Purpose: Recently, crimes caused by stalking crimes have become a social issue. Following the "Stalking Response Manual", we would like to examine measures and problems to protect victims, and to examine the necessity of private expenses as a supplementary alternative. Method: The victim protection measures of stalking crimes and the police's 'stalking response manual' were identified, and problems and the necessity of private expenses were analyzed. Result: The number of people in charge of the police is 398 per person, and the police alone have limitations in protecting stalking victims. It is necessary to find ways to actively utilize the parts that cannot be solved only by the police while cooperating by entrusting them to private expenses. Conclusion: With the enactment of the Stalking Punishment Act in 2021, measures to protect victims were stipulated in the stalking response manual, but there are limitations in protecting victims due to various problems. Therefore, it is necessary to study ways to protect victims using private expenses.

The purpose of this study is to analyze the types of latent profiles of high school students' fire safety awareness and to identify the characteristics of related variables. For this purpose, a survey was conducted from March 22 to May 25, 2021 for 1054 high school students (male; 569, female; 485) in 3 cities, in Jeollabuk-do. The latent profile was analyzed using a scale consisting of 4 sub-factors: 'fire prevention', 'fire preparedness', 'indirect fire response', and 'direct fire response'. It was checked whether there were differences according to the inter-individual differences of the latent group. As a result of the analysis, fire safety awareness of high school students was classified into three latent profiles. The three groups were named 'High Perception Type', 'Moderate Perception Type', and 'Low Perception Type' according to their types. In fire safety awareness, there is a significant difference in the individual differences according to the gender and academic achievement of the latent profile. These results are meaningful as the first study to analyze the latent profile of high school students' fire safety awareness, and it is also meaningful to provide a useful basis for the contents and methods of customized fire safety education by identifying the tendencies of spontaneous groups and their fire safety awareness.
This paper presents a restart iterative approach for time-domain flutter analysis of long-span bridges using the commercial FE package ANSYS. This approach utilizes the recursive formats of impulse-response-function expressions for bridge's aeroelastic forces. Nonlinear dynamic equilibrium equations are iteratively solved by using the restart technique in ANSYS, which enable the equilibrium state of system to get back to last moment absolutely during iterations. The condition for the onset of flutter instability becomes that, at a certain wind velocity, the amplitude of vibration is invariant with time. A long-span suspension bridge was taken as a numerical example to verify the applicability and accuracy of the proposed method by comparing calculated results with wind tunnel tests. The proposed method enables the bridge designers and engineering practitioners to carry out time-domain flutter analysis of bridges in commercial FE package ANSYS.
Purpose: The purpose of this study is to build a model for the meta - evaluation of the national infrastructure system and to improve the evaluation system of the national infrastructure system using the model. Method: For the study, the disaster-related laws and regulations, the evaluation report of the national infrastructure system published by the government, the guideline for the establishment of the national infrastructure protection plan, the meta-evaluation previous research data, To analyze the actual state of the evaluation. Results: Among the indices of evaluation of the current national infrastructure system, the supplementary requirements were derived from seven indicators such as appropriateness of education and training plan and implementation of disaster response, evaluation and communication with stakeholders, and evaluation committee training time. Conclusion: It is expected that the improvement plan derived from this study can be used to improve the evaluation index of the national infrastructure system.

This study assessed the risk of disaster by using QRE(Quick Risk Estimation - UNISDR Roll Model City of Basic Evaluation Tool) tools for three natural disasters and sixteen social disasters managed by the Seoul Metropolitan Government. The criteria for selecting 19 disaster types in Seoul are limited to disasters that occur frequently in the past and cause a lot of damage to people and property if they occur. We also considered disasters that are likely to occur in the future. According to the results of the QRE tools for disaster type in Seoul, the most dangerous type of disaster among the Seoul city disasters was "suicide accident" and "deterioration of air quality". Suicide risk is high and it is not easy to take measures against the economic and psychological problems of suicide. This corresponds to the Risk ratings(Likelihood ranking score & Severity rating) "M6". In contrast, disaster types with low risk during the disaster managed by the city of Seoul were analyzed as flooding, water leakage, and water pollution accidents. In the case of floods, there is a high likelihood of disaster such as localized heavy rains and typhoons. However, the city of Seoul has established a comprehensive plan to reduce floods and water every five years. This aspect is considered to be appropriate for disaster prevention preparedness and relatively low disaster risk was analyzed. This corresponds to the disaster Risk ratings(Likelihood ranking score & Severity rating) "VL1". Finally, the QRE tool provides the city's leaders and disaster managers with a quick reference to the risk of a disaster so that decisions can be made faster. In addition, the risk assessment using the QRE tool has helped many aspects such as systematic evaluation of resilience against the city's safety risks, basic data on future investment plans, and disaster response.
Safety and health education in technical high schools is especially important because the great majority of the students engage in the industrial field after graduation. But there are few reports on the state. of safety and health education in technical high schools in Korea. The aims of this study were to identify the problems of the present safety and health education in technical high schools in Korea and to propose the ways of improving health and safety education. To conduct this study, the textbooks for health and safety related courses, i.e., Introduction to Industry, Gyoryun(dril), and Physical Education, were reviewed. A questionnaire was mailed to the teachers of Introduction to Industry, Gyoryun, Physical Education, and school nurses in 188 technical high schools and the teachers of Gyoryun, Physical Education, and school nurses in 376 general high schools in November 1997. The final response rates were 42.0% for teachers of Introduction to Industry, 62.9% for teachers of Gyoryun, 47.9% for teachers of Physical Education, and 33.0% for school nurses. Also, a survey by self-administered questionnaire on the knowledge, attitude, and practice about safety and health was conducted from May through July 1998 among 44 employees graduated from technical high schools and 44 employees graduated from general high schools since 1995. The analysis of the textbooks showed that the contents of the ‘Industrial Safety and Environment’ section in Introduction to Industry were rather for safety managers than industrial workers and the contents about occupational hygiene and health were scanty. The majority of ‘Accident and Disaster’ and ‘Hazardous Substances’ section in Gyoryun overlapped with those in Introduction to Industry and several mistakes about health related descriptions were found. Some contents of Physical Education. ‘Mental Health’. ‘Emergency Care’. ‘Communicable Disease’, ‘Noncommunicable Disease’, and ‘Food Hygiene’ overlapped with those of Gyoryun. The teachers lectured safety and health related sections of textbook completely in 84.8% for Introduction to Industry, 62.1% for Gyoryun, 20.8% for Physical Education and the most frequent reason for the incomplete education was shortage of time.
In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.

