A Study on the Model Specification for Supply-Demand Forecast of Hallabong Tangor in Korea (한라봉 수급전망 모형 개발 연구)

  • The aim of this study is to develop the supply-demand model(dynamic recursive simulation model) on the Hallabong tangor. In order to analyze the effects of alternative policy scenarios on the Hallabong tangor sector. Simulation runs were experimented for the period, 2011~2021, with three different scenarios. The major simulation results are as follows. The results of baseline show that in the year, 2021, acreage, production, price received by farm would be 2,051.5ha, 62,049.1 ton, 2,537.4 won per kg respectively. The results of scenario I (shipping control scenario) show that in the year, 2021, acreage, production, price received by farm would be 2,079.4ha, 62,984.9 ton, 2,836.3 won per kg respectively. The results of scenario II(the rate of economic growth 3.5%) show that in the year, 2021, acreage, production, price received by farm would be 2,039.5ha, 61,647.5 ton, 2,417.3 won per kg respectively. Finally, The results of scenario III(Survey of experts) show that in the year, 2021, acreage, production, price received by farm would be 2,053.7ha, 62,124.4 ton, 2,574.8 won per kg respectively. Therefore, economic recession can be a negative role in the industrial growth and price of Halabong tangor, but expansion of Hallabong tagor's export and processing can be a very positive role in the industrial growth and price of Halabong tangor.

The Economic Effect of R&D Investment for the IT Green Growth Initiatives in Korea (IT분야의 신성장동력에 대한 연구개발(R&D)투자의 경제적 파급효과 분석)

  • This paper analyze the economic effect of R&D investment for the IT Green growth initiatives in Korea, relating to Green growth which is main force for activating in order to durable growth currently. The IT green growth initiatives can be grouped by IT manufacture, IT service, and S/W and computer-related services in the R&D investment and to be analyzed by the RAS forecasting methods. The results indicate that the production-inducing effect is about 31,853 billion won for the IT manufacture, and IT service is about 14,360 billion won, and the next is S/W and computer-related service whose effect is about 4,482 billion won. The import, value added, and employment effect of IT manufacture is also bigger than those of any other sectors in IT. This is because R&D investment in case of IT manufacture is more huge than IT service. Besides, employment-inducing effects show that IT manufacture is highest in 16,596 persons; IT service is secondly highest in 9,000 persons and S/W; lastly, computer-related service is much lower than those of any other sector. So we can conjecture that the long-term initiatives of IT green growth implementation lead to increasing size of benefits in the IT sectors.

Diversified Analysis of the Correlation between Investment and Performance of Korean R&D Programs (우리나라 국가연구개발사업 정부연구비 투입 대비 성과의 다각적 분석)

  • In this paper We analyze the correlation between investment and performance of Korean R&D programs, by six factors diversified, based on evolutionary economics of technology. National Science and Technology Information Service(NTIS) started from March, 2008 was used for collecting investment and performance data of national R&D program. We search the investment cost according to science-technology standard classification of Korea, research conductors, socio-economic objectives and cooperation types per year from 2002 to 2008, and we regard this data as "investment". Similarly, we search the number of papers, patents, commercializations, royalties and so forth according to science technology standard classification of Korea, research organizations, socio-economic objectives and cooperation types per year from 2002 to 2008, and this data is regarded as "performance". We expected analysis results of this investment and performance data confirm the diversified factors to affect advancement of science and technology. And we though, as a result, we will get some meaningful directions of investment of national R&D from the analysis results. But this study has several limitations because we did not consider enough microscopic characteristics of sector or technology, research organizations, cooperation network types, and external effect of social, politic, cultural factors.

  • External costs emerge as a consequence of negative external effects. The EU commission and national government in Europe made themselves the internalization of external costs and began to make various measures. The traffic sector plays an important role. At the same time, it affects as financial loads to logistics service providers and carriers in Europe. This study examines current development in european logistic market conditions. It describes the reaction of different market players and stakeholders in the logistic value chain in EU, Switzerland and Germany. A portfolio of different strategic answers to the changing market environment is being developed. Therefore, different options for the internalization of external costs are proposed. This study finally derives propositions for future research.

  • In the light of real situation of Korean timber resources, it is no wonder that Korean economy depends on a lot of imported timber, however, we only need to draw attention how have they kept the balance of payment in the field of forest products trade for the last few decades, until the second oil crisis in 1979. Afterwards, the gap between imports and exports of forest products in terms of value has been widened so far, on account of various reasons inside and outside. However, according to national economic policy to drive more active exportation, new policy and strategy to expend world market of forest products urgently expectable in order to shorten the gap between imports and exports of forest products in the future. On the other hand, the current timber importation policy should be reconsidered, not only to support optimum domestic timber price level so as to compensate timber producers' cost but also to make suitable economic environment to induce new investments in the field of private forestry sector.

  • Current leakage of industrial technologies with revealing state secret against nation is gradually increasing and scope of the spill is diversified from technology-oriented leakage to new economic security sector like information and communication, electrical and electronic, defense industry, illegal export of strategic material, economic order disturbance by foreign country, infringement of intellectual property, etc. So the spill damage can affect not only leaked company but also national interests and entire domestic industry. According to statistics from National Industrial Security Center of National Intelligence Service, a major cause of technology leakage is not only by external things about hacking and malignant code, but internal leakage of former and current employees account for about 80%. And technology leakage due to temptation of money and personal interests followed by technology leakage of subcontractor is steadily increased. Most studies in the field of security have tended to focus on measuring security capability of company in order to prevent leakage core assets or developing measurement Indicators for management rather than security activities of the company members that is most important. Therefore, this study analyzes the effect of most underlying security education in security activities on security capabilities of enterprise. As a result, it indicates that security education have a positive(+) correlation with security capabilities.

