Some Design Approaches for Practical Use of Small Urban Spaces

  • Today, the availabity of usable pieces of land in urbanized areas is very limited. Specifically, it is very difficult to secure a piece of land to be used as a park for the public, mainly due to the high price of land in cities. However, the City of Seoul has carried out three action plans to secure land deemed for insufficient parks and to vitalize these small piece of land in downtown areas such as following: 1. Ssamzie-park(Korean version of a 'vest pocket park') Development Plan in 1990 through 1991. 2. Modernization Plan for Children's Parks since 1994. 3. Maeul-madang (Korean version of 'community garden')Development Plan since 1996. The purpose of this study was to present some design approaches for practical use of small urban spaces by articulating the concepts of Modernization Plan for Children's Park and Maeul-madang Development Plan of the winning entries and by describing how the concepts were actualized in reality.

Comparison of Nature Restoration Projects in Urban Areas of Japan, China, and Korea

  • We examined three nature restoration projects in urban areas of Japan, China, and Korea. A prefectural park(29ha) has been under construction since 2005 on an abandoned industrial site in the southern part of Amagasaki City, Hyogo Prefecture, central Japan. Shanghai Central Park(28ha) was redeveloped in 2002 on a site that was formerly the old downtown in central Shanghai. Seoul Forest Park was developed as a large urban park(116ba) in 2005 in Seoul. All three parks were developed as urban parks by local governments. Citizen involvement is common to all three examples. One of main purposes of the Hyogo prefectural park and the Seoul Forest Park was the reuse of unused or abandoned areas. One goal in Hyogo, Shanghai, and Seoul was to restore the urban ecosystem and preserve the environment. We discussed the meaning of nature restoration in urban areas.

  • Railway construction in the random vibration natural phenomena, as well as a relatively regular train loads for dynamic loads, such as a usability and safety should be ensured. Vibration due to train loads and seismic vibrations caused by wind compared to the typically very small in size, rather than the safety of the structure affects the usability. Recently in the downtown area, ground and underground facilities, such as a permanent facility that may cause excessive vibration increases, associated with the construction of these transportation facilities on ground vibrations of structures has been increasing concern and complaint. More recently, high-speed train vibration and noise due to furnace is increasing. In order to solve this problem, such as soundproof considering several feet, but by applying the vibration and noise reduction measures insufficient for the study is Free. In this study, track structure, track, and the inside of the building to support the system, the different forms of neurological history and share about the history cheonanahsan high-speed rail, if passed by the bus stop on the train loads of noise, and the history of interior noise and vibration measurement / analysis of measurement results to assess the relative comparison with the relevant provisions were reviewed.   • 도시재생의 패러다임은 재개발사업과 같은 물리적 개발 정비가 아닌 중심상업 업무기능을 포함한 행정 관리기능, 광역적인 문화 관광기능, 국제적 기능, 적정수준의 주거 기능이 균형적으로 활성화 될 수 있도록 바뀌어 가고 있다. 도시재생 사업은 물리 환경, 생활 문화, 산업 경제적 재생을 통해 도시의 기능을 회복하는 것을 목적으로 하며 이러한 도시재생사업에는 다수의 프로젝트들이 포함되어 있어 기존의 프로젝트 매니지먼트와는 많은 차이가 있다. 도시재생사업이 추구하는 가치와 사업 내에 존재하는 다수의 프로젝트들이 추구하는 가치 간의 관리를 통해 전체 사업을 관리해야만 한다. 본 연구의 목적은 사업 내에 존재하는 여러 목적으로 인한 충돌을 방지하기 위하여 가치관리 방안을 제시하는 것이다. 이에 본 연구에서는 가치체계를 수립함으로써 사업간 목적의 충돌을 방지하고 변화에 유연한 목표 및 가치의 체계를 구축하고자 한다. 또한 각 가치간의 상관관계 및 우선순위를 도출하여 의사결정 지원을 위한 가치체계 관리 방안을 제시하고자 한다.

