Analyzing Policy Measures to Promote Mobile Communications Network Investment Using AHP/ANP (AHP/ANP를 활용한 이동통신 네트워크 투자 활성화 정책대안 분석)

  • In the telecommunications service industry, until now, it has been possible for Network Operators (NOs) to secure a competitive advantage to increase subscribers and profits through network investment. However, amid a big change to digital economy, network investment fails to lead to increase profits. These days platform companies without holing network infrastructure have a more competitive advantage and take more profits. This makes NOs gradually lose interest in network investment. The purpose of this paper is to find policy measures to promote network investment in digital economy. Specifically, we identify the factors influencing the network investment and promising policy measures energizing the investment, and then analyze their priorities and derive policy implications through Analytic Hierarchy Process (AHP) and Analytic Network Process (ANP). The results of this paper show that market competition is more preferred to public intervention in promoting network investment. However, in order to guarantee and expand the universal access to network, it is necessary to consider expanding the role of the public, focusing on non-economic areas.

A Study on Hierarchy Analysis of Design Factors for Product Development Process (신제품 개발과정에 있어서의 디자인요소 분석을 통한 계층화 연구)

  • In this study, in order to achieve the before-mentioned study purpose, the importance of developing the new product, the relationship with the design, and the design element for developing the new product were considered. In order to extract the importance of the design element which is applied to the development of the new product design, the research model about the induction of the priority was created, the evaluation items were instituted, and the demonstrative research approach was performed in order to recognize the relationship among those elements. Firstly, in the process of selecting the items for the application, 14 evaluation elements which were extracted through the advanced study data were grouped in 4 kinds of dimensions, and the properties which are related with the Digital TV product were composed up of 36 items. Through the factor analysis, by decreasing the detailed standard for the evaluation of 36 items, the parsimony was secured, and the characteristics which the various items contain induced into one factor. Secondly, the detailed factors which were united into one factor went under the paired comparison as one by one through AHP again, and then the importance degree was generated. First of all, as the first stage of AHP, the decision making factors which affect the whole achievement of purpose of the decision making were classified as in a hierarchical style. From these research results, it was known that the functional factor and esthetic factor in the process of designing the new product are the major affecting variables, and it was confirmed that in case of the Digital TV products group, the factors such as the high quality of picture, big screen, user interface, sound, product reliability, style, size, indoor reproduction, and guarantee are the main factors which influence the need of the consumers in purchasing products.

A National Integrated Cooperation System for Invigorating the Digital Content Industry (디지털콘텐츠산업 활성화를 위한 국가적 통합협력 시스템)

  • For the domestic digital contents, it is particularly important that the planning and mediating functions should cover the whole industries so that in order for dividends and assistance to reach all the way back to the primary contents-creating level, where economic risks are especially high. A proactive cooperation system or framework between the government, the businesses and research institutions, which would allow for free flow of interaction among these players, can play that role. We can broadly define cooperation frameworks into two; one between the central and the local governments and one among private-sector groups, such as companies, associations and groups. These player sin the framework have differing, sometimes, conflicting views regarding the digital contents industry whether the digital contents should aim for skilled applicability or the abstract or whether the emphasis should rest on public interest or profitability. Immature competition and lack of trust among these players also give rise to such inefficiencies as overlap in investments, inexpertness and inefficient use of resources. We have proposed and realized the National Integrated Cooperation System to bridge these gaps among the major players in the industry. The National Integrated Cooperation System rests on the following major functions. The first major function of the NICS is to decipher any ambiguity that may be embedded in external inputs by stratified role and bias. The second function is to create cooperative groups that will deal with the ambiguities based on its consequent situation. The third is a feedback function that will draw out a new cooperative way by re-feeding the capacities and the conflicts that stem from the existing organizations and strategies into cooperation and adjustment process. Our NICS has compared and evaluated with England and Australia digital content industry models under AHP(Analytic Hierarchy Process) method. NICS has turned out to be well designed and have strong points based on OECD innovation and cooperation criteria.

  • Analog instrument and control systems in nuclear power plants have recently been replaced with digital systems for safer and more efficient operation. Digital instrument and control systems have adopted various fault-tolerant techniques that help the system correctly and safely perform the specific required functions regardless of the presence of faults. Each fault-tolerant technique has a different inspection period, from real-time monitoring to monthly testing. The range covered by each faulttolerant technique is also different. The digital instrument and control system, therefore, adopts multiple barriers consisting of various fault-tolerant techniques to increase the total fault detection coverage. Even though these fault-tolerant techniques are adopted to ensure and improve the safety of a system, their effects on the system safety have not yet been properly considered in most probabilistic safety analysis models. Therefore, it is necessary to develop an evaluation method that can describe these features of digital instrument and control systems. Several issues must be considered in the fault coverage estimation of a digital instrument and control system, and two of these are addressed in this work. The first is to quantify the fault coverage of each fault-tolerant technique implemented in the system, and the second is to exclude the duplicated effect of fault-tolerant techniques implemented simultaneously at each level of the system's hierarchy, as a fault occurring in a system might be detected by one or more fault-tolerant techniques. For this work, a fault injection experiment was used to obtain the exact relations between faults and multiple barriers of faulttolerant techniques. This experiment was applied to a bistable processor of a reactor protection system.

