  • The influence of international organisms in education has already been documented by research; nevertheless it is necessary to study and deep in the different mechanisms used to direct the education policies in Latin America. At this point, this study describes and analyzes this phenomenon based in a review of the annual informs of the Interamerican Development Bank (IDB) and the research realized by this financial instrument in the last decade. The article presents three parts: the first one, analyses the importance of the United States in the IDB's financial policy; the second one, describes the Bank loans to educational polities; and the third one, identifies the mechanisms uses this financial institution to intervene in education policies. Finally the article presents some conclusions.

A study on the difference in the perception of Daejeon city officials about the gender mainstreaming (대전시 공무원의 성주류화 정책 인식격차 연구)

  • The global trend for women's policy has selected gender mainstreaming to change unequal gender relation. The gender mainstreaming means that the gender perspective is integrated into all policy processes to accomplish gender equality. In other words, 'gender' should be considered as a basic factor such as classes, regions, and races when a policy is established and implemented. The government has implemented various gender mainstreaming policies to integrate gender perspectives. This study is to examine officials' perception about various gender mainstreaming policies. The survey was conducted for Daejeon city officials (699 men and 457 women). Officials' perception is very important, because it is an important means used as a tool in shaping and implementing policies. Variables such as gender, age, position, length of service, work place, etc. were chosen and the differences between variables were analyzed. The analysis showed that gender mainstreaming policies were perceived as ones only for women. Therefore, various education programs according to gender, age, position and length of service should be developed to improve the effectiveness of gender mainstreaming policies. In addition, education programs for officials to improve gender sensitiveness should be developed and expanded.

The Role of Child Studies for Child-Related Laws and Policies (아동관련법과 정책에 대한 아동학의 역할)

  • Objective: The purpose of this study was to understand the role of specialists in child studies by analyzing child-related laws and policies and their service systems. Methods: We analyzed the aims, background, history, and related 5-year-plans in child-related laws and policies and their service delivery systems. Results: There were many difficulties in enforcing consistent policies. First, there was no unified age for implementing child and youth policy. Second, there was no comprehensive long-term policy. Third, many departments were involved. Conclusion: The study findings suggest the future role of specialists in child studies. First, they must take steps to introduce a monitoring system for the proper implementation of the first master plan for child policy. Second, they need to put effort into improving treatment of child-related workers. Third, they have to expand the academic area of child studies by reforming university curricula in a more pragmatic way. Fourth, the procedure to acquire different certifications in child studies and youth studies needs to be affiliated.

  • The purpose of this study was to examine support for education informatization provided by the government agencies and the private sector in a bid to give some suggestions on education informatization, as the three-stage education informatization plan was soon going to be completed. And it's found that the government agencies pushed ahead with the education informatization plan to boost national competitiveness, and their policies primarily focused on coping with the dysfunction of informatization and narrowing information divide. On the contrary, the private sector moved ahead with the plans that aimed at building necessary infrastructure in underdeveloped areas and providing various sorts of support involving education to the low-income classes.

  • The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.

  • Recently, the Korean government develops a variety of policies for the improvement of school education. Among the policies, convergence education is considered as essential. Moreover, as the policies declare that mathematics is expected to play a central role in the convergence education, mathematics educators are required to seek for ways of how to approach convergence education in mathematics. In this context, this paper reviewed diverse viewpoints on what kind of contribution convergence education make to the improvement of school mathematics. While the argument constructed around the issue of national competitiveness is the most prevalent in the political discourse, this paper recommends to introduce the epistemological norms raised by the knowledge integration through history. In addition, this paper presents both domestic and international programs to discuss how to develop educational program for convergence education in mathematics.