지하매설배관의 위험성평가 프로그램 개발 (Risk Assessment Program of underground buried Pipeline Development)

  • 지하에 매설되어 있는 도시가스배관은 부식성 없는 유체이기 때문에 화학플랜트배관보다는 상대적으로 안전하다. 그러나, 도시가스는 일반적으로 도심지역에 공급됨으로 공급지역의 여러 간섭시설물과 환경에 의한 부식과 시설물의 굴착공사로 야기되는 제 3자 사고등으로 큰 사고를 야기할 수 있다. 특히 지하매설된 배관이므로, 배관의 손상여부를 파악하고 검사하는 것이 상당히 난해하다. 따라서, 본 고에서는 지하매설배관의 위험성 개념을 도입하여, 위험지역 배관을 선정하여 관리하는 것으로 접근하였다. 여기서 위험성은 부식요인, 설계 및 시공요인, 유지관리요인으로 파악하여 나타내었고, 배관의 정성적인 위험성을 점수로 표현하여, 정량적인 숫자로 표현하였다. 또한 Key 인자 개념과 비용에 대한 손상보완대책 개념을 프로그램에 도입하여, 신뢰성과 안전경영에 도움이 되리라 생각된다. 본 위험성 평가 프로그램은 비쥬얼 베이직을 사용하여 개발하였고, GIS와 연계하였다.

생태하천 복원 방안 (Suggestions for Ecological Stream Restoration)

  • Urban streams have been severely degraded with wastewater and concrete structure over a prolonged period. The Chonggyecheon Restoration Project recovered a stream in the downtown Seoul with landscaping, plantings and bridges after the cover concrete and elevated asphalt road were removed. The project has been criticized partly because it is not an ecological restoration but rather the development of an urban park with an unnaturally straight flowing stream, artificial building structures, and artificial water pumping from the Han River. Nevertheless, the public have praised the project and almost 100,000 visitors per day come to see the reeds, catfish, and ducks. The stream restoration project is attractive to central and regional government decision makers because it increases the public concern of landscape amenity. Several projects such as Sanjichon and Kaeumjungchon are on going and proposed. These projects have a common and different respect in scope and procedure. The Chonggyecheon project in the process of environmental impact assessment (EIA) and prior environmental review system (PERS) reviewed the environmental impacts before development. Kaeumjungchon in the PERS and Sanjichon without EIA and PERS are reviewed. EIA and PERS systems contribute to checking the ecological sustainability of the restoration projects. A stream restoration project is a very complex task, so an integrated approach from plan to project is needed for ecologically sound restoration. Ecological stream restoration requires 1) an assessment of the entire stream ecosystem 2) establishing an ecologically sound management system of the stream reflecting not only benefits for people but also flora and fauna; 3) developing the site-specific design criteria and construction techniques including habitat restoration, flood plains conservation, and fluvial management; 4) considering the stream watershed in land use plan, EIA, PERS, and strategic environmental assessment (SEA). Additionally the process needs to develop the methodologies to enhance stakeholder's participation during planning, construction, and monitoring.

부산연제우체국청사 조경설계 (Landscape Design of Busan Yeonje Post Office)

  • This design is for the landscape of Busan Yeonje Post Office. The design requirements were: the preparation of an open space, the expression of regional identity, total design concept, and application of environmentally-friendly materials. The Busan Yeonje Post Office is not a just post office building but also a place for people including a communications center, rental offices, and a post office, facilities which require publicity, functionality, and symbolism. Therefore, this design reflected the design requirements, and considered the following to include the theme of "Pleasant messages and a pleasant post office with vitality and comfort. First, the open space was to be increased in the adjacent public vacant lot and street park by pulling back the construction line. In this way, the publicity, accessibility, and spatiality of the prepared open space were strengthened. Second, a sense of place for the landscape was expressed through the image of a wave representing Busan, a coastal town. Recognition of the space was strengthened, while regional identity and the concept of transmission of information were expressed. In addition, Citrus junos Sieb., representing 'Happy news' was Planted as a symbolic tree to denote a meaningful resting Place. Third, with respect to the design of reception facilities, considering the general purposes of the construction, post office stamps, envelopes, and postal delivery persons were portrayed on the walls, decorative walls, and environmental formations respectively The flooring was decorated with stamps and waves in keeping with of the total design concept. Fourth, to select environmentally-friendly materials, soil block and eco-grass block were introduced as major paving materials, and folk kinds of trees were included on site. According to the aforesaid plans, the researcher attempted to convert the public agency and office space characterized by feelings of dullness and rigidity into a soft and vivid outdoor space. It is expected that the location will be an open place in the downtown area and be recognized as a 'shared' space for citizens of Yeonje-gu.

