  • The safe evacuation of people during disasters is of utmost importance. Various life safety evacuation simulation tools have been developed and implemented, with most relying on algorithms that analyze maps to extract the shortest path and guide agents along predetermined routes. While effective in predicting evacuation routes in stable disaster conditions and short timeframes, this approach falls short in dynamic situations where disaster scenarios constantly change. Existing algorithms struggle to respond to such scenarios, prompting the need for a more adaptive evacuation route algorithm that can respond to changing disasters. Artificial intelligence technology based on reinforcement learning holds the potential to develop such an algorithm. As a fundamental step in algorithm development, this study aims to evaluate whether an evacuation algorithm developed by reinforcement learning satisfies the performance conditions of the evacuation simulation tool required by IMO MSC.1/Circ1533.

A Study on the Survey Methodology in Riverbed Private Use using Integration Drone Photogrammetry and Cadastral Information (드론 사진측량과 지적정보를 융합한 하천부지 점용 조사방법)

  • The riverbed areas have exposed to various natural disasters and the private use by neighboring residents have caused many problems. The research objectives are to survey the actual situation of riverbed areas in order to prevent landscape damage and private use. Drone and photogrammetry, orthophoto, DSM(Digital Surface Model), digital topographic map and cadastral information have been integrated by GIS technology. The flood and disaster vulnerable area has been surveyed and the land use and private use has been analyzed using cadastral information. The research results show that the analyzed data can be used for providing foundation data for management of river and also can be used for surveying actual situation of private use on the riverbed areas.

  • This paper proposes potentialities of constructing the information system for earthquake hazard management which can manage and analyse earthquake risk and hazard systematically. The experimental results as well as architectural structure investment data for seismicity assessment are built in database and connected with GIS for assessing earthquake safety of building in urban area. For earthquake-resistant performance assessment, we collected and classified building structural data according to assessment criteria using building register, architectural map, digital map, and then complemented database with field survey data. We also suggest GIS-based information system can cope with and manage earthquake hazard effectively, as evaluating earthquake risk by performing detailed earthquake-resistant assessment and determining final assessment scores. The assessment should be processed quickly and accurately by integrating the earthquake hazard information management system with modularization of assessment procedure and method in the future.

  • Change detection is a useful technology that can be applied to various fields, taking temporal change information with the comparison and analysis among multi-temporal satellite images. Especially, change detection that utilizes high-resolution satellite imagery can be implemented to extract useful change information for many purposes, such as the environmental inspection, the circumstantial analysis of disaster damage, the inspection of illegal building, and the military use, which cannot be achieved by lower middle-resolution satellite imagery. However, because of the special characteristics that result from high-resolution satellite imagery, it cannot use a pixel-based method that is used for low-resolution satellite imagery. Therefore, it must be used a feature-based algorithm based on the geographical and morphological feature. This paper presents the system that builds the change map by digitizing the boundary of the changed object. In this system, we can make the change map using manual or semi-automatic digitizing through the user interface implemented with a floating window that enables to detect the sign of the change, such as the construction or dismantlement, more efficiently.

Vertical Accuracy Assessment of SRTM Ver 3.0 and ASTER GDEM Ver 2 over Korea (한국에서의 SRTM(Ver 3.0)과 ASTER(Ver 2) 전 세계 수치표고모델 정확도 분석)

  • The aim of this study is to analyze the accuracy of SRTM Ver 3.0 and ASTER GDEM Ver 2 over Korea. To enable this, accuracy analysis was performed by using precise DEM which was made with multiple aerial image matching and national base map benchmark. The result of this study identified both SRTM and ASTER have different features. The height of the SRTM was found to be higher (3.8 m on average) at lower elevation and lower (8.4 m on average) at higher elevation. In contrast, the ASTER was found to be lower than the actual height at both lower and higher elevation (2.92 m, 4.51 m on average). The cause of this height bias according to the elevation is due to the differences in data acquisition and processing methods of DEM. It was identified however that both SRTM and ASTER were within allowable limits of error. In addition, RMSE of the SRTM was smaller than the ASTER in comparison to benchmark, and also the bias trend both at higher and lower terrain were similar to the precise DEM which was made with multiple aerial image matching. Therefore, the reliability of SRTM can be considered to be higher.

Methodology of Extraction of Crime Vulnerable Areas Through Grid-based Analysis (격자망분석을 통한 범죄발생 취약지역 추출 기법)

  • The urban crimes that threat individual's safety are parts of the serious social problems. However. the information of crime in Korea has only been provided by forms of hot spots around place of crime, or forms of crime statistics without positional information. Those could not provide enough information to users in identifying the vulnerable areas for substantive crimes. Therefore, this study suggested a methodology of extraction in criminal vulnerable areas by using the spatial information, the statistical information and the public sector information. The crime vulnerable areas were extracted through the grid-based spatial analysis and the overlapping analysis from each of the information. In fact, the extracted areas were able to provide detailed vulnerability information than the traditional hot spot-based crime information. Following the study, the extracted results in crime vulnerable areas have displayed highly coincide with Korea safety map, provided by national disaster management institute, which regards to be able to provide crime risk rating in terms of administrative business in future.

