  • Since the damages caused by disasters increase every year associated with wrenching climatic changes and the diversification of the social structure, the efficient management system is required to reduce damages and an assessment of the vulnerable disaster areas is necessary to prevent and mitigate the damages. In this paper, we have estimated the vulnerable disaster areas based on the records of the past damage histories and performed the risk assessment of the social infrastructures in Busan city to provide the fundamental information for the real-time monitoring system and the systematic approach for disaster prevention system to build V-City model. These results are illustrated by using Geographical Information System (GIS) and the order of vulnerable disaster areas are also estimated.

  • Purpose The purpose of this study is to identify problems of current educational facility data management and recommend a standardized terminology classification system as a solution. In addition, the research aims to present a preemptive and integrated disaster and safety management framework for educational facilities by seeking efficient business processes through secured data quality, systematic data management, and external data linkage and analysis. Design/methodology/approach A terminology classification system has been established through various processes including filtering and analysis of related data including laws, manuals, educational facilities accidents, and historical records. Furthermore, the terminology classification system has been further reviewed through several consultations with experts and practitioners. In addition, the accumulated data was refined according to the established standard terminology and an Excel database was developed. Based on the data, accident patterns occurred in educational facilities over the past 10 years were analyzed. Findings In the study, a template was developed to collect consistent data for the standardized disaster and safety management terminology classification system in educational facilities. In addition, the standardized data utilization methods are presented from the viewpoint of 'education facility disaster safety data management', 'data analysis and insight', 'business management through data', and 'leaping into big data management'.

  • Purpose: This study is intended to confirm the business disruptive risk in the Serious Accidents, and propose a plan to comply with the Serious Accidents Punishment Act through the Disaster Mitigation Activity Management System. Method: Through literature review and case studies, the requirements and characteristics of each of the Serious Accidents Punishment Act, the Disaster Mitigation Activity Management System, and ISO 45001 were compared and analyzed, and implications were derived. Result: The business disruption and financial adverse effects caused by industrial accidents were identified. Based on this and by using the Disaster Mitigation Activity Management System, measures to link the documentation requirements of the the Serious Accidents Punishment Act to the Disaster Mitigation Activity Management System, and to manage the implementation records of the Serious Accidents Punishment Act's duty were derived. Conclusion: When establishing and operating the Disaster Mitigation Activity Management System, it can not only comply with the Serious Accidents Punishment Act but also contribute to maintaining business continuity and ESG management through the prevention of various disasters and the minimization of secondary damage, etc.

  • A 1/4-scale two-bay eight-storey reinforced concrete frame was tested on shaking table. Initial shaking table tests were carried out through a set of real seismic excitations to investigate the seismic behavior of the RC frame. Subsequently, the damaged frame was repaired using epoxy injection technique, and then subjected to the tests with the same records. The purpose of this study was to investigate experimentally the dynamic characteristics, cracking pattern and lateral inter-story stiffness of RC frames using epoxy injection technique. The test results indicate that epoxy-injection technique appears to be a satisfactory method for repairing earthquake-damaged structure.

  • The monthly number of days with rain or snow in Seoul extends backward to 1626 from the present. The number of rain and snow days are from the ancient records and combined with the modern precipitation records from 1907 to the present. There are two distinct and abrupt changes in the time series, which allow us to divide the entire period into three sub-periods of CR-I, CR-II, and MR. For each sub-period, we calculated the basic statistics and the associated distributions. The analysis proves Seoul, which may comprise East Asia when considering the lengthy period of dry condition, had dry climate for the Maunder Minimum when Europe experienced cold climate. We also note relationships between the rain days and sunspot numbers in various frequency bands.

  • Why can't we be free from diverse crises threatening our lives in a high-tech future society? Disasters interrupt habitual and institutionalized patterns of behavior and bring about a kind of social shock to make people follow social and individual changes. An interesting fact revealed in the study finding is that the role of disaster management control tower was proper during the Great Flood ofthe Eulchuk Year(1925) and the unified disaster management system facilitated smooth cooperation with relevant authorities. Also, motivating disaster management organizations positively influenced organizational commitment. This implies that if we constantly ask to improve current institutions by introspecting and learning, based on historical records, we may be able to find insights for a safe society of the future.

  • The National September 11 Memorial is the institution that collects, assesses, arranges, uses, exhibits, and preserves collections related to the terror attack on September 11, 2001 (9/11), and the explosion incident at the World Trade Center (WTC) on February 26, 1996. After the 9/11 incident, various groups, including the LMDC and the PANYNJ, have participated in the establishment of this organization. Since its initial establishment, the necessity for memorial institutions and detailed characteristics had been discussed in meetings to gather citizens' opinions. Furthermore, the enactment of the 9/11 Memorial Act has secured the institution's stable operation and management. To properly manage disaster-related collections, a just agreement among the citizens and the government should be made to arrive at rational decision-making. This instution can provide answers regarding those ways. Moreover, managing disaster-related collections should be discussed as an important means of remembering, preserving memories, educating, revealing the truth, and preparing academic information and sources. As a result, collaborative governance in records management after a disaster is expected.

  • In this paper we explain the definition and component of electronic records, and reestablish the principle of the preservation. Also we discuss the conceptual approaches and requirements for long-term preservation in an electronic environment. The preservation in digital environment is to protect itself of record identity with the reliability and authenticity, and to ensure the accessibility of records. It needs to be periodical migration along with digital environment change for the long-term preservation of the electronic records. and to select software independent standard format. to ensure the integrity of electronic records along with this preservation strategy, process and relative information required for digital preservation are to record in the form of metadata. The preservation system is separated into four functional entities ; registration process, preservation process, access process, main record management system. Also, this article is conceptually to introduce the selection criteria of storage media, the security provision for the archive collections and the disaster recovery which apply to the digital archives.

  • Purpose: It is not easy to detect carbon monoxide (CO) leakage, and CO-intoxicated patients do not show a specific set of symptoms. The aims of this study are to clinically evaluate patients with CO gas intoxication from a CO leak at an underground shopping center, and to discuss the establishment of a disaster prevention plan. Methods: A total of 51 patients intoxicated by CO gas exposure in a gas disaster at a underground shopping center in Seoul on September 8, 2006 were enrolled in this study, and the patients' medical records were retrospectively reviewed. Results: The mean patient age was $29.4{\pm}6.3$. The initial mean COHb level was $14.98{\pm}6.97%$. The number of patients with COHb greater than 25% was three, and six patients experienced a syncopal attack. Only one patient-was treated with hyperbaric oxygen therapy. However, none of the patients complained of severe neurologic or cardiovascular symptoms. Conclusion: The symptoms of CO intoxication are non-specific and difficult to define, and the detection of CO leak-age is difficult. Thus, workplaces should be equipped with leakage sensors and automatic alarm systems and should have develop disaster prevention plans.

  • This article aims to analyse the overview and issues of current disaster management training and exercise program for local government officials who is currently in charge of the disaster management tasks by surveying and interviewing. Main issues that raised in the survey and interview are that current disaster management training and exercise program is not practically related with the current work tasks. Furthermore, the organizational issues including lack of awareness in disaster management from upper and middle management are derived. In order to solve such issues, this article suggests to establish regulations to force local government officials completing certain hours of training and exercise programmes and integrated system that can manages local government officials' training records and to improve awareness of senior officials towards importance of training and exercise in disaster management.
