재난 위험신고 빅데이터를 활용한 사회연결망 분석 (Social Network Analysis by Utilizing Disaster Risk Big Data)

  • 최근 기후변화 및 사회구조 변화에 따라 신종 또는 복합재난 발생빈도가 증가하고 있으며 재난예방의 중요성이 증가하고 있다. 중앙 및 지방정부에서의 재난예방활동 중 가장 대표적인 시설 안전관리에 대한 유용한 정보를 제공하기 위해 국민안전처의 "안전신문고" 주요처리사례 데이터를 활용하여 주민이 신고한 위험시설 신고내용의 키워드를 파악하여 시설간 계절 및 지역별 신고 분포 현황을 분석하였다. 이를 위해 사회 연결망 분석기법을 활용하여 시설 키워드를 중심으로 1-mode, 2-mode를 구성하였으며 계절별, 지역별로의 분포 차이를 분석하였다.

방재력을 고려한 도시의 풍수해 안전기준 개발방향 설정 연구 (A Study on a Direction of the Development of City on Storm and Flood Risk Safety Standards in Consideration of Resilience)

  • This study has analyzed city plans and disaster prevention plans from the perspective of resilience and established a direction of the development of city safety standards. The analysis made use of the 5 functions of resilience (5Rs) and foreign cases. As a result of the analysis, the direction of the development of city safety standards was drawn from 4 perspectives at large. First, this study proposed a method of the systematization of the safety standards involved in components within city plans. Second, it suggested a method to strengthening urban resilience abilities in terms of the association between disaster prevention and city plans. Third, it found out components requiring safety standards considering foreign and other standards, and proposed a direction of complementary measures for safety standards. Lastly, it came up with a direction of the development of city safety standards, the necessity of which are required though existing plan criteria did not contain them. This study is significant in that it has defined the ultimate goal of safety a city should pursue as resilience and proposed a direction of the development of related standards.

사업장의 기계재해 위험성평가에 관환 연구 (A study on quantitative risk assessment of mechanical accidents)

  • Recently the occurrence ratio of mechanical accidents in industrial disaster of korea is increased, but very little accident information has been given regarding the prevention of mechanical accidents. In this study, mechanical accidents by the analysis of industrial accident case was examined. And it was proposed the risk assessment method and building database for investigation of risk factors in mechanical accident. As a result, from mechanical accidents database, it was found that the occurrence ratio of mechanical accident by constriction and falling etc. is very high and death ratio by mechanical accident is larger than that of usual accident. And we applied the quantitative risk assessment method proposed by this study in the mechanical accident analysis of a domestic manufacturer. From the results, the risk factors due to constriction, curling, falling and scattering are principal causes of mechanical accidents. These result is similar to that of the analysis of mechanical accidents for recent 12 years in korea.

우리나라의 효과적(效果的)인 재난관리체제(災難管理體制) 구책방안(構策方案)에 관한 연구(硏究) (The Effective Policy for the Establishment of Disaster Management System in Korea)

  • Many concerns have been raised for importance of disaster management after 1990's numerous urban disasters in Korea. When the primary function of government is to protect lives and property of citizens, disaster management should be included in the mainstream of public administration and many hazard countermeasures should be carried out for that purpose. The principal purpose of this research is to establish ways and means needed to improve the disaster management system in Korea. This paper is split into five chapters. Chapter I is the introduction part. Chapter II introduces the reader to a disaster management theory, and deals with various disaster management systems of foreign countries such as the U.S.A. and Japan, Chapter III describes and characterizes the Korea's current disaster management system. The Korean disaster management system has been reestablished through the enactment of the Disaster Management Act of 1995 and the full revision of Natural Hazards Management Act of 1995 after series of catastrophic man-made disasters since 1993. Chapter IV is devoted to the establishment of an effective disaster management system in Korea. In this chapter, I discusses measures needed to improve the quality of CDMB(Central Disaster Management Bureau)'s service to the people. I strongly reemphasize the effectiveness of a comprehensive risk-based, all-hazard national emergency management system that addresses preparedness, mitigation, response, and recovery. To that end the Administration should develop legislation, new policies, and organizational plans to invigorate the agency with a refocussed mission. Chapter V is a conclusion. As the demand for citizens'welfare has been continuously increased in the localization, the importance of disaster management is emerging subject in the public sector. The disaster management carries out complicated affairs and manages diverse objects, the cooperation/connection system of the central-local government and citizens, and non-governmental organization should be established.

터널사고 재난 안전비용 분석 방법에 관한 연구 (A Study on the Analysis Method of Safety Cost of Tunnel Accident)

  • This paper analyzed a survey of 388 general target samples to analyze the correlation between disaster safety costs and human risk factor analysis and evacuation behavior due to tunnel accidents. Considering the impact of the tunnel accident on disaster safety costs and the correlation between human evacuation and risk factors in the tunnel environment, the system should be reorganized to reflect the tunnel's basic plan, tunnel cross-section, tunnel installation.

