A Study on the Counter-Measures for International Events through the Case Studies and Its Implications for Counter-Terrorism Policy (국제 행사에 대한 테러대응 사례분석과 정책적 함의)

  • The numerous definition of terrorism is viewed as the use of force or violence by individual or group that is directed toward civilian populations and intended to instill fear as a means of coercing individuals or groups to change their political or social positions. Recently, the paradigm of terror has been developed as new terrorism motivated by 9. 11 terror in 2001. In these contexts, this study analyzed the case study of recent counter-terrorism of international events and suggested the policy implications. This study is split into four chapters. Chapter I is the introduction part. Chapter II introduces the reader to new terrorism theory, and Chapter III deals with the case study of the international counter-terrorism policy around the world, Chapter IV deals with the policy implications of the case study. The greater the political, economical and social advantages opening large international ceremonies, the larger the probability of being targets for terrorists and criminals. As terrorism is one of the important issue, the security problems at international ceremonies in Korea, rising country as political essence in Asian-Pacific region, become very important. With experienced know-hows against terror and preparations for security, local and central governments must promote the private security companies filling up vacancies of police and official security system and develop international ceremonies, rising high valuable industries in 21st century, with diplomatic efforts. International major events is the largest event related events with politics, economy, culture, and such large-scale events should be a comprehensive counterplan in the light of safety check for the location of a hazard and safety check of facilities in and out, attendance on athlete and visitor and escort of VIPs.

Self-Reflection and Suggestion in the Korea Security Science a field of Study: Focused Ten Years History on the Papers Published in "K.S.S.A Journal" (한국 경호.경비학 연구분야의 성찰과 시사: "한국경호경비학회보" 10년사를 중심으로)

  • This study has analyzed demonstratively the total of 192 dissertations published on the Korea Security Science Association Journal for the last 10 years in order to take a look at the research trends in the field of security. Based on this, this study intends to examine the research trends in the research field of security and present suggestions. The standard for analysis was largely divided into per period, per subject and per method of research. First, the research trend of the group per period was classified into a quickening period, a formative period and a development period. As a result, among the total of 192 dissertations, the quickening period occupied 45%, the formative, 42% and the development, 13%. The dissertations in the field of security were made up of 52% in the formative, 37% in the quickening and 11% in the development period. Also, it was shown that the number of dissertations in the field of security and escort did not even come up to half of total number of publications. Secondly, the research trend of the group per subject is divided into per large subject and per medium subject. As a result, all quickening, formative and development periods showed the highest values for other researches, which showed a tendency to lean upon other researches. In classifying the group per large subject by period, it presented similar aspects with 46% of the quickening period and 43% of the formative. Lastly, for the trends per method of research, compared to 23% of quantitative research, the qualitative research held 77%, which showed an overall tendency to depend on the qualitative research.

  • These days our society, no matter it is individual or community or nation it has diversity big and small trouble and Terrorism, disaster that gives national crisis in many different ways. Before we dont think disaster is big problem in nation crisis but now we have to think seriously and put the disaster problem in nation crisis. Also security terrorism is important in national crisis just same as security of nation and disaster in national crisis management. Specially, attacking national sovereign and the head of the government are still increasingly and if deadly terror happens than nation will get big crisis and can get aftereffect. Accordingly way of development about crisis control in security terrorism, first of all, for make confrontation system because of crisis management, need judical revision about escort law and prevention of terror. Second of all, need exclusion of guard danger element for strengthening guard safe action. Third of all, strengthening education to people so increase ability of conquest in the scene. Finally, security terror not only directly purpose also indirectly purpose increase, need to development about guards way and need a strong will to reduce terrorism, also put emphasis on prevention guards action and before the fact make perfection more perfect in crisis control to removal element of terror.

  • 「Security Services Industry Act」made in 1976 for the purpose of contributing to the good operation of services industry by establishing the requirements for promotion, development and systematic management of services industry has been since 26 times of overall revisions. Period division of private security through overall revision of 「Security Services Industry Act」 can be roughly divided into three periods. The first is a settlement period. It is a period when the present five business areas were completed rom 1976 to 2001. Beginning with facility and escort security in 1996, five types of jobs have been prepared. so far by adding personal protection in 1996, and machine and special security in 2001. The second is a quantitative growth period. It is a period when quantitative development is made on the institutional basis. As various culture, sports and arts events are increasing based on the demand of security services due to an increase in the people's sense of security, quantitative development was made, which additionally influenced the downward trend of capital and the possibility of having two jobs through revisions. The third is a qualitative growth period. From 2013 to the present is a period when quantitative growth has slowed and qualitative growth has been made. After the period of quantitative growth, the growth slowed down. However, by raising the criteria for permission of services industry through creation of a rule for the group civil petition, by raising capital, by institutionally compensating for diverse punishment regulations, by realizing the training hours for new security guards, by permitting private education, etc, the reliability and professionality of a security guard job has been to be recovered.

