Nonrecurrent congestion of freeway was primarily caused by incident. The main cause of incident was known as a traffic accident. Therefore, accurate prediction of traffic incident clearance time is very important in accident management. Traffic accident data on freeway during year 2008 to year 2014 period were analyzed for this study. KNN(K-Nearest Neighbor) algorithm was hired for developing incident clearance time prediction model with the historical traffic accident data. Analysis result of accident data explains the level of accident significantly affect on the incident clearance time. For this reason, incident clearance time was categorized by accident level. Data were sorted by classification of traffic volume, number of lanes and time periods to consider traffic conditions and roadway geometry. Factors affecting incident clearance time were analyzed from the extracted data for identifying similar types of accident. Lastly, weight of detail factors was calculated in order to measure distance metric. Weight was calculated with applying standard method of normal distribution, then incident clearance time was predicted. Prediction result of model showed a lower prediction error(MAPE) than models of previous studies. The improve model developed in this study is expected to contribute to the efficient highway operation management when incident occurs.

A precedent defense project study was carried out in the early stage of the project to support efficient determination of the acquisition method of the determined weapons system. A precedent study in the early stage of the project has been neglected, but lack of performance and increased costs are continuing problems. In a precedent study on a number of items within a limited time frame, expected risks during project implementation were not identified and reduced by failing to review the key review element in depth. Therefore, in this paper, we studied the application of the FTA/FMEA technique used in the system safety analysis process to identify key factors to be considered when carrying out the defense research project. The methodology for the development of the key review items was established through the improvement of the FTA/FMEA technique in order to meet specific conditions and given conditions. Based on the results of this study, we redefined core key factors in the precedent study stage, thereby eliminating unnecessary and anticipated risks that may arise in the future project management aspects of the defense project. It is anticipated that this will reduce costs and time in terms of the lifecycle of the weapon system and promote stable operation of the project through reduction of risk.
The purpose of this study is to contribute the improvement of national welfare by presenting of pension welfare business of Korea and Japan. The reason why I take the management of Japan's pension accumulation as the object of comparative study is that the history of pension system of Japan is relatively longer than that of Korea. First of all, National Pension Fund comes into use for public sector, financial sector, and welfare sector, The scale of pension management for welfare sector is 50 small. Therefore, the study for welfare business investment reflecting the intentions of pension entries and pensioners is needs of times. This study defines the concept of welfare investment business and prospects welfare investment business of the future on the basis of Japanese experiences, and then suggests the direction of efficient propulsion of welfare investment business to the reasonable decision-makers. Especially this study redefine the concept of welfare investment business on the basis of pension entry's social benefits which are composed of pension entry's gains and pensioner's gain. Of course, welfare investment business has to be presupposed the stability of pension system and the continuous contribution to national economy. Thus, in order to efficiently perform welfare business, the policy-making for national welfare improvement has to be established after the good of business is set up like the results of this study.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. The introduction and operation of compensation committee can affect managers' incentive-compensation system. In this context, The purpose of this paper examines whether managers' pay-performance sensitivity is affected by the quality of the compensation committee(compensation committee size, the proportion of outside directors on the compensation committee, the proportion of directors with 2 or more non additional board seats on the compensation committee) To test this hypothesis, we use a sample of 260 firm-year observations between 2001-2013. The results are as follows. Firstly, we find that no significant relevance between the compensation committee size and pay-performance sensitivity. But the proportion of outside directors on the compensation committee and the proportion of directors with 2 or more non additional board seats on the compensation committee is positively associated with both pay-earnings based performance sensitivity and pay-stock based performance sensitivity. Secondly, we find that the integration quality of the compensation committee is positively associated with both pay-earnings based performance sensitivity and pay-stock based performance sensitivity. Overall, our analysis suggests that compensation committee are important mechanism in the design of efficient incentive-compensation system.

The purpose of this study is to analyze the efficiency of PV according to installation condition in the complex type buildings. For this purpose, annual performance of solar power generation in a certain area was investigated and various methods were conducted including post operation evaluation. In addition, we tried to find out influencing factors that affect the efficiency and sought to identify their relative impact of degree through the data analysis and site visits together. In the middle of this process we can draw up major considerations for the efficient photovoltaic power generation installation. In the mean while, previous studies are making something new related with method for efficiency enhancement and individual influential factors based on experimental environment rather than the empirical data site based. As a result of the study, it was confirmed that even if installed in the same area, the power generation efficiency is 1.5 times as high as the installation condition. Furthermore, statistical analyses were performed on azimuth, tilted angle and shade, which are variables affecting conversion efficiency, and it was statistically confirmed that all variables are meaningful factors that affect the conversion efficiency which is a dependent variable. The most influential factor is the azimuth, followed by the tilted angle and the shade factor. From this result, we expect to be able to provide installation guidelines for the solar power generation equipments on the rooftop zone.

