This paper analyses whether change in corporate dividend policy affects the new issue announcement effects. By conducting an event study using 683 new equity announcements data from year 2000 to year 2009, we find firms paying more dividends experience relatively negative announcement effects of seasoned equity offerings comparing with firms paying less dividend. The cross sectional regression analysis results confirm our findings. These results indicate that corporate dividend policy change may interact with forthcoming new equity announcement decision, which may result in a negative signal to the capital markets.

This study investigated the effect of accounting information on dividend policy as a measure of corporate conservatism from the perspective of the internal accounting management system. The verification is based on a sample of 543 companies listed on securities (excluding KOSDAQ and financial industry) among the Bank of Korea (2019) 「2018 Corporate Management Analysis」 and company analysis of the Korea Productivity Center (financial data disclosed as listed companies as a December settlement company) was composed. Using SPSS 22, empirical analysis was conducted using exploratory factor analysis and regression analysis. The first is the verification related to corporate conservatism and the role of dividend policy, and it is verification of whether internal accounting management influences financial decision-making. Second, if internal accounting management exists, it is a verification of how conservatism and investment policies (in-house reserve, debt borrowing, capital increase, dividends, etc.) affect the corporate value according to accounting information. As a result, from the perspective of the internal accounting management system, it was found that among the variables of accounting information, profitability can have a positive effect on corporate conservatism and dividend policy as a corporate valuation method of reinvestment. In addition, it has been proven that corporate conservatism has an effect on profitability-to-value through capital accumulation and reinvestment such as surplus and internal reserves. In the future, we will study and discuss the complementarity of corporate conservatism and dividend policy in relation to governance structure and improvement of the internal accounting management system.

According to the shut-down of Analog TV service on 30th. December, 2012, UHF Digital Dividend Band (698~806MHz) could be used for Mobile service such as LTE(Long Term Evolution). In the condition that this band is allocated for LTE service, Interference evaluation between LTE and adjacent DTV service was carried out, using LTE-A system-level simulator which was developed for simulation of IMT-Advanced technology. If LTE service be commercialized in this band, this study proposes the coexistence condition through the interference evaluation such as the effects not only to DTV receiver from LTE terminal but also to LTE base station from DTV transmitter. It is expected that the coexistence condition by these studies will be applied to network algorism for IMT-Advanced system in this band.

해외 주요국들은 원활한 모바일 브로드밴드 환경 구축 및 서비스 보급을 위한 주파수 확보와 할당을 적극적으로 추진하고 있는 상황이다. 특히, 모바일 브로드밴드 보급을 국가적 전략 목표로 세우고, LTE 서비스 활성화를 위해 digital dividend 대역을 포함한 4G 주파수 경매를 완료하였거나 진행 중에 있다. 한편 우리나라는 2011년 8월에 최초로 주파수 경매를 실시하였으며, 주파수 수요조사 미흡 및 과열경쟁, 경매 방식에 따른 승자의 저주 등 여러 가지 문제점들이 제기되었고, 이에 대한 개선 방안 마련이 필요하다. 또한 2012년 디지털 방송 전환으로 인한 700MHz 주파수 대역에 대한 경매 이슈가 주요 쟁점이 되고 있다. 따라서 본고에서는 원활한 4G 서비스 전개 및 효율적인 주파수 할당을 위해서 국내 주파수 경매제도에 대한 개선방안 마련을 목표로 하여, 해외 주요국들의 4G 주파수 경매 할당 동향을 비교, 분석하고, 주요 이슈를 도출하였다. 도출된 결과는 향후 국내의 성공적인 주파수 경매제를 위한 운영방안 마련에 활용될 수 있을 것으로 사료된다.

Many kind of operators using Residue Number System are used to design the special purpose processor for many merits in Digital Signal Processing, Computer Graphics, etc. But It get demerits for general division and the magnitude comparison. In this paper, general division operator for divisor with a small number in RNS is proposed. If the result of division using the multiplicative inverse has remainder, the quotient of this is larger than maximum quotient of division that has the same divisor to dividend of the maximum size. This condition is used for the ending condition of the recursive operation. And, the divisor is substitute for the compared value of quotients. So, the proposed division operator has a small size and fine operation speed, but with the limitation of divisor.

After DTV transition, frequency allocation to efficiently utilize 700 MHz band, which is remained as Digital Dividend, is in progress domestically and internationally. This paper investigates global frequency allocation of 700 MHz band and utilization of the band, and analyzes domestic wireless technology methods and requested frequency bandwidth by use. In addition, the paper suggests what needs to be considered in case of building public integrated radio network that focuses on disaster and safety network; the integrated radio network also includes railway network and e-Navigation.

As an introduction of an open spectrum allocation approach with technology and service neutrality is expected as a way to solve problems of frequency shortage due to the expansion of demand for wireless multimedia communications, recently, the new management model of interferences and its standard setting are required. In this paper, as a model for this new interference management considering several candidates, Block Edge Mask(BEM) approach is chosen as the most appropriate model. And to investigate the effects of interference resulting from the standard setting of BEM, assuming the use of LTE systems in the Digital Dividend, BEM out-of-band baseline in the boundaries between digital terrestrial television (DTV) service and LTE mobile communications services which are heterogeneous systems for analysis is derived and the effect of setting guard band is analyzed.
