacture in which industrial accidents occurred frequently in the past. The support of the government for the industrial accident prevention is focused on the construction and manufacture. Therefore, the current service job is placed on the blind spot of the safety management. Raising the safety awareness of workers through the safety education is the most important in order to prevent the industrial accidents of the service job with many conventional/repeated disasters such as the conduction by a simple mistake. Accordingly, this study analyzed the features and accidents of the domestic service jobs through the literature survey and analyzed the institutional devices for the safety management of the domestic service job, and the safety management cases of foreign service jobs and compared with domestic systems. Considering demands for the basic safety education for service job workers, a questionnaire was conducted targeting the service job workers and the execution plan of the basic safety & health education targeting the service job workers was carried out through the brainstorming of trainers of worker in the service job.

Is Job Search for the Employed More Effective than That for the Unemployed? (취업상태에서의 직장탐색이 보다 효과적이었을까?)

  • This study analyzes the difference of search efforts and labor market performance between employed searchers and unemployed searchers, using GOMS(Graduates Occupational Mobility Survey) data collected by Korea Employment Information Service. The results show that unemployed searchers concentrated on the job search more actively, and their reservation wage decreased more rapidly than that of employed searchers. Therefore, considering only new jobs, the probability of employment was lower and the wage was higher for employed searchers than for unemployed searchers. However, both the employment probability and the wage were higher for the employed searchers, if analyzing all jobs including existing jobs of employed searchers. The results of this study imply that the employed search may be more effective strategy than the unemployed search.

  • Objectives: The purpose of this study is to analyze basic data on socio - demographic characteristics, occupational careers, and desire for employment of job seekers in their Fifties and Sixties using a portal site. Methods: For this research, secondary data were collected by the researcher from 704 job seekers and were statistically analyzed using the SPSS package. Results: The results of the analysis are as follows: Most job seekers want a job that suits their competence and career trajectory, but the reality is that as their age increases, jobs suitable for those in their fifties and sixties are hard to find; thus these job seekers accept simple labor or functional jobs. Conclusions: Differences were found in work conditions such as occupation level, job position, total career years, desired employment type, and expected salary depending on socio - demographic variables. Consequently, improvements should be made for various job searching paths for older adults as well as increasing the accessibility of job searching information.

  • Existing employment information system is the result of a number of lists list exists is difficult to determine at a glance when a user searches for a desired jobs. The service used for the strengthening and enhancement of job satisfaction, job seekers in the problems of the existing system, there is a need to improve measures for improving the quality of the environment. In this paper, we developed a system using a mashup Jobs feature that allows users to easily and conveniently search the various regions, the conditions specific jobs you want on the web map. In this paper, we collect the RSS of employment related information from many employment information providers, and we have a mashup function that makes it easy and convenient to search various regional and conditional job information desired by the user on the web map I have developed a job information system that I used.

  • Military officials in Korea are forced to change jobs early due to the retirement age after active service. Measures are needed in view of the 55% average employment rate of middle and long term soldiers during the last five years. The last government of Park Geun-hye push ahead creating of 50,000 jobs in discharged soldier with policy, but the results were not great. Therefore, it is time to drastically change the government's efforts to create large-scale jobs for discharged soldiers. It is necessary to break away from the traditional ways of expanding opportunities for employment at the academic level. So it became necessary for discharged soldiers to actively review ways to build their own organizations. For such reasons, this study presents a measure to create job through food service, Security personnel training and Manpower provision business, Special Soldier Control and Training Center Operation business, Han River Water Cleaning Project, Caring business, and delivery business by establishing their own social cooperation to create jobs for discharged soldiers.

An Analysis of Change in the Employment Structure Data Caused by the Industrial Revolution (산업혁명에 따른 고용구조 변화 데이터 분석)

  • It is anticipated that the employment structure of the whole industry will change drastically as the Fourth Industrial Revolution era arrives. Particularly, there are numerous reseraches that the development of artifical intelligence will promote automation causing jobs in manufacturing industry to decrease; thus, the economy will be reorganized with service-centered jobs, which heavily depend on human ability. This study was conducted to verify the trend-forecasting model based on the theoretical analysis. We analyzed the change in employment structure over the past decades in each country and period to gain insights from the changes in the employment structure caused by the Fourth Industrial Revoltion. The results of this study are as follows: First, we investigaed whether the current economy is moving along the U-shaped model suggested by an existing researcher. As a result of the analysis, the data substantiated that the change of the employment structure is moving along the U-shaped model. It is also suggested that this U-shaped trend is expected to accelerate in the era of the Fourth Industrial Revolution. In the future, more accurate data analyses are needed to verify the model, and additional researches on the change in the employment structed is also needed.

A Study on Tertiarization in Korea: Test of Baumol's Hypothesis (한국의 서비스화에 대한 연구: Baumol 가설을 중심으로)

  • Using a panel data of Korea for $1979{\sim}2002$, this study investigates the determinants of the service sector employment share in Korea. In order to analyze the impact of macroeconomic factors on the service sector's employment share we estimate a simple panel model which is in line with Baumol's model. The panel GMM estimation results show that: 1) The increase in the share of service-related jobs in total employment tends to rise with GDP per capita, which confirms demand-bias hypothesis proposed by Clark. 2) We find that a crucial role in this process has been played by the productivity gap. As Baumol's hypothesis or Baumolis disease, the expansion of the employment share in services relative to industry is the direct consequence of services' lower productivity performances.

Tertiarization and Changes in the Demand for Job-based Skills - Focusing on Cognitive Skills and Interactive Skills - (서비스화가 일자리 숙련구조에 미친 영향 - 인지적 숙련 및 상호적 숙련을 중심으로 -)

  • Since Korea experienced a 'jobless growth' in 2003, creating jobs in the service sector has been considered as a top priority employment agenda. However, despite high employment outcomes in services, labor productivity remains stagnant in the service sector in recent years. A great deal of concern has been raised regarding newly created service jobs. Critics say low productivity in the service sector will harm the engine of economic growth in our country. This paper investigates the side of the demand for quality of labor, namely, the demand for skills as one of the main source of low productivity in the service sector. To analyze the changes of skills demand, this paper suggests the concept of job-based skills instead of worker-based skills and presents the way of constructing measures of job-based skills. By means of common factor analysis using job information in the Korean Dictionary of Occupational Titles, I extract 4 direct measures of job-based skills, such as cognitive skills, physical skills, fine skills, interactive skills. These skill measures are used to explore and to test how the skill structure changed in the service sector during 2002-2006. Empirical Results show that whereas the goods sector makes progress toward upskilling being represented by increased cognitive elements and softenization of tasks, the service sector, although high-educated workers increased, exhibits trends of deskilling in the sense of job-based skills during 2002-2006 in Korea. The trend of deskilling however does not seem a general aspect in the overall service sector. Rather, it seems a compound process that high-skilled jobs are created, but, on the other hand low-skilled jobs requiring physical labor are produced at the same time.
