A Korean CAPTCHA Study: Defeating OCRs In a New CAPTCHA Context By Using Korean Syllables

  • Internet is being used for several activities by a great range of users. These activities include communication, e-commerce, education, and entertainment. Users are required to register regarding website in order to enroll web activities. However, registration can be done by automated hacking software. That software make false enrollments which occupy the resources of the website by reducing the performance and efficiency of servers, even stop the entire web service. It is crucial for the websites to have a system which has the capability of differing human users and computer programs in reading images of text. Completely Automated Public Turing Test to Tell Computers and Human Apart (CAPTCHA) is such a defense system against Optical Character Recognition (OCR) software. OCR can be defined as software which work for defeating CAPTCHA images and make countless number of registrations on the websites. This study proposes a new CAPTCHA context that is Korean CAPTCHA by means of the method which is splitting CAPTCHA images into several parts with random rotation values, and drawing random lines on a grid background by using Korean characters only. Lines are in the same color with the CAPTCHA text and they provide a distortion of image with grid background. Experimental results show that Korean CAPTCHA is a more secure and effective CAPTCHA type for Korean users rather than current CAPTCHA types due to the structure of Korean letters and the algorithm we are using: rotation and splitting. In this paper, the algorithm of our method is introduced in detail.

Reestablishing the Roles of the National Archives of Korea and the Branch Archives (국가기록원과 권역별 기록관의 역할 재정립)

  • This study explores the present state of the National Archives of Korea (NAK) and the branch archives and proposes development programs to reestablish their roles. With regard to the NAK, I discussed five issues, and for the branch archives, I discussed three. The issues on NAK are as follows: 1) Is NAK the nation's record keeper?; 2) Does NAK promote the establishment of local archives?; 3) Does NAK supervise and oversee the records management of all public institutions?; 4) What is the raison $d^{\prime}{\hat{e}}tre$ and the vision of NAK?; and 5) Does NAK perform a simple administrative service? Meanwhile, the issues on the branch archives are as follows: 1) Is the branch archives a permanent records management institution?; 2) Are the names of the branch archives appropriate?; and 3) Are the branch archives simple document warehouses?

  • The increase of the smartphone users has popularized the mobile payment and the mobile credit card users are rapidly getting increased. The mobile credit cards that currently used provide its users with the service through downloading mobile credit card information into USIM. The mobile credit card saved in USIM has the minimized information for the security and is based on PKI. However certificate-based payment system has a complicated procedure and costs a lot of money to manage the certificates and CRL(Certificate Revocation List). Furthermore, It can be a obstacle to develop local e-commerce in Korea because it is hard for foreigners to use them. We propose the secure and efficient mobile credit card payment protocol based on certificateless signcryption which solve the problem of certificate use.

Regardless its prevalence large administration, propositions are reluctant to proceed onward cloud computing because of protection problems, particularly client's info protection. Management have communicated worries overs info protection as their classified and delicate info should be put away by specialist management at any areas all around. Several access models were accessible, yet those models do not satisfy the protection obligations as per services producers and cloud is always under assaults of hackers and data integrity, accessibility and protection were traded off.   • The purpose of this study was to suggest policy implications for bridging digital divide of the students of multicultural background. Specifically, through maximizing equity of Information technology, the current study suggested the need for greater intervention and comprehensive strategies in the interests of a socially inclusive information society, of benefit to the IT disadvantaged. To achieve the research goal, I reviewed a variety of policy reports and previous studies related to the issue of digital divide and multicultural education, and draw useful implications for the policy change. The major research results were as the following: a policy change in a support of personal computer toward public place rather than individual home, widening use of e-learning service as a tool for bridging the digital divide, and the training for teachers and parents to provide an effective education to reduce the digital divide.

  • The Korean government continuously increases the R&D investment in order to pursue an economic growth through technological innovation. Hence, the intensity of governmental R&D has increased rapidly. However, the whole amount of the R&D investment is still small compared to developed countries. And the type of R&D policies is more and more changing from the catch-up model to the technology-driven model. Therefore, there is a growing interest in the efficiency of public R&D investment. Hence, many studies on the efficiency of R&D investment have been researched. This study estimated the efficiency of governmental R&D programs considering the technological outcomes, e.g. theses, patents and so on, using DEA(Data Envelopment Analysis) with data of S&T investment and outcomes from NTIS(National S&D Information Service). In addition, we used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment.

