Status of Agrometeorology Monitoring Network for Weather Risk Management: Focused on RDA of Korea (위험기상 대응 농업기상관측 네트워크의 현황: 농촌진흥청을 중심으로)

  • Agro-Meteorological Information Service (AMIS) network has been established since 2001 by Rural Development Administration (RDA) in Korea, and has provided access to current and historical weather data with useful information for agricultural activities. AMIS network includes 158 automated weather stations located mostly in farm region, with planning to increase by 200 stations until 2017. Agrometeorological information is disseminated via the web site (http://weather.rda.go.kr) to growers, researchers, and extension service officials. Our services will give enhanced information from observation data (temperature, precipitation, etc.) to application information, such as drought index, agro-climatic map, and early warning service. AMIS network of RDA will help the implementation of an early warning service for weather risk management.

Economic Feasibility Analysis of Nationwide Expansion of Agro-meteorological Early Warning Service for Weather Risk Management in Korea (농업기상재해 조기경보서비스의 전국 확대에 따른 경제적 타당성 분석)

  • The purpose of this study was to examine the economic feasibility of providing services according to the nationwide expansion of early warning services. The net present value method, one of the cost-benefit analysis methods, was applied to the analysis. As a benefit item that constituted the net present value, the damage reduction amount using crop insurance data and the willingness to pay for the use of early warning services were used. The cost items included system construction and maintenance costs, and text transmission costs. As a result of the analysis, it was found that the nationwide expansion of early warning services had economic feasibility, and its economic effect varied depending on the level of text message use (10 % to 40 %, 10 %p interval) of participating farmers. In the future, the economic effect of early warning services is expected to increase further due to the increase in the number of farmers participating in early warning services and the increase in crop damage caused by climate change. It is necessary to further enhance the economic effect of early warning services by actively utilizing information delivery means through apps or the web as well as text messages.

  • In recent years, there is a remarkable progress in ICTs (Information and Communication Technologies), and then many attempts to apply ICTs to other industries are being made. In the field of disaster managements, ICTs such as RFID (Radio Frequency IDentification) and USN (Ubiquitous Sensor Network) are used to provide safe environments. Actually, various types of early warning systems using USN are now widely used to monitor natural disasters such as floods, landslides and earthquakes, and also to detect human-caused disasters such as fires, explosions and collapses. These early warning systems issue alarms rapidly when a disaster is detected or an event exceeds prescribed thresholds, and furthermore deliver alarm messages to disaster managers and citizens. In general, these systems consist of a number of various sensors and measure real-time stream data, which requires an efficient and rapid data processing technique. In this study, an event-driven architecture (EDA) is presented to collect event effectively and to provide an alert rapidly. A publish/subscribe event processing method to process simple event is introduced. Additionally, a complex event processing (CEP) technique is introduced to process complex data from various sensors and to provide prompt and reasonable decision supports when many disasters happen simultaneously. A basic concept of CEP technique is presented and the advantages of the technique in disaster management are also discussed. Then, how the main processing methods of CEP such as aggregation, correlation, and filtering can be applied to disaster management is considered. Finally, an example of flood forecasting and early alarm system in which CEP is incorporated is presented It is found that the CEP based on the EDA will provide an efficient early warning method when disaster happens.

Rapid Earthquake Location for Earthquake Early Warning (지진조기경보를 위한 신속 진앙위치 결정)

  • Economic growth, industrialization and urbanization have made society more vulnerable than ever to seismic hazard in Korea. Although Korea has not experienced severe damage due to earthquakes during the last few decades, there is little doubt of the potential for large earthquakes in Korea as documented in the historical literature. As we see no immediate promise of short-term earthquake prediction with current science and technology, earthquake early warning systems attract more and more attention as a practical measure to mitigate damage from earthquakes. Earthquake early warning systems provide a few seconds to tens of seconds of warning time before the onset of strong ground shaking. To achieve rapid earthquake location, we propose to take full advantage of information from existing seismic networks; by using P wave arrival times at two nearest stations from the earthquake hypocenter and also information that P waves have not yet arrived at other stations. Ten earthquakes in the Korean peninsula and its vicinity are selected for the feasibility study. We observed that location results are not reliable when earthquakes occur outside of the seismic network. Earthquakes inside the seismic network, however, can be located very rapidly for the purpose of earthquake early warning. Seoul metropolitan area may secure $10{\sim}50$ seconds of warning time before any strong shaking starts for certain events. Carefully orchestrated actions during the given warning time should be able to reduce hazard and mitigate damages due to potentially disastrous earthquakes.

  • In some manufacturing industries, there are many situation in which the simultaneous monitoring or control of two or more related quality characteristics is necessary. However, monitoring these two or more related quality characteristics independently can be very misleading. When several characteristics of manufactured component are to be monitored simultaneously, multivariate $x^2$ or $T^2$ control chart can be used. In this paper, establishing a early warning system(EWS) using multivariate control charts to analyze early out-of-control signals in melting process with many quality characteristics was presented. This module which we developed to control several characteristics improved efficiency and effectiveness of process control in the melting process.