Utilization Plan Research of High Resolution Images for Efficient River Zone Management (효율적 하천구역관리를 위한 고해상 영상의 활용 방안 연구)

  • The river management in Korea had been focused on line based 2D spatial data for the developing river management application system. In this study, the polygon based 3D spatial data such as aerial photos and satellite images were selected and used through comparing their resolution levels for the river environment management. In addition, 1m detailed DEM (Digital Elevation Model) was constructed to implement the real topography information around river so that the damage area scale could be extracted for flood disaster. Also, the social environment thematic maps such as a cadastral map or land cover map could be used to verify the real damage area scale by overlay analysis on aerial photos or satellite images. The construction of these spatial data makes possible to present the real surface information and extract quantitative analysis to support the scientific decision making for establishing the river management policy. For the further study, the lidar surveying data will be considered as the very useful data by offering the real height information of riverbed as the depth of river so that flood simulation can give more reality.

Natech Risk Assessment of Chemical Facilities in the Event of Earthquake in Korea using RAPID-N (RAPID-N을 이용한 국내 지진 발생 시 화학시설 Natech 위험성 평가)

  • Accidents occurring due to natural disasters in chemical process facilities where technologies are concentrated can cause secondary damage. The concept of the relationship between natural disasters and highly intensive technologies has evolved into the Natech (Natural Hazards Triggered Technological Disaster) research. Currently, the number of earthquakes is increasing all over the Korean peninsula. To assess the risk of Natech when an earthquake has occurred in South Korea, the Rapid Natech Risk Assessment Tool (RAPID-N) developed by the European Commission's Joint Research Center (EC JRC) was used in the present study. The RAPID-N can be used for Natech risk assessment based on mapping and can be utilized for sufficient preparation for reduction of the effects of Natech accidents. A total of 261 chemical facilities actually existing in Pohang were initially analyzed to select eight facilities and the Pohang earthquake that occurred in 2017 was implemented in the RAPID-N utilizing the shake map. High risk areas were selected through Natech risk assessments for the selected eight work places and countermeasures for the areas were suggested. High risk areas exist depending on the location, since the damage influence ranges could be overlapped and each chemical facility has an independent probability of Natech. Therefore, studies on Natech emergency plans and emergency evacuation routes should be actively conducted considering such high risk areas. The present study was conducted to demonstrate the feasibility of Natech risk assessment in South Korea through the RAPID-N. These findings can be used as a reference material to lay a foundation for Natech risk assessment and related policies in South Korea.

Evaluation of Agricultural Drought Disaster Vulnerability Using Analytic Hierarchy Process (AHP) and Entropy Weighting Method (계층화분석 및 엔트로피 가중치 산정 방법에 따른 농업가뭄재해 취약성 평가)

  • Recent drought events in the South Korea and the magnitude of drought losses indicate the continuing vulnerability of the agricultural drought. Various studies have been performed on drought hazard assessment at the regional scales, but until recently, drought management has been response oriented with little attention to mitigation and preparedness. A vulnerability assessment is introduced in order to preemptively respond to agricultural drought and to predict the occurrence of drought. This paper presents a method for spatial, Geographic Information Systems-based assessment of agricultural drought vulnerability in South Korea. It was hypothesized that the key 14 items that define agricultural drought vulnerability were meteorological, agricultural reservoir, social, and adaptability factors. Also, this study is to analyze agricultural drought vulnerability by comparing vulnerability assessment according to weighting method. The weight of the evaluation elements is expressed through the Analytic Hierarchy Process (AHP), which includes subjective elements such as surveys, and the Entropy method using attribute information of the evaluation items. The agricultural drought vulnerability map was created through development of a numerical weighting scheme to evaluate the drought potential of the classes within each factor. This vulnerability assessment is calculated the vulnerability index based on the weight, and analyze the vulnerable map from 2015 to 2019. The identification of agricultural drought vulnerability is an essential step in addressing the issue of drought vulnerability in the South Korea and can lead to mitigation-oriented drought management and supports government policymaking.

A Study on the Use of Geospatial Information-Based Simulation for Preemptive Response to Water Disasters in Agricultural Land (농경지 수재해 선제적 대응을 위한 공간정보기반 시뮬레이션 활용 연구)

  • Due to global warming and changes in the natural environment, flood damage to agricultural land due to wind and flood damage continues. Although disaster prevention projects have been continuously carried out since the founding of the country, progress has been insufficient compared to the sustained period, and huge costs are still being consumed. Therefore, it is necessary to use predictive simulation for pre-emptive response to inundation of farmland. In this paper, a case of immersion analysis simulation using a GIS(Geospatial Information System) based SWMM model was introduced, and the validity was confirmed through the error rate between our simulation result and the results of other models in the US and Korea. In addition, in the direction of using the simulation for agricultural land inundation, we presented various utilization methods to supplement the current agricultural land inundation-based information policy, such as the creation of flood traces. If simulation results from more regions are accumulated in the form of the flood analysis maps in the future, it is expected that they will be able to be utilized in various applications for preemptive response to and prevention of water disasters at the national level.
