Effect of Media Literacy on the Formation of Smart Divide (미디어 리터러시가 스마트 디바이드 형성에 미치는 영향)

  • This study empirically analyzed the effect of media literacy on the formation of the smart divide, which is a multi-faceted digital divide that occurs in the context of the use of smart devices. As a result, most of the factors of media literacy affect the establishment of social relations and social network through the use of smart devices, which, in turn, leads to the expansion of the range of informational and social activities. In addition, media literacy has a significant effect on the competence to evaluate the value of information acquired through the use of smart devices. Based on these results, there can be social disparity between those who have secured media literacy and those who do not from the perspective of informational and social benefits through the use of smart devices, which can function as a mechanism to generate the smart divide.

An Analysis on the Impact of the Mobile Digital Divide on the Cognitive Value of the Mobile Internet (개인의 모바일 정보격차가 모바일 인터넷의 인지적 가치 차이에 미치는 영향 분석)

  • Despite the rapid increase in the use of mobile Internet, only a few studies examined digital divide issues in the mobile internet environment. Prior studies on digital divide mainly focused on the usage environments of consumers. The present study analyzes mobile digital divide by considering user environments and the cognitive values of users. Therefore, we estimated the cognitive value of users in mobile Internet environments through contingent valuation method (CVM). We also analyzed the digital divide factors that cause this value difference. We found that domestic users perceive mobile Internet value up to 51,723 Korean Won per month. We analyzed the value differences of digital divide factors, such as "accessibility," "competency," and "usability." Based on this analysis, we found that a difference of 31,878 Korean Won was generated due to accessibility. Competitiveness resulted in a difference of 7,736 Korean Won, whereas that of usability resulted in 6,463 Korean Won. Accessibility is the most important digital divide factor that maximizes the difference of cognitive value of users in a domestic mobile Internet environment.

Redifining Digital Poverty : A Study on Target Changes of the Digital Divide Survey for Disabilities, Low-Income and Elders (정보소외계층 재정의를 통한 정책방향의 제시: 정보격차조사 모집단으로서 장애인, 저소득층, 장노년층을 중심으로)

  • The definition of digital poverty has not been changed since it was used at the first digital divide survey in 2000s. The objective of this study is to reexamine and redefine digital poverty targets of digital divide survey. This study examines the present state for the target of the digital divide survey focusing on Disabilities, Low-Income and Elders and then redefines digital poverty for them. The results suggest to reexamine 15 types of disabilities by the revised the Disabled Welfare Law as digital divide targets, rather than limiting to physical, brain, hearing and visual disabilities. For the low-income target, people on the second-to-the bottom income bracket as well as those on basic welfare should be included as the target of low-income people for digital poverty. The age of the elder target for digital poverty should be adjusted to sixty-five or more in the era of aging population.

Analysis of the Activities of Public Libraries for Closing the Information Divide in Korea (국내 공공도서관의 정보격차해소 활동에 대한 분석)

  • The aim of this study is to explore the activities of public libraries in Korea about information divide issues. To do this, the web sites of 58 public libraries in Korea were investigated. On the basis of analysis, this study concluded that the activities of public libraries did not assist information have-nots, for example, people with disabilities, older adults, immigrants, rural residents and low income brackets and were insufficient to related guidelines of library services.

  • In Korea, the situation to use a Information Communication Technology(In) was rapidly developed that the subscriber using CDMA mobile phone are about 3,601 ten thousand and the subscriber of very high-speed service for Internet using ADSL etc., are about 1,161 ten thousand, the base June, 2004. However, nevertheless the development of In and more rapid increase of subscriber, a farming, finishing villages and an islands are being exist a sharp difference of digital divide compare with a big city because of geometrical, economical reasons. In this paper, to put empasis in an Islands that the alienation class of Information are many exist, relatively small opportunity of information access because of geometrical, economical reasons, 1 search a ICT for Information Communication Network and propose a plan for Solution of Digital Divide of an Islands.

  • The Information society is accelerating it's speed of change with the IT technology at the center of it and the society as a whole is in the process of transition. The purpose of study is to reveal the information gap among the public servants of Chungbuk Province. For that reason this study on the information gap of the officers is considering the effectiveness of IT. First, A theoretical approach has been made about Information Divide. Second, the analysis of questionaire on the information divide use frequency analysis, means analysis, factor analysis, and t-test.

  • Purpose - A work way of 'face to face' or a work way of 'unmanned' is very meaningful trend in contrast of robot as a worker. This paper explored some cases of unmanned terminal and kiosk which has been quickly adopted to fastfood industry in South Korea and researched whether any inconvenience or trouble exists in the level of 'the poor' and 'the aged' or not at the time of 'touching' screen in unmanned store. Research design, data, and methodology -The authors examined a few previous studies in keywords of AmazonGo, kiosk, digital divide, information gap, deregulation, and analyzed some cases of 'unmanned terminal' defines restrictively as all kinds of unmanned device, terminal and equipment including kiosk regardless of any place and type. Results - Promotion strategy of the unhandy and retailers needs to offer 'expansion of education and learning', readiness for the law aspect, reform of kiosk industry and priority of sufficient budge and politic assistance by government side. Conclusions - This paper presented some strategies of eliminating 'digital divide' both for a 'the poor', 'the aged', and for a retailer, so that the former may easily purchase goods on unmanned terminal, and the latter may easily sell the more goods at unmanned store.

  • Enhancing Information Utilization Capability of the elderly is discussed in the level of nation due to the advent of information society and aging. Information divide of the elderly is wider compared with other age groups. It is necessary for the elderly to enhance information ability. Government was implementing the policy for narrowing information divide continually. Dual information divide is brought about by the character of the elderly such as status, economic factor, the level of education. Therefore not only continuous nation's policy but road map is needed for enhancing information utilization capability to computer and internet. Information divide of the elderly would be narrowed out of education, economy, earning, age through those ways.

A Study on the Adult Internet Usage and an Effective Alternative for the Elderly Internet Users in the Aging Society (노인층을 포함한 성인들의 인터넷 이용실태 조사 및 고령화 사회의인터넷 사용자를 위한 효과적 대안)

  • Although population of the elderly is increasing rapidly, the older adults are the least users of the Internet in Korea. Prior research suggests that older adults are physically and psychologically disadvantaged when using the Internet. With the existence of the digital divide over different age groups, the objectives of this study were to identify the current status of Internet usage of Korean adults and to suggest some alternatives for solving digital divide on Internet usage. A total of 654 Korean adults, including the elderly, participated in both on-line and off-line (on-site interview) surveys using structured questionnaires. The results of statistical analyses indicated that the gap between the percentages of Internet users in younger and older groups was significantly wide, though many older adults had strong interests of Internet. To reduce this gap on digital divide, with an appropriate help from family and government, several characteristics of the elderly should be considered in designing some age-related web sites. Some effective alternatives suggested in this study may be used as basic data for universal design of Internet-oriented software.

  • Promoting nationwide informatization by means of personal computer and wired Internet since the mid-1990s, the Republic of Korea has systematically dealt with the digital divide of older adults which has been lessened year by year. However, since the introduction of smartphone in Korea in 2009, the smartphone digital divide of older adults has been serious again. Therefore, this research will focus on the present situation and problems of smartphone digital divide of over-65 years old people and will suggest the proper policy solutions such as the enforcement of policy infrastructure, the expansion of smartphone education, the development of UI and contents, and the expansion of silver fare system and silver smartphone.
