Purpose: This study aims to explore the ways to improve the security of temporary shelters in case of nuclear power plant accidents. Method: In this study, we mainly rely on the case studies on previous nuclear power plant accidents-Chernobyl, Fukushima, and Three Mile Island (TMI) cases. Result: The current radiation emergency response plans for nuclear power plant accidents center around the evacuation procedure. As a result, the concept of "shelter in place" has been understood as a means of assisting resident evacuation. However, based on the case studies, we find that encouraging shelter in place, rather than simply emphasizing evacuation, would help minimize unnecessary casualties, especially in case of the accidents rated greater than or equal to INES 5. To facilitate better shelter in place, we recommend utilize apartments as temporary shelters and suggest some possible improvements to ensure those apartments could be equipped with technologies for high radiation protection. Conclusion: To ensure better shelter in place, we recommend using apartments as temporary shelters, and we seek to supplement the function of apartments by using shielding, positive pressure, and sealing technologies.

Purpose: The impact of coronavirus 2019 (COVID-19) on gastrointestinal (GI) endoscopy procedures in adults has been reported, with a drastic reduction in the number of procedures. However, there are no sufficient data regarding the impact on pediatric GI endoscopy. Here, we aimed to report that impact in the Asia-Pacific region. Methods: A questionnaire-based internet survey was conducted from June to November 2021 among pediatric endoscopy institutions in the Asia-Pacific region, with each institution providing a single response. Overall, 25 questions focused on the impact of the number of procedures conducted, the usage of personal protective equipment (PPE), and endoscopy training programs during the pandemic. Results: A total of 162 institutions across 13 countries in the Asia-Pacific region participated in the study, and 133 (82.1%) institutions underwent procedure changes since the emergence of COVID-19. The number of esophagogastroduodenoscopy and ileocolonoscopy procedures decreased in 118/133 (88.7%) and 112/133 (84.2%) institutions, respectively. Endoscopy for patient with positive COVID-19 in an emergency or urgent cases still carried out in 102/162 (62.9%) institutions. Screening of COVID-19 for all patients before endoscopy was done across 110/162 (67.9%) institutions. PPE recommendations varied among institutions. Pediatric gastrointestinal endoscopy training programs were discontinued in 127/162 (78.4%) institutions. Conclusion: This study reports the impact of the COVID-19 pandemic on pediatric gastrointestinal endoscopy in the Asia-Pacific region. There has been a significant reduction in the number of endoscopic procedures and relevant training programs.
Cyber Kill Chain is derived from Kill chain of traditional military terms. Kill chain means "a continuous and cyclical process from detection to destruction of military targets requiring destruction, or dividing it into several distinct actions." The kill chain has evolved the existing operational procedures to effectively deal with time-limited emergency targets that require immediate response due to changes in location and increased risk, such as nuclear weapons and missiles. It began with the military concept of incapacitating the attacker's intended purpose by preventing it from functioning at any one stage of the process of reaching it. Thus the basic concept of the cyber kill chain is that the attack performed by a cyber attacker consists of each stage, and the cyber attacker can achieve the attack goal only when each stage is successfully performed, and from a defense point of view, each stage is detailed. It is believed that if a response procedure is prepared and responded, the chain of attacks is broken, and the attack of the attacker can be neutralized or delayed. Also, from the point of view of an attack, if a specific response procedure is prepared at each stage, the chain of attacks can be successful and the target of the attack can be neutralized. Watching the leakage accident of the Gumi Hube Global AHF(Anhydrous fluoric Acid), I experienced how much chemical accidents affect on our society. Since then, many studies have been conducted on chemical accident in many fields. The use department wanted to find improvement plans for the process system and apply them to the field. The safety field wanted to study improvement of safety through the analysis of damage effects and apply them to emergency response to reduce damage effects. In this study, Mechanical safe devices have been applied which can respond quickly to chemical accidents occurring during the charging operation to enhance the safety of the AFH ISO Tank(Anhydrous fluoric Acid International Organization for Standardization Tank). Investigation of similar tanks confirmed that other chlorine tanks with the same working procedure as AHF ISO Tank have a mechanical safety device, EFV(Excess Flow Valve). Applicability and performance for emergency shutdown when EFV is introduced in AHF ISO Tank can be verified by comparing and examining the accident situation of Hube Global Accident and the accident in Ulsan 2018. Comparing accident cases, expected performance and applicability, It is suggested that EFV, a mechanical safety device that can reduce damage from chemical accidents to the tank and handle accidents early, should be introduced to the tank.
