The purpose of this study is to compare and analyze the organizations for responses in disaster fields to cope with large-scaled disasters including Emergency Management Agency, Emergency Response Unit, Emergency Support Center, and Field Command Center (Field Command Office). According to the results of the analysis, the problems of the organizations for responses in local disaster fields are; 1) the scopes of roles among the organizations for responses in disaster fields are ambiguous, 2) the structures of the organizations for responses in disasters are different each other, 3) the integrated management functions among the organizations for responses in disasters are overlapped, and 4) the one who assumes the integrated command is not defined. In order to improve the problems, first, the range of working of each organization for responses in local disaster fields should be definitely established and an agreement in services among the organizations should be settled in advance. Second, similar designs in the structure among the organizations for responses in disasters are necessary for amicable communication. Third, the works for integration and management for each organization for responses should be apportioned. Fourth, the organization in charge and the one who assumes the integrated command for each type of disasters should be appointed in advance for rapid decision-making.

In order to achieve success in ground operations, searching for moving targets is one of critical factors. Usually, the system of searching for adversary ground moving targets has complex properties which includes target's moving characteristics, camouflage level, terrain, weather, available search time window, distance between target and searcher, moving speed, target's tactics, etc. The purpose of this paper is to present a practical quantitative method for effectively searching for infiltrated moving targets considering aforementioned complex properties. Based upon search theories, this paper consists of two parts. One is infiltration route analysis, through terrain and mobility analysis. The other is building dynamic probability maps through Monte Carlo simulation to determine the prioritized searching area for moving targets. This study primarily considers ground moving targets' moving pattern. These move by foot and because terrain has a great effect on the target's movement, they generally travel along a constrained path. With the ideas based on the terrain's effect, this study deliberately performed terrain and mobility analysis and built a constrained path. In addition, dynamic probability maps taking terrain condition and a target's moving speed into consideration is proposed. This analysis is considerably distinct from other existing studies using supposed transition probability for searching moving targets. A case study is performed to validate the effectiveness and usefulness of our methodology. Also, this study suggests that the proposed approach can be used for searching for infiltrated ground moving target within critical time window. The proposed method could be used not only to assist a searcher's mission planning, but also to support the tactical commander's timely decision making ability and ensure the operations' success.
In recent years, small and medium-sized businesses are rapidly changing to an industrial structure where process/quality/energy data aggregates can be automatically or real-time to achieve global competitiveness. In particular, real-time information analysis produced in the production process of small businesses is evolving into a new process process that analyzes, predicts, prescribes and implements significant performance of small businesses. In this paper, we propose a platform-building model that can transform the automated production information system of small businesses into big data so that they can upgrade data that is generated by small businesses. The proposed model has the capability to support operational efficiency (consulting and training) and strategic decision making of small businesses by utilizing a variety of data on the basic information of products produced by small businesses for data collection by smart SMEs. In addition, the proposed model is characterized by close cooperation between small and medium-sized businesses with different regional characteristics and areas of information sharing and system linkage.
The purpose of this study was to estimate the economic evaluation of a smart farm investment for tomatoes and strawberries. In addition, the potential adoption rate of the smart farm was derived for different scenarios. This study analyzed the economic evaluation with the net present value (NPV) method and estimated the adoption potential of the smart farm with the trade-off analysis, minimum data (TOA-MD) model. The results were as follows: The analysis of the net present value shows that the smart farm investment for the two crops are economically feasible, and the minimum prices for the tomatoes and strawberries should be 1,179 and 3,797 won/kg to secure a sufficient economic feasibility for the smart farm investment. Next, the analysis of the potential adoption rates for smart farms through the TOA-MD model showed that when the support ratio for the adoption of a smart farm system was 50% and the price increase rates were, respectively, - 5, 2.5, 0, 2.5, and 5%, the conversion rates for tomato farms to switch to smart farms were 0.97, 1.78, 3.05, 4.91, and 7.47%, while the ratios of the strawberry farms to switch to smart farms were 0.12, 0.29, 0.65, 1.33, and 2.53%, respectively. This study has some known limitations, but it provides useful information on decision making about smart farm adoption and can contribute to government policies on smart farms.

A high-performing Earned Value Management System (EVMS) can influence project success and help stakeholders meet project objectives. Although EVMS processes are well-supported by technical guidelines and standards, project managers often face challenges related to the project culture, team, resources, and business practices that make up the project environment within which an EVMS is being used. A comprehensive literature review revealed a lack of a data-driven and consistent assessment frameworks that can gauge the environment surrounding EVMS implementation. This paper will discuss the EVMS environment of construction and environmental projects, and examine its impact on cost performance. The authors used a multi-method approach to identify 27 environment factors that make up the EVMS environment, assessing them on 18 construction and environmental projects worth over $2 billion of total cost. Research methods employed include: (1) a literature review of more than 300 references; (2) a survey of 294 respondents; and (3) remote research charrettes with more than 60 participating expert practitioners. Culture (one of the identified environment categories) was found to be relatively more important in terms of its impact on the EVMS environment, followed by people, practices, and resources. These exploratory results show statistically significant differences in cost performance between completed projects with either a good or poor environment, for the sample projects. Key environment factors are outlined, and guidance is provided to practitioners around how to set up an effective EVMS environment in a construction or environmental project to inform decision-making and support achieving the project cost objectives successfully.

