The endurance test is important to evaluate and predict defects of the vehicles. In particular, in order to improve the reliability of the endurance test for the powertrain system of military vehicles, the driving load is measured and analyzed at test courses and maneuvering roads. As a result, new test courses for powertrain system is additionally needed to improve test reliability. In this paper, it shows that new test courses for powertrain system is designed and constructed using the measuring and anlayzing result between CPG test courses and army maneuvering roads.

This study on the rational planning of water supply and sewage system for rural village development projects. Present, when establishment and standard about maintenance of water supply and sewage system were not presented in rural village synthesis development projects, it is real condition that service industry is depending on presenting simple plan in basis planning phase and business enforcement step. This study wishes to present basic data so that can be planned more rationally and enforce and contribute in rural village synthesis development projects water supply and sewage system that is enforced as part of rural village synthesis development projects.
With the cognition of the problems on propulsion system of rural development program, the requirement for accurate diagnosis of the problems and for reform scheme is increasing. This study was performed to solve the above requirement especially on the level of a local government, Chungnam province as an instance. For accurate diagnosis of the problems, the present situation of propulsion system, i.e. organization and governance, planning and policy making, implementation and supervision of rural development program was investigated, and the cognition of public officials and specialists was surveyed. From the study, it showed that the problems of propulsion system for rural development program in Chungnam province are duplication of work sphere among departments, formal administration of governance, an absence of long-term plan with vision and strategy, and absence of department in charge of comprehensive supervision and so on. As a result of the study 9 reform schemes to solve the problems were suggested.
These days international trade has been converting to e-Trade formation. At this point, Korea has been striving for the trade facilitation; reducing logistics cost and improving foreign competitiveness by computerization operations of the maritime transportation that logistics and customs clearance are involved. However, due to the substantial characteristic of logistics service, the necessity of flexible and various logistics service development using internet has been strongly suggested. In particular, the logistics service which could share documents related to international physical movement between shippers and logistics organization. In this regard, this study carried out interview to explore the problems of physical distribution service and to suggest development direction of e-logistics service. The reason why this survey carried out is that most of users want more effective e-logistic service that could diminish successively real expense decrease. After analysis of survey results, this paper presents the basic development direction and emphasis development subjects. Therefore, the basic direction is presented from four viewpoints; customer-oriented approach, service-oriented approach, total approach and step-by-step implementation. Furthermore six development subjects; web-based standard module development for small and medium forwarders, development of standard logistics ERP system, collaboration model between KTNET and KLNET, system improvement for real users, on-demand system building for SMEs and connection with legacy system have been required.

Agency for Defense Development (ADD) developed the Submarine Acoustic Information Management System (SAIMS Version 1.0) capable of interfacing some submarine sensors in operation and predicting detection environments for sonars. The major design concepts are as follows: 1) A proper acoustic model is examined and optimized to cover wide spectra of frequency ranges for both active and passive sonars. 2) Interfacing the submarine sensors to an electric navigation chart, the system attempts to maximize the applicability of the information produced. 3) The state-of-the-art database in large area is built and managed on the system. 4) An algorithm, which is able to estimate a full sound speed profile from the limited oceanographic data, is developed and employed on the system. This paper briefly describes design concepts and algorithms embedded in the SAIMS. The applicability of the SAIMS was verified through three sea experiments in October 2003-February 2004.