This study is a case study that applied 'UNDRR's Urban Disaster Resilience Scorecard', an evaluation tool necessary for Incheon Metropolitan City to be certified as an international safe city. I would like to present an example that the results derived from this scorecard contributed to the Incheon Metropolitan City Disaster Reduction Plan. Of course, the Disaster Resilience Scorecard can't provide a way to improve the resilience of every disaster facing the city. However, it is to find the weakness of the resilience that the city faces, and to propose a solution to reduce the city's disaster risk. This is to help practitioners to recognize the disaster risks that Incheon Metropolitan City faces. In addition, the solution recommended by UNDRR was suggested to provide resilience in areas vulnerable to disasters. It was confirmed that this process can contribute to improving the disaster resilience of Incheon Metropolitan City. UNDRR has been spreading 'Climate Change, Disaster-resistant City Creation Campaign', aka MCR (Making Cities Resilient) Campaign, to cities all over the world since 2010 to reduce global cities' disasters. By applying the disaster relief guidelines adopted by UNDRR, governments, local governments, and neighboring cities are encouraged to collaborate. As a result of this study, Incheon Metropolitan city's UN Urban Resilience Scorecard was evaluated as a strong resilience field by obtaining scores of 4 or more (4.3~5.0) in 5 of 10 essentials; 1. Prepare organization for disaster resilience and prepare for implementation, 4. Strong resilience Urban development and design pursuit, 5. Preservation of natural cushions to enhance the protection provided by natural ecosystems, 9. Ensure effective disaster preparedness and response, 10. Rapid restoration and better reconstruction. On the other hand, in the other five fields, scores of less than 4 (3.20~3.85) were obtained and evaluated as weak resilience field; 2. Analyze, understand and utilize current and future risk scenarios, 3. Strengthen financial capacity for resilience, 6. Strengthen institutional capacity for resilience, 7. Understanding and strengthening social competence for resilience, 8. Strengthen resilience of infrastructure. In addition, through this study, the risk factors faced by Incheon Metropolitan City could be identified by priority, resilience improvement measures to minimize disaster risks, urban safety-based urban development plans, available disaster reduction resources, and integrated disasters. Measures were prepared.
Safety education delivered to construction workers in a lecture manner has limitations in concentration and immersion, so delivery power and interest are low. In order to improve unstable behavior through education and prevent safety accidents, it is necessary to change the paradigm to hands-on education. Purpose: Experiential safety education aims to contribute to preventing accidents for construction workers by quickly recognizing risks, improving emergency response skills, and verifying the effectiveness of pre- and post-learning. Method: Based on a survey of workers who experienced the same work environment as the actual construction site, an opinion survey on the pre- and post-safety experience education and a variable measurement tool were planned, and a research hypothesis was established. Results: The Bayesian theory and MC simulation analysis were used to analyze the structural equation model, and the change in construction worker behavior was confirmed through the intended safety (A), non-experiential education in the sub-area of anxiety (B), average, standard deviation, and minimum and maximum values. Conclusion: The effect of education and industrial accidents are reduced only when construction workers are motivated to participate.

The purpose of this study is to suggest prevention policy by analyzing accident cases related with school facilities. The results of study are as follows: First, policy enforcement that follows disaster management process such as prevention, preparation, response and recovery is required for school safety policy. Second, in order to proceed with the effective safety policy through collection, analysis, interpretation of data and result monitoring against accident case, the systematic safety infrastructure such as injury surveillance system and the composition of policy consultative group among safety organizations should be established. Third, the school facilities should be installed and managed according to the safety design. Fourth, the systematic education is needed to done for the managers who are concerned with safety regarding the establishment of safety management plan for each school. Fifth, the evaluation and feedback system is required for the results of proceeding with safety policy.