  • Due to the development of communication technology, a conventional major business through PC, laptop or Tablet PC can be performed via a smartphone and it is increasing the user's convenience. At this point, the user prefers to connect to the Internet using the wireless network because it occurs an additional charge according to the amount of data to be transmitted when using a data communication through 3G or 4G. However, when using a wireless network, there is a possibility of several attacks such as easily steal or modulate the information from the outside or to gain access to personal information stored in the user's smartphone with man-in-the-middle attacks by using the fake AP. IIn this paper, we describe how you can detect the AP when you use LAN of the smartphone, were analyzed for this vulnerability, has not been approved. Furthermore, Also, we discuss ways which can enhance the security when user the access to the internet services (i.e., internet, public/private cloud service, etc.) via wireless network in smartphone.

Station Extension Algorithm Considering Destinations to Solve Illegal Parking of E-Scooters

  • In this paper, we propose a new station selection algorithm to solve the illegal parking problem of shared electric scooters and improve the service quality. Recently, as a solution to the urban transportation problem, shared electric scooters are attracting attention as the first and last mile means between public transportation and final destinations. As a result, the shared electric scooter market grew rapidly, problems caused by electric scooters are becoming serious. Therefore, in this study, text data are collected to understand the nature of the problem, and the problems related to shared scooters are viewed from the perspective of pedestrians and users in 'LDA Topic Modeling', and a station extension algorithm is based on this. Some parking lots have already been installed, but the existing parking lot location is different from the actual area of tow. Therefore, in this study, we propose an algorithm that can install stations at high actual tow density using mixed clustering technology using K-means after primary clustering by DBSCAN, reflecting the 'current state of electric scooter tow in Seoul'.

Change in Impervious Area Rate by Rural Water Districts using EGIS Land Cover Maps (EGIS 토지피복지도를 이용한 농어촌용수구역 불투수면적률 변화)

  • This study aimed to estimate the impervious area rate by rural water districts in 2009 and 2021 and analyze the changes. From the EGIS(Environmental Geographic Information Service) land cover maps, the impervious areas were defined as residential, commercial, industrial, culture·sports·recreational, traffic, public facilities, and greenhouses of land cover classes. For 496 rural water districts excluding the border area with North Korea, the nationwide impervious area rate increased from 5.96% in 2009 to 7.50% in 2021. The average of the top 50 rural water districts increased from 23.4% in 2009 to 27.1% in 2021. E ven for the bottom 50 rural water districts, the average impervious area rate rose from 1.12% in 2009 to 1.40% in 2021. Rural water districts with a high impervious area rate are mainly distributed in metro cities and industrial areas. The contraries are primarily found in Gangwon, Gyeongsang, and Jeolla regions covered with forests and farmlands. Notably, the impervious area rate changed more in the neighboring rural water districts than in large cities, and the rate kept increasing slightly even in rural areas with a low impervious area rate. The findings of this study will help prepare a reasonable alternative for managing the impermeable surface of rural areas for safe and sound rural water cycle.

Descriptive Review of Patents in Healthcare and Nursing: Based on Network Analysis (네트워크 분석을 활용한 보건의료 및 간호관련 특허의 특징: 서술적 고찰)

  • Purpose: The significance of the healthcare industry has grown exponentially in recent years due to the impact of the fourth industrial revolution and the ongoing pandemic. Accordingly, this study aimed to examine domestic healthcare-related patents comprehensively. Big data analysis was used to present the trend and status of patents filed in nursing. Methods: The descriptive review was conducted based on Grant and Booth's descriptive review framework. Patents related to nursing was searched in the Korea Intellectual Property Rights Information Service between January 2016 to December 2020. Data analysis included descriptive statistics, phi-coefficient for correlations, and network analysis using the R program (version 4.2.2). Results: Among 37,824 patents initially searched, 1,574 were selected based on the inclusion criteria. Nursing-related patents did not specify subjects, and many patents (41.4%) were related to treatment in the healthcare delivery phase. Furthermore, most patents (56.1%) were designed to increase effectiveness. The words frequently used in the titles of nursing-related patents were, in order, "artificial intelligence," "health management," and "medical information," and the main terms with high connection centrality were "artificial intelligence" and "therapeutic system." Conclusion: The industrialization of nursing is the best solution for developing the healthcare industry and national health promotion. Collaborations in education, research, and policy will help the nursing industry become a healthcare industry of the future. This will prime the enhancement of the national economy and public health.
