Indonesian Diplomacy in the Digital World

  • In the 21st century, the growing use of information and communication technologies (ICTs) and social media platforms has influenced our way of life, including international diplomacy. With the use of new interactive communication technologies such as WhatsApp, Twitter, Facebook, Instagram, video sharing website, blogs, and other social media networks, digital diplomacy has become an active diplomatic mode in modern society and plays an increasing important role in international relations. Although Indonesia has gradually realized the pivotal role of internet diplomacy and recently put it into practice, it is still lagging far behind. This paper will examine how Indonesia conducts its diplomacy in the new era of digital world. How far and in what ways does the Indonesian government make use of digital technology to conduct its diplomacy? What opportunities and challenges are confronted to develop digital diplomacy? How does it navigate diplomacy in the digital age? Unless Indonesia embraces new channels and methods of diplomacy, its foreign policy implementation may not run optimally to support its aim of attaining its objectives in the international stage.

  • Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

  • We consider supply chain which consist of one manufacturer, one distributor and N retailers for a single product. This paper determines inventory replenishment period of supply chain using heuristic method and propose order policy through re-coordination of inventory replenishment. Also, We develops inventory management model to calculate total cost of supply chain under assumptions of constant demand. The computational results show that the proposed inventory replenishment period and inventory management model is efficient.

  • Despite the fast growth and rising importance of digital trade, there still exists no multilateral agreement governing digital trade. Significant differences in policy directions regarding key digital trade issues among the U.S., EU and China are the main stumbling blocks for reaching agreement on the multilateral front. To overcome this deficiency in digital trade rules, there has been active movement among mainly countries in the Asia-Pacific region for rule-making on digital trade. Starting with the CPTPP chapter on E-Commerce in 2018, there has been a series of digital trade rules agreed in bilateral or plurilateral formats, such as the USMCA, USJDTA, DEPA, DEA and RCEP. Korea is currently only member of RCEP, which contains an e-commerce chapter with lower levels of commitment as compared to other digital trade agreements. This paper provides a broad analysis of the recently concluded digital trade agreements, comparing the different coverage of rules, levels of commitment, and rules templates. The analysis aims to provide implications for the desirable direction of rule-making on digital trade and Korea's digital trade strategy.

  • To develop a policy for effective and efficient information services, it is necessary to perform studies that reflect multi-dimensional perspectives of various groups. For this, a literature review on the information service policies of other national digital libraries, focus group interviews of professionals from related fields, and a survey of library users and librarians are needed. This study is based on a survey that asks library users and librarians for their opinions regarding the NDL as a part of research projects to develop the NDL information service policy.

  • This study empirically analyzes the impact of digital divide between digital device usage motivation and operational skills on online political participation. The analysis was performed using the National Information Society Agency's 2018 digital divide survey data from September to December 2018 and applying the Heckman selection model to control the sample selection bias that may occur between internet users and non-users. The result shows the gap in motivation and device operational skills of individual citizens using digital devices has significant impact on online political participation. In socio-economic terms, it shows the age, education level and regional factors also have significant impact on online political participation, while gender and income levels do not. This study holds significance in that there are different patterns of digital divide between digital devices, identifying the motivation to use a digital device as an important factor for mobile device users, and the device operational skills, for personal computer users.

  • This study aims to analyse the process of digital switchover in the UK, which is regarded as one of the most successful cases in the world, and to examine efficient plans for the future digital switchover project in Korea through the UK's case. The digital switchover in the UK shows with no doubt the significance of integrated government policies, collaboration between relevant governmental organisations, and the public service broadcaster. Along with this, active and detailed Public Relations (PR) should take place, helping the citizens realise the efficiency of the phased switchover region by region and the measures to resolve the gaps between all social brackets. To sum up, the successful digital transfer is not only achieved by governmental policy and technological preparation from broadcasters, but also by voluntary citizen participation. Government officers and broadcast executives need to realise this and should focus on communicating with citizens.

  • This study is to identify the factors that influence an intention to information security policy compliance of employees. To do this, this study is based on three theoretical backgrounds because of the lack of holistic perspective. Research results show that detection certainty and individual attachment have a positive effect on information security policy compliance intention. Detection certainty is influenced by security awareness education and training. Finally, response cost has a negative effect on information security policy compliance intention.

  • Most recently, development and publication of the ordinance and the manual of policy quality management is spreading the recognition of quality control in the public sector. The purpose of this study is to introduce the system of quality control for local government's policy. So we suggested lessons drew from the case study(Daegu metropolitan city, Gumi city) on current introduction. To successfully introduce the system of quality control for local government, we have to gain agrement for the new system, of introduction, secondly prepare the new system, lastly manage PQM with flexibility.

  • The spectrum usage fee has been imposed on spectrum users. The objective of the fee is spectrum management, so it is important to utilize it efficiently. Our study focused on how to efficiently utilize the spectrum usage fee. For this purpose it tried to found what the preconditions are for the efficient utilization, and analyzed current execution. The study showed that it did not comply with those preconditions, and produced policy recommendations. The authors expect that policy recommendations this study brought up will contribute to improve the policy process how to collect and use the spectrum usage fee.
