Korean Government has invested a lot of efforts on digital contents industry. It believes that the digital contents industry enables Korea to regain the reputation of the most powerful IT country. Among its various efforts to promote the digital contents industry, a Digital Contents Identifier System, called UCI(Universal Contents Identifier), has been developed and deployed. UCI has provided a critical infrastructure for digital contents production and distribution. Thanks to Korean Government's efforts, users (companies and individuals) have currently registered 3.8 million digital contents through 25 RA organizations. Although the number of registered contents has been increased rapidly, many organizations hesitate to adopt the UCI system due to the lack of visible and short-term returns from the UCI system. Thus, this research tries to explore factors which affect UCI user satisfaction. This research finds that user's awareness, information quality, and service quality are the critical influencing factors toward UCI user satisfaction. In addition, this research finds that the critical influencing factors in public organizations are different from the critical influencing factors in private organizations. These findings hopefully provide useful guidelines for disseminating the UCI system widely.

With the rapid improvement of the internet and information technology, digital contents containing knowledge and information resource is circulated through the internet. A circulation system based on a standardized identifier is required to share this kind of information, generated from seminars and workshops conducted in the area of science and technology and saved in the form of digital video contents. The main objective of this study is on constructing an information circulation system based on the KOI identifier to effectively share the digital video contents produced from seminars and workshops related to the area of science and technology. Furthermore, the overview and status of a standardized identifier, and the functional aspects of the system such as the methods to apply the KOI identification system on the subject and its slides of digital video contents, a digital video contents management system, a centralized identifier management system, and the methods applied for the search of digital video metadata have been suggested to support construction of the information circulation system.

The role of digital content identification system is being considered as a useful solution for the content management system and service system. Integrated Copyright Number(ICN), only one domestic identifier to the managing of copyright, can provide the service model in the copyright industry, because it include the information of copyright between the creator and the service provider on the digital work. Universal Content Identifier(UCI), has developed on the focus of digital content service, is somewhat lacking on the copyright management, but it is expected that systematical management and distribution system for copyright and digital work to be able to build as that make up for disadvantage with each identifier's advantage by UCI associate with ICN. In this context, This article can suggest the efficiency integrated structure and the service scenario. Therefore it is contribute to the efficient using and the effective running in the digital identification system.

With the rapid growth of information technology and the internet. the physical contents are transformed into digital contents at a fast rate. With the change. accessing the digital contents, toe service methods and the identifier used for the digital contents are not systematic and limited for use. The DOI identifier system used for the URN is also limited to academic journals or magazines and are not adequately applicable for non-academic journal or digital contents. Therefore. we have developed a unique identifier based on the analysis made on the system adopted by foreign digital contents service institutes. two types of academic journals 3 types of non-academic journals owned by KISTI that can be adopted by non-academic journals. The identifier is to be used to design and implement a digital contents service system.

UCI(Universal Content Identifier), a digital content identifier is a identification system based on URN(Uniform Resource Name) for the transparent distribution, efficient search and management of digital contents. Digital contents given a UCI number need metadata for serving a exact contents that users need. However, the only metadata provided by UCI are deficient to represent various information of digital contents, and ontologies which could standardize and define explicitly semantic relations between metadata (provided by UCI) are needed for better representation of information and efficient search and management of digital contents. In this paper, we extended concept-relation between metadata with ontology and designed domain ontology enabling semantic-based search by expanding UCI meta data, and showed the more efficient search and management over the metadata by UCI through various queries.

With the development of modern society, we are all living in a world where information is shared through mass media and environment. Just as there was an identifier for the approach of information in the past analog environment, there is a demand for the continuous development and research of an original identifier for each and every digital contents of the changing digital environment. In order to present the need for standardization of effective construction concerning digital contents, this study examines the identifiers system structure of ISBN and ISSN of the analog environment and URL, URN, URC, which are under the URI system of the digital environment. After analyzing the problems of different URL identifiers construction in each university library's OPAC system, this study presents a standard device of effective identifiers patterns.

A real-time identifier for the nonstationary time-varying signals and systems was implemented using a low cost DSP (digital signal processing) chip. The identifier is comprised of I/O units, a central processing unit, a control unit and its supporting software. In order t estimate the system accurately and to reduce quantization error during arithmetic operation, the firmware was programmed with 64-bit extended precision arithmetic. The performance of the identifier was verified by comparing with the simulation results. The implemented real-time identifier has negligible quantization errors and its real-time processing capability crresponds to 0.6kHz for the nonstationary AR (autoregressive) model with n=4 and m=1.

SICI(Serial Item and Contribution Identifier) is intended primarily for use by those involved in the use or management of serial titles and their contributions. And SICI is a standard that is developed for interoperability and electronic data exchange because of increasing need of the unique resource identifier. This paper introduces metadata standard ANSI/NISO Z39.56 that relates serials management. And it examines applications and implementations of Z39.56 toward serials management.
