The Technology Readiness of Thai Governmental Agency

  • The paper aims to analyze the factors influencing the digital technology readiness of the governmental agency in Thailand, namely the Office of the Welfare Promotion Commission for Teachers and Educational Personnel (OTEP). This paper discusses challenges regarding the technology readiness of OTEP, which is taken as a case study for Thai governmental agencies. Data is collected through questionnaires distributed from October to December 2020. With a population of 777 OTEP staff, 534 employees are the respondents of this study. The study employs correlation, multiple linear regression, and structural equation modeling to analyze the data. The dependent variable is the digital technology readiness, while the independent variables are age, technology literacy, technology experience, attitude, organizational culture, leadership, and learning facilities. One of the principal findings is that the digital technology readiness of OTEP is at a moderate level. In addition, learning facilities, technology literacy, leadership, and organizational culture are found to be statistically significant for digital technology readiness. The findings highlight the issues and obstacles associated with encouraging human resource development, notably in the field of digital technology. Adopting digital technology to give better services to a large scale of customers is challenging for most large governmental enterprises, considering OTEP as a wonderful example for organizations under government oversight.

International Collaboration in the Age of Digital Technologies : Focusing on the 10 East-Asian Countries (디지털 테크놀로지 시대의 국제 협동연구 : 동아시아 지역의 분석을 중심으로)

  • The purpose of this paper is to examine some aspects of international collaboration in the age of digital technologies. First, the paper describes the longitudinal structure of collaborative pattern among the 10 East-Asian countries based on their frequency of co-authoring SCI journal articles in the year 2001-2003. Second, a focus interview was made to explore the way in which new digital technologies such as the Internet have changed a research practice in the field of science, technology, and innovation. This research found that Japan and China are preferred as the number one collaborator by other Asian countries. Their share of international collaboration with other Asian countries has been increasing in three years. The results of indepth interview with a scholar suggest that digital network technologies have several advantages enabling individual and institutional actors to collaborate with each other effectively in terms of knowledge management as well as information exchange.

  • The purpose of this paper is to explore the characteristics of a digital culture, its negative effects, especially automatism of perception, a poetic strategy against automatism of perception and the utility of poetry including the therapeutic function of poetry. The new technologies offer us various experience, great opportunities and rosy future by freeing us from boring and laborious tasks, and difficult decisions. Through the excessive and habitual use of new technologies, we may become too dependent on machines, losing our thinking abilities, sensibility, perception and creativity. Therefore, we need poetry to recover the sensation of life and make us feel things. Reading poetry allows us to look into someone else's soul and cultivate the ability to empathize. As a healing fountain, poetry leads us to a way for a change of heart, a recovery of psychic health and universal love through perfect communion in ourselves and in society. Furthermore we need a systematic and in-depth study of digital poetry as well as traditional poetry.

  • In digital age export expansion is the key fact of promoting Korea's economic growth. The policy that encourages exportation is being more emphasized to develop of the nation's economy. From the 90's, regionalism has been widespread throughout the world with globalization and internationalization led by WTO and FTA. The world is now becoming one economic bloc. It is necessary to understand how enterprises contribute to the exportation to establish and manage the policy that encourage and support the exportation. This study estimates SME's level of contribution on gross exports and understands the problem, while looking for better statistical alternatives and finding SME's export energizing policies. It is estimated that domestic SMEs contribute about 40-50% of gross exports. SME bureau and national statistical office should select optimal size of population of each industry, design and extract sample to conduct the export related survey extensively. SMEs should analyze the product and skills of the industry that is dominated by major companies to contribute to the exportation more efficiently. This effort will increase the level of contribution to gross exports in general.

