  • At this point of time that it is required to improve educational environment and the function of educational facilities as well as interests on educational facility business is increasing, it is actual situation that unsystematic maintenance of educational facility is not being able to cope with the change caused by introducing the 7th curriculum. Also, in spite of enormous career in maintenance work, the function is not properly performed because of unsystematic management. In case of educational facility manager, he parallels performing general administrative work and facilities maintenance work not as a maintenance expert but as a member of administration office. So there are difficulties in performing maintenance work, and systematic maintenance work cannot be expected because of lacking maintenance manual. Therefore, in this research, I would like to investigate and analyze the status of educational facilities and to elicit the point of issue as a basic research to save maintenance expenses and to make pleasant educational environment.

  • According to the educational statistics and information data, there were 11,317 elementary school, middle school and high school facility as of 2011. During the post decade, 1,256 schools are increased. The school facility maintenance is the important factor for the whole facility life cycle because it determines the useful life of a facility. Current school facility maintenance practices tend to ad-hok kery, namely, repairment is made after a problem is discovered. The purpose of this study is to propose the new maintenance works and management system to improve the process of maintenance. In addition, the authors suggested school facility improvement plan based upon the questionnaire survey of related management officials.

  • 본 연구는 포스트 코로나 시대에 한국판 뉴딜 정책을 보다 발전시키고, 더 나아가 정책을 성공적으로 실현하는 데 도움을 줄 수 있는 바람직한 미래 교육시설환경 관련 핵심 영역과 영역별 의제를 발굴, 제시함으로써 관련 정책 수립 시 실질적으로 참고할 수 있는 기초 자료를 제공하고자 하였다. 이를 위해 국내, 외 관련 정책, 보고서, 자료집 등을 통해 포스트 코로나 시대의 교육 뉴딜 및 미래 교육시설환경에 대한 새로운 패러다임의 변화를 탐색하고, 미래 교육시설환경 분야의 핵심 영역을 탐색하였으며, 일선 교육 현장과 학계 및 산업계 전문가 패널을 대상으로 한 델파이조사를 실시하였다. 그 결과 포스트 코로나 시대의 교육시설환경의 핵심 영역으로 5개 영역을 도출하였으며, 총 33개의 의제(그린 영역 8개, 스마트 영역 9개, 공간혁신 영역 9개, 학교시설 복합화 4개, 기타(안전) 영역 3개)를 도출하였다.

농촌지역 초·중등 교육시설에 대한 마을단위 접근성 평가 (Evaluation of Accessibility to Elementary and Secondary Educational Facilities on Village Level in Rural Areas)

  • Although the educational facility are an important considerations on a social equity standpoint, educational environment in rural areas has been continuously deteriorated by numerous social problems such as decreasing birth rate and increasing of local school closing. The purpose of this study is to evaluate the accessibility of educational environment in rural areas on village level. First, we evaluate physical accessibility based on legally defined commuting distance. Second, the implication of village population of potential accessibility is analyzed. Lastly, the facility centrality index of each village is estimated for assessing the relations of educational accessibility. The main results of this study are as follows; (1) The accessibility of most villages in Pyeongchang-gun is vulnerable that 81.10% for elementary school, 73.17% for middle school, and 82.32% for high school, respectively; (2) The average commuting distance per student considering estimated number of students for each educational facilities indicated 2.75km for elementary school, 4.37km for middle school, and 5.79km for high school; (3) the facility centrality index is highly correlated to educational facilities but not to village population.

  • With introduction of amended educational curriculum in 2007, optimizing project of educational environment to accomplish its purposes and goals includes expanding educational facilities and supplying eco-friendly school facilities. However, while the focus of optimizing project of educational environment is quality improvement of educational facilities, aging of these facilities built at th times of quantitative expansion and its management become serious problems. Higher concerns on studies and jobs on management of building caused by serious aging of facilities, management cost of building becomes a very crucial issue. Therefore, this study aims to analyze environment improvement budget of school facilities through building and using data warehouse, by investigating and analyzing the current status of environment improvement budget of school facilities and its cost through questionnaire and interview surveys on officers who are in charge of environment improvement budget of school facilities in educational administrations. This study thus analyzed environment improving budget of school facilities by using data warehouse technology collecting related data to the topic and setting levels by region, school class, establishment year, school facility types and others.

