This study shows the scientific and systematic Evaluation Model using factor analysis and AHP methods for the success of defense Information System R&D projects. The evaluation model was divided into 7 evaluation factors such as Developing support, Developing infrastructure, Developing management and test & evaluation, Support factors for strength, Understanding & developing strategy, Developing technology & organization, and Developing performance. And those were composed of totally 24 low level Evaluation index. The Developed Evaluation Model in the paper could be contributed more to objectively and transparently company selection of defense Information System R&D and other defense R&D Projects in the future.

In this paper, we propose an approach to apply network-based moving target defense into Internet of Things (IoT) networks. The IoT is a technology that provides the high interconnectivity of things like electronic devices. However, cyber security risks are expected to increase as the interconnectivity of such devices increases. One recent study demonstrated a man-in-the-middle attack in the statically configured IoT network. In recent years, a new approach to cyber security, called the moving target defense, has emerged as a potential solution to the challenge of static systems. The approach continuously changes system's attack surface to prevent attacks. After analyzing IPv4 / IPv6-based moving target defense schemes and IoT network-related technologies, we present our approach in terms of addressing systems, address mutation techniques, communication models, network configuration, and node mobility. In addition, we summarize the direction of future research in relation to the proposed approach.
As the paradigm of the global defense industry changes due to the Russia-Ukraine war, Korea's cutting-edge conventional weapons systems are attracting attention from around the world. In 2023, Korea ranked 9th in world arms exports, and is pursuing innovation in the defense industry with the goal of becoming the world's 4th largest defense exporter by 2027. The defense industry is a national strategic industry that requires a long period of time and a large budget, and defense technology is a core technology that has a great impact on the advancement of defense and the national economy. Over the past five years, Korea has suffered economic losses worth approximately 25 trillion won due to the outflow of cutting-edge technology overseas, and there is an urgent need for institutional improvement to prevent the outflow of defense technology. Therefore, this study presented Korea's defense industry development strategy by examining the laws and systems that the three key players in the Indo-Pacific region, the United States, China, and Japan, are promoting to protect defense industry technology. To foster the defense industry as a promising future industry in Korea, it is necessary to respond to the fast-evolving pace of development of advanced science and technology in connection with securing technological sovereignty and protect defense technology, which is a key technology of the country, by improving related laws and systems.

In principle, R&D of general weapons systems are led by companies or government-funded organizations. In terms of project execution, the defense R&D planning system was reorganized to conduct SE-based project management by integrating the naval ship project execution procedure into the general weapon system R&D procedure. The development progress was confirmed according to the guide for SE application of DAPA, and a technical review meeting was proposed to enter into the each next phase in the R&D process. This paper focuses on improvement for technical review in terms of technical management based on system engineering for R&D mounted weapon systems and the naval surface ship project in preliminary design and detailed design. So, the improvement direction for reviewing the entry criteria for the R&D weapons systems of the naval ship and mounted weapons is proposed.

This study proposes an adaptive control algorithm for lateral motion of a UGV (Unmanned Ground Vehicle) using an NN (Neural Networks). The lateral motion of the UGV can be corrupted with various uncertainties such as side slip. In order to compensate the performance degradation of the UGV under various uncertainties, an NN-based adaptive control is designed by utilizing a virtual control concept. Since both the drift and input gain terms are uncertain, the proposed method adapts the whole terms related to the difference between the nominal and real systems. To avoid a singularity problem with the adaptive control, the affine property of the UGV dynamic model is utilized and the overall closed-loop stability is analyzed rigorously. Finally, numerical simulations using Carsim are performed to validate the effectiveness of the proposed scheme.

Inertial Navigation Systems (INS) are widely used as the main navigation device for aircraft. To get the initial attitude, the INS requires the initial alignment before navigation starts. An aircraft also needs an engine test procedure that causes some vibrations before flight. An INS can't be aligned in a vibration environment so the initial alignment is performed before the aircraft engine test. Therefore, the initial alignment time of an INS has been a major factor in limiting an aircraft's takeoff response time. In this paper, we designed an initial alignment algorithm that can be executed even in disturbances such as aircraft run-up. We demonstrated verification of the algorithm that is embedded on the real INS and testing methods to evaluate the alignment of the INS. We also analyzed the test results of the proposed initial alignment algorithm that is performed during a real aircraft run-up.

In this paper, we suggest a quantitative management scheme to accomplish effective weapon systems test and evaluation service(T&E). The Capability Maturity Model Integration(CMMI) process model has been introduced and applied for that purpose by the 8th directorate, Agency for Defense Development(ADD). Although a CMMI process model was developed focusing on the software development, systematic approaching scheme in the CMMI process model can be utilized for the quantitative management implementation of a weapon systems T&E service. To manage a T&E service quantitatively, at first, organizational performance objectives and sub processes are established, and then each performance indicators and performance base lines are followed.

We research and develop a SW-based virtual testing product that can be commonly used in the design/development of non-communication EW systems before the production of physical test products. Through this study, we have developed M&S technology to improve the accuracy of EW weapon system analysis/design and to verify and predict the performance of EW equipment, and to develop proven engineering module models and model base systems. It proposes a technology to build an EW M&S framework that can flexibly link/integrate various engineering/engage-level EW heterogeneous M&S systems.

Purpose: This article aims 1) to propose improvement directions of the certification by recognizing the quality management practices based on the analysis of the audit results of the military contractors and 2) to suggest some ideas on quality audit planning preparation to help the government quality assurance representatives. Methods: Based on the nonconformity report of the defense quality management system (DQMS) requirements, frequently occurring requirement components are found and summarized. Three hypothesis testings are executed to check whether the maturity levels of the quality management systems are influenced by the company size, weapon tye, and company type, regarding the nonconformity frequency as dependent variable. Results: Nonconformity occurs most frequently in the order of product realization, measurement analysis and improvement, management responsibility, resource management, and quality management system. Nonconformity reduces when the company size increases, for the guided weapons, and in the defense companies. Conclusion: Since small-sized companies are inferior to larger companies with respect to the DQMS maturity level, more support should be provided to these small-sized companies which produce military supplies.
Purpose: The purpose of this study is to analyze quality control strengthening pilot project in development stages of weapon systems which ensures zero-defect. In order to achieve that, we propose collaboration support system between related organizations. Methods: First, we analyze how quality control methods has been developed from reviewing the preliminary study in commercial and defense industry. Then, we suggest improvement plans for quality control in defense industry and propose a pilot study which able to improve the recognized problems. Results: The results of this study ensures the participants in defense industry recognize the importance of quality control and form a consensus by sharing a case study. Finally, we propose the standardized work process by utilizing manual and manpower dispatching. Conclusion: As a result, this study clarifies the scope and role of relevant organizations to achieve the defense quality assurance in the total life cycle(TLC). Also, this paper guides the collaboration system between the relevant organization which differs from the commercial industry currently divided into development-production-quality.
