  • This paper studied the scheme to realize the manifesto as the method of resolving the side effects after the introduction of the superintendent's election system, a direct election by local residents, in order to implement participative democracy in the educational field. When the superintendent's election system playing an important role in protecting the identity of a state is intruded by the political logic, ideology or factional interest, it leads to the educational crisis such as the damaged independence of the policy and the like. The local educational autonomous system is the institutional arrangement to secure the independence and neutrality of education based on morality and guarantee the democratization and decentralization of educational administration. The scheme to resolve the corrupt aspect of the election of the superintendent is to lead election to the policy-based election. This paper presents the scheme to realize the manifesto movement of the superintendent's electoral campaign to resolve this side effect. All political agents and candidates should be allowed to make free access to diverse information to draw up the manifesto and raise the reliability of the manifesto itself, be guaranteed neutrality, speciality, objectiveness, fairness and the like. In particular, it can be seen that the core task is whether citizens can be involved in the manifesto movement through a shift in their thinking about educational autonomy.

  • It has been thirty years since Daedeuk Science Park was established in Daejeon, Korea. The Park has grown to be a national center for scientific activities, hosting more thirty research institutes at major scale with 12,000 scientists. As a main purpose of establishing the science park was to promote sciences as basic research, there have not been much economic impacts created from the science park. There have also been very little networks established among research and educational institutes within the science park and the city of Daejeon in general. After the economic crisis in 1997, however, there have been increasing changes around the Park. Since then more than 400 technology-intensive firms were newly created, mainly from the research institutes, or introduced to the Park area. This paper analyzes R&D networks of these small firms, especially with research institutes and universities, based on a questionnaire survey. The paper has argued: 1) to establish technology transfer centers, 2) to emphasize research related to commercialization, 3) to intensify advertizement of research outputs to the potential entrepreneurs, 4) to assist entrepreneural associations of concerned companies.

  • One of the most fundamental problems in education in Korea up to yet is that teaching-learning activities in the classroom are carried out without considering each student\\`s interest, ability aptitude and other attributes. In 1995, National committee on Educational Reform of Korea recommended big changes on various aspects of the education system of the nation. In 1997, just before so-called the \\\"International Monetary Fund (IMF) crisis \\\" in Korea, Ministry of Education announced the seventh amendment of national curriculum. The foundation of new national curriculum is the implementation of a \\\"differentiated\\\" curriculum. Also, the new curriculum strongly suggests \\\"performance assessment\\\", which was introduced to the nation in mid 1990\\`s. However, most mathematics teachers have reluctant to both new curriculum and performance assessment.

Family strengths the dependent variable is composed of four factors such as family commitment family communication family values and family crisis coping strategies. Independent variables are the following :i) family socio-demographic variables ii) individual variables iii) social variables. The main findings were as follows; 1. The degree of family strengths in Korea is generally high. Among four factors of family strengths the degree of family commitment is relatively higher and that of family values is relatively lower than the others. 2. The variables which independently affected the family strengths have influence in the following order ; individual marital satisfaction family's S.E.S(middle) self esteem, instrumental support from society and husband's income(middle level). These results show that the variable related to the family streng hs are multi-dimensional. Accordingly for the purpose of fortifying family in strengths educational programs should be prepared according to multi-dimensional characteristics.