건설 프로젝트의 재해영향요인 기반 위험성 평가방법 (A Risk Assessment Method using Disaster Influence Factors on Construction Project)

  • Current risk assessment methods typically determine accident risks embedded in construction projects by combining severity and frequency; however, they do not reflect the characteristics of construction projects. To solve the problem, this study aims to develop a novel risk assessment method that combines severity, frequency, and disaster influence factors (i.e., weather conditions and worker's characteristics) for assessing risks of activities occurring on a construction site actually. In this study, a severity was estimated by death against victims, and a frequency was estimated by the victim rate. The frequency was then converted to probability taking disaster influence factors into account. Thus, instead of considering severity and frequency for assessing the original risks (RO), the proposed method uses severity and probability to yield adjusted risks (RA) for each activity. A case study was conducted to determine if the proposed method works as intended in a real setting. The results show that RA is more sensitive to disaster influence factors than RO and, therefore, is able to assess the actual risks reflecting the working environment and conditions of a construction site. This study contributes to risk management of construction projects by offering a risk assessment method that measures a possibility of potential disasters from the probabilistic perspective. This method would help project managers assess accident risks in a more systematic and quantitative manner.

금융서비스 기업의 CSR 활동과 리스크 관리가 기업 이미지와 지속가능성에 미치는 영향 연구 (A Study on the Impact of CSR Activities and Risk Management on the Corporate Image and Sustainability of Financial Services Companies)

  • 과거와는 다르게 금리가 낮아지고, 지식이 보편화되는 등 금융서비스 기업의 CSR 활동과 관련된 환경이 변화하였으며, 글로벌 경제 불안, 규제 증가, 신기술에 따른 영업방식이 노출되는 등 금융서비스 기업의 리스크 관리를 위한 환경이 변화하였다. 본 연구는 금융서비스 기업 종사자를 대상으로 금융서비스 기업의 CSR 활동과 리스크 관리가 지속가능성에 미치는 영향과 기업 이미지의 매개효과를 검증하였다. 연구의 결과는 다음과 같다. 첫째, 금융서비스기업의 CSR의 법적 책임과 재해리스크 및 전략리스크에 대한 관리는 지속가능성에 정(+)의 영향을 미치는 것으로 나타났으나, CSR의 윤리적 책임, 재량적 책임, 운영리스크 및 재무리스크에 대한 관리는 부(-)의 영향을 미치는 것으로 나타났다. 둘째, CSR의 법적 책임, 재량적 책임, 재해리스크에 대한 관리가 기업 이미지와 지속가능성 사이에서 매개 역할을 하는 것으로 나타났다. 따라서 금융서비스 기업은 CSR의 법적 책임과 재해리스크에 대한 관리에 집중하여 경영할 때 기업의 이미지가 좋아지며 지속가능성이 향상됨을 알 수 있었다.

  • 국립공원공단에서는 낙석위험지역에 낙석방지시설(낙석방지망, 낙석방지울타리, 피암터널 등)을 설치하거나 우회탐방로를 개설하는 등 안전 환경 조성을 위한 노력을 하고 있다. 그러나 기후변화에 따른 집중호우나 겨울철 이상 고온, 지반의 노령화로 인한 풍화와 절리현상으로 매년 낙석 발생이 증가하는 추세이며, 기존 낙석위험지역 관리방안에 대한 개선의 필요성이 대두되었다. 본 연구에서는 우리나라 국립공원 중 치악산 국립공원 황골지구를 대상으로 하여 낙석 발생의 위험이 있는 시범지역을 선정한 후 Rockfall 프로그램을 이용한 낙석 분석을 수행하였으며, 분석 결과에 따라 시범지역에 계측시스템과 결합한 대책공법을 적용하여 모니터링을 실시하였다. 이를 통해 낙석의 지속적 관리와 모니터링을 위한 낙석 관리방안을 제시하였다.

Derivation of risk factors according to accident cases related to subway structures

  • This study derives the risk-Influence factors for subway structures, the basis for the transition from the current subway disaster recovery-oriented maintenance system to a preemptive disaster management system, to reduce risk factors for existing subway structures. To apply reasonable risk assessment techniques, risk influence factors for subway underground structures using statistical information(spatial information) and risk influence factors according to frequency of accidents were selected to derive the risk factors. The significant risk factors were verified through ground subsidence (SI: Subsidence Impact)-based correlation analysis. This process confirmed that the subsidence of the ground was a risk influence factor for the subway structure. The main result of this study is that derive the risk factors to improve the risk factors of subway structures due to the rapid increase in disaster risk factors. The derived risk factors that were expected to affect the depression around subway stations and track structures did not show a noticeable correlation, but the cause of this may be that there is no physical connection between them, but on the other hand, the accumulated data may not accurately record the surrounding depression. Accordingly, in order to evaluate the risk of depression around the station and track, more intensive observation and data accumulation around the structure are required.

사회안전을 위한 스마트 재난안전관리 시스템 (Smart Disaster Safety Management System for Social Security)

  • 본 논문에서는 다양한 재난안전 위협요소를 단위 산업체 시설물뿐만 아니라 지역 및 국가 단위에서 실시간으로 감지 예측하고 예방 대응하는 시스템에 대하여 알아본다. 예방 대비 대응 복구로 이뤄지는 재난관리의 전 단계를 체계적 효율적으로 관리할 수 있는 정보통신기술을 기반으로한 융복합 구현에 대하여 분석하였다. 또한 조기예측을 통한 선제적 예방과 대비 즉각적인 재난 정보 전달로 피해규모의 축소와 첨단 기술을 통해 재난현장에서의 인간한계 극복에 대하여 분석하였으며 스마트 재난안전관리의 전략으로 선제적 위험관리 및 예방 신속하고 효율적 현장 대응 및 복구와 민관 상호협력 및 효율적 연계협력의 사회안전 스마트 재난안전관리 시스템을 제시하였다.
