The Study of Seafarers Education System for the Sea Power in Korea (해양력 강화를 위한 우리나라의 선원양성에 관한 연구)

  • This paper investigates university-level curriculum by comparing education systems among maritime universities, fishery universities and naval academy. It was found that maritime university programs are full of effective courses related to the concept of Sea Power along with the duties of maritime officers. It is recommended that more interest be paid to on the increase of national sea power by renovating current educational systems and adding more national supports by providing additional maritime policies to establish sustainable development goals for Sea Power.

  • As the structure and operation method of MASS(Maritime Autonomous Surface Ship) are discussed accroding to the IMO degree, the interest and necessity for remote operators who manage and supervise the operation of MASS are increasing gradually. The form of MASS operation is clearly accompanied by various changes including new technologies and equipment in comparison with the current operation of ship. In IMO Degree 2 and 3, the capabilities that remote operators who will operate them must differ from those of existing seafarers(navigation officers, engineers and ratings). Regarding this remote operation, the NI(Nautical Institute) is the first in the world to present a syllabus and a curriculum of qualification for remote operator. Based on this, the paper introduces and compares the education model of MASS remote control operation and NI model, and further uses it as basic data for the creation of curriculum for future MASS remote operator.

  • This research studies on Bridge Resource Management (BRM )improvement method base on BRM questionnaire result which was conducted and participated by the mariners and cadets who finished the basic onboard training by STCW 2010 (The Convention on Standards of training, Certification and Watch-keeping for Seafarers) Code A. Through questionnaire result, this paper collected opinions and analyzed data above all of survey items, such as: Time, education times, education material etc relate on theory, practice, simulation, ${\ldots}$to suggest efficient BRM program.

  • All people have human rights that should be protected, and today, the importance of protecting human rights is emphasized in all areas of society. The industry is also carrying out activities to protect the human rights of workers, such as implementing human rights education for human rights management and preparing a response system for human rights violations. However, due to the closed environment and special working conditions, seafarers on board are often placed in a blind spot in human rights protection. In particular, a number of cases of human rights violations concerning beginner seafarers, including cadets, have been identified, and relevant research is insufficient compared to other occupational groups. Jobs that restrict basic human rights cannot be envied by anyone. In this study, implications and problems were derived based on the results of a human rights survey of cadets, and cases of human rights violations, and improvement measures were proposed. The cadets had a very negative perception of human rights violations before boarding. However, it was found that their perception changed after boarding. It was confirmed that cadets have unnecessary fears and concerns before boarding. Improvement measures include the establishment of a legal system for the status of cadets, measures to alleviate non-physical human rights violations, improvement of human rights violations handling procedures and response systems, and enhancing the effectiveness of human rights education.

  • The International Convention on Standards for Training, Certification, and Watchkeeping of Seafarers (STCW) outlines the qualifications that maritime cadets must meet in order to serve as merchant marine officers. Maritime English is one of the most essential qualifications for STCW, and each national authority is implementing Maritime English education that complies with national and international regulations. In this study, an English proficiency background survey was conducted to investigate the factors related to the Maritime English skills and competencies. In line with this, maritime cadets utilized the Standard Maritime English Communication Phrases (SMCP) learning platform to track their learning progress and its efficacy. This study examined the applicability of the automatic scoring platform for Maritime English education, as well as its future potential for widespread use in the maritime education field.

  • As the Port State Control Inspection recognized that almost marine casualties are caused by human faults rather than vessel's defaults, it has put more emphasis on the qualification of ships' crew and the education required. Accordingly, for shipping companies it is an urgent task to operate effective crew education system that can meet the standards of international agreements and domestic laws. Therefore, this study aims at deriving the attitude of crews of 'S' shipping company on the education and some implication for the effective crew education systems. For this questionnaire survey has been carried out and the data analysed by the respondent groups.

  • English is the accepted common working language of the maritime world and being competent in its use is essential to the safety of ships, their crews and the marine environment. This paper is a response to the urgent need to find a suitable solution to the problem of providing maritime students with quality instruction in Maritime English. This paper will show what type of English instructor is best suited to help cadets have at least a basic grasp of Maritime English communication, with a view to possessing the level required by STCW 95 within the shortest time. It presents ways that maritime institutes can develop their own qualified or 'marinated' English Instructors and what qualifications should be required. It is concluded that by further essential research, interviews and questionnaires etc., the language needs of the university and shipping industry in Korea as a whole can be clearly verified. By examining such data, the present language education systems can be evaluated as to efficacy and relevance, allowing the establishment and implementation of 'best practice' within the training institute. This will result in making excellent informed decisions and choices about how best to improve the language competencies of graduating cadets, thereby creating the catalyst for the success of future seafarers whilst raising the image of the institute and Korean shipping worldwide.

  • The purpose of this study was to find out knowledge, attitudes and practice-behaviors related Health Management of Seafares'. The subjects of this study were 516 Seafares' who took education in Korea Institude of Maritime and Fisheries Technology. this questionnaire was focused on finding the basic data for health management of Seafares'. The collected data were analyzed by SPSS package. The results were as follows: 1) The higher age, married life, religious belief, duty position, and embarkation carrer are, the higher knowledge-degree. And the higher age, married life, religious belief, embarkation carre and duty time are, the higher attitude-degree and practice -degree(p < 0.05).

  • Safety education for crew members is an essential education because it is directly related to life. When ship emergency response training is provided as a hands-on training rather than a sit-down training, the satisfaction of trainees and the educational effect are higher. However, for ship emergency response training to be conducted through practical training, educational conditions such as time and place are insufficient in reality. In recent years, the use of VR technology in education has been in the spotlight. Practicing through virtual reality is an educational method that other educational institutions are also aiming for because it can increase the educational effect regardless of time and place. On the other hand, in order to provide VR-based education, it is essential to develop related technologies and develop contents. In this study, VR-based content development was performed. The development scenario is about navigation and accident response plan, and it was developed for navigation in narrow waterways and limited visibility.

  • The purpose of this study is to investigate seafarers' attitude to casualty related safety onboard the ship. The subjects were 437 seafares' who took a safety education course in Korea Institute of Maritime and Fisheries Technology. This questionnaire was focused on finding the basic data for prevention of industrial accidents, and getting the public opinions and proposals of seafares'. The results obtained by this study are as follows : The average score of safety level for seafares' were 68.82. Current position, level of education, navigation area, classification of ships, ship size, ship age showed significant difference in statistics(p<0.01). Based on these results, this research pointed out the need to review the training manual, development of educational programs, improvement of facilities to improve safety education of ship, etc.