For systematic and effective achievement of Military R&D(Research and Development) processes and activities, information system which supports the concept of Systems Engineering is necessary. WISEMAN(Weapon System Information Integration for System Engineering and Management) is an information integration system, which can provide various kinds of interrelated application functions and assist the collaboration and concurrent engineering activities for weapon system R&D processes and activities. WISEMAN can manage the design information and configuration data of the target development products. It takes charge of the processes and histories about the product data, makes to share all the design information, and provides important application functions for R&D processes such as requirement management, product structure management, parts Management, documents and CAD drawing management, design change management, TDP(Technical Data Package) management etc., and in conjunction with these functions WISEMAN controls various effectivities of system configurations based on baselines and model information. WISEMAN has been used by ADD and Rotem Co. since developed.
The objective of this paper is to think about what structural reforms of the Korean government S&T development management system might be. Korean society is currently experiencing a drastic socio-economic transformation. The results of this transformation should be reflected on the determining process of the directions and breadths of structural reforms of government S&T development management system. Because the government system design will be based on the premises of socio-economic conditions under which administrative activities perform and also this socio-economic changes can influence on changes of the premises of government management system design. Moreover, S&T development management system is a subsystem of government system so that the directions of structural reform of those subsystems should be considered in the broad framework changes in the development management system of the government. For the last forty years, the Korean government S&T development management system has been based on the premises including transformation from an agrarian society to an industrial society, authoritarianism and centrally controlled institutions, and exteremely small portions of private investments for science and thechonology R & D of the total. Recently, however, the premises of Korean government S&T development management system have rapidly changed. the characteristics of these changes are including tranformation from an industrial society to a knowledge and information intensive society, globalization, localization, and relatively large portion of private investments for science and technology R & C of the total. The basis of government reforms in Korea was the realization of the performances and values through the enhancement of national competitive capacity, attainment of lean government, decentralization and autonomy. However, the Korean government has attached a symbolic value of strategic organizations representing strong policy intentions of government for the science and technology based development. Most problems associated with the Korean government S&T development management system have grown worse during 1990s. Many people perceive that considerable part of this problem was generated because the government could not properly adapt itself to new administrative environment and the paradigm shift in its role. First of all, the Korean government S&T development management system as a whole failed to develop an integrated vision under which processes in formulating science and thechology development goals and developing consistent government plans concerning science and technology development are guided. Second, most of the local governments have little organizational capacity and manpowers to handle localized activities to promote science and technology in their regions. Third, the measure to coordinate and set priorities to invest resources for the development of science and technology was not effective. Fourth, the Most has been losing its reputation as the symbol of ideological commitment of the top policy maker to promote science and technology. Various ideas to reform government S&T development management system have been suggested recently. Most frequently cited ideas are as follow : (ⅰ)strengthen the functions of MoST by supplementing the strong incentive and regulatory measures; (ⅱ)create a new Ministry of Education, Science & Technology and Research by merging the Ministry of Education and the MoST; (ⅲ)create a new Ministry of Science & Technology and Industry ; and(ⅳ)create a National Science and Technology Policy Council under the chairmanship of the President. Four alternatives suggested have been widely discussed among the interested parties and they each have merits as well as weaknesses. The first alternative could be seen as an alternative which cannot resolve current conflicts among various ministries concerning priority setting and resource allocation. However, this alternatives can be seen as a way of showing the top policymaker's strong intention to emphasize science and technology based development. Second alternative is giving a strategic to emphasize on the training and supplying qualified manpower to meet knowledge and information intensive future society. This alternative is considered to be consistent with the new administrative paradigm emphasizing lean government and decentralization. However, opponents are worrying about the linkages and cooperative research between university and industry could be weakening. The third alternative has been adopted mostly in nations which have strong basic science research but weak industrial innovation traditions. Main weakness of this alternative for Korea is that Korean science and technology development system has no strong basic science and technology research traditions. The fourth alternative is consistent with new administrative paradigms and government reform bases. However, opponents to this alternative are worried that the intensive development of science and technology because of Korea's low potential research capabilities in science and technology development. Considerning the present Korean socio-economic situation which demands highly qualified human resources and development strategies which emphasizes the accumulations of knowledge-based stocks, I would like to suggest the route of creating a new Ministry of Education, Science & Technology and Research by intergrating education administration functions and science & technology development function into one ministry.
This article discusses the findings of an empirical study conducted on 62 large organizations. The major purpose of the study was to analyze the relationship of Information System Resources distribution between the system plan control and system development and system operation. In this study information system resource is broadly Identified by computer hardware, software, data, procedure, operator. Because of the real centralization/decentralization issue facing organizations is much broader then the choice between alternative computer hardware configurations. And there are three separate resources of the information system that can be decentralized system plan and control, system development, system operations. The decision regarding how to organize each of these three separate resources is based on a different set of criteria. Furthermore, each decision can be made relatively independently of the others. In this article the results of a study are indicated below. In the degree of decentralization of information system resources between system plan control and system development and system operations were found the positive relationship. Therefore, the more information system resources are decentralized in the one dimension, the more information system resources are decentralized in the other dimensions, and the more information system resources are centralized in the one dimension, the more information system resources are centralized in the other dimensions.
The purpose of this study is to empirically analyze the relationships between the Boundary Spanning Activities (BSA) of project team and system performance in ERP system development projects. We could theoretically classify the BSA in the ERP development projects into five categories on the basis of existing studies on the BSA in the research fields of organization theory, new product development, and information systems development. These five categories are 'Ambassador' activities, 'Task-coordinator' activities, 'Scout' activities, 'Sentry' activities and 'Guard' activities. And the relationship between the implementation level of activities included in each category and the project performance (system usage and users' satisfaction) was hypothesized with respect to five BSA categories. In order to test the hypotheses, we conducted on/offline survey of the participants who were involved in the ERP system development projects, and received 345 valid responses. The unit of analysis was the project team, and the total number of teams that survey participants belonged to were 103 ones. The Structural Equation Model Analysis using the SMART PLS 3.0 was applied to statistically testing the hypotheses. The results showed that 10 hypotheses among 12 hypotheses could be supported. The theoretical implications of this study can be summarized as following; first, redefining and categorizing the BSA (Boundary Spanning Activities) in the ERP system development projects, secondly, deriving measurement indicators of the implementation level for each BSA category and statistically proving the validity and the reliability of them, and finally, suggesting the theoretical background of expanding the management area of ERP systems development projects. Furthermore, the practical implication of this study is that concrete BSA items which are empirically derived can be utilized as effective guidelines for successfully implementing the BSA in the process of managing the ERP system development projects.
Objectives : KIOM(Korean Institute of Oriental Medicine) built up korean medical paper database and services it through information portal OASIS. The database are updated about 1,600 papers and 48,000 references annually. Because lots of manpower and time are needed to update database, it is very important to raise up efficiency and quality of it. Methods : In this paper, we implemented web based database building system utilizing pre-built OASIS' database to improve the working process, data quality and ease of management. Results : First we designed and implemented web based system to input bibliography of the paper efficiently. It raised efficiency using OASIS' paper and reference database. Second we improved the refining process using web based system to raise up data quality. And third we developed the manager functions of web based system to control and check the working process. Conclusions : If we add korean medical dictionary and link outside paper database in the future, we hope that work efficiency and data quality will be raised more. And because the database schema of OASIS system and developed system are different, we are implementing the data transformation system.