The Design of Remote Monitoring and Warning System for Dangerous Chemicals Based on CPS

  • The remote monitoring and warning system for dangerous chemicals is designed with the concept of the Cyber-Physical System (CPS) in this paper. The real-time perception, dynamic control, and information service of major hazards chemicals are realized in this CPS system. The CPS system architecture, the physical layer and the applacation layer, are designed in this paper. The terminal node is mainly composed of the field collectors which complete the data acquisition of sensors and video in the physical layers, and the use of application layer makes CPS system safer and more reliable to monitor the hazardous chemicals. The cloud application layer completes the risk identification and the prediction of the major hazard sources. The early intelligent warning of the major dangerous chemicals is realized and the security risk images are given in the cloud application layer. With the CPS technology, the remote network of hazardous chemicals has been completed, and a major hazard monitoring and accident warning online system is formed. Through the experiment of the terminal node, it can be proved that the terminal node can complete the mass data collection and classify. With this experiment it can be obtained the CPS system is safe and effective. In order to verify feasible, the multi-risk warning based on CPS is simulated, and results show that the system solves the problem of hazardous chemicals enterprises safety management.

  • At local emerging stock markets such as Korea, Hong Kong, Singapore and Taiwan, foreign investors (FI) are recognized as important investment community due to the globalization and deregulation of financial markets. Therefore, it is required to monitor the behavior of FI against a sudden enormous selling stocks for the concerned local governments or private and institutional investors. The main aim of this study is to propose an early warning system (EWS) which purposes issuing a warning signal against the possible massive selling stocks of FI at the market. For this, we suggest machine learning algorithm which predicts the behavior of FI by forecasting future conditions. This study is empirically done for the Korean stock market.

Implementation of a Web-Based Early Warning System for Meteorological Hazards (기상위험 조기경보를 위한 웹기반 표출시스템 구현)

  • Numeric weather prediction is important to prevent meteorological disasters such as heavy rain, heat wave, and cold wave. The Korea meteorological administration provides a realtime special weather report and the rural development administration demonstrates information about 2-day warning of agricultural disasters for farms in a few regions. To improve the early warning systems for meteorological hazards, a nation-wide high-resolution dataset for weather prediction should be combined with web-based GIS. This study aims to develop a web service prototype for early warning of meteorological hazards, which integrates web GIS technologies with a weather prediction database in a temporal resolution of 1 hour and a spatial resolution of 1 km. The spatially and temporally high-resolution dataset for meteorological hazards produced by downscaling of GME was serviced via a web GIS. In addition to the information about current status of meteorological hazards, the proposed system provides the hourly dong-level forecasting of meteorologic hazards for upcoming seven days, such as heavy rain, heat wave, and cold wave. This system can be utilized as an operational information service for municipal governments in Korea by achieving the future work to improve the accuracy of numeric weather predictions and the preprocessing time for raster and vector dataset.

An Analysis Study on the Current Status and Integration Methods of the Domestic Early Warning System (국내 재난 예경보 시스템 현황 및 통합 방안에 대한 분석 연구)

  • Currently, the domestic early warning system is issued differently for each disaster, and is operated independently by relevant organizations from central government to local governments. Representative domestic disaster warning systems include disaster broadcasting using CBS(Cell Broadcasting Service) and DMB(Digital Multimedia Broadcasting) Automatic Emergency Alert Service, DITS(Disaster Information Transform System) transmitted and displayed on TV screens, automatic response system, automated rainfall warning system, and disaster message board. However, due to the difference in the method of issuing each emergency alert at the site of an emergency disaster, the alerts are issued at different times for each media, and the delivered content is also not integrated. If these systems are integrated, it is expected that damage to people's property and lives will be minimized by sharing and integrated management of disaster information such as voice, video, and data to comprehensively judge and make decisions about disaster situations. Therefore, in this study, we present a plan for the integration of the disaster warning system along with the analysis of the operation status of the domestic early warning system.

Early warning of hazard for pipelines by acoustic recognition using principal component analysis and one-class support vector machines

  • This paper proposes a method for early warning of hazard for pipelines. Many pipelines transport dangerous contents so that any damage incurred might lead to catastrophic consequences. However, most of these damages are usually a result of surrounding third-party activities, mainly the constructions. In order to prevent accidents and disasters, detection of potential hazards from third-party activities is indispensable. This paper focuses on recognizing the running of construction machines because they indicate the activity of the constructions. Acoustic information is applied for the recognition and a novel pipeline monitoring approach is proposed. Principal Component Analysis (PCA) is applied. The obtained Eigenvalues are regarded as the special signature and thus used for building feature vectors. One-class Support Vector Machine (SVM) is used for the classifier. The denoising ability of PCA can make it robust to noise interference, while the powerful classifying ability of SVM can provide good recognition results. Some related issues such as standardization are also studied and discussed. On-site experiments are conducted and results prove the effectiveness of the proposed early warning method. Thus the possible hazards can be prevented and the integrity of pipelines can be ensured.