Resilience has been widely used in various fields including design and operation of infrastructures. The resilient infrastructures not only reduce the damage scale of various disasters but also reduce the time and cost required for restoration. However, resilience rarely applied to promote efficient management of agricultural infrastructures. Recently, drought is an aggravating disaster by climate change and need countermeasures. Therefore, we tried to demonstrate evaluating measures in case of drought under consideration of resilience. This study applied the robustness-cost index (RCI) to evaluate alternative solution of the supply problem of a large agricultural reservoir under drought conditions. Four structural alternatives were selected to estimate the robustness index (RI) and the cost index (CI) to obtain the RCI values. Structural alternatives are classified into temporary measures and permanent measures. Temporary measures include the development of a tube wells and the installation of the portable pump, while the permanent measures include the installation of a pumping stations and the pumping water to the reservoir (Yeongsan River-Naju reservoir). RCI values were higher in permanent measures than those of temporary measures. Initial storage of the reservoir also affected RCI values of the drought measures. Permanent measures installation and management of early stage of the reservoir storage shortage was identified as the most resilient system.
A climbing lane is installed to separate low-speed traffic from high-speed traffic if drastic traffic capacity reduction is expected due to a large number of vehicles that slow down in the upward section. Existing studies on climbing lanes have focused on the designation, location of starting and ending points, and installation method of climbing lane with regard to road design standards. However, in terms of traffic operation, it was known that the climbing lanes cause traffic congestion due to the increase of traffic volumes. In this regard, this study aims to establish traffic operational guidance as to how much effects temporary closure of climbing lanes can have on traffic improvement according to the volume-capacity ratio, grade, and composition of trucks. A test section of simulated climbing lane was selected in Nakdong JC bound for Masan(136.9K~133.3K, 3.6km, 3.7%) on Jungbunaeryuk expressway to conduct VISSIM analyses, microscopic traffic simulation based on such control variables as traffic volume(v/c), grade and the trucks ratio. As a result of the analyses, it has been found that v/c and the ratio of trucks are the key variables for efficient traffic management of climbing lanes in order to relieve traffic congestion via climbing lane. If ratio of trucks are more than 50% and when v/c would be 0.8, both climbing lane would be closed and non-operated regardless of grade and ratio of trucks when v/c is 1.0. With the increased traffic due to a five-day work week system, continued peak hours during the weekday, increased and various patterns of congestion on expressway, this study would be expected to contribute to facilitating researches on flexible operational standards for road facilities.

Recently, according to demands for a mobility right of people with disabilities, the use of powered mobility device has been rapidly increased and recharging facilities have been set up in many places of country. But the standards for the installation and management of the facilities are not clear and many problems are brought up in operating the facilities. Therefore, regulations and realities of recharging facilities were investigated and the user survey was progressed. On the basis of the research results, a rational and efficient installation and management plan was drawn up. The plan suggests that the recharging facilities should be installed in a building managed by government and many kinds of public building like library, theater, sports facilities, department store, museum, etc. Further, the recharging facilities should secure independent place which have specified area for protecting of privacy and provide some amenities for people with disabilities to enhance the conveniences.
It is reported that particulate matter(PM) penetrates the lungs and blood vessels and causes various heart diseases and respiratory diseases such as lung cancer. The subway is a means of transportation used by an average of 10 million people a day, and although it is important to create a clean and comfortable environment, the level of particulate matter pollution is shown to be high. It is because the subways run through an underground tunnel and the particulate matter trapped in the tunnel moves to the underground station due to the train wind. The Ministry of Environment and the Seoul Metropolitan Government are making various efforts to reduce PM concentration by establishing measures to improve air quality at underground stations. The smart air quality management system is a system that manages air quality in advance by collecting air quality data, analyzing and predicting the PM concentration. The prediction model of the PM concentration is an important component of this system. Various studies on time series data prediction are being conducted, but in relation to the PM prediction in subway stations, it is limited to statistical or recurrent neural network-based deep learning model researches. Therefore, in this study, we propose four transformer-based models including spatiotemporal transformers. As a result of performing PM concentration prediction experiments in the waiting rooms of subway stations in Seoul, it was confirmed that the performance of the transformer-based models was superior to that of the existing ARIMA, LSTM, and Seq2Seq models. Among the transformer-based models, the performance of the spatiotemporal transformers was the best. The smart air quality management system operated through data-based prediction becomes more effective and energy efficient as the accuracy of PM prediction improves. The results of this study are expected to contribute to the efficient operation of the smart air quality management system.