도심지 토사재해 방어기술 테스트베드 구축 및 모니터링 연구 (Construction and Monitoring of Test bed in Urban Sediment Disaster Prevention Technology)

  • In this study, sediment transfer and precipitation analysis of the test bed watershed was conducted through the model for the application and practical use of the urban sediment disaster prevention technology, and used this as an aid to design to secure reliability. In addition, conducted the test bed monitoring with the defense technology, analyzed the effect, and established the maintenance plan. Analyzed the change of soil deposition volume through arbitrary slope adjustment for the currently installed stormwater conduit of the test bed watershed. As a result, it is important to reduce the total sedimentation amount in the adjustment of the slope of the entire pipeline, but it is important that the sedimentation depth of each sediment does not rise to such a degree as to threaten the performance of the pipeline. Considering these matters, it is necessary to design the pipeline to prevent the clogging of the soil from the viewpoint of the reliability of the entire pipeline. The sediment disaster defense technology test bed is divided into a new city and an old city, and old city test bed is under construction. The result obtained through the monitoring of the test bed in the new city, sediment disasters such as debris can delay the time to reach the downtown area, and it is possible to secure the golden time, such as evacuation and rescue through the warning system. Also, the maintenance of the test bed application was suggested. Continuous and systematic monitoring is required for securing the reliability of element technology and successful commercialization.

AHP분석을 통한 가로주택정비사업의 개선방안 (Improvement of Small-size Multi-housing Area Reconstruction Project Using AHP Analysis)

  • 최근에는 '빈집 및 소규모 주택정비에 관한 특례법'을 제정하여 정부정책사업으로 가로주택정비사업을 활성화하기 위해 노력하고 있다. 그라나 이 정책은 원도심의 노후 불량 건축물이 밀집한 가로구역에서 소규모 정비사업보다 대규모정비사업 이 더 적용돼서 실적이 매우 미흡하고 제도개선이 필요한 실정이다. 그래서 본 연구에서는 전문가 간담회와 설문조사를 통해 대규모 정비사업과 차별화된 법적인 공공지원 방안을 도출한다. 연구결과는 '층 면적 비율'과 '건축물의 높이제한 기준 완화'가 가장 효과적인 반면 '지자체에서 주민공동시설 유상매입 후 운영'은 미미한 것으로 나타났다. 이러한 결과는 그 지역의 사회환경을 파괴하지 않고 노후한 주택 지역을 정비사업을 하는 동시에 취약계층에 임대 주택을 제공함으로 공공기관에 큰 이익이 될 수 있다는 전망이다. 그리고 소규모 정비사업인 가로주택사업을 활성화하기 위해 효과적으로 도입하여 적용 가능한 특례항목을 제시함으로서, 도심지내 임대주택건설을 유도하고 세입자 우선공급을 통한 둥지내몰림 현상을 방지하며 신혼부부나 청년 등의 젊은 층 입주를 통해 노후주거지에 새로운 활력을 도모하는데 도움이 될 것으로 기대한다.

지하 수소인프라 폭발에 따른 인접 구조물 영향 분석에 대한 기초 연구 (A Basic Study on Effect Analysis of Adjacent Structures due to Explosion of Underground Hydrogen Infrastructure)

  • 최근 탄소중립을 위하여 친환경 에너지원인 수소 에너지에 대한 연구 개발 및 인프라 구축에 대한 관심이 증가되고 있다. 특히, 도심지에 설치되는 수소충전소의 경우에는 수소저장탱크 폭발에 따른 인접 구조물의 안정성을 확보하기 위하여 폭발 위험이 있는 수소저장탱크를 지하(지중)에 배치하여 충분한 안전거리를 확보하는 방안이 고려되고 있다. 적절한 지하 수소인프라의 위치 및 심도를 선정하기 위하여 지하 수소인프라 폭발에 따른 인접 구조물의 영향 평가가 필요하다. 본 논문에서는 지하 수소인프라 폭발에 따른 인접 구조물의 영향을 분석하기 위한 수치모델을 구축하였으며, 등가 TNT (Trinitrotoluene) 모델을 활용하여 수소저장탱크의 폭발압을 산정하였다. 또한, 매개변수해석을 수행하여 지하 수소인프라의 시공조건에 따른 인접 구조물의 안정성을 평가하였다.
