  • In the circumstances which a highly reliable operation in electric power facilities of extra high voltage and large capacity is needed, the importance of a preventive diagnostic technology is growing large day and day. The settlement of a preventive diagnostic technology for optimization and efficient management on the electric power facilities like GIS enable the reduce of repair fee, the improvement of safety and the systematic management of electric power facilities. The remaining life prediction of facilities will play a decisive role as a core technology of a preventive diagnostics in the future. And so it is necessary a continuous research and concern for the development of a preventive diagnostic technology hereafter.

An Investigation Into the Actual Condition of Electrical Equipments Installation and Management for Establishing the Countermeasures Against the Electric Shock in Submerged Underground (지하구내 침수시 감전 방지대책 수립을 위한 전기설비 설치 및 관리실태 조사)

  • This paper describes the investigation into the actual condition of electrical equipments installation and management for establishing the countermeasures against the electric shock in submerged underground. The investigation was carried out for 27 underground premises in conurbation including Seoul, and potential of the exposed electrical equipments negatively affecting on human safety when disaster occurs was measured. The objects to which measurement was carried out were as follows; electrical source; advertising lighting; power equipment. As a result, it was confirmed that potentials more than 230[V] were induced in some equipments. In addition, the electrical equipments installed in most conventional underground premises were left unmanaged.

Analysis of the Insulation Resistance Trend according to the Installation Environment of the Electric Wiring of the Melting Furnace (용해로 전기배선의 설치환경에 따른 절연저항 추이 분석)

  • In this study, the process and the environment of a melting furnace, located in Workplace A in Chungnam Province was inspected, and the insulation resistances of electrical circuits and motors were measured, and their changes over five years (2017-2021) were analyzed. It was found that the exhaust fan, oil pumps #A and #B, and heater were installed in 2010. Their insulation resistances decreased from 2017. Specifically, the insulation resistance of Oil Pump #A decreased from 100 (㏁) in 2018 to 20(㏁) in 2021, an 80% reduction. The fast decrease in insulation resistance was due to the high temperature of the melting furnace affecting surrounding the electrical facilities. A safety management scheme on the electrical facility of the melting furnace was proposed.

  • Fuel cell systems are a completely different form of electricity source that has been used so far and is an aggregation of multiple technologies with multidisciplinary features that can be operated safely only when gas and electrical safety are being considered. Since fuel cells generate through electrochemical reactions there are difficulties in ensuring electricity safety, power quality assessment, effective control and reliability standards for system faults using conventional inspection techniques and even though they are necessary as a primary means for reduction of CO2 owing to the Climate Convention, electrical safety assessment and measures are required for the prevention of faults in residential facilities. Although small-scaled distributed power supplies can be utilized as important means of peak control and energy management measures, research is required for observing the effects on the system and the development of inspection technology to ensure stable operation, and the electrical safety of residential fuel cell systems need to be assessed and the problems derived for establishing electrical safety standards. From the year 2002, Japan has established laws on technical safety standards and development and rules on the product specifications and standards for the industrialization of hydrogen fuel cells. Also, a lot of effort have been made for the commercialization of fuel cells by building one-stop certification services. Internationally, the IEC TC 105 has established international standards based on fuel cells. In order to protect the national interest, the country should be able to respond accordingly meet global standards. In fact, in Korea, to comply with the international trend, Korea Energy Management Corporation is establishing a certified agenda for fuel cells and Korean Agency for Technology and Standards is enacting technical standards for fuel cells. The current terms of fuel cells are that research has been focused more on the quality and performance of manufactured products rather than stable power operation and maintenance over time. In this paper, by considering the household fuel cell as a power device, the safety standards of the fuel cell system for a reliable operation with the existing power system is being proposed.

  • Investigation and analysis of accidents are critical elements of safety management. The over-riding purpose of an organization in carrying out an accident investigation is to prevent similar accidents, as well as seek a general improvement in the management of health and safety. Hundreds of workers have suffered injuries while installing, maintaining, or servicing machinery and equipment due to sudden re-energization of power lines. This study presents and analyzes two electrical accidents (1 fatal injury and 1 serious injury) that occurred because the power supply was reconnected inadvertently or by mistake.

  • Environmental factors for automotive consist of temperature, humidity, vibration(sine & random), gas, an electrical load and so on. These environmental factors are impressed in a automotive. Dependability is essential requirement in many electronic parts. Among components of automotive, the connector connecting electrical signals is one of the most important parts. Automotive -connector is inspected according to each manufacturer's test standard in which dependability should be considered. This paper aims to verify that current test standard is suitable for dependability, and present an inductive life test for automotive connector based on the field data in use-condition.

  • Damage to nuclear power plants causes human casualties and environmental disasters. There are electrical facilities that control safety-related devices in nuclear power plants, and seismic performance is required for them. The 2016 Gyeongju earthquake had many high-frequency components. Therefore, there is a high possibility that an earthquake involving many high frequency components will occur in South Korea. As such, it is necessary to examine the safety of nuclear power plants against an earthquake with many high-frequency components. In this study, the shaking table test of electrical facilities was conducted against the design earthquake for nuclear power plants with a large low-frequency components and an earthquake with a large high-frequency components. The response characteristics of the earthquake with a large high-frequency components were identified by deriving the amplification factors of the response through the shaking table test. In addition, safety of electrical facility against the two aforementioned types of earthquakes with different seismic characteristics was confirmed through limit-state seismic tests. The electrical facility that was performed to the shaking table test in this study was a motor control center (MCC).

  • As the interest in hydrogen energy is being increased, it is a widely issue to develop a lot of hydrogen technologies in the field of production, storage, transportation, application and others. In the aftermath, there is a hydrogen town in Ul San, which is expected to expand application fields of hydrogen energy, as a demonstration project. The hydrogen town in Ul San can consist of high and low pressure part by the gas pressure. The high pressure part is managed by 'the high pressure gas safety control act'. And, low pressure part is managed by 'the guideline for the safety management of demonstration project of hydrogen town'. In this paper, to improve efficiency of safety management, the direction of safety management is reviewed by an analysis of low pressure hydrogen facility and safety management items. And then, some improvement directions are suggested. In the end, it is expected that the results of this study could help to activate construction of hydrogen town and improve efficiency of safety management as well.

A Safety Management Strategy for Temporary LP-gas Facilities (이동형 LP가스 사용시설의 안전관리 방안)

  • A temporary LP-gas facility means outdoor LP-gas facilities in public venues such as boothes or food stalls. As temporary LP-gas facility is not an object of mandatory inspection, it is neccesary to develop an effective strategy of safety management. In this study, the direction of safety management strategy is analyzed through a survey and analysis of risk factor about gas facilities in a booth and stall. Some improved directions are suggested such as the use of pipeline and common gas storage. It is expected that the results of this study could help to improve LP-gas efficiency management.
