The Improvement of Design Inducement Incentive on Permitted Floor Area Ratio in District Detailed Plan -Focused on the Design Inducement Incentive items and parameters in formula- (서울시 지구단위계획 구역내 건축물의 계획유도를 위한 허용용적률 인센티브 개선방안 - 항목 및 세부계획기준의 계수를 중심으로)

  • Purpose: Design inducement incentive item and formula on permitted floor area ratio in district detailed plan have been improved to reflect the actual application of guidelines and the social needs of city and architecture. However, the current guideline has a limit to realize the purpose of the plan. This study proposes improvement of the items and parameters in formula. Method: This study analyzed the district detailed planning guidelines since 2000 and the cases of general type district unit plan. In order to propose improved items and parameters, planing purposes and present parameters were compared and analyzed. Result: Items of guidelines have been changed according to public needs. High necessity items were applied to large parameters, and these items have been changed as the guideline changes. Diversity of items depended on regional characteristics, and parameters were more flexible than items for most cases. The purposes of plans, parameters and items were analyzed and it revealed four items needed improvement; the inducement of the limited building line, the improvement of the pedestrian and street environment, the necessity of the open space, and strengthening of the regional agreement. For improvement, this study added items and improved the relevance between items and sub-items. The parameters were improved by considering the importance, feasibility and comparing them with each other. Simulated result confirmed that proposed guideline is appropriate to operate, and also characteristics of area encourage to operate it more flexible.

The Psychological Reaction of Landscape Design Elements on the District Unit Plan(DUP) (지구단위계획상의 경관계획요소에 대한 심리적 반응)

  • The purpose of this study is to extract landscape design elements regulation of the District Unit Plan(DUP) in new town areas, and to find out characteristics in terms of urban design elements in comparison with the psychological and physical aspects. For this purpose, we reviewed urban design elements and design elements in terms of the landscape by DUP and analyzed the activation of landscape on the selected case-area by interviewing experts such as planners, public officials, and professors in the department of urban planning and landscape, as well as the university students. The analysis framework for the case-study consists of 4 components: the section of region, street, building, open space, etc. The new development areas in Daejeon Metropolitan City was chosen as the case study area, because they have been developed by DUP regulations. As a result of this study, we can extract characteristics of landscape. The results indicate that `skyline design',`view corridor design',`landscape design',`street furniture design' and `building design(form, height, color, and elevation)' are the key planning and design factors influencing differences in the landscape preference. This research identifies that there are no detailed planning and design guidelines adopted within the four case study areas in Daejeon for regulating the characteristics of skyline, planting and street furniture while detailed guidelines established for density, building height and site layout. Considering their significant correlation with the level of landscape preference, this study suggests that detailed planning and design guidelines for the characteristics of skyline, rooftop and streetscape should be established in future DUP.

Some of the plans are aimed at multiple small districts within the city's old town, as local governments are planned to be sub-subsidized by Incheon Metropolitan City. However, these plans have become simple plans for each district and therefore find it difficult to collect from the perspective of the using system of the residents who are directly used. First, the construction of the urban park and green space network requires the construction of a service using system that can be felt by the users. Second, the basic idea of each district planned as the detailed strategy of the master plan should be planned through consultation with nearby the district. Third, specific targets and directions for the urban park and green space plan through the urban development project are needed.

An Analysis of Biotope Structure in Terms of Species and Biotope Preservation in Metropolitan Area -In the case of Soosung District in Daegu- (생물종 및 서식지 보전의 관점에서 본 대도시의 비오톱 구조분석 -대구광역시 수성구를 중심으로-)

  • The purpose of this research is to analyze of biotope structure focused on the evaluation for the species and biotope preservation in the case of Soosung District in Daegu metropolitan city. We analyzed the structure of urban biotope, and investigated the disposition of space and several characteristics through the material collection relating to the existing urban ecological material and the field investigation. The results of this study were as follows; 1) The result of biotope type classification was divided into 17 biotope type groups and 90 biotope types belonging to them. 2) The biotope type of mixed forest(QD) has the highest rate in occupation area, 1.764ha and the biotope type of cultivation areas by vinyle-hothouse(KC) has the lowest rate, 0.3ha. 3) In the result of the first evaluation for the species and biotope preservation, biotope types such as QB, QI, PA, PB, NB and NC etc. possess great value. Particulary, these biotope types come from forest areas and transition zone. They have not appeared in the inner of cities. 4) The biotope types such as CA, NA, NB, ND and PB are proved to possess high value in the result of rarity and riskiness evaluation. There appear EE, MA, NB, QC and QD in IV grade which is impossible to have them regenerative. They usually have appeared in forest areas. 5) There emerge 3a biotope type that has the highest value in the result of the second evaluation such as CC, EE, KF, LD, MB, NC, PB, QB and QI etc. Most of them were presented into the large area of site size and were distributed in the forest areas intensively. So, it is certain that the space for the species and biotope preservation connected with residential district is scarce. 6) The detailed biotope plan must be made out specially continuously. It is about biotope spaces that are especially important for the species and biotope preservation from the result of this research. Also, the study on the detailed index settlement of the urban landscape plan based on the biotope map must be continued.