  • The maintenance of educational facilities is divided into inspection and management of facility managers residing in the school and Educational Environment Improvement Projects(EEIP) to carry out maintenance work. Educational support organizations collect maintenance requests through facility inspections by school-specific facility managers, and carry out numerous maintenance projects during the year. The EEIP has the characteristic of Program Management with interrelationships between projects, not multiple projects management. The purpose of the EEIP is to eliminate the inconvenience of school facility users and increase their satisfaction, and achieving the goal is judged to be successful. Despite the importance of management and performance measurement utilizing Critical Success Factor(CSF) for the operation of successful educational facility maintenance management programs, the system for achieving the goals is insufficient. This study derives CSFs for each stage of the EEIP for the success of the EEIP. The CSFs for each stage of the EEIP is expected to serve as a basis for evaluation of educational facility maintenance management programs and can be used as an evaluation index in the future.

  • The educational facilities is the facility wining the specific gravity which is the most abundant by 269s (25.5%) among the godfather lease application facilities (1056)s of the abolition of school. In case of reusing the closing down a school as the educational facilities there is no legal matter which is under the separate punishment in comparison with the other facility according to the materials of the Ministry of Environment in 2013, and I am analyze that minimum cost is spent on a remodeling and it is most much used. The pattern study thinks about a purpose with the master plan through the plan characteristic derivation according to the analysis of current situation of the domestic closing down a school application educational facilities in which the related study is nonexistent and type in the educational facilities plan of the closing down a school still afterward in being utilized for reference data and guide book.

  • 시설물의 유지관리란 시설의 구조적, 기능적, 미적성능을 보전하는 것이다. 이를 통하여 시설물을 이용하는 사람들의 일상적인 편의와 안전을 확보할 수 있도록 하여야 한다. 그러나 준공당시의 시설물은 시간이 지남에 따라 노후화되고 초기의 기능을 확보하는데 어려움을 갖게 된다. 현재 시 도교육청은 학교시설물의 유지관리를 비롯한 점검 및 관리를 형식적으로 수행하고 있어 재난발생위험에 적기대응이 곤란하고, 학교 시설에 대한 안전대책의 수립이 지연되는 등 관리가 부실한 실정이다. 또한 교육환경개선비가 배분기준과 달리 산정되는 등 비합리적으로 결정되고 있다. 이에 본 연구는 수많은 초 중등학교 시설물에 적용할 수 있는 동일하고 단순한 정량적 지표와 방법을 개발하여 객관적으로 학교 시설물의 노후도를 판단할 수 있는 방안을 제안하고 사례 연구를 통하여 검증하였다.

도서관과 학생수련시설에 대한 교육시설 안전인증 요소의 확대적용 방안 연구 (A Study on the Expanded Application of the Educational Facility Safety Certification Toward Libraries and Student Training Facilities)

  • 안전하고 쾌적한 교육환경 조성 및 교육 질 향상을 위하여, 2021년 「교육시설 등의 안전 및 유지관리 등에 관한 법률」이 제정되었다. 이에 따라 「교육시설 안전 인증 운영 규정」이 수립되었으며, 유치원, 초·중·고등학교 및 특수학교, 대학 및 기타 교육시설의 특성에 따라 3가지 유형으로 분류되어 평가되어진다. 기타 교육시설에는 도서관, 학생수련원이 포함된다. 하지만, 학생수련원, 도서관은 수련, 독서 등의 특수 활동이 발생하는 시설로 학교와 차이점을 두고 있다. 때문에 학생수련원 도서관 시설만의 특수성이 「교육시설 안전 인증 운영 규정」에 반영될 필요가 있다. 이 연구는 기타시설에 해당되는 학생수련원과 도서관의 특수성을 「교육시설 안전 인증 운영 규정」이 어떻게 반영하고 있는지에 대한 분석이 수행되었다. 선행 인증제도 및 가이드라인과 비교 분석되었으며, 현장 조사방법이 이용되었다. 최종적으로 도서관과 학생수련원에 대하여 각각 9가지의 세부 기준 검토가 필요한 것으로 확인되었다.
