Development of interception capacity equations according to grate inlet types (빗물받이 형상에 따른 차집량 산정식 개발)

  • Recently, natural disasters, which are hard to predict and prevent, are rapidly increasing due to climate change worldwide. Particularly the damage scale of urban areas is increasing because of local torrential rainfall. In urban areas, the rain water cannot flow to pipes well due to the high percentage of impervious areas by the indiscriminate development. As a result, the inundation damage is getting higher in urban areas. So we need to characterize the interception of the grate inlets to ensure good drainage in impervious areas. But Korean installation criteria of grate inlets does not reflect road and drainage sector characteristics so the grate inlets do not function properly in many areas. In this study, we suggest the interception capacity equations about grate inlets through hydraulic experiments in various conditions. Therefore, the interception capacity changes are analyzed according to bearing bar slopes of grate inlets, grate inlet sizes and shapes and connecting pipe numbers. Though this, we developed the interception capacity equations about domestic grate inlets.

Study on Establishing Earthquake-resistance Reinforcement Measures for Earthquake Disasters in National Industrial Complexes (국가산업단지의 지진재난 내진보강대책 수립 연구)

  • Pupose: The purpose is to prepare safety management and seismic reinforcement measures that can effectively improve the potential risks of earthquake-resistant design and the deficiencies of safety guidance and inspection of factory facilities in national industrial complexes. Method: In this study, problems and improvement measures were derived through investigation and analysis of overall earthquake disaster safety management, such as safety management status and management system in preparation for earthquake disasters in national industrial complexes. was implemented to suggest improvement plans based on facility types and structural characteristics. Result: In conclusion, the problems of safety management and seismic reinforcement in preparation for earthquake disasters in national industrial complexes were summarized and classified into four types (seismic performance evaluation and related system supplementation, authority of tenant companies and local governments, seismic reinforcement and safety management support measures, organizational structure capacity building) to derive improvement measures. Conclusion: Based on this, seismic reinforcement measures that companies in national industrial complexes should implement in preparation for earthquake disasters were prepared, and detailed plans for each measure were presented.

  • 최근 국내 재난발생의 빈도가 잦고 이를 해결하기 위한 재난대응 담당자들의 역량에 대한 관심이 높아지면서 재난역량을 강화하기 위한 교육 및 훈련에 대한 체계 정립이 강화되고 있다. 본 연구는 실제 재난발생사례 및 추이 분석을 통한 대규모 국가재난으로 전개 가능한 시나리오를 개발하고, 시나리오 전개에 따른 현대비수준과의 갭을 분석하여 재난관리책임기관의 대응역량 강화 방안을 마련하는 것을 연구 목표로 하고 있다. 이를 위해 여러 가지 재난 유형 중 최근 위험성이 커지고 있는 "화학유해물질 유출사고"에 관한 재난 상황 시나리오를 개발하여 시나리오의 재난요인 변수 데이터가 재난책임 담당자의 대응에 어떤 영향을 미치는지 살펴보고, 재난요인 변수 DB를 활용하여 재난대응역량 강화에 대한 방안을 제공한다.

Seismic demand assessment of semi-rigid steel frames at different performance points

  • The seismic performance of rigid steel frames is widely investigated, but that of semi-rigid (SR) steel frames are not studied extensively, especially for near-field earthquakes. In this paper, the performances of five and ten-story steel SR frames having different degrees of semi-rigidity are evaluated at four performance points in the four different deformation states, namely, the elastic, elasto-plastic, plastic, and near collapse states. The performances of the SR frames are measured by the response parameters including the maximum values of the top floor displacement, base shear, inter-story drift ratio, number of plastic hinges, and SRSS of plastic hinge rotations. These response parameters are obtained by the capacity spectrum method (CSM) using pushover analysis. The validity of the response parameters determined by the CSM is evaluated by the results of the nonlinear time history analysis (NLTHA) for both near and far-field earthquakes at different PGA levels, which are consistent with the performance points. Results of the study show that the plastic hinges of SR frame significantly increase in the range of plastic to near-collapse states for both near and far-field earthquakes. The effect of the degree of semi-rigidity is pronounced only at higher degrees of semi-rigidity. The predictions of the CSM are fairly well in comparison to the NLTHA.