  • This study is historical research on the relationship between the Changes of the Form of costume and the recognition of the beauty of the body from prehistorical period to Ch'ing Dynasty in Chinese female costume. In figure painting a significant point was to describe the spirit of the figure so Chinese painters were less interested in ideal body pro-portion or body shape than Westerns. But idealized beauty of the female body existed and changed keeping abreast with the form of costume in each period. In the prehistorical period Wemen fasten waist belt so enabled to distinguish upper part of the body from lower one. "Locust-forehead moth-eyebrows(蝗首蛾毛)" recorded in "the Book of odes(詩經)" was the canon of beaty and Wemen tried to make their forehead broad and square from Zhou Dynasty to the Wei Jin periods. From the age of Civil War to han Dynasty Slender waist was loved so waist was tightly fastened and hemline became broader. in the course of that time Plump body in big cloth with broad sleeve emerged but that was less significant than Tang Dynasty. During Wei Jin and the Southern/Northern Dynasty undergo disruption and division they admired Taoist images.   • In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

The Future of Republic of Korea Navy : Toward a Korean Way of Naval Strategy (미래 대한민국 해군력 역할과 발전)

  • This study is an attempt to look into the future role of the ROKN and to provide a strategic way forward with a special focus on naval strategic concept and force planning. To accomplish this goal, this research takes four sequential steps for analysis: 1) assessing the role and utility of naval power of ROKN since its foundation back in 1945; 2) forecasting features of various maritime threats to influence the security of Korea in the future directly or indirectly; 3) identifying the roles to be undertaken by future ROKN; and 4) recommending Korean way of naval force planning and the operational concept of naval power. This study seeks to show that ROKN needs comprehensive role to better serve the nation with respect to national security, national prosperity and development, and future battle-space management. To safeguard the national security of Korea, it suggests three roles: 1) national guard for the peaceful unification; 2) protector of the maritime sovereignty; and 3) suppressor to maritime threats. Three more roles are highlighted for national prosperity: 1) escort of the national economy; 2) guardian for national maritime activities; and 3) contributor to the world peace. These roles need to be closely connected with the role for the battle-space management. This paper addresses the need for a dramatic shift of the central operational domain from land to maritime in the future. This will eventually offer future ROKN a leading role for developing strategic concept and force planning rather than merely a supporting one. This study finally suggests 'balanced' strategy both in concept development and force planning. A balanced force planning is a 'must' rather than an 'option' when considering a division of function between Task Fleets and Area Fleets, constructing cutting-edge conventional forces such as Aegis destroyer, CVs, or submarines, and the mix of high-profile platform and low-profile when composing future fleets. A 'balance' is also needed in operational concept. The fleet should be prepared to fulfill its missions based on two different types of force operation i.e., coercive or cooperative application of the utility of naval force. The findings and recommendations of the study are relevant today, and will be increasingly important in the future to achieve various political goals required by enhancing the utility of naval power.

In about Solution for Improvement in the Private Security Sector research (민간경비 구성요인에 따른 개선방안에 관한 연구)

  • This research aims to provide a solution for the improvement of private security according to the change in criminal environment. The main cause of crime can be found in the anti-functional dimensions including value set disorder, social phenomenon variation, information-based, globalization and urbanization. In this environment, the private security sector has dramatically increased in a quantitative viewpoint, but it is insufficient in a qualitative viewpoint. This paper recognized this problem and demonstrates a solution for improvement through classifying elements of private security into relevant legislation, education institutions, security companies and security associations. The analysis result is a follows: First, motivation and satisfaction rate of escort and security related major has shown to be high. However, respondents evaluated the guard educational institution negatively. Second, the motivation of entering into the private security sector for internal staffs has shown to be positive and sound. However, the job satisfaction rate has shown to be low due to excessive competition, negative perception of occupation and low earning. Third, respondents gave an average mark to the Security Association's management and operation. In addition, the mutual-aid project received the same mark. Negative feedbacks were given to the protection of member's interest and to association operation and policy, while positive feedbacks were given to the degree of member's cooperation towards association policies.

  • In order to deal with the current economic crisis, the U.S. government, as a part of its austerity fiscal policy, implemented a budget sequester. The sequester will hit the U.S. defense budget the hardest, and as a result will most likely put the security of the international community in jeopardy. The U.S. will have to cut 46 billion dollars from its original 525 billon defense spending in 2013. And by the year 2022, will have to cut 486.9 billion dollars. Such an astronomical decrease in the U.S. defense spending will inevitably burden the friendly nations. According to recent studies, pirate related incidents in Somalia, where piracy is most active, has declined from its 226 incidents to 76 incidents per year in 2012, a 66% drop from previous years'. However, piracy threats as well as those related to firearms still remain and thus participants of anti-piracy operations, namely the U.S., U.K., France, Canada, NCC, EUNAVFOR, and NATO, are facing a problem of declining forces. Considering the current situation as well as rising expectations from the international community, Republic of Korea, a supporter of NCC's maritime security operation, not to mention its foremost duty of securing its sea, is at a stage to re-examine its operational picture. Such action will be a good opportunity for Republic of Korea to build the trust and live up to the international community's expectation. To quote from the network theory, although in relation to other friendly nations participating in the anti-piracy operation, Republic of Korea currently remains at a single cell level, this opportunity will certainly develop Korea to a 'node' nation in which power and information would flow into. Through this expansion of operational capability, Republic of Korea will be able to exert more influence as a more developed nation. Currently however, not only is the single 4,500 ton class destroyer deployed in Somalia a limited unit to further expand the scale and amount of force projection in the area, but also the total of six 4,500 ton class destroyers ROK feet possess is at a high fatigue degree due to standard patrolling operations, midshipman cruise and the RIMPAC exercise. ROK fleet therefore must consider expanding the number of ships deployed along with either deploying combat support ships or constructing logistics support site in the African region. Thus, by expanding its operational capabilities and furthermore by abiding to the rightful responsibilities of a middle power nation, Republic of Korea will surely earn its respect among the members of the international community.
