환경비용을 고려한 재생에너지의 경제성 분석 (An Economic Measures of the Renewable Energy considering Environmental Costs)

  • This study aims to presents the applicability of economic measures for renewable energy The basic principle and method of economic analyses were investigated and total life cycle cost considering environmental costs according to $CO_2$ generation. In case study, adaptation of new small wind power system to buildings were proved to produce a profit if it is considered the environmental cost and increment of energy prices. And so the economic measures can be used not only for the investment decisions for economic analysis but also for the comparative analysis of environmental cost and economic profits.

농업기반정비사업 편익산정을 위한 지표 개선방안 (A Study of the Economic Evaluation for the Agricultural Infrastructure Projects)

  • The purposes of this research are to review the current economic measures to be used to assess the economic effects of agricultural infrastructure projects, to find some effects not included into the current measures, and to suggest new additional economic measures. So thus, economic assessment for agricultural infrastructure projects has been criticized to be overestimated. For example, some research reported that the projects enhanced rice productivity by 20% or 30%. We suggest four new measures to evaluate economic effects of agricultural infrastructure projects: (1) enhancement in productivity, (2) switchover from low-income crops to high-income crops, (3) rises in land price, and (4) lower fluctuation in production.

유입량 모의 기법을 활용한 국내 다목적댐 가뭄 대책의 경제적 효과 평가 (Evaluating the economic benefit of diverse drought mitigation strategies for Korean reservoir systems based on simulated inflow sequences)

  • 최근 우리나라는 댐 운영에 있어서 다양한 가뭄 대책을 활용하여 가뭄 시 물 부족의 위험 리스크를 줄이기 위해 노력하고 있다. 이를 중심으로 다양한 연구들이 수행되었지만 가뭄 대책의 효과를 경제적인 측면에서 살펴본 연구는 현재 전무한 실정이다. 본 연구에서는 ARIMA와 Copula 기반의 장기간 모의 유입량 생성 모형과 댐별 가뭄 대책을 반영한 댐 운영 모형을 활용하여 전국의 다목적댐을 대상으로 가뭄 대책 시행에 따른 경제적 효과를 평가하였다. 경제적 편익 산정 결과 연계 운영·대체 공급과 비상공급대책의 단위 유량 당 기대 편익이 각각 1,176원과 1,139원으로 가장 높 으며, 비상 용량 활용과 용수공급조정의 편익은 956원과 875원으로 추정된다. 추가로 미래에 가뭄이 심화된다는 가정을 기반으로 가뭄 대책의 경제적 편익의 변화에 대하여 살펴본 결과 유입량 감소로 인한 가뭄 리스크의 변화는 모든 가뭄 대책의 경제적 편익을 높이는 효과를 보였다. 용수공급조정의 경제적 효과는 기존 대비 2.6% 상승하였으나, 연계 운영·대체 공급의 경제적 효과는 기존 대비 11.7% 상승하였다. 이는 가뭄의 위험도가 증가할수록 연계 운영과 대체 공급과 같은 댐 네트워크 기반의 대책이 주요한 것으로 판단된다. 본 연구는 향후 가뭄 대책의 선정과 활용에 있어서 기본자료로 활용될 것으로 기대된다.

강압적 경제·통상 조치에 대한 분석과 남북한 경제 협력에의 시사점 (Coercive Economic Measures and their Implications to Inter-Korean Economic Cooperation)

  • This paper explores the hub-and-spoke system as the structure of the global economic network that presents obstacles for international cooperation. With its exclusive jurisdiction and control over the hub, a powerful state can employ coercive economic measures to compel and deter unwanted behavior of rogue states and even its allies. Against this backdrop, this study analyzes the cases of the US blocking access to its market by Chinese Huawei as well as the case of Japan in restricting trade for highly advanced goods to South Korea. This analysis reveals that both measures are forms of secondary boycotts, which affect not only the entities within their jurisdiction but also others located in third countries. In addition, this paper extends its findings to free trade agreements and offers implications on the outward processing scheme for the Gaeseong Industrial Complex in the KORUS FTA and the Korea-China FTA. These events result in a gray-risk for South Korea, a country that aims to resolve North Korea's denuclearization and inter-Korean economic cooperation.