The Strategy Development of the Restaurant Industry through the AHP Analysis: Focusing on the Digital Conversion and Non-Contact Service after COVID-19 Pandemic (AHP 기법을 활용한 외식산업의 발전 전략에 관한 연구: COVID-19 팬더믹 이후의 디지털, 비대면 전환에 대한 인식)

  • Purpose - The purpose of this study is to identify the critical factors that restaurant management should consider strategically when making a decision after COVID-19 under the digital transformation and non-contact service expansions environment. Design/methodology/approach - The thirty six experts and managers who have 5 years or more experience in restaurant industry in Korea participate this study. The Analytic Hierarchy Process (AHP) and SER-M were used to analyze the experts' opinion Findings - As a result of the analysis, 'management environment' (0.313) showed the highest relative importance priority, followed by 'brand (0.263)', 'management characteristics (0.254)', and 'physical factors (0.17)'. And, as for the sub-factor value, 'lifestyle (0.087)', 'awareness (0.084)', 'consumer desire (0.075)', and 'loyalty (0.068)' were ranked highest among the 19 influencing critical factors. Research implications or Originality - In the case of large restaurant enterprises, it is judged that the subject(CEO, Management) is actively pursuing a strategy to acquire the necessary resources for the given environment of digital transformation and customer demand for non-contact services. On the other hand, in the case of middle and small restaurant enterprises, it seems that they are fully aware of the demand for expansion of non-contact services and the digital transformation required in the post COVID-19 era, but information technology utilization ability, usage experience, technology acceptance ability, and education and training support for this are only available to large enterprises.

A Study on the Disputes and its Improvement in the Process of Producing Digital Music Source (대중음악 음원제작과정에서의 분쟁발생과 그 개선점에 대한 고찰)

  • The purpose of this study is to find a solution to disputes in the process of producing digital music sources. At present, the center of the world music market including the domestic market has been completely transformed from the tangible musical record market to the intangible sound source market. Due to these environmental changes, the music production process becomes industrialized and specialized, causing conflicts of interest among the individuals in the process. First of all, this study examined changes in the music market which is the background of the dispute, identified the problems of the process and suggested solutions while summarizing the meaning and role of each process of producing a sound source that may arise during the sound production process. This study covers plagiarism between producers, copyright infringement of the creator against assistant creator caused by the industrialization and division of the production environment, issues related to the rights of sound engineers whose role and importance become bigger as acoustic technology develops and music genres become more diverse, and vertical hierarchy due to the formation of oligopoly by several distributors with huge capital. As a result of the study, it was concluded that Alternative Dispute Resolution (ADR) system is suitable for solving these problems. Specific methods of using ADR include activation of the dispute settlement system of the Korea Copyright Commission, active use of the arbitration clause specified in the standard contract, and recalculation of labor costs and earnings from copyright through mutual negotiations. This paper can be differentiated from previous studies in that it studied overall problems that might arise in the process of digital music source production and suggested ADR utilization as the solution.

  • There exist several types of distributed subscriber networks using Asymmetric Digital Subscriber Line(ADSL), Very high -bit rate Digital subscriber Line(VDSL), and Data Oner Cable Service Interface Specifications(DOCSIS). The efficient and concentrated network management of those several distributed subscribers networks and resources requires the general management information model of network, which has abstract and conceptual managed objects of the heterogeneous networks and its equipment to manage the integrated subscriber network. This paper presents the general Internet subscribers network modeling framework using RM-ODP to manage that network in the form of integrated hierarchy. This paper adopts the object-oriented development methodology with UML and designs and implements the HFC network of DOCSIS as an example of the subscriber network.

Research on the Attributions of Digital Game Using AHP (AHP를 활용한 디지털 게임의 속성에 관한 연구)

  • Since the game is industrialized in the 1970s, efforts to study attributions throughout the definition of the game has been continued. This study analyzed the importance of 7 attributions including rule, goal, conflict, activity, decision-making, voluntary, art that were collectively organized by Katie Salen & Eric Zimmerman using AHP. For this, we analyzed the data after subjected to pair-wise comparison survey through the gaming industry experts, and the result was confirmed that match the analysis model comparing with the survey of game players. In this analysis of the importance, Goal(24%) is the greatest important in the seven factors mentioned above. Art(16%),Voluntary(15%), Rule(13%) followed after it. So, We can find out which attributes are considered important in the game development process through this Research.

A Study on the Development of an Independent Movement Collection Classification System: Focus on the Gonghun Digital Archive (독립 운동 컬렉션 분류 체계 개발에 관한 연구 - 공훈전자사료관을 중심으로 -)

  • This study suggests the development of a classification system for the Independent Movement Records of the Ministry of Patriots and Veterans Affairs based on the collection of Gonghun Digital Archive based on sources, subjects, and media types. First, the classification system by source is organized by hierarchy, and the records classified by source are classified into the second category based on the related keyword. Then, the records are classified into 17 media types. Finally, it is described in the citation order of "source-subject-media type." In addition, a meaningful collection using inductive methods based on the subject words is derived. Finally, Gonghun Digital Archive collections are categorized by media types, sources, and subjects so that users can easily find the records. The result of this study is a classification system to support records retrieval of an independent movement collection, and it will become a basis for expanding the accessibility of the user and the service of independent movement records.

A Study on User Experience that Provides Psychological Stability during Mobile E-commerce One-touch Payment (모바일 이커머스 페이 원터치 결제 시 심리적 안정감을 제공하는 사용자 경험 연구)

  • The purpose of this study is to study the user experience that provides psychological stability when paying for mobile e-commerce pay one-touch. Through literature and case studies, e-commerce pay one-touch payments were identified, and user experiences were investigated through surveys and in-depth interviews. The survey based on Aaron Walter's model of user needs received a high average of functionality and usability for one-touch payments, but reliability and stability were somewhat low. Afterwards, four design improvement plans were presented to supplement psychological stability by analyzing in-depth interviews conducted based on the User's Eye View of User Experience Design model. This study is expected to be helpful in basic research on the payment experience where you can feel stable when taking one-touch payments.
