The Montreal Convention: A First Impression

  • The Montreal Convention markedly changed the rules governing the international carriage by air of passenger, baggage and cargo. The introduction of a considerable number of modernized major elements including electric ticketing system, the unlimited passenger liability regime and a supplementary (fifth) jurisdiction should help to remove aged scheme that now exists in the Warsaw Convention and other related instruments. The key issue of the electric ticketing system recognized by the Convention IS how to describe reasonably and adequately the terms of written notices, in the light of the principle of consumer protection. Regarding liability regime for passengers, an unlimited passenger liability regime is realized. The carrier, in the first tier, is subject to a strict liability regime of up to 100,000 SDRs, and in the second tire, a regime of presumed fault liability without numerical liability limits. To add to the present four fora, the fifth forum is permitted. Regarding damage resulting the death or injury of a passenger, an action for damages may also be brought in its home territory with the considerably qualified narrow requirements. A strange deviation from the well-established "Procedure for Approval of Draft Convention" carried out by the Legal Committee left a considerable number of unrefined and incomplete passages. In the near future, their modification should be required.

액체질소 내에서 뇌 임펄스전압에 대한 압력별 GFRP의 절연파괴 특성 분석 (A Study on the Dielectric Characteristics of GFRP in LN2 under Lightning Impulse Voltage According to Pressure)

  • A study on the dielectric characteristics of the Glass Fiber Reinforced Plastic (GFRP) is important for designing a reliable high voltage superconducting machines such as transmission superconducting fault current limiters, superconducting cables, and superconducting transformers. In this paper, dielectric experiments of the GFRP under lightning impulse voltage are conducted in liquid nitrogen($LN_2$) according to various experimental conditions such as the thicknesses of the GFRP, the diameters of electrode systems and the pressures. The dielectric characteristics of the GFRP are analyzed by using a Finite Elements Method(FEM) according to various field utilization factors. It has been reported that the electrical insulation design of the GFRP would be conducted by considering the mean electric field intensity($E_{mean}$) distributed inside the GFRP. In this study, it is found that the dielectric performance of the GFRP could be explained by not only $E_{mean}$ but also the maximum electric field intensity ($E_{max}$). Finally, the empirical formulae of the GFRP to estimate an electrical breakdown voltage at sparkover under the lightning impulse condition are deduced. It is expected that the presented experimental results in this paper are helpful to design electrically reliable high voltage superconducting machines using the GFRP as an insulation material.

차량용 전자제어식 주차 브레이크 시스템을 위한 고장 안전 기법 (Fail-safe logic for EPB (Electric Parking Brake) system)

  • 본 논문에서는 차량용 전자제어식 주차 브레이크(Electric Parking Brake, EPB) 시스템의 고장 허용 제어(fault tolerant control)를 위한 고장 안전 기법(fail-safe logic)을 제안한다. 고장 안전 기법의 구현을 위하여 EPB 구동 모터에 흐르는 전류 리플을 측정하여 센서리스 위치 추정을 한다. 추정값과 홀 센서의 출력을 비교하여 잔차(residual)를 발생하고, 이를 이용하여 시스템 내부의 고장을 진단하고 고장 안전 기법을 통하여 전체 시스템의 오작동을 방지한다. 시스템 오작동을 방지하기 위한 고장 안전 기법에 대하여 정의하고 모의실험을 통하여 내부 시스템의 고장이 발생 시 이 기법이 고장을 진단하고 시스템을 안전하게 운영할 수 있음을 확인하였다.

  • 전력계통은 첨단기술과 함께 발전하고 있다. 최근 전력계통은 새로운 기술개발, 전기설비 및 운영 방법으로 전력계통 운영이 복잡해지고 있다. 전기설비가 발전함에 따라 전력계통의 사고비율이 감소하였지만, 그에 따라 새로운 운영방법이 필요하다. 계통 운영방법이 복잡해짐에 따라 효율적으로 전력계통 운영자들을 훈련시키고 교육시키는 전력계통 시뮬레이터가 필요하게 되었다. 본 논문에서는 LabVIEW 프로그램의 TCP/IP 통신을 이용하여 실시간 전력계통 교육용 시뮬레이터를 제작하였다. 제작한 시뮬레이터는 실제 전력계통에서 일어나는 예측하지 못한 다양한 사건으로 교육자를 지도할 수 있게 제작하였다.