OECD 농업환경지표와 정책연계 방안 (Directions for Linkages between Policy Measures and the OECD Agricultural Environmental Indicators)

  • Agricultural environmental indicators (AEIs) are useful tool for evaluating environmental performance induced by agri-environmental policy measures. General and specific criteria have been set to assess the linkages between policy measures and environmental states. In addition, a number of specific AEIs such as nutrient balance indicators and farm management indicators have been posit to review environmental performance associated with agri-environmental policy measures. The proposed environmental subjects encompass soil quality, qualities of underground and surface water, water resource preservation, species and genetic diversity, diversity for wildlife habitats, and agricultural landscapes. The developed AEIs may contribute to establishment or adjustment of environmental targets and ex-ante or ex-post evaluation for environmental performance associated with policy measures. In addition, the AEIs may be useful to consider introduction of new agri-environmental measures and enhance policy efficiency by assessing environmental performance, considering specific locality, and harmonizing support measures.

Determinants of Termination of Anti-dumping Measures: The Case of Korea

  • This paper empirically examines what factors affected the termination of anti-dumping measures in Korea during the 2006-2019 period. Employing a meticulous literature review, the paper investigates the WTO's and Korea's rules on the termination of anti-dumping measures and sets up the related variables in the Cox proportional hazards model. The empirical results show that the GDP growth rate, employment, and trade competitiveness in domestic industries had positive effects on the hazard of the termination of AD measures, while free trade agreements had negative effects. By industry, the hazard of the termination of AD measures was less prominent in the steel industry, while it was more prominent in the machinery industry. These results imply that AD measures in Korea had the properties of a proper trade remedy policy and, at the same time, a protectionism tool to sustain its domestic industries, depending on industrial characteristics and other trade policies.

Application of Economic Risk Measures for a Comparative Evaluation of Less and More Mature Nuclear Reactor Technologies

  • Less mature nuclear reactor technologies are characterized by a greater uncertainty due to insufficient detailed design information, operational data, cost information, etc., but the expected performance characteristics of less mature options are usually more attractive in comparison with more mature ones. The greater uncertainty is, the higher economic risks associated with the project realization will be. Within a comparative evaluation of less and more mature nuclear reactor technologies, it is necessary to apply economic risk measures to balance judgments regarding the economic performance of less and more mature options. Assessments of any risk metrics involve calculating different characteristics of probability distributions of associated economic performance indicators and applying the Monte-Carlo method. This paper considers the applicability of statistical risk measures for different economic performance indicators within a trial case study on a comparative evaluation of less and more mature unspecified LWRs. The presented case study demonstrates the main trends associated with the incorporation of economic risk metrics into a comparative evaluation of less and more mature nuclear reactor technologies.

Why Standard Measures of Human Capital are Misleading

  • After a long, dormant period, recent attention has turned to a variety of measurement issues surrounding the concept of human capital. The traditional approach of rely entirely on measures of school attainment, while convenient, is almost certainly misleading. The availability of cognitive skills measures greatly improves on these measurements, but there remains also concern about other unmeasured factors, including noncognitive skills. This paper considers alternative approaches to assessing the role of human capital on individual earnings and on economic growth.

  • (보이스)피싱은 해독능력이 약한 노인과 약자를 대상으로 사회공학적인 방법을 이용하여 경제적 피해를 유발시킨다. 최근까지도 중국으로부터 (보이스)피싱이 국민의 경제적 파탄을 야기하였고 대한민국 전체로 보더라도 (보이스)피싱으로 인한 국가경제손실은 매우 크다. 최근 (보이스)피싱을 막기위한 보안시스템과 금융보안장치를 강화하고 있으나 보안효과가 얼마나 큰가는 검증하기 쉽지 않다. 본 논문에서는 (보이스)피싱으로 인한 대한민국의 경제적손실과 보안장치강화에 따른 보안효과의 경제성에 관하여 연구하고자 한다.

SDGs시대의 폐기물관리 : EU의 플라스틱 전략 (Waste Management in the Era of Sustainable Development Goals : The EU's Plastics Strategy)

  • The plastic strategy adopted by the EU in January 2018 was established to implement circular economic policies and the Sustainable Development Goals(SDGs) of the United Nations. The strategy includes the vision and implementation measures to achieve, which are primarily measures to improve recycling and increase demand for recycled plastics. The representative measures include the design that considers recycling possibilities, reinforcement of demand for recycled plastics, suppression of occurrence, and response to micro-plastics. The policies to implement these measures include legislative restrictions and economic measures (EPR, GPP). It is especially desirable that the policies are applied differently depending on the plastic product. The Korean government has established comprehensive measures for all stages from production to recycling, but those measures are not comprehensive compared to the EU's strategy. The reason is that the refusal of waste collection makes the Korean government establish the approach from the aspect of waste management instead of the implementation of a circular economy or SDGs like the EU. The countermeasures are aimed at achieving a 50% reduction in waste generation amount and a 70% recycling rate. It is considered that the possibility of achieving the goal will increase by examining the measures and policy means in the EU's plastics strategy.