Elementary Pre-service Teachers' Perception and Readiness for Future-oriented Human Resource Development Policies (미래지향적 인재양성 정책에 대한 초등예비교사의 인식과 준비도)

  • Various policies have been implemented for human resources development in preparation for future society. Among the policies, STEAM education, SMART education and SW education are representative examples. In order for these policies to be implemented effectively in the school setting, teachers' positive perception and teaching competency are required. In consideration of the importance of pre-service teacher education, this study analyzed the current status of elementary pre-service teachers' perception and teaching readiness on STEAM education, SMART education and SW education, and sought implications that can be reflected in pre-service teacher education. The results of the study showed that the pre-service teachers' perception on the necessity of each policy was very high, and the understanding level of each policy was relatively high. Compared with this, it was found that pre-service teachers lacked training experience related to each policy, and the level of readiness for teaching was very low. As the most important task to be solved, many pre-service teachers selected the implementation of teacher education and seminars, and the distribution of instructional programs and materials. As the result of analyzing the difference according to pre-service teachers' individual characteristics, differences were found according to the level of their ICT utilization ability. Based on the results of this study, implications to be reflected in pre-service teacher training processes were suggested.

Possible Changes and Improvement Policies of Elementary School Physical Education Facilities and Training Aids (초등학교 체육시설 및 교구에 대한 변화가능성과 발전방향)

  • This study is purposed to find out practical problems, explore possible changes and provide qualitative development and development policies of elementary school physical education facilities and training aids. The following is concluded through three rounds of Delphi questionnaires. First, the highest possible change is predicted in that obsolete sports facilities should be replaced and various training aids be purchased. Second, gyms should be established for ensuring indoor sports space and indoor sports facilities should be expanded. Third, modernization and advancement of sports facilities and training aids should be implemented by attracting private investment. Fourth, sports facilities at schools and communities should be exchanged for free. Fifth, sports facilities in the school playground should be diversified for physical education classes by putting play ground facilities in good conditions. Sixth, it is predicted that a sound distribution system can be established for ensuring creative, strong sports facilities and training aids. A department may take full responsibility of buying sports materials and establish an alternative idea for cooperative buying.

A study on School Safety Policies by an Needs Analysis (요구분석을 통한 학교안전정책 개선방안 연구)

  • The purpose of this study was two-fold. Firstly, it investigated the current state of the 34 specific policies of school safety-accident prevention that were implemented at K-12 public schools in accordance with the $1^{st}$ School Safety-Accident Prevention Plan established in December 2015. Secondly, it prioritized the policies based on the outcomes from the investigation to make policy recommendations for future improvement. For this purpose, we surveyed 614 school teachers and staff from 24 school-safety research schools across the nation on their perception of the current policies for preventing school safety accidents. Specifically, they were asked about the degree of realization and the necessity of expansion of the policies. Based on the survey results, the Borich index as a needs measure was computed for each policy and a list of policies prioritized in descending order of the index was presented. The results of the study showed that school teachers and staff's perception of the improvement of school safety since the policies took effect was highly positive in general. It was also shown that the policies perceived as best-implemented were, in descending order, "first-aid education for teachers and staff", "safety management of school meals", "prevention activity of student traffic safety-accident", and so on. The majority of survey respondents said that the policies were being implemented well and that they should be expanded and enhanced. As a result of the Borich's needs analysis, it was found that "more collegial collaboration between the Office of Education and other relevant organizations in the community for school safety", "prevention education activity for water safety", and so forth should be more actively implemented.

Foreign Immigrants' Recognition on Related Policies and Supporting Activities (외국인 이주자의 관련 정책 및 지원활동에 관한 인식)

  • This paper is, first of all, to explore what kinds of character are implied in Korean policies and support programme for foreign immigrants, secondly to analyze immigrants' recognition on them in terms of their types and dwelling places, and finally to suggest some measures to improve policies and support programme. Policies for foreign immigrants are often classified into three models of assimilation, of differential exclusion, and of multiculturalism, but the marginalization of foreign immigrants is suggested either as a new model or as implied in all of those models. As a result of questionary survey, it is found out that foreign immigrants, irrelevant to their type, recognize their policies as mixing those characters. Finally, multiculturalism with distributive equality and recognition justice to overcome marginationalization, network governance for foreign immigrant policies to reflect their needs and participation, and sustainable and multicultural programmes for improving regional identity, ensuring covil rights, supporting comprehensive welfare, and multicultural education are suggested as measures to improve foreign immigrants' quality of life.
