Development of Molecular Diagnostic Innovation System in India: Role of Scientific Institutions

  • The study attempts to examine the system-building activities of scientific institutions in developing the Molecular Diagnostic (MDs) Innovation System in India. Scientific Institutions are the precursor of any technological development with their capabilities in generating new ideas. MDs are advanced and accurate diagnostic technology with considerable scope to serve the diagnostic needs and requirements of the healthcare system. We adopted a System framework and analyzed the development of MDs in terms of the Technological Innovation System (TIS) functions, and the systematic challenges are assessed through the System Failure Framework (SFF). Based on the secondary and primary survey of prominent science base actors, the study finds that the role of government is crucial for facilitating technological development within a science base through the mobilization of resources. In India, the MDs technological development gained significant momentum over the last decade with the development of specialized human resources and dedicated research institutes. However, we do find that the innovative capabilities in attaining need-based TIS are sub-optimal owning to the specific diagnostic needs of highly burdened diseases in the society. The system analysis reveals that the TIS functions are underperforming because of the absence of a well-defined funding mechanism and goal-oriented targeted policy regime of the government. Since MDs have a transformative effect on the present healthcare system, we argue that the government has to address the system-based challenges and issues for developing a need-based technological innovation system for MDs in the country.

  • In order to ensure the safety, the performance evaluation of the safety-related components in a nuclear power plant such as air-operated valves. In this paper, the diagnostic system(MOVIDS $A^+$) for the performance of air-operated valves was developed. For this purpose, the characteristics of their operation and the methods of the diagnostic tests were reviewed. The setup and diagnostic functions of the system were mentioned. Its applicability was validated through the diagnostic tests of air-operated valves in nuclear power plants. This diagnostic system is now applied in nuclear power plants for performance tests.

BC200 RNA: An Emerging Therapeutic Target and Diagnostic Marker for Human Cancer

  • One of the most interesting findings from genome-wide expression analysis is that a considerable amount of noncoding RNA (ncRNA) is present in the cell. Recent studies have identified diverse biological functions of ncRNAs, which are expressed in a much wider array of forms than proteins. Certain ncRNAs associated with diseases, in particular, have attracted research attention as novel therapeutic targets and diagnostic markers. BC200 RNA, a 200-nucleotide ncRNA originally identified as a neuron-specific transcript, is abnormally over-expressed in several types of cancer tissue. A number of recent studies have suggested mechanisms by which abnormal expression of BC200 RNA contributes to the development of cancer. In this article, we first provide a brief review of a recent progress in identifying functions of BC200 RNA in cancer cells, and then offer examples of other ncRNAs as new therapeutic targets and diagnostic markers for human cancer. Finally, we discuss future directions of studies on BC200 RNA for new cancer treatments.

  • On-Board diagnostic systems are installed in passenger cars and light trucks on today. During the 1970's and early 1980's manufacturers started using electronic means to control engine functions and diagnose engine problems. This wa primarily to meet EPA emission standards. The CARB requires that, by model year 1996, all vehicle sold in California contain a certain minimum "On-Board Diagnostic" capability to diagnose emissions-related failures of the engine control system. Establishment of an Optimal Rehabilitation Process for Agricultural Public Wells by Applying Standardized Diagnostic Functions (농어업용 공공관정 기능진단 표준화(안)을 이용한 최적 사후관리)

  • Rehabilitation for low-yielding wells resulting in improvement on groundwater quantity and quality is considered to be the most economic and ecofriendly method against the increasing demand to groundwater due to frequent drought and the increase in numbers of agricultural complex for growing horticultural crops. This study suggests standard, stepwise diagnostic fuctions consisting of four steps (Basic inspection, Specific inspection, Rehabilitation, and Management) for an optimal management to the wells. Basic inspection can provide information on current groundwater quantity and quality compared with those on its initial stage. Specific-inspection based on hydrogeology can scientifically demonstrate causes of deterioration on groundwater quantity and quality. Results of specific inspection can suggest an optimal rehabilitation method to solve deteriorating problems including clogging and corrosion for the wells. After rehabiliating the wells, an assessment on groundwater quantity and quality would be conducted to identify the suitability of the applied method and improvement of the wells. A short-term, periodic management to the wells is considered as the key to save a public management budget. Suggested diagnostic functions can possibly induce sustainable supply of agricultural groundwater to the farm land and finally contribute the increase on rural household income.