  • As remote sensing and GIS have been considered to be essential technologies for disasters information production, researches on developing methods for analyzing spatial data, and developing new technologies for such purposes, have been actively conducted. Especially, it is assumed that the use of remote sensing and GIS for disaster management will continue to develop thanks to the launch of recent satellite constellations, the use of various remote sensing platforms, the improvement of acquired data processing and storage capacity, and the advancement of artificial intelligence technology. This spatial issue presents 10 research papers regarding ship detection, building information extraction, ocean environment monitoring, flood monitoring, forest fire detection, and decision making using remote sensing and GIS technologies, which can be applied at the disaster prediction, monitoring and response stages. It is anticipated that the papers published in this special issue could be a valuable reference for developing technologies for disaster management and academic advancement of related fields.

  • 최근 재난은 대형화, 복합적, 다양화되는 양상을 보이는 가운데, 효율적인 재난관리를 위해 정부 중심 거버넌스 재난관리에 대한 변화가 불가피하다. 현장 중심의 재난관리 체계 구축을 위해서는 국민생활과 밀접한 지방공공기관의 재난관리에 대한 역량을 배양하는 제도적 개선이 요구된다. 이를 위해서는 지방공공기관의 재난관리에 대한 역할의 재정립, 재난·안전관리에 대한 평가지표의 개선, 기능연속성계획 수립을 위한 정부의 지원책 마련 등 현행 제도를 보완해야 한다. 특히 사회통합적 재난관리로 전환하여 재난 현장의 최일선에서 효과적인 대응이 이루어질 수 있는 기반이 필요하다. 하여 본 연구는 지방공기업의 재난관리 역량 강화를 위한 개선 방안으로 실제적 법제도 개선의 토대를 마련하고자 한다.

  • Recently, the rate of dependence on information system in company is increase through domestic and international trends with the cases of developed similar institutions. In this paper, we analysis current state of company that protect company information resources from disaster, rapid and systematic recovery and business continuity strategic planning. Especially, proposed model was designed. disaster emergency response capacity to enhance disaster preparedness simulation training for standardized measures were established and maintained. In addition, operational continuity, building on the methodology to meet the international standard methodology is presented.

Multivariate adaptive regression spline applied to friction capacity of driven piles in clay

  • This article employs Multivariate Adaptive Regression Spline (MARS) for determination of friction capacity of driven piles in clay. MARS is non-parametric adaptive regression procedure. Pile length, pile diameter, effective vertical stress, and undrained shear strength are considered as input of MARS and the output of MARS is friction capacity. The developed MARS gives an equation for determination of $f_s$ of driven piles in clay. The results of the developed MARS have been compared with the Artificial Neural Network. This study shows that the developed MARS is a robust model for prediction of $f_s$ of driven piles in clay.

Potential damage assessment of inland wetlands by topsoil erosion (표토침식에 따른 내륙습지 훼손 가능성 평가)

  • The purpose of this study is to suggest a quantitative assessment of wetland damage considering the effects of topsoil erosion and deposition from rainfall. In the Cheoncheon Basin located upstream of the Yongdam Dam, 16 wetlands are located, but the lacustrine and small palustrine wetland were analyzed for possible damage to erosion and deposition. As a result of applying typhoon events in 2002 and 2003, the sediment load from the upper basin was the highest at 2.30% (22,548 ㎥) of low water capacity. The average sediment load in the mountain areas was found to be 0.03% of the low water capacity, and it was analyzed to be less damaging than the lacustrine with relatively large watershed. as a result of the model, the lacustrine wetland, where a large area is used as agricultural land, shows a high probability of sediment yield, so it is highly likely to damage the wetland by topsoil erosion.

A Study on Estimation of Target Precipitation in Seoul using AWS minutely Rainfall Data (AWS 분(分) 단위 강우자료를 이용한 서울지역 특성에 따른 행정자치 구(區)별 목표강우량 산정에 관한 연구)

  • It is very important to decide probability precipitation that is used as hydraulic structure design and target rainfall for urban disaster prevention. Especially, National Emergency Management Agency (NAMA) announced target rainfall from probability precipitation in korea on city and district level. It make use to performance evaluation of disaster prevention and planning of development for disasters prevention capacity target. In this study was calculated target rainfall that is duration 1~3 hour based unit of gu (borough) by point and regional frequency analysis using rainfall data of Surface Synoptic Stations (SSS) and Automatic Weather Stations (AWS). The result of this study can utilized as a reference to related business such as disaster capability assessment and achievement of prevention capacity target against disasters. And it also will be contribute to establishment of prevention capacity target against disasters.
