Development of Horizontal Alignment Information System of Road Using Digital Photogrammetry (수치사진측량을 이용한 도로평면선형정보체계 개발)

  • Lately, Digital Photogrammetry has been increasingly applied to various hightech industries and becomes one of more interesting focuses of study than ever. Thus, this study aims to develop a Road Horizontal Alignment Information System by means of digital photogrammetry. Data acquired from digital photographic techniques were processed using Delphi, an object oriented programming language to develop a computer aided program, that allows us to build the information on Road Horizontal Alignment(Beginning Point of Curve, Ending Point of Curve, Radius, Intersection Point). The developed program could maximize visualization for better analysis compared with traditional programs because it utilizes many image data. Comparing with data from traditional horizontal alignment extraction programs based on the principle of least square method, the data acquired by Horizontal Alignment Information and kinematic GPS showed out of the developed road information systems the improved accuracy of IP value up to about 2m in the direction of X, Y axes, where the accuracy of curve radius(R) becomes enhanced up to about 2.5 m.

  • This study aims to establish an approach to assess urban flood vulnerability by identifying social characteristics such as the road transportation and the vulnerable groups. Assessment procedures comprise three steps as: (1) composing the assessment criteria to reflect the urban characteristics; (2) calculating the weight; and (3) evaluating the vulnerability. The criteria were adopted by Delphi survey technique. Four criteria as land cover, residents, vulnerable areas, and disaster response were adopted in the current study. To determine the weight set of criteria, subjective and objective methods were combined. The weight set was determined using the combined method which reflects the Delphi method and Entropy analysis. In the process of data-based construction, GIS tools wwere used to extract administrative unit materials such as land cover, road status, and slope. Data on population and other social criteria were collected through the National Statistical Office and the Seoul Metropolitan statistical data. TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) technique, which uses materials from cell units in order to rank the closest distance to the best case and the farthest distance from the worst case by calculating the distances to the area of assessment, was applied to assess. The study area was the Dorimcheon basin, a flood special treatment area of Seoul city. The results from the current study indicates that the established urban flood vulnerability assessment approach is able to predict the inherent vulnerable factors in urban regions and to propose the area of priority control.

Prioritizing the Importance of the Factors Related to the Vulnerability of Agricultural Water Resources and Infra-structures to Climate Change (농어촌용수 및 농업생산기반시설에 대한 기후변화 취약성 관련인자 중요도 평가)

  • As the impacts of climate change have been emerged all the way through society, the potential risks specifically on agricultural water and facilities are recently getting concerned. Evaluating vulnerability of agriculture to climate change on is a time-tested strategy. While a number of researches on the adaption and mitigation of climate change were performed in various aspects for sustainable agricultural production, the vulnerability of management system for agricultural water and infrastructure has not been investigated yet. This study is aimed to clarify the definition of vulnerability to climate change, find the major indicators able to presume the vulnerability, and finally determine the relative importance of the indicators based on the specialist questionnaire survey and its analyses. The lists of indicators for major parts of agricultural water management such as, water use, flood control, reservoir related issues, and pumping and drainage systems are initialized referring to the related precedent studies. The primary survey was conducted in the form of Delphi to complement the list and methods and the main survey was then conducted using AHP(Analytic Hierarchy Process) technique to quantitatively prioritize the indicators. The results derived in this study would be directly adopted in weighting importance of indicators to investigate the indicator-based vulnerability analysis to climate change in agricultural water and infrastructure management.

The study on the military utilization of weather modification techniques and inducing their research priority (기상조절기술의 군사적 활용방안과 연구 우선순위 도출에 관한 연구)

  • The purposes of this paper are to research the military utilization of weather modification techniques and to induce their research priority when considering the Korean Peninsular environment and technical level. To achieve these goals, the advantages and disadvantages of weather modification technologies have been discussed, and the evaluation index evaluation was derived through the Delphi method, and the weight of the evaluation index and the final research priority were induced through analytic hierarchical process. Analysis shows that the ionospheric modulation technology has the highest priority in terms of effectiveness as a weapon system and compatibility in the Korean Peninsula environment. It is expected that Korean ionosphere modification can disturb C4ISR function of the enemy and guarantee ours reliably when operating PGM, military satellite, surveillance & reconnaissance equipments, etc. Other weather modification technologies except for ionosphere modification should be developed gradually in that potential threat can be expanded to neighboring countries after the Unification of the Korea.

A Preference of Smartphone Locking Algorithms Using Delphi and AHP (Aanalytic Hierarchy Process) (델파이와 계층분석기법을 이용한 스마트폰 잠금 알고리즘 선호도 분석)

  • Recently, a variety of algorithms using encryption technology have been adopted as methods of unlocking smartphone. It is advancing toward the direction to solve the unlocking problem through human biometrics technology, which has already succeeded in commercializing. These include finger print recognition, face recognition, and iris recognition. In this study, the evaluation items are five algorithms, including finger print recognition, face recognition, iris recognition, pattern recognition, and password input method. Based on the algorithms adopted, the AHP (analytic hierarchy process) technique was used to calculate the preferred priorities for smartphone users. Finger print recognition ( .400) was the top priority for smartphone users. Next, pattern recognition ( .237) was placed in the second priority for smartphone users. Therefore, based on the results of the analysis, the limitations of the study and theoretical implications are suggested.

