  • An effective crisis management system capable of responding early in the event of a major disaster or cyber crisis is needed not only within the organization but also with the partner organizations and the outside. In this paper, we review the domestic and international countermeasures against major disasters and cyber crises, and discuss the emerging crisis responses and future prospects along with the development of ICT technology.

Effectiveness of e-health systems in improving hypertension management and awareness: a systematic review

  • Recent studies have focused on self-management of hypertension using smart devices (cellular phones, tablets, watches). It has proven to be an effective tool for early detection and control of high Blood Pressure (BP) without affecting patients' daily routines. This systematic review surveys the existing self-monitoring systems, evaluate their effectiveness and compares the different approaches. We investigated the current systems in terms of various attributes, including methods used, sample size, type of investigation, inputs/ outputs, rate of success in controlling BP, group of users with higher response rate and beneficiaries, acceptability, and adherence to the system. We identified some limitations, shortcomings, and gaps in the research conducted recently studying the impact of mobile technology on managing hypertension. These shortcomings can generate future research opportunities and enable it to become more realistic and adaptive. We recommended including more observable factors and human behaviors that affect BP. Furthermore, we suggested that vital monitoring/logging and medication tuning are insufficient to improve hypertension control. There is also a need to observe and alter patient behavior and lifestyles.

  • E-cigarettes were considered safe at the early stage of market entry because they were thought not to contain harmful ingredients such as nicotine and because the smoke emitted was vapor. For this reason, the use of e-cigarettes as a safer alternative to tobacco cigarettes or as a smoking cessation aid has emerged. However, the study results on the effectiveness of e-cigarettes for smoking cessation are mixed. In response to the increased use of e-cigarettes, foreign countries have implemented various regulations, such as utilizing e-cigarettes for smoking cessation with a prescription in Australia; however, South Korea is still standing firm on recommending not to use e-cigarettes at all. Therefore, the effectiveness of e-cigarettes for smoking cessation and the regulatory trends of e-cigarette use overseas will be reviewed to discuss the future direction in South Korea needs to take.

Response Time Analysis of Web Service Systems with Mixedly Distributed Stochastic Timed Net (혼합 분포 확률 시간 넷을 이용한 웹 서비스 시스템의 응답 시간 분석)

  • Today, consumers can access Internet from everywhere, therefore most commercial and other organizations provide their services on the Web. As the result, countless Web service systems are already on the Internet and more systems are under construction. Therefore, many researches of verifying that the system to be constructed will not have any deadlock and will run successfully without any problem at the early stage of design have been performed. Several Petri net based verification methods have also been published. However, they have focused on building Petri net models of Web service systems and none of them introduces efficient analysis methods. As a mathematical technique with which we can find the minimum duration time needed to fire all the transitions at least once and coming back to the initial marking in a timed net, the minimum cycle time method has been widely used in computer system analysis. A timed net is a modified version of a Petri net where a transition is associated with a delay time. A delay time used in a timed net is a constant even though the duration time associated with an event in the real world is a stochastic number in general. Therefore, this paper proposes 'Mixedly Distributed Stochastic Timed Net' where a transition can be associated with a stochastic number and introduce a minimum cycle time analysis method for 'Mixedly Distributed Stochastic Timed Net'. We also introduce a method of analysing a Web service system's response time with the minimum cycle time analysis method for 'Mixedly Distributed Stochastic Timed Net.'.

The Design & Effect Analysis of Project Objective Management Information System for National R&D cooperated by Industries, Universities and Government-supported research institutes (국가 산.학.연 협력 연구개발을 위한 과제목표관리 정보시스템의 설계 및 효과 분석)

  • We studied how to achieve successful implementation of massive research and development projects requiring collaboration among industries, universities and government-supported research institute. We have set up an engineering process innovation model to be deemed most adequately for all practical purposes, relying on the theoretical studies on the merits and analysis of the effect of the information system based on Milestone Management, Work Breakdown Structures and Web, which is known to be effective for research project (schedule) management and the objective management, and implemented a real-world web-based project objective management system. After a review of various R & D Project Schedule Management methods, we found that this information system was very compatible with project objective management. This project objective management information system carries out research and development projects effectively and efficiently, getting together in cyber-space and sharing information, and has been equipped with an Early Warning Subsystem to allow for pre-analysis and timely response to potential problems arising from the course of the project. The system also contains an Executive Information System that in real time, automatically provides the management information required by managers with the rate of project progress (achievement, fulfillment and delay). Lastly, actual progress can be cross-checked through both on-line objective management on the web-based information system and design review meeting held on site, to improve the efficiency and validity of the information system. Moreover, overall effect was analyzed through questionnaires on how well the system and generated information meet requirements and on the ultimate impact of the system upon objective management and communication. The questionnaire on the system effect revealed that the information system was useful to objective management and communication, and that the quality of the system was more than acceptable as well.

