An analysis of Korea-China FTA Service Chapters and Implications for Further Negotiations Strategy -With special focus on the Insurance Market- (한-중 FTA 서비스 분야의 분석에 따른 향후 추가협상에 대한 시사점 : 보험시장을 중심으로)

  • As Chinese insurance market grows rapidly due to market reforms, China got recognition as second-largest insurance market in the world in 2016. However Korean insurance companies have had difficulties to grow in Chinese insurance market despite Chinese participation in the World Trade Organization (WTO) and the growth of chinese insurance market. The reason for the decline in Korean insurance companies is economic retaliation due to the deployment of THAAD in Korea. However, this is not a fundamental reason. The underlying cause of the effects of economic retaliation is the result of insufficient negotiations in Korea-China FTA services sector. In Service sector of Korea-China FTA, the level of concession between Korea and China differs greatly, when comparing China and South Korea's FTA. In addition, it has only been a few years since China collected the position of the WTO Doha Agenda, which currently deals with concessions on intellectual property rights and services. More important is that the Korea-China FTA service sector, as it stopped short of being protected by the most-favored-nation state treatment level when Korean insurance companies entered China. Further negotiations to supplement the weak points in the Korea-China FTA service sector were promised in December 2017, but international tensions over THAAD deployment made it impossible to hold such negotiations. However, due to changes in international affairs in 2018, the first additional negotiation was decided and held. This paper implicates strategies of further negotiation between Korea and China for service and investment chapter. Consequently, the aim of this paper suggests directions how to re-enter Chinese insurance market to Korean insurance companies.

Estimation of Efficient Use of Volume and Facility Volume Distribution of Artificial Reefs deployed in the Busan Sea Region (부산연안의 인공어초 시설 현황과 유효공용적 평가)

  • This study assessed the facility volume distribution for artificial reefs (ARs) deployed at the sea bottom in fishing grounds in the Busan Sea region, and estimated the efficient use of volume in the initial AR group. Analysis of the volume of AR facilities in the Busan Sea region indicated that the quantity and surface areas of deployed facilities varied greatly between 1997 and 2004. However, a rapid decrease in AR facility volume after 2003 indicated an increased use of different kinds of ARs, such as steel or ceramic ARs. And the results revealed that a total of 2,777 AR facilities were deployed in the Gijang sea region with a founding ratio of 89%; corresponding numbers for the Heaundae and Namgu sea region were 7,691 and 84.9%, and 905 and 96% for the cubic type of AR in the Saha and Gangseo sea regions. The analysis indicated that ARs deployed in the Busan sea region maintained a good conservation ratio of more than 85%. The loss in AR volume (approximately 15%) was due to subsidence, breakaway, and incomplete deployment.

Parameter Analysis to Predict Cervical Spine Injury on Motor Vehicle Accidents (탑승자 교통사고에서 경추손상 판단을 위한 중증도 요인 분석)

  • It was a pilot study for developing an algorithm to determine the presence or absence of cervical spine injury by analyzing the severity factor of the patients in motor vehicle occupant accidents. From August 2012 to October 2016, we used the KIDAS database, called as Korean In-Depth Accident Study database, collected from three regional emergency centers. We analyzed the general characteristics with several factors. Moreover, cervical spine injury patients were divided into two groups: Group 1 for from Quebec Task Force (hereinafter 'QTF') grade 0 to 1, and group 2 for from QTF grade 2 to 4. The score was assigned according to the distribution ratio of cervical spine injured patients compared to the total injured patients, and the cut-off value was derived from the total score by summation of the assigned score of each factors. 987 patients (53.0%) had no cervical spine injuries and 874 patients (47.0%) had cervical spine injuries. QTF grade 2 was found in 171 patients (9.2%) with musculoskeletal pain, QTF grade 3 was found in 38 patients (2.0%) with spinal cord injuries, and QTF grade 4 was found in 119 patients (6.4%) with dislocation or fracture, respectively. We selected the statistically significant factors, which could be affected the cervical spine injury, like the collision direction, the seating position, the deformation extent, the vehicle type and the frontal airbag deployment. Total score, summation of the assigned each factors, 10 was presented as a cut-off value to determine the cervical spine injury. In this study, it was meaningful as a pilot study to develop algorithms by selecting limited influence factors and proposing cut-off value to determine cervical spine injury. However, since the number of data samples was too small, additional data collection and influencing factor analysis should be performed to develop a more delicate algorithm.

Basic Economic Analysis for Co-production Process of DME and Electricity using Syngas Obtained by Coal Gasification (석탄 가스화를 통한 전력 생산과 DME 병산 공정에 대한 기초 경제성 분석)

  • The key for the commercial deployment of IGCC power plants or chemical (methanol, dimethyl ether, etc.) production plants based on coal gasification is their economic advantage over plants producing electricity or chemicals from crude oil or natural gas. The better economy of coal gasification based plants can be obtained by co-production of electricity and chemicals. In this study, we carried out the economic feasibility analysis on the process of co-producing electricity and DME (dimethyl ether) using coal gasification. The plant's capacity was 250 MW electric and DME production of 300,000 ton per year. Assuming that the sales price of DME is 500,000 won/ton, the production cost of electricity is in the range of 33~58% of 150.69 won/kwh which is the average of SMP (system marginal price) in 2013, Korea. At present, the sales price of DME in China is approximately 900,000 won/ton. Therefore, there are more potential for lowering the price of co-produced electricity when comparing that from IGCC only. Since the co-production system can not only use the coal gasifier and the gas purification process as a common facility but also can control production rates of electricity and DME depending on the market demand, the production cost of electricity and DME can be significantly reduced compared to the process of producing electricity or DME separately.

