The cabotage rule has been protecting the domestic industry from foreign competitions as a kind of trade barrier. In the United States, the shipbuilding industry has been maintained with the help of to the strict cabotage operations by reinforcing advantages for domestic crews and ships which are built in the U.S. For most countries, cabotage has been granted legitimacy in their coastal shipping by Low Carbon Transport in terms of economic and emergency reasons. The cabotage rule is required in the stable supply of the seafarers which rely on the legitimate maritime education. This study analyzes Korean cabotage system and the problems with regard to seafarers education. It is found that the resolution is set up the cabotage act such as Jones Act, U.S.

It is one of the most important factors Seafarers Education Quality Assurance and management in Higher Maritime Education Institution. The educational process and result of Higher Maritime Educational Institution. The educational process and result of Higher Maritime Educational Institution should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training Certification and Watchkddping for Seafares(STCW) 1978. Actuall above-mentioned evaluation is deemed to make foundation in order to enhance the efficiency of shipboard education by surveying the satisfaction of shipboard training for Marine Engineering part cadets by the group. In this paper we carried out the questionnaire survey to study stisfactory value and the reason of dissatisfaction of 89 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University The results were calculated by frequency and percentage; the significance of difference among Department groups like Marine Engineering Maritime polic and Ship Operating Systems Engineering Engineering was analysed by $x^2$ inspection.

The purpose of this study is to develop basic data for the prevention of shipboard disasters and measures to improve the safety and health of seafarers by using a survey on the safety and health activities of seafarers. The questionnaire was administered to 437 people who have worked on a ship in the last six months. According to the results from the analyses (t-test, crosstab, and ANOVA), the level of safety and health activities of seafarers averaged at 68.82 points. The workplace clearance was the highest at 76.08 points, and the safety and health management system were the lowest at 62.78 points. As a result of the differences in the level of safety and health activities, the number of marine workers was higher than workers on land, and higher education was higher than lower education (p<0.01). It was higher for workers in coastal zones than for those in pelagic areas, and special cargo ships were higher than other ship types (p<0.01). Larger ships had a higher number of activities than small ships, and ships that were less than five years old had more activities (p<0.01). Therefore, in order to raise the level of safety and health activities of seafarers, it is necessary to develop safety and health education programs that take individual, job, and ship characteristics into consideration, and promote active safety and health activities on ships.
Because of space constraints of the ship, accessibility to supporting system for nonsmoking is poor in seafarers' group. This study was performed to find the smoking status, second-hand smoking status and factors related to smoking habit of Korean seafarers. So, we examined the rate of smoking and secondhand smoking, and knowledge about smoking, attitude for smoking behavior, smoking cessation intention and working environment related to smoking of 155 seafarers. Their smoking rate was 32.3% and secondhand smoke rate was very high by 86.5%. Their working place equipped a separate smoking room, but most of them had been smoked in where they were stayed. and we found the inadequate ventilation facility in 42.6%. Only 21.9% had a experience of education for smoking cessation. From the study Attitude for smoking behavior was negative and smoking knowledge was high. 90% of them tried to stop to smoke, but intention of smoking cessation was low. We need to motivate seafarers and increase their smoking cessation intention by regular education in available ways. From the study, we purpose that government will realign regulations related to ventilation facility and appointed smoking area on the board to prevent seondhand smoke, and the policy need to possess the regular survey of smoking status and customized smoking cessation education for seafarers.

Although it is highly dependent on the production of coastal and offshore fishing, the Fishing Vessels Safety Fisheries Act was enacted in 2019 due to the continuous increase in marine accidents of coastal and offshore fishing vessels. However, the law is too focused on fishing and navigation in certain waters and does not contain accident-preventive content. Ministry of Oceans and Fisheries proposes a plan to revise the Fishing Boat Safety Fishing Act through legal comparison with Japan's Seafarers' Labor Sanitation Rules. It also proposes an amendment that includes the content of the Seafarers Act on post-accident action obligations. Under the Fishing Vessels Safety Fishing Act, the safety fishing education is implemented for specific people and adopts a method of delivery education after completing the education. The reason for this is that the educational requirements are not sufficient compared to the number of education personnel. Moreover, four hours of education are conducted once a year, which is not suitable for insufficient educational conditions. For efficient safety fishing education, improvement measures are proposed compared to education in the United States and the United Kingdom.
Like most developed countries, South Korea is experiencing a severe lack of seafarers. Because young people's demands for a high quality of life has led them to seek shore-based careers. The wage difference between seafaring and shore-based careers has been decreasing gradually, however South Korea's unique Boarding Service Reserve System Policy has helped recruit and retain young sailors and, since 2017, the government has focused on creating new jobs and stabilizing the status of irregular workers in both private and public sectors. It specifically established the Economic, Social & Labor Council to carefully analyze seafarers' employment stability, which previously had been overlooked in the country. This research used the Binary Logit Model (BLM) to analyze the determinants of seafarers' employment stability in both permanent and non-permanent positions. We found that seafarers' employment stability correlated highly with their education level. This means that seafarers who graduated from the above mentioned two maritime universities would have more job stablity than those who graduated from maritime high schools or general universities. Other independent variables, such as the shipping company, vessel, hip management companies, work assignment, rank, and license had no significant impact on employment stability.