A Study on the Development of Index System Evaluating the Location Suitability for the Future-Oriented New Industrial Complex (미래형 신산업단지의 입지적합성 평가지표체계 개발 연구)

  • This study suggested the necessity of introducing the future-oriented new industrial complex as a way to enhance the competitiveness of the industrial complex in response to the industrial ecosystem change caused by the 4th industrial revolution. To evaluate the location suitability for the new industrial complex, location indices were developed in this study. The flexibility of location and connectivity to neighboring areas of the future-oriented new industrial complexes were the focused subjects of this study. In-depth expert consultation and Delphi survey were conducted to construct an index system and to measure the indices. Afterwards, the AHP analysis was conducted to elucidate the weighting by indicators. As a result, the indicators of industrial innovation environment were the most important in the major category. In addition, the convenience of workers, especially urban environment, was analyzed as an important factor for success of the future-oriented new industrial complex. The indicators which are closely related to the concept and purpose of the future-oriented new industrial complex turned out to have the higher weight compared to other indicators. From the point of view of the developers of the industrial complexes or tenant companies, the implications for deriving suitable locations for development of industrial complexes among urban under-utilized sites are suggested. Furthermore, It is expected that the government will be able to apply the development system to stimulate the development of these new industrial complexes and to prepare guidelines for selecting locations.

Development and Verification of User-centered Design Guidelines on Online Support System for Curriculum at primary/secondary schools (초·중등 교육과정 온라인지원시스템의 사용자 중심의 디자인 가이드라인 개발 및 검증)

  • The purpose of this study is to develop a design guideline to provide user-friendly experience and convenience for the online support system for the curriculum at primary/secondary schools. To achieve the objective, best practices of overseas on the online support system for curriculum as well as prior research were analyzed. In addition, UX/UI usability problems and needs were derived through a survey of 74 professionals and teachers who are monitoring NCIC and high school credit system sites. Based on the analysis of best practices of overseas and survey results, the draft of the design guideline was derived, and Delphi method was conducted by experts to re- vise the design guidelines and evaluate their validity. This study is meaningful in that it suggests the direction of improvement of the system currently being serviced and the direction of the design of the system to be developed in the future, by providing design guidelines that can be generally applied to online support systems that perform tasks related to the curriculum.

Development and Validation of CSR Measurement Tool of Tourism and Hotel Companies: Focusing on Vietnamese companies (관광 및 호텔 기업의 사회적 책임활동 측정 도구개발 및 타당화: 베트남 기업을 중심으로)

  • Purpose - The purpose of this study is to develop a tool to measure the corporate social responsibility activities of tourism and hotel companies using ISO26000 and to verify its reliability and validity. Design/Methodology/Approach - This study is the development of a tool for evaluating social responsibility activities of tourism and hotel companies. For this, as the first stage filer research, 4 experts developed the questions based on ISO26000. And 12 experts (academia, industry) were surveyed by Delphi to evaluate suitability. Finally, the validity and reliability of the development tool were verified for a total of 55 incumbents and related persons. Research Results - For the development of a tool for measuring social responsibility activities of tourism and hotel companies, based on the standard draft of ISO26000, questions that fit 7 core areas were composed (60 questions). In addition, a Delphi survey was conducted on a panel of 12 experts, and a total of 45 questions were derived. Finally, as a result of an exploratory factor analysis of 55 field experts, 20 items consisting of 6 factors were finally confirmed as a measuring tool for social responsibility activities of tourism and hotel companies. Research implications or originality - It is significant for the first development of a social responsibility activity scale suitable for the situation of tourism and hotel companies by applying ISO26000. This will raise awareness of the importance of social responsibility activities in the tourism industry environment, and will help tourism companies to develop a positive awareness of social responsibility activities and to prepare effective implementation strategies.

A Design and Demonstration of Future Technology IT Humanities Convergence Education Model (미래기술 IT인문학 융복합 교육모델 설계 및 실증)

  • Humanities are as crucial as the technology itself in the intelligent information society. Human-centered convergence information technology (IT), which reflects emotional and human nature, can be considered a unique technology with an optimistic outlook in the unpredictable future. Based on this research background, this paper proposed an education model that can improve the IT humanities capabilities of various learners, including elementary and secondary students, prospective teachers, incumbent teachers, school managers, and the general public, through analysis of previous studies on convergence education models. Furthermore, the practical aspects of the proposed model were closely examined so that the proposed education model could be stably incorporated and utilized in the educational field. There are seven strategies for implementing the education model proposed in this paper, including research on textbooks, teaching and learning materials, activation of research results, maker space creation, global joint research, online education operation, developing living lab governance, and diversification of self-sustaining platforms for sustainable and practical education. In the future, validity verification through expert Delphi is required as a follow-up study.

Development of Analysis Model for R&D Environment Change in Search of the Weak Signal (Weak Signal 탐색을 위한 연구개발 환경변화 분석모델 개발)

  • The importance of searching the weak signal has been increasingly recognized to cope with rapidly changing circumstances as an environmental analysis technique. This study proposed the NEST process for the searching for the weak signal. The NEST (New & Emerging Signals of Trends) is a micro environmental analysis process based on both quantitative and qualitative method. For this, the weak signal Searching Board is developed and traditional methods as global monitoring, trend analysis, brainstorming and delphi method are implemented to NEST. The NEST process is consists of three stage modules; the global monitoring stage in search of seeds information related to the environmental change, the weak signal analysis stage using the weak signal Tracking Board, and the delphi valuation stage for objectifying the final result. The NEST provides the weak signal of the promising technology which can bring new paradigm and the Up-Coming Trends which can lead new trend in the future. These outputs can be used to select promising technology from firm level to national level. The NEST system can be effectively operated as well as in small group so that small and medium innovative firms can develop and execute their own NEST process individually.
