대구지역 중소기업의 인적자원관리 현황에 관한 연구 (The Current State of Human Resource Management of Small and Medium-Sized Enterprises in Daegu)

  • 중소기업을 대상으로 경쟁력의 주요 결정요소 중 하나인 인적자원관리 실태를 살펴보았다. 제조업을 비롯해 4개 업종에 속한 763개의 대구지역 중소기업을 대상으로 인적자원관리 여건과 인력관리 애로사항에 관해 분석하였다. 전체 응답 기업 중 2%에만 노조가 결성되어 있었으며, 43%가 고용여건이 어려운 것으로 평가하였다. 그리고 자사의 보유인력이 타사에 비해 경쟁우위에 있다고 평가한 기업은 39% 정도였다. 인센티브 규정, 고충처리제도, 제안제도, 고용안정성 보장제도, 업무수행결과 평가제도, 그리고 정기적 교육 훈련 등의 인적자원관리 제도 실시 여부와 활용 정도를 살펴보았다. 전체 응답 기업들에서 실시되고있는 비율이 가장 높은 제도는 정기적 교육 훈련이었으며, 업무수행결과의 평가제도의 도입 비율이 가장 낮았다. 그리고 도입한 인적자원관리 제도 중 활용 정도가 가장 높은 것은 고용안정성 보장 제도인 것으로 밝혀졌다. 이런 결과의 시사점과 앞으로의 연구방향이 제시되었다.

  • 소방공무원의 업무는 매우 복잡하고, 다양한 양상을 띠고 있으며 고도의 전문성이 요구되는 소방공무원의 공개채용 시험과목조정의 필요성이 제기되고 있다. 본 연구의 목적은 소방공무원 공개채용에 있어 소방공무원 공개채용제도의 실태를 분석하고, 문제점을 도출하여 이를 바탕으로 소방공무원 공개채용의 전문성 제고와 직무수행능력 평가를 위한 시험과목 조정(안)을 제안하는 데 있다. (지방)소방사 공개채용 필기시험 과목 중 행정학개론을 소방행정학으로 대체하고 소방업무와의 연계성을 고려하여 소방관계법을 추가함으로써 소방공무원의 전문성 확보는 물론 효과적인 소방관계법 집행을 위한 바람직한 방안을 제시하고자 함.

직업훈련이 외국인력의 고용과 임금에 미치는 영향 (The Effects of Job Training Programs on the Employment and Wages of Immigrants in Korea)

  • 본 연구에서는 2017년과 2019년 이민자 체류실태 및 고용조사 자료를 이용하여 직업훈련 프로그램이 외국인의 노동시장 성과에 미치는 영향을 분석하였다. 성향점수매칭(propensity score matching)을 적용한 분석 결과를 살펴보면, 직업훈련은 평균적으로 외국인들의 고용률을 6.4%p 높였으며 월평균임금을 상승시키는 효과도 있었다. 또한, 체류자격에 따라 상이한 효과가 나타났는데 먼저 취업비자로 들어온 외국인은 훈련참여의 결과로 고용률이 크게 높아지지 않았지만 임금 상승효과는 상당히 컸다. 반면, 결혼이민자의 경우 임금에 대한 긍정적 효과가 관찰되지 않았다. 정주비자 소지자는 훈련을 통해 고용률과 임금이 모두 증가하였다.

  • The levels of unemployment and poverty are extremely high and two of South Africa's most pressing problems. There is also a widely acknowledged need for housing and municipal infrastructure (water supply, sewerage, streets, storm water drainage, and electricity, refuse collection). From a theoretical perspective supported by experience elsewhere in Africa, there are reasons for considering that properly formulated employment creation programmes based on the use of labour-intensive methods could be established to construct and maintain the required physical infrastructure, thus creating employment, skills and institutional capacities. Over the past 30 years several projects have been initiated in South Africa to counter unemployment and poverty. Given the socio-economic conditions and political objectives (regarding development, employment creation and alleviation of poverty), it is anticipated that future large-scale construction projects will be proposed by the public sector (National, Provincial and Local Government). The paper will first examine the main tenets of the implementation of development projects through the use of labour-intensive construction and a description of progress elsewhere in Africa and their potential contribution which public works programmes could make to alleviate the poverty and unemployment problems. The research will then analyse the successes and challenges that have been experienced in South Africa in relation to the implementation of development projects over the past 30 years. The paper closes with recommendations and lessons for the future.