The educational process and result of onboard training should be evaluated according to the 1995 Amendments to the International Convention on Standards of Training, Certification and Watch-keeping for seafarers(STCW), 1978. In particular, the revised Convention requires that a trainee's seagoing service must be recorded in each cadet's Training Record Book approved by the maritime administration responsible for the issuance of certificates of competency. Trainees for certification under regulation III/1 of the STCW Convention are required to complete an approved on-board training programme. The purpose of this paper is to understand the compliance of the education for an approved on-board training programme. The questionnaire was distributed among 110 cadets being trained on board the training ship of the maritime college of the Mokpo National Maritime University. In this study, we conducted the questionnaire survey which is related to the on-board training programme such as marine engineering; controlling the operation of the ship and care for persons on board; electrical, electronic and control engineering; etc. The survey revealed that onboard training program was normally satisfactory, however, lack of practical training tools and time have accounted for most of the reasons for dissatisfaction. Therefore, it is our goal to enhance the satisfactory value of onboard training education by analyzing the reason of the dissatisfaction.

If respiratory arrest occurs or cardiopulmonary resuscitation (CPR) is performed for a long period on board ships, CPR with rescue breathing (not compression-only CPR) is required. Accordingly, ships must have resuscitation equipment for oxygen supply, and seafarers must have the maritime competence to use it. This study aimed to analyze the placement status of resuscitation equipment on ships and seafarers' intention to use them in order to increase the usability of resuscitation equipment on board ships and propose improvement measures. The study was conducted from February 2, 2023, to April 21, 2023, and a total of 340 seafarers were surveyed. The data were analyzed by frequency, percentage, and chi-square test using SPSS WIN 23.0. The results showed that the checking of resuscitation equipment was high among seafarers in the positions of officer, captain, deck department personnel, and ocean-going personnel. The intention of seafarers to use resuscitation equipment was low, and the main barrier was the lack of knowledge on how to use. Among the general characteristics of the study participants, those whose rank was that of officer or captain, whose working department was the deck, voyage who were ocean-going, and who managed a gross tonnage of 20,000 tons or more had a high intention to use resuscitation equipment. Participants who knew the necessity of rescue breathing and had received practice and equipment-based training were active in using resuscitation equipment. Therefore, a system should be developed so that all ships can be equipped with resuscitation equipment, and an environment must be created to increase accessibility to resuscitation equipment on board ships. In addition, an education system based on practical and resuscitation equipment training must be established to ensure that seafarers have maritime competence.

In this paper, we carried out the questionnaire survey to study satisfactory value and the reason of dissatisfaction of 113 cadets being trained on board the Training Ship in Maritime College of Korea Maritime University(K. M. U.). The results were calculated by frequency and percentage ; the significance of difference among Department groups like Maritime Transportation Science, Maritime Police and Ship Operating Systems Engineering was analysed by $X^2$ inspection. The major results of above analysis were as follows : First training chance for dadets was very little for being overflowed on board the training ship of the K. M. U. Second, special type of Training Ship HANBADA and HANNARA made the adaptability to merchant vessel's handling restricted. Third, cadets could not manage ratings directly, therefore the education in regard to seafaring management was limited to the theoretical instruction which leads to the low level of satisfaction. And lastly, low value of satisfaction for Drydocking Education in Shipyard was caused by cadet's leaving the Training Ship on account of the safety problems including ship and cadets.
As the education of maritime college has a characteristics of seafaring professional institutions, the potential benefit following from the employment of seafarers would put substantial impact on it. The socio-economic position of seafaring occupations has been deteriorated considerably with changes of ship's auto-mation, specialisation and low cost operation management of shipping companies through severe internatio-nal competitions. The quality and number of applicants for the maritime college has declined and most students have no hopes for the study of seafaring subjects which followed bewildering in their college days. However, the demands for seafarers are fairly large from the viewpoint of national maritime industry. The maritime institutions should not only meet these demands but also revitalise students by reforming the educational contents. The contents should be influenced by the social approach to educational needs in particular maritime shore-oriented subjects. The maritime education is no more restricted to the sea, it covers the land based world of the maritime industry as well. The new contents will lead the maritime educated students to the shore-based occupa-tions after finishing their seafaring if they want to. This may not only make ways to the maritime educa-tion fruitable, but also the students have a zeal and hope for the subjects taught.