  • Network topology in ad hoc networks keeps changing because of node mobility and no limitation in number of nodes. Therefore, the scalability of routing protocol is of great importance, However, table driven protocols such as DSDV have been known to be suitable for relatively small number of nodes and low node mobility, Various protocols like FSR, OLSR, and PCDV have been proposed to resolve scalability problem but vet remain to be proven for their comparative superiority for scalability, In this paper, we compare and amine them by employing various network deployment scenarios as follows: network dimension increase's while keeping node density constant node density increases while keeping network dimension fixed, and the number of sessions increase with the network dimension and the number of nodes fixed. the DSDV protocol showed a low scalability despite that it imposes a low overhead because its convergence speed against topology change is slow, The FSR's performance decreased according to the increase of overhead corresponding to increasing number of nodes, The OLSR with the shortest convergence time among them shows a good scalability, but turned out to be less scalable than the PCDV that uses a clustering because of its relatively high overhead.

  • Objective: This study used a mixed methods analytical approach to analyze the level of depression in and quality of life of patients who had been exposure to Agent Orange. Methods: Data on the general characteristics, depression level, and the quality of life of 29 patients who were hospitalized because of exposure to Agent Orange were collected. Focus group interviews were conducted with 17 of these 29 patients. Regarding mixed methods, the sequential integrated design model proposed by Teddlie and Tashakkori (2003) was employed. The analytical methods were as follows: (1) general characteristics were examined using frequencies and proportional distributions; (2) depression scores and quality of life scores were assessed using descriptive statistical analysis; and (3) content analysis was used to examine the focus group interview data. Results: The average K-GDS depression score was 19.24 points, and the average WHOQOL-BREF quality of life score was 57.66 points. The focus group interview data yielded 3 topics were named "deployment route", "the manner of exposure to Agent Orange", and "life after Agent Orange exposure". Conclusion: There is an urgent need to increase public awareness, develop a public policy response, and conduct additional research on ground occupational therapy programs that include physical therapy.

  • Mesh networks using WLAN technology have been paid attention as a key wireless access technology. However, many technical issues still exist for its successful deployment. One of those issues is the routing problem that addresses the path setup through a WLAN mesh network for the data exchanges between a station and a wired network. Since the characteristics of a WLAN mesh network can be very dynamic, the use of single routing protocol would not fit for all environments whether it is reactive or proactive. Therefore, it is required to develop an adaptive routing protocol that modifies itself according to the changes in the network parameters. As a logical first step for the development, an analytical model considering all the dynamic features of a WLAN mesh network is required to evaluate the performance of a reactive and a proactive routing scheme. In this paper, we propose an analytical model that makes us scrutinize the impact of the network and station parameters on the performance of each routing protocol. Our model includes the size of a mesh network, the density of stations, mobility of stations. and the duration of network topology change. We applied our model to the AODV that is a representative reactive routing protocol and DSDV that is a representative proactive routing protocol to analyze the tradeoff between AODV and DSDV in dynamic network environments. Our model is expected to help developing an adaptive routing protocol for a WLAN mesh network.

Assessing an Economic Feasibility of Coastal Marine Ranching Project in Uluengdo (울릉도 연안바다목장사업의 경제적 타당성분석)

  • A coastal marine ranching project in Uleungdo had been conducted for 5 years from 2013 to 2017 with investment costs of 5 billion won, for the special purpose of the deployment of artificial reefs, the release of young fishes. The paper focuses on an ex-post analysis of the economic feasibility for the project after completing the project, which is apart from a preliminary viability. For economic analysis, the economic benefits are derived from direct benefits including increasing effects of fisheries income and saving effects of harvesting costs, and indirect benefits including increasing effects of recreational fishing and preservation effects of coastal marine ecosystems while economic costs include releasing and purchasing costs of artificial reef and juvenile fish, R&D costs, maintenance costs and harvesting costs. The result shows that the project should not be accepted according to NPV=-0.125 billion won, IRR=4.5% and B/C ratio=0.98 under Scenario 1 which considers direct benefits and indirect benefits excluding the preservation values, while the project should be accepted under Scenario 2 indicating NPV=30.9 billion won, IRR=11.3% and B/C ratio=1.49 which considers the direct benefits as well as the indirect ones including the preservation values, based on 4.5% of the social rate of discount.

Visibility Analysis of Iridium Communication for SNIPE Nano-Satellite (SNIPE 초소형위성용 Iridium 통신 모듈의 가시성 분석)

  • Compared to the continuous increase of domestic nano-satellite development cases, the initial communication success rate is relatively low. In a situation where communication cases of LEO satellites using commercial satellite communication networks are increasing recently. In this situation, the SNIPE project developed by the KASI(Korea Astronomy and Space Science Institute), KARI(Korea Aerospace Research Institute), and Yonsei University apply an Iridium module for communication test to the SNIPE nano-satellites. Therefore, in this paper, the visibility analysis of the iridium module on the SNIPE satellite was analyzed under considering the orbital and communication environment of the iridium satellite constellation and the attitude control mode. In the case of LEO satellites, the communication possibility was limited due to the relatively small iridium communication coverage for high altitude and the high doppler shift considered in the iridium communication network. For this reason, in this paper, it could be simulated that there was a more performance difference according to the difference in relative RAAN(Right Ascension of Ascending Node) angle with the Iridium constellation. Finally, by checking the visibility of communication module under the tumbling situation that occurred during the initial deployment of the nano-satellite, the possibility of using the iridium communication technology was analyzed.