Employment Factors Associated With Long Working Hours in France

  • The objectives of the study were to explore the employment factors associated with long working hours, known as a risk factor for various health outcomes. The study relied on the national representative data of the 2013 French working conditions survey and a study sample of 23,378 full-time employees. Long working hours were defined by the threshold of 48 hours a week following the European Working Time Directive. The prevalence of long working hours was higher among men (13.5%) than among women (8.5%). Employees of the private sector, with permanent work contract, in small companies, and men in the services had a higher prevalence of exposure. This prevalence increased with educational and occupational levels. Our findings may help decision-makers to define preventive strategies. More research is needed to improve our knowledge of the employment factors associated with long working hours, as there may be strong differences between countries.

한국 근로자의 업무관련성 스트레스와 위험요인 (Work-related Stress and Risk Factors among Korean Employees)

  • Purpose: Work-related stress and risk factors among Korean employees were identified in this study. Methods: Data were obtained from employees aged 20 to 64 using the Korean Working Conditions Survey 2006 (KWCS). Multiple logistic regression analysis using SAS version 9.1 was performed to examine risk factors of work-related stress by gender. Results: The age-adjusted prevalence of work-related stress among male and female employees was 18.4% and 15.1% respectively. After adjustments for multiple variables among both male and female employees, there was a significant relationship between work-related stress and risk factors including education, company size, work time, ergonomic risks, biological chemical risks, and job demands. The significant variables for male employees were housework load, occupational class, and shift work, and for female employees, type of employment. Conclusion: There is a need to develop and support intensive stress management programs nationally giving consideration to work-related stress associated with working time, physical working environment, and job demands. Based on gender specific approaches, for male employes, stress management programs should be developed with consideration being given to occupational class and shift work. For stress management programs for female employees, consideration needs to be given to permanent employment status, specifically those in small companies.

  • The purposes of this study are to serve s$ the bsaic data for the guidance and the dffective preparation of children's room and the children's residing environment in addition, by grasping generally the residential consciousness of children and the consciousness of children's room. For these purposes, the data were collected by using questionnare distributed to 214 5th grade elemantary school children living in Taegu. The data were analyzed using frequency, perecntile, anova, duncan's test, regression analysis. The major findings of this research are as follow: 1. It was found that many children wanted to have their own room because they are quiently able to study without being disturbed in their study. And it is shown that they were generally satisfied with the their own room. 2. There were significant differences in the consciousness of their own room according to the independent variables such as mother's age, father's job, the numbers of room. 3. The residential consciousness of children was variable according to father's age, mother's employment, the order of birth, income, the conditions of housing possession, parent's educational level, housing style, the numbers of room. 4. The mother's employment, father's educational level, the conditions of housing possession, the numbers of room, family numbers were significantly related to the evaluation of their own room. 5. Among the domains of the evaluation of their own room. the degree of width and the degree of convenience were variable to have influence on the satisfaction of their own room

집합주택단지 생활가로 조성 사례의 활용과 계획적 의미 분석 (Empirical Analysis and Planning Implications for Community Street in Housing Complexes)

  • In Korea, open spaces of urban housing do not serve residents as "regular living areas". We carried out research on the "streets" of urban housings in that the meaning of traditional "streets", playing roles which are not only means of passage but also boundary of life, cannot include present meaning of "streets" of the urban housing. This research is to propose the direction of planning Community Streets for the recovery of the public- and communal urban housing's streets, researching the present employment condition of Community Streets that were prepared recently. Working with 3 complexes which have been completed since 2000, We studied the present employment condition and planned signification, according to the conditions of their surroundings, the physical conditions of Community Streets, and the relationship among main apartment buildings, open spaces, and facilities. From this study, We came up with several suggestions that can present the planning line of Community Streets. Therefore this research is to create the Community Streets for the activity of the streets, the recovery of the community, and improvement of ambulatory environment.

Workplace Accidents and Work-related Illnesses of Household Waste Collectors

  • Background: Household waste collectors (HWCs) are exposed to hazardous conditions. This study investigates the patterns of workplace injuries and work-related illnesses of HWCs. Methods: This study uses cases of workplace injuries and work-related illnesses of HWCs that occurred between 2010 and 2011. We analyzed 325 cases of injuries and 36 cases of illnesses according to the workers' age, length of employment, size of workplace, injured part of body, day and month of injury, type of accident, agency of accident, and collection process. Results: There were significant differences in the effect of workers' length of employment, injured part of body, type of accident, agency of accident, and collection process. Results show that most injuries occur in workers in their 50s and older. This study also shows that 51.4% of injuries occur at businesses with 49 employees or fewer. Injuries to waste collectors happen most often when workers are electrocuted after slipping on the ground. The second most prevalent form of injury is falling, which usually happens when workers hang from the rear of the truck during transportation or otherwise slip and fall from the truck. Work-related illnesses amongst waste collectors are mostly musculoskeletal conditions due to damaging postures. Conclusion: These findings will be instructive in devising policies and guidelines for preventing workplace injuries and work-related illnesses of HWCs.