Characteristics of Non-point Pollution Runoff in Mandae, Gaa, and Jaun Districts and Evaluation of Reduction Projects (만대·가아·자운지구 비점오염 유출특성 분석 및 저감사업 평가)

  • Due to muddy water from the highland fields upstream of Soyangho Lake, the Mandae, Gaa, and Jawoon have been redesignated as NPS management areas. This study aims to evaluate the adequacy and supplementation points of the implementation plan by analyzing the operation status of muddy water generation and reduction facilities through on-site investigations by NPS management area to achieve the effective nonpoint pollution reduction goal in the implementation of the implementation plan established in 2020. The SS load calculated based on the survey results from July to October 2019 from 2017 showed a decreasen in 2019 compared to 2017. Both and the Jawoon were analyzed to have decreased. However, the amount of precipitation also decreased by about 27%, so it was judged that the effect of the reduction project was not significant. As a result of the detailed investigation of abatement facilities, about 86% of the 793 facilities installed in the management area were evaluated as 'good'. As a result of a detailed investigation by subwatersheds, subwatersheds 105 and 106 in the Mandae were analyzed as apprehensive subwatersheds. appeared to fall. In addition, it was analyzed that the effect of reducing muddy water in the Mandae district was insufficient due to the high ratio of leased farmers, lack of efforts to reduce turbid water in leased farmland, conversion to annual crops, and neglect of bare land. In the case of Gaa district, although the abatement facilities are concentrated in the upstream, muddy water was also found to be severe.

  • As results of not selecting and using farm well pump properly , it's running regime is far away from high efficient zone and running efficiency of farm well pump is lower. The paper analyses unhealthy tendencies of technical state of diving-electric pump, deep well and centrifugal pump which are commonly used in our country. The paper also summarizes several technical innovation plans to raise efficiency : stage change plan, diameter change plan, speed change plan and synthetic technical innovation . Each plan gives a detailed introduction of designing and construction manners, through practical measuring , the synthetic efficiency of innovated well pumps raise above 30 percent. Economic benefit is evident.

A Comparative Study on the Regulations for Landscape Managements of Historic Cities in Korea and Japan (한국과 일본의 역사도시 경관관리법규의 비교 -경주시와 나라시의 사례로-)

  • The purpose of paper is to investigate the characteristics of regulations on landscape management of historic city of Kyongju in Korea, compared with those of Nara in japan to answer the research question that what is the regulative characteristics of landscape management of historic city in Korea. We have analyzed the three laws of the two country - Urban Planning Law, Cultural Assets Protection law, and Building Law. This research has been done in terms of regulative systems of the two country and articles, ordinances, and bylaws on landscape managements of historic city Major components of urban historic landscape management are goals and devices of preservation, preserving actor, authorized actor permitting major planning change, regulatory power on landscape development, and backgrounds of enacting regulations. From this research, we have fond the fact that 1) Kyongju City has general and implicit objectives of landscape management based on conservation of natural environment while Nara City has concrete objectives of lansdscape management, 2) Kyongju City has no regulations on landscape planning while Nara City has systematic planning measures such as designation of landscape management district, planning for preservation of historic landscape, and planning for establishing urban landscape, 3) In an application of landscape management district, Kyongju City designate the district based on the general principle of urban planning district while nara City designate it in a more detailed manner such as district of preservation of historic landscape, district of landscape establishment, and district of building agreement. 4) Kyongju has no legal actor in implementation and management of historic landscape plan while Nara City has administrative organization and procedures, including citizen participation, public hearing, and voluntary participation, and 5) Kyongju City does not operate the consultation committee on landscape management just like Nara City operating. This research results will provide us the remedial insights for landscape preservation of such Korean historic city as Kongju, Puyo, and Chunju. Since our research is focused on the limited area of preserving landscape in historic cities in korea and Japan we need to study sociocultural issues on preserving urban historic landscape more in depth in the future.

The results of this study were as follows; 1) The result of biotope type classification was divided into 17 biotope type groups and 90 biotope types belonging to them. 2) In the result of the first evaluation for the nature experience and recreation, biotope types such as MA, NA, OE, PH, QB etc. possess great value. Particulary these biotope types come from forest areas and transition zone. The have not appeared in the inner of cities. 3) The biotope types such as JC, ME, OA, OE, PB, QD, QF etc. are proved to possess high value in the result of the utility evaluation. 4) There emerges 3a biotope type that has the highest value in the result of the second evaluation - such as ME, NB, NC, PD, QB etc. Most of them range widely except in the urbanized areas. Most of them were presented into the large area of site size and in the outer forest areas. But most of them were distributed in the forest areas intensively. So, it is certain that the space of nature experience connected with residential district of the urban people s scarce. Finally, the detailed plan must be made out specially continuously. It is about biotope spaces that are important for the nature experience and the recreation from the result of this research. Also, the study on the detailed index settlement of the sight green plan based on the biotope map must be continued.

A Study on the Improvement of Legal Policies for Activating Public Open Space in Urban Environment Improving Project of Seoul City (서울시 도시환경정비사업 내 공개공지 활성화를 위한 제도개선에 관한 연구)

  • The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.