  • The Train Diagnostic and Control System(TDCS) has been equipped on the modern Metro Vehicle, Locomotive and High Speed Train. The main purpose of this system is to support the identification of train status by real-time, the fast action against such failure events during revenue service and the fast convenient maintenance processes. Some of newest TCMS, a kind of control and monitoring system, has participated in the main control functions such as pantograph up and down, powering and braking command and so on. But these kind of control functions of the high speed train which has the operating speed over 300km/h are conducted by the train electrical logic circuits. The KTX-I and KTX-II - the local high speed train, are the typical example. The next generation TDCS for the ongoing project of distributed high speed train(HEMU) is designing with the target to increase main train control functions, to increase the reliability/avalibility and to increase the convenient driving.   • Higher cognitive functions refer to the highest level of human intellectual functioning, including concept formation, reasoning, and executive functions. The executive functions can be conceptualized as having four components : volition, planning, purposive action, and effective performance. Because higher cognitive functions represent the most advanced stages of intellectual development, they are often highly susceptible to the effects of brain injuries and mental disorders. The ability to perform effectively within the environment is determined in large part by an individual's adequacy in performing such higher-order functions. Especially executive functions are necessary for appropriate, socially responsible, and effectively self-serving adult conduct. Threfore, an assessment of the psychiatric patient's performance in these areas will provide useful diagnostic information, as well as information concerning social and vocational prognosis.

  • 1. Objectives Vocal characteristics are commonly considered as an important factor in determining the Sasang constitution and the health condition. We have tried to find out the classification procedure to distinguish the constitution objectively and quantitatively by analyzing the characteristics of subject's voice without noise and error. 2. Methods In this study, we extract the vocal features from voice selected with prior information, remove outliers, minimize the correlated features, correct the features with normalization according to gender and age, and make the discriminant functions that are adaptive to gender and age from the features for improving diagnostic accuracy. 3. Results and Conclusions Finally, the discriminant functions produced about 45% accuracy to classify the constitution for every age interval and every gender, and the diagnostic accuracy was meaningful as the result from only the voice.

  • Computerization for the work of diagnostic radiology department is needed to manage the department efficiently, to deal with the information increasing gradually, and to provide qualified care for patients. There is few computerized management system for diagnostic radiology department in our country. Foreign systems were developed commercially and academically, but almost failed to meet the needs of demands. So in this paper, to help the exploitation of soft ware suitable for the information system of diagnostic radiology department of our country; 1) foreign systems were introduced. 2) Data flow of diagnositc radiology department was analysised by SSA method. 3) Composition of computer system centered on the functions of terminals was presented.

  • Functional medicine is a system which utilizes certain investigative and treatment methods that are primarily oriented toward the recognition of functional disorder. Functional disorders take place on an energetic plane. This plane is not capturable using our regular investigatory techniques, such as X -ray. ultrasound, computer tomography and laboratory analyses. The 7-zone-diagnostic system(VEGA-DFM 722 and ABR-2000, etc) is a diagnostic device Which applies pulse signals to predetermined bodily locations. Applying alternating positive and negative stress to tissues with positive and negative pulses first manifests itself as negative and positive wave forms. The skin has many functions as an organ. It is the organism's interlace with the outsider world. Hence, the manner in which the skin reacts to external stimuli reflects the current state of the organism(as meridian systems). This system make a diagnosis of functional disorder or some typical organic diseases include stress of the mind or the body, and the energetic situation, reserves. We are known a disorder or disease throw the result chart. This result chart contain disorder flow wave forms and some valuable diagnostic hints (letters ; S, OM, RA, etc). In spite of this 7-zone-diagnostic system that is applied plentifully in the clinical application, there is not a statistics which is suitable. Therefor we must carry out many various research in the future.
