A Study on the Framework Construction of Disaster Monitoring and Transmitting System based on Smart-Phone (스마트 폰(Smart-Phone)기반의 재난 감시 및 상황전달시스템 프레임워크(Framework) 구축에 관한 연구)

  • Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.

Improving the Disaster Management Service in the Demander-Centered Approach (수요자 관점에서 접근한 재난관리서비스의 개선 방안)

  • To enhance the quality of disaster management service, the paradigm shift is necessary from the supplier-centered approach to demander-centered approach. In this paper, demander means all the policy actors that participate in the field of disaster such as central & local governments, emergency rescue systems, civil volunteer groups as well as the disaster victims. In this study, we analyze the current problems of disaster management service in demanders' point of view through in-depth interviews and then address suggestions based on each entity's recognitions and understandings related. The results are as follows: 1) Lack of systemicity in the current disaster management service. 2) The mutual distrust and understanding among the policy actors participating in the disaster site. 3) In the field of disaster, not only the disaster victims but also people related to entities are deprived of a stable living due to a long period of rescue activities. Furthermore, the conflicts derived from allocations of the aid fund can bring about the collapse of local community involved in disaster. 4) The life of the disaster victims that have been damaged mentally and financially is earnestly necessary to be conveniently served by disaster management service.

Analyzing the Disaster Management Service in the Perspective of Disaster Victims as a Demander: An Approach Based on Grounded Theory (재난관리서비스에 대한 수요자의 반응분석: 근거이론적 접근)

  • Many disaster management actors participate in the disaster sites and they do their best for the best result in their given position. They recover the disaster-stricken area, endeavor to prevent the disaster's relapse, and to rescue and protect the disaster victims. Ultimately, the purpose of their role and effort is to support a physical aid as well as material aid for that disaster victims can return their living condition to the original one before the disaster. However, the disaster management services have been provided in the supplier's view till now. Subsequently, despite significant efforts, providers have failed to comprehend what would be the victim's demand and how to reflect that in the disaster management service. In this paper, we approached and analyzed the recent disaster management service in the way of grounded theory, and endeavored to find the solution which disaster victims preferred. As a result of analysis, we found 184 concepts, 28 sub-categories, and 9 categories which could explain the victims' desired solution. We found that "an imperfect restoration which causes disaster" and "pain of the disaster field" would be main categories among them.

Core competency and educational needs of paramedic students in disaster management (응급구조(학)과 학생들의 재난관리 핵심역량과 재난교육 요구도)

  • Purpose: The purpose of the study was to investigate the core competency and educational needs of paramedic students in disaster management. Methods: A self-reported questionnaire was completed by 207 paramedic students between June 1 and October 29, 2017. The study instrument included disaster preparedness (15 items), disaster management core competency (26 items), disaster education needs (26 items). Data were analyzed using t-test, ANOVA, and Duncan's multiple range test using IBM SPSS 24.0. Results: The students reported that only 13% had experienced or witnessed disasters; however, 95.2% would be willing to help in the event of a disaster. Their disaster preparedness was 1.84 points on a 3-point scale. We did see differences in disaster preparedness by background: hospital practice (F=5.352, p=.001); fire-fighting practice (F=8.994, p=.000). The students had a core competency of disaster management at 3.25 points on a 5-point scale with differences depending on major satisfaction (F=3.760, p=.006). The level of student demands for disaster education was 4.29 points. Conclusion: If variety of educational environments are provided for disaster-related learning and training, the core competency of disaster management for paramedic students will improve. The students will be available as disaster management experts in various fields, even after graduation.

Core competency in disaster management of 119 paramedics (119구급대원의 재난관리 핵심역량에 관한 연구)

  • Purpose: The purpose of the study was to investigate the core competency of disaster management of 119 paramedics. Methods: A self-reported questionnaire was completed by 242 paramedics in C area from April 28 to May 12, 2017. The study instrument included general characteristics of the subjects (4 items), disaster experience, recognition, and preparedness (20 items), and importance and performance of disaster management core competency (24 items) by Likert 5-point scale. Data were analyzed using t-test, ANOVA, Pearson's correlation coefficient using IBM SPSS 24.0. Results: The seriousness of personal disaster was 4.02 points and the importance of disaster-related education was 4.28 points. The importance to core competency of disaster management was 4.39 points and the ability to perform core competency was 3.58 points. The seriousness of personal disaster and the importance of disaster-related education were positively correlated (r=.600, p=.000). The importance and ability to perform core competency were positively correlated (r=.389, p=.000). Conclusion: It is necessary to strengthen core competency of disaster management in paramedics who are the first defense line of disaster.