The Current State and Promotional Strategies for Ocean Cruise Tourism in Small and Medium-sized Ocean Cities, - Focused on Yeosu - (중소해양도시 크루즈관광 여건 및 활성화 방안: 여수시를 중심으로)

  • The recent rapid increase of international ocean cruises calling at Korea has prompted the interests of central and local governments in promotion of cruise ship tour. Korea's cruise tour policies and facility improvement plans tend to be focused only on main ports of cities with high calls at cruise port, such as Busan, Incheon, and Jeju. However, small and medium-sized ocean cities which represent the coastal areas are also seeking to activate cruise ship tour and attract investment, and therefore they merit governmental support as well. This study looks at the current conditions of cruise tourism in small and medium-sized ocean cities and searches for the means to activate cruise tours. It suggests improvement policies for port services, transport accessibility, urban facilities and tour activity support, as well as expected roles of public and private sector. As a case study of Yeosu in Jeollanam-do, it analyzes the present state and discusses possible future activation programs, comparing small and medium-sized cities with cities with main ports. In order to be a port of call, steady exertions for improvement are required in all areas regarding cruise tourism whether it's main or local. Especially, since local ports in small and medium-sized ocean cities are relatively unlikely to be developed into home ports, policies and tourism programs should be established to support them in being chosen as ports of call.

Protection of Diversity through the Control of the Delimitation of the Audience Share in German Television (독일에서의 시청점유율제한을 통한 다양성 보호 연구)

  • The regulation of media concentration which is provided in the German Interstate Treaty on Broadcasting (RStV) is part of the rules forming the "positive broadcasting order" required by German Constitutional Law. This control ensures that the diversity of viewpoints can be articulated to the public. Broadcasting must operate independently from the state and from particular social groups if it is to be a genuine service to the public. One risk of economic competition in the media is a tendency towards the concentration of business enterprises. Moreover, economic competition is no guarantee for journalistic diversity. The aim of balanced diversity in the broadcasting sector can only be pursued by creating conditions under which different voices obtain the chance to be heard in an equitable manner. Within the framework of the meaning of section 26, it shall be assumed that there is a predominant impact on public opinion if the programs attributable to one company reach an annual audience share of 30 percent. The same shall apply if the company reaches an audience share of 25 percent and holds a dominant position in a related media-market or an overall assessment of its activities in television. The restriction of audience shares has limits such as that the audience shares of news programs and education and entertainment programs are pooled. Therefore, there is a vagueness about the productivity of different program branches.

Motives for Moonlighting and Its Policy Implications (부업동기분석(副業動機分析)과 그 시사점(示唆點))

  • Moonlighting or second-jobs will increase shirking of the primary job. This paper analyzes the motives for moonlighting so that the means of reducing these motives could be explored. The traditional theory claims that a worker who cannot fully realize his work potential will look to moonlighting. In a two-period model, however, the following motives are more important. The precautionary savings motive : A worker has an incentive to save for fear of losing his job and his income in the second period. The worker could save more by working more during the first period, and this additional motive for working is the precautionary savings motive. The insurance motive : When a worker is unemployed, he cannot expand his moonlighting hours according to his needs since the moonlighting hour is upward rigid. Therefore, a worker has an incentive to secure additional moonlighting hours in the first period so that quick adjustment can be made during the unemployment in the second period. Two policy measures to remove those motives for moonlighting are recommended, for these measures will enhance the productivity in the primary job. First, a firm should guarantee that there will be no layoffs in a downturn in the economy and that the employment level is adjusted to the economic states by work sharing among workers. Second, as unemployment insurance benefits compensate a portion of the income in case of unemployment, it substitutes the motives for moonlighting. A generalization of this argument can be found in Ehrlich and Becker(1972) where self-insurance(moonlighting) and market insurance(in this case, unemployment insurance) serves as substitutes. The two policy measures in the above have a spill-over effect : A decrease of labor supply in the moonlighting market will ease job search, and therefore will help those who have their primary job in the moonlighting sector.

Land Prices, Exchange Rates and Bubbles (지가(地價), 환율(換率)과 거품)

  • This paper stresses the role of market fundamentals rather than bubbles in explaining Korea's recent experience of large fluctuations of stock and real estate prices. The bubble story that emphasizes the self-fulfilling prophecies of investors seems to be inappropriate to explain the recent changes of assets prices in Korea. Those who argue for bubble phenomenon in Korea tend to interpret the volatile movements of assets prices as some form of bubbles, but without implementing a rigorous test on the presence of bubbles. Even when some bubble tests are carried out, such studies exhibit various econometric problems in testing. More seriously, they suffer from the misspecification problems in setting up a market model. This paper has shown that Korea's recent changes in assets prices could be explained by changes in market fundamentals according to the emergence and the subsequent fading of 'three lows'. First, it tried to explain changes in assets prices by changes in such market fundamentals as real interest rates and economic growth. Second, it showed that the real estate prices overshoot when the liquidity and exchange rates change, using the two-sector general equilibrium portfolio balance model. It is argued that the rapid rise in real estate prices during 1986-89 stems from Yen's and Won's appreciation $vis-{\grave{a}}-vis$ the U.S. dollar and liquidity expansion (or decreases in real interest rates), while the downturn in real estate prices since 1990 is associated with Yen's and Won's depreciation $vis-{\grave{a}}-vis$ the U.S. dollar and rises in real interest rates in reflection of the excess demand for liquidity.