고온 초전도 케이블 고장점 탐지를 위한 EMTP 시뮬레이션 및 분석 (EMTP Simulations and Analysis for Detection of Fault Location in High Temperature Superconducting Cables)

  • 본 논문에서는 고온 초전도 케이블 고장점 탐지를 위해 시간-주파수 반사파 계측법(Time-Frequency Domain Reflectometry)을 적용하여 EMTP 시뮬레이션을 수행하고, 고온 초전도 케이블에 적합한 가우시안 첩 포락선 선형 기준 신호를 제시하였다. 고온 초전도 케이블을 EMTP로 모델링하여 TFDR 기법을 통해 케이블의 종단점을 추정하고 기준 신호의 전파 속도를 계산하였다. EMTP를 활용하여 국부적 결함이 발생한 고온 초전도 케이블을 모델링하였고, 결함 발생 케이블의 고장점 탐지 시뮬레이션 결과를 확인하였다.

  • In this paper, DSPOCS(Digital Switchgear-Panel Operation and Control Solution) is designed, which is the intelligent inference based operation and control solution to obtain the safety and reliability of electric power supply in substation based on IED. DSPOCS is designed as a scheduled monitoring and control task and a real-time alarm inference task, and is interlinked with BRES(Bus Reconfiguration Expert System) in the required case. The intelligent alarm inference task consists of the alarm knowledge generation part and the real-time pattern matching part. The alarm knowledge generation part generates automatically alarm knowledge from DB saves it in alarm knowledge base. On the other hand, the pattern matching part inferences the real-time event by comparing the real-time event information furnished from IEDs of substation with the patterns of the saved alarm knowledge base.; Especially, alarm knowledge base includes the knowledge patterns related with fault alarm, the overload alarm and the diagnosis alarm. In order to design the database independently in substation structure, busbar is represented as a connectivity node which makes the more generalized graph theory possible. Finally, DSPOCS is implemented in MS Visual $C^{++}$, MFC, the effectiveness and accuracy of the design is verified by simulation study to the typical distribution substation.

  • 전기설비 분야에서는 사용하는 전압규격과 사용방식, 접지 System이 어떻게 조화를 이루냐에 따라 안전에 대한 확보여부가 결정된다. 지락 사고시 지락전류는 일정한 어느 한 부분으로만 흐르는 것이 아니라 접지저항의 상황에 따라 분류한다. 이러한 이유로 접지사항이 낮으면 안전하고 높으면 위험하다는 일반적인 잘못된 생각이 사고를 크게 확대시킬 수 있다.

  • A electrical fault that may generate an electrical disaster is defined as any abnormal condition caused by reduction in the insulation strength. To find out the abnormal condition, periodical inspections have being performed every 3 years. Recently, the number of empty houses during normal working hours is rising by dramatic increase in the number of nuclear families and double income families. To define the potential risk of the electric installation, measurement of zero phase current has been being considered. But the measured value could not be adapted to an absolute reference to the installation because the measured zero phase current value also contained capacitive leakage current. Therefore, in this paper, the correlation between the condition of the electrical installation and the zero phase current was analyzed. The result focuses on to detect them in a cost efficient way.

  • In recent years, both electric utilities and end users have expressed their deep concerns about the quality of electric power. Especially, voltage sag which is one of power quality disturbance is very serious power quality problem on the power system. Voltage sag is a decrease to between 0.1 and 0.9 pu in rms voltage magnitude on the power system for durations from 0.5 cycles to 1 minute. These voltage sags are usually caused by fault conditions, overloads, and starting of large motors. The wavelet transform has attracted considerable attention in the field of power quality analysis recently. It has proved to be a powerful tool to study those transients that have time-localized information. In this paper, different types of voltage sags are simulated by using EMTP. This paper proposes the effective technique for voltage sag detection using wavelet transform.

IoT-based low-cost prototype for online monitoring of maximum output power of domestic photovoltaic systems

  • This paper presents a low-cost prototype for monitoring online the maximum power produced by a domestic photovoltaic (PV) system using Internet of Things (IoT) technology. The most common tracking algorithms (P&O, InCond, HC, VSS InCond, and FL) were first simulated using MATLAB/Simulink and then implemented in a low-cost microcontroller (Arduino). The current, voltage, load current, load voltage, power at the maximum power point, duty cycle, module temperature, and in-plane solar irradiance are monitored. Using IoT technology, users can check in real time the change in power produced by their installation anywhere and anytime without additional effort or cost. The designed prototype is suitable for domestic PV applications, particularly at remote sites. It can also help users check online whether any abnormality has happened in their system based simply on the variation in the produced maximum power. Experimental results show that the system performs well. Moreover, the prototype is easy to implement, low in cost, saves time, and minimizes human effort. The developed monitoring system could be extended by integrating fault detection and diagnosis algorithms.