Development of Sound Quality Index with Characterization of BSR Noise in a Vehicle (자동차 BSR 소음특성과 음질 인덱스 개발)

  • Among the various elements affecting a customer's evaluation of automobile quality, buzz, squeak and rattle (BSR) are considered to be major factors. In most vehicle manufacturers, the BSR problems are solved by find-fix method with the vehicle road test, mainly due to various excitation sources, complex generation mechanism and subjective response. The aim of this paper is to develop the integrated experimental method to systematically tackle the BSR problems in early stage of the vehicle development cycle by resolving these difficulties. To achieve this aim, the developed experimental method ought to include the following requirements: to find and fix the BSR problem for modules instead of a full vehicle in order to tackle the problem in the early stage of the vehicle development cycle; to develop the exciter system including the zig and road-input-signal reproducing algorithm; to automatically localize the source region of BSR; to develop sound quality index that can be used to assess the subjective responses to BSR. Also, the BSR sound quality indexes based on the Zwicker's sound quality parameters using a multiple regression analysis. The four sound metrics from Zwicker's sound quality parameter are computed for the signals recorded for eight BSR noise source regions localized by using the acoustic-field visualized results. Then, the jury test of BSR noise are performed for participants. On a basis of the computed sound metrics and jury test result, sound quality index is developed to represent the harsh of BSR noise. It is expected that the developed BSR detection system and sound quality indexes can be used to reduce the automotive interior BSR noise in terms of subjective levels as well as objective levels.

On-Site Earthquake Early Warning System Design and Performance Evaluation Method (현장 지진조기경보시스템의 설계 및 성능평가 방법)

  • Recently, in order to improve the performance of the Earthquake Early Warning System (EEWS) and to supplement the effects of earthquake disaster prevention in epicenters or near epicenters, development of on-site EEWS has been attempted. Unlike the national EEWS, which is used for earthquake disaster prevention by using seismic observation networks for earthquake research and observation, on-site EEWS aims at earthquake disaster prevention and therefore requires efficient design and evaluation in terms of performance and cost. At present, Korea lacks the necessary core technologies and operational know-how, including the use of existing EEWS design criteria and evaluation methods for the development of On-Site EEWS as well as EEWS. This study proposes hardware and software design directions and performance evaluation items and methods for seismic data collection, data processing, and analysis for localization of On-Site EEWS based on the seismic accelerometer requirements of the Seismic and Volcanic Disaster Response Act.

Practical experiences of public health center nurses in the early stages of the COVID-19 pandemic: Exploration of nursing competencies (보건소 간호사의 코로나19 팬데믹 초기단계의 실무경험: 간호역량 탐색)

  • Purpose: The purpose of this study was to gain an in-depth understanding of the characteristics and competencies of practice experienced by public health center nurses(PHNs) during the early response phase of the coronavirus disease 2019(COVID-19) pandemic. Methods: PHNs were recruited from public health centers(PHC) in ten cities in Korea, using purposive sampling. They participated in semi-structured, in-depth interviews from December 21, 2020, to February 18, 2021. The interviews were transcribed verbatim and analyzed using qualitative content analysis. Results: Three themes and nine categories were drawn from the findings. The three themes that emerged from the data analysis were as follows: 'Handling expanding work scope and overwhelming workload beyond prepared competencies, willing to go anywhere.', 'Performing tasks of cooperation and communication required in the disaster management administrative system.', 'Demonstrated proficiency in clinical nursing practices, but recognized the need for further development of leadership and administrative capabilities.' Conclusions: The experiences of the subjects' have implications for the development of content for community nursing education that cultivates basic competencies to respond to real pandemic situations during undergraduate education. It is proposed that it would be necessary to establish a support system for developing specialized competencies in public health nursing.

Factors Influencing the Activation Time of the Rapid Response Team (신속대응팀의 활성화 시간에 영향을 주는 요인)

  • Purpose: The rapid response team is a patient safety system that detects symptoms and signs of deteriorating inpatients and provides intervention and treatment. This study analyzed the factors influencing the activation time of the team. Methods: This is a descriptive correlation study that analyzed the electronic medical records of patients activated by the rapid response team. The collection period was from January 2014 to December 2017. We analyzed 278 pieces of data activated by the rapid response team for patients aged 16 years or older at C University S Hospital in Seoul. We employed the SPSS 23.0 program for data analysis. Results: The reasons for activation of the rapid response team were oxygen saturation of less than 90.0%, other causes, and change in consciousness. The most common diagnosis of activated patients was respiratory failure (32.4%). The average activation time was 153.43±286.05 min. The activation time was shortest during convulsions (13.29±7.32 min). For patients with a history of kidney disease (B=0.58, p=.008), in case of surgery (B=0.55, p<.001), if the first symptom is mediated by the physician (B=0.53, p=.007) the active time is often extended. On the other hand, activation time is reduced when consciousness changes (B=-0.51, p=.002), especially when oxygen saturation is below 90.0% (B=-0.64, p<.001). Conclusion: Based on the results of the study, it is expected that patients deteriorating in the general ward would be recognized early, which will help in the effective activation of the rapid response team.

Characteristics on the Motion Response of a Catamaran Power Yacht (카타마란형 파워요트의 운동응답 특성에 관한 연구)

  • A very good seakeeping vessel is able to operate effectively even in high sea states and also the passengers and the cargos are ensured in good conditions. The motions of a high speed boats are highly influenced by speed and dynamic forces even in encounter frequencies so that the assessment of seakeeping ability of the design craft in an early stage needs to be calculated for all three motions and for all ralative wave headings. In this paper, it concludes that RAO and RMS values of the catamaran's 3 motion are calculated according as the variation of Beafort scales and ship's speed. The ship motion response of the catamaran based on the RAO and RMS by encounter angles and speed was calculated.