  • In high-technology digital age that change everyday fast, Web became most familiar and essential tool to public. Since creation of web, web began from the first step web that offer simple information and contents. and now, it have developed to step offer dynamic contents that various multimedia components are combined. In future, it will develop to the next generation, intelligence style Semantic Web that Meta Communication of meaning-base is possible. In this paper, we examine about concept and characteristic of Semantic web that is a point technology in next generation. Also, we studied about example and practical use in personalized contents side that is based on Semantic Meta-Communication system. Semantic web is value industry field that has infinite possibility and has necessary of a lot of studies and development yet. Therefore in digital age, we expect this paper will help for space construction of more mature communication.

  • Although people seriously worry that "digital paradox" is a "quiet crisis" to our society as a whole and threatens our future generation, we need to reconsider how we utilize digital media for effective learning as we understand its characteristics and compare the differences among all formats of media that used for learning. The purpose of this study is to suggest and analyze school library media programs as Learning Commons by applying the relevant theories on information, learning, learning with media, and meaningful learning. The study assumes the importance of the school library media programs that manage rich Information in various formats in an educational system. The study provides theoretical grounds and insights to practitioners and researchers in the relevant field as they face the challenges in putting an emphasis of today's school library media programs for student learning in digital age.

A Study on the Digital Mammography for Breast Cancer Patients (유방암 환자의 Digital Mammography에 관한 연구)

  • This study aimed to evaluate the accuracy of breast cancer diagnosis of digital mammography which is in the highest interest of breast imaging test, and to investigate the characteristics of breast cancer patients. For this purpose, 57 breast cancer patients who underwent breast imaging test were examined between May 2010 and June 2011. The average age of the breast cancer patients was 50.8 years old, and the most frequently occurring location was the upper outer quadrant (UOQ), accounting for 33.3%. By age, the highest occurrence rate of breast cancer was the age group of 40~49, accounting for 42.1%. As for the breast composition of the breast cancer patients, fatty breast accounted for 31.6% (18/57) and dense breast for 68.4% (39/57), indicating that nearly 70% of the breast cancer patients have dense breast. It was found that the detection rate of breast cancer was the highest (45.3%) when both microcalcification and mass are simultaneously present in the radiographic lesion of the breast imaging. In dense breast, the mass without microcalcification was lower in detection rate than fatty breast. Accordingly, the mass is the cause of raising the false negative rate in dense breast. The findings show that the false negative rate of digital mammography was 7.0% and the sensitivity 93.0%. Also, the false negative rate of dense breast was 12.8%, and the sensitivity 87.2%, indicating that the sensitivity to breast cancer in this study was higher than the dense breast of previously reported screen film mammography.

  • This study shows how financial education for middle-age affects their remaining life (economic, physical, emotional and social) and improves the way of preparing for their old age through 355 questionnaires using SPSS 18.0, factor analysis, t-test and ANOVA program. The results obtained are summarized as follows: Firstly, The importance of financial education has been differently perceived by the age, marital status, income and religion. Secondly, the necessity for early financial education and retirement preparation have been comprehended by analyzing the effects of the financial education on their old life. Thirdly, Attitude for retirement has affirmative effects on the self respect, economic stability and leisure activity.

Longitudinal Effects of Peer Play Behavior during Toddlerhood on Social Competence and Adaptation to Elementary School (유아기의 또래놀이행동이 사회적 유능감 및 초등학교 적응에 미치는 종단적 영향)

  • This study investigated the longitudinal effect of peer play behavior (PPB) during toddlerhood on social competence (SC), followed by the effect on adaptation to elementary school. Data were collected from the 4th to 9th Panel Study on Korean Children between 2011 to 2016, of which the data collected from 114 boys and 94 girls were finally analyzed. Multi-Mediator Model Analysis were performed using SPSS and PROCESS macro programs. First, PPB observed at the age of three significantly predicted PPB observed at ages four and five. It significantly affected SC observed at the age of six after transitioning through PPB at each stage. Second, PPB observed at the age of three significantly impacted the degree of adaptation in the first and second grades of elementary school. The medium identified in this second finding was PPB observed after the age of three and SC observed at the age of six.