  • Disaster management system should be built for minimizing damage factor that affects to construction facility from natural disaster. It could be classified by three categories such as disaster prevention, damage survey and recovery phases. For an integrated disaster management system, a disaster information classification system(DICS) is necessary for the reasonable disaster information management. This study suggests an integrated DICS that includes disaster type classification, facility type classification and information type classification for disaster management service. The applicability of suggested DICS is verified by railway facility and the research result could be used as a basic information system for national disaster management system.

A Study on Information Linkage Service for Disaster Situation Management : Focusing on Earthquake (재난 상황관리를 위한 재난안전정보 연계 서비스 방안 연구 : 지진을 중심으로)

  • Researchers have increased their interest in effectively managing the disaster that appear in large scale and complex form. There are two types of disaster information, which are unstructured text data and structured data. Unstructured text data usually refers to text documents that have been referenced by disaster management personnel such as disaster manuals and related regulations, while structured data refers to various disaster information build in the disaster related organization system. This paper proposes a methodology of constructing a disaster information sharing system that enables joint use of disaster related organizations through the establishment of a mutual linkage system by utilizing both unstructured and structured form of disaster information. Especially, Based on the linkage information between structured earthquake information in earthquake related system and earthquake manuals and countermeasures against earthquake disaster, we propose a service that provides the necessary information for earthquake management. It is expected that the task manager will perform effective earthquake state management by acquiring the integrated structured and unstructured earthquake information of the ministries and related organizations.

A Study for General Emergency Medical Service Systems in Disaster (재난발생 시 일반응급의료체계에 관한 연구)

  • In Korea, There are many disasters, like the collapse of Sampung department store, the strike of severe typhoon 'Rusa' and the subway tragedy in Taegu, because of global warming, urbanization, high-density and high-rise of buildings. So, the government made 'The Framework Act' on the safe and management of disaster and 'The National Emergency Management Agency' was established. But emergency medical service systems in Korea is not growing so much. The purpose of this research is to give basic data for the development of emergency medical service systems in Disaster by comparing of disaster management systems and emergency medical systems among the nations of the world, analysing emergency medical systems in disaster in Korea and suggesting some improvement methods. The improvment methods are like this ; First, establishing the National Disaster Medical System in Korea, making the good triage by EMT, expansion of EMT's working area, developing protocols and framing of medical director increasing the working force of EMT, broad inner cavity of ambulance for treatment of patientent, supplement of professional equipments, active using of helicopters are needed in prehospital are. Second, equal establishment of emergency medical center and increase of working force of emergency medical team are needed in hospital area. Finally, enforcement of the dispatcher's qualification, smooth communication among EMSS systems and actualization of medical direction through screen are needed in the Telecommunication system.

A Location Based Emergency Alert Service

  • This research work is concerned with a location-based alert service in wireless communication network environment. The alert service automatically transfers alert message to subscriber in the disaster area. This research work deals with automatic alert services that automatically provide people in emergency area with the state of emergency. The alert service uses the mobile device to inform its urgency to the subscribers in its area. The location tracking service will give the list of people in emergency area. The all processes of this research work are followed as. First, when a disaster or a calamity comes in, an emergency management center receives the emergency to analyze its shape and size and to declare the place to 'the disaster area.' Secondly, then the center finds information of mobile device subscribers in the disaster area. Finally, the center automatically generates a shape of text or audio of alert message of the emergency to send the message to the subscribers in the disaster area. Our mobile automatic alert service proposed above is so efficient that the subscribers in disasters area may meet the emergency more efficiently and may save their own valuable lives and properties more safely.

  • Periodic and systemic disaster management has become more important than ever owing to the recent continuous occurrence of disasters, such as fires, earthquakes, and flooding. This management goes beyond simple disaster preparedness, which was introduced minimally under the existing legal system. For effective disaster management, facilities should be managed through regular maintenance on a daily basis, and in the case of an emergency, intuitive and accurate communication is essential regarding the situation and purpose. BIM manages the entire building property data using the effective 3D visualization model, so it can be used for various management purposes from design to facility maintenance. In this study, through an expert survey on the use of services in a BIM-based integrated disaster information system, the available areas of BIM data were organized in terms of facility information management, 3D visualization, and disaster control. Later, through the use service and DB definition within the BIM-based disaster integration information system, the main facilities monitoring and response services based on BIM and BIM-based spatial management service are proposed. Based on this study, it is hoped that the BIM-based application service functions within the system will be implemented to enable an effective system response.