Background : Surgical intervention is known as the principle management for hemoptysis of significant amount. But surgical procedure is applicable to only small number of patients because of increased mortality in emergency surgery and various functional and structural problems after lung resection. Bronchial artery embolization(BAE) has been used as an alternative interventional technique for immediate control of patients with increased risk for surgery due to recurrent or massive hemoptysis. BAE also has limitations such as recurrent bleeding after procedure and its role for the application to small amount of hemoptysis is still not established. Method : To evaluate immediate and long term effectiveness of BAE, we analysed 65 patients with hemoptysis according to therapeutic modalities they received ; BAE versus conservative management. Results : The success rate for immediate control of hemoptysis was significantly higher in BAE group with 43 cases(100%) among 43 cases compared with 17 cases(77%) among 22 cases in conservative group (p < 0.001). The disease control duration was $19.5{\pm}8.06$ months in BAE group and $18.8{\pm}6.06$ months in conservative group(p > 0.05). The therapeutic response in BAE group was 82%(36/43 cases) and 95%(21/22 cases) in conservative group (p > 0.05). According to the amount of hemoptysis, the therapeutic response were seen in 91%(29/32 cases) in less than 100ml and 85%(28/33 cases) in 100~400ml (p > 0.05). According to the manifestation of hemoptysis, the therapeutic response in groups of recurrent and nonrecurent were 87%(20/23 cases) and 88%(37/42 cases)(p > 0.05). Conclusion : The difference of therapeutic response between BAE and conservative group in patients with small amounts of hemoptysis was not found except for immediate control of hemoptysis.
Though a valve is a very important part in a system to control properly, it has potential failure caused by gap from valve stem to ball connection, and abrasion, crack, fixation causing operational trouble and accidents. 64% of the valve failure in the real case was the failure of airtightness and most accidents of leakage and explosion were occurred while fixing the failure. While there are no proper safety manual, maintenance procedure and regulation for industrial valves excluding safety valve, safety management for the valves is left to the discretion of the maintenance company. Strict maintenance that removes hazards and emergency response procedure are required to prevent and reduce the loss of accident. This study suggests safety enhancement measures through valve monitoring by investigating the status of use of valve and current maintenance. Enhancement of gas safety management can be acquired by a monitoring system that provides diagnosis for valve status, monitoring real-time gas leakage, management of entire cycle lifetime that can reduce maintenance cost.
The entire world has lived in terror threatened by new-terrorism since the 9.11 terror. Having appeared since 9.11, new-terrorism is new kind of terror targeting victims at random. Bioterrorism is one good example. Since bioterrorism happens secretly, it's hard to identify. The case becomes even harder to detect if it takes the form of a new epidemic. This study set out to apply the four phases of crisis management regarding outbreak and measures of SARS, the latest new epidemic, and to prepare against bioterrorism taking the form of a new epidemic, It also shows the efforts to study what to prepare and what kind of actions to take in case of bioterrorism by applying the four phases. There results demonstrate that the preventive measures against bioterrorism include arranging terror-related laws and identifying and monitoring expected pathogenic organs. In the preparation phases, they should integrate the related agencies, prepare for the standard operating procedures(SOP), execute integrated training sessions among the related agencies, and secure the necessary resources such as vaccine, cures, and exploration devices. In the response phases, they need to set up a rapid diagnosis system, quarantine and then cure the patients, and pursue cooperation from the media and promotions and further an international cooperation system to take appropriate measures. And the final recovery phases should involve offering emergency support by checking the situations and engaging in activities to prevent another terror attack by providing counseling, exchanging information, and analyzing and evaluating the causes.
A continued operation of RCPs during a certain small break LOCA may increase unnecessary inventory loss from the RCS causing a severe core uncovery which might lead to a fuel failure. After TMI-2 accident, the CEOG developed RCP trip strategy called “Trip-Two/Leave-Two” (T2/L2) in response to NRC requests and incorporated it in the generic EPG for CE plants. The T2/L2 RCP trip strategy consists of tripping the first two RCPs on low RCS pressure and then tripping the remaining two RCPs if a LOCA has occurred. This analysis determines the RCP trip setpoint and demonstrates the safe operational aspects of RCP trip strategy during a small break LOCA for YGN 3&4. The trip setpoint of the first too RCPs for YGN 3&4 is calculated to be 1775 psia in pressurizer pressure based on the limiting small break LOCA with 0.15 ft$^2$ break size in the hot leg. The analysis results show that YGN 3&4 can maintain the core coolability even if the operator fails to trip the second too RCPs or trips at worst time. Also, the YGN 3&4 RCP trip strategy demonstrates that both the 10 CFR 50.46 requirements on PCT and the ANSI standards 58.8 requirements on operator action time can be satisfied with enough margin. Therefore, it is concluded that the T2/L2 RCP trip strategy with a trip setpoint of 1775 psia for YGN 3&4 can provide improved operator guidance for the RCP operation during accidents.