A construction workspace is considered as a critical factor to secure constructability and safety of a project. Specially, optimized size of each workspace helps to minimize any conflicts between workspaces, works and resources within a workspace in the construction site. However, since an existing method for making a decision workspace's size depends on generally experiences of managers and work conditions of activity, it is difficult to perform safe works considering feasible workspace size. The workspace size is changed according to the quantity of resources allocated into each activity as time progresses. Accordingly, it is desirable that optimized workspace size considering input size of resources is determined. To solve these issues, this study configures an optimized model for deciding standard size of workspaces by simple regression analysis and develops a visualized scenario model for simulating the optimized workspace shape in order to support BIM (Building Information Modeling) environment. For this, this study determines an optimized resource shape size considering maximum working radius of each resource and constructs its visual model. Subsequently, input size of resources for each activity is estimated considering safety execution area of resources and workspaces. Based on this, an optimized 3D workspace shape is generated as a VR simulation model of a BIM system based on the suggested methodologies. Moreover, operational feasibility of the developed system is evaluated through a case study for a bride project. Therefore, this study provides a visualized framework so that project managers can establish an efficient workspace planning in BIM environment. Besides, it is expected that constructability, productivity and safety of the project will be improved by minimizing conflicts between workspace and congestions between resources within a workspace in the construction phase.

According to the 「Rural Spatial Reconstruction and Regeneration Support Act」, enacted on March 29, 2024, all local governments are required to establish a 'Rural Spatial Reconstruction and Regeneration Plan' (hereinafter referred to as the 'Rural Spatial Plan'). In order for the 'Rural Spatial Plan' to be appropriately established, this study analyzed the supply and demand of spatial data from the perspective of user stakeholders and derived implications for improving rural spatial planning data utilization. In conclusion, three key recommendations come from this result. Firstly, it is necessary to establish an integrated DB for rural spatial planning data. This can solve the problem of low awareness of scattered data-providing websites, reduce the processing time of non-GIS data, and reduce the time required to acquire data by securing the availability of data search and download. In particular, research should be conducted on the establishment of a spatial analysis simulation system to support stakeholders' decision-making, considering that many stakeholders have difficulty in spatial analysis because spatial analysis techniques were not actively used in rural projects before the implementation of the rural agreement system in 2020. Secondly, research on how to improve data acquisition should be conducted in each data sector. The data sector group with the lowest ease of receiving are 'Local Community Domain', 'Changes in Domestic and International Conditions', and 'Provision and Utilization of Daily Life Services'. Lastly, in-depth research is needed on how to raise each rural spatial planning data supply stakeholder to the position of player. Stakeholders of 'University Institutions' and 'Public Enterprises and Research Institutes' should give those who participate in the formulation of rural spatial plans access to the raw data collected for public work. Stakeholders of 'Private company' need to come up with realistic measures to build a data pool centered on consultative bodies between existing private companies and then prepare a step-by-step strategy to fully open it by participating various stakeholders. In order to induce 'Village Residents and Associations' stakeholders to play a leading role as owners and producers of data, personnel should be trained to collect and record data related to the village. In addition, support measures should be prepared to continue these activities.

This paper is to develop curtain wall process life-cycle system in high-rise buildings in order to establish effective cooperation communication channels among the diverse constituents. This paper is to provide a base toward a curtain wall life-cycle management system to support decision making and the effective flow in light of information and materials. The four objectives of the research are 1) the analysis of the current curtain wall life-cycle process, 2) the analysis and development of the curtain wall design process As-Is model, and 3) the Muda analysis of the design process As-Is model and the suggestion of the improvements, 4) the development of curtain wall design To-Be model and comparative analysis of the improvement in terms of value streams. This research indicates the wastes decrease (or the values increase) from 6.7% up to 100% in different decision criteria through the improvement by the comparative analysis between the As-ls and To-Be curtain wall design process. This research suggests the potential improvement by VSM and a curtain wall life-cycle management system in curtain wall construction for diverse constituents be significant.
Sejong, Korea's special multifunctional administrative city, was created as a national project to relocated government ministries, the aim being to pursue more balanced regional economic development and boost national competitiveness. During the second phase development will focus on mitigating the challenges raised due to the increasing population and urbanization development. All of infrastructure, apartments, houses, private buildings, commercial structures, public buildings, citizens are producing more and more complex data. To face these challenges, Sejong city governments and policy maker recognizes the opportunity to ensure more enriched lives for citizen with data-driven city management, and effectively exploring how to use existing data to improve policy services and a more sustainable economic policy to enhance sustainable city management. As a city government is a complex decision making system, the analysis of astounding increase in city dada is valuable to gain insight in the affecting traffic flow. To support the requirement specification and management of government policy making, the graphic representation of information and data should be provide a different approach in the intuitive way. With in context, this paper outlines the design of interactive, web-based dashboard which provides data visualization regarding better policy making and risk management.

The empirical studies on the implementation of data warehousing systems (DWS) are lacking while there exist a number of studies on the implementation of IS. This study intends to examine the factors affecting the implementation success of DWS. The study adopts the empirical analysis of the sample of 112 responses from DWS practitioners. The study results suggest several implications for researchers and practitioners. First, when the support from top management becomes great, the implementation success of DWS in organizational aspects is more likely. When the support from top management exists, users are more likely to be encouraged to use DWS, and organizational resistance to use DWS is well coped with increasing the possibility of implementation success of DWS. The support of resource increases the implementation success of DWS in project aspects while it is not significantly related to the implementation success of DWS in organizational aspects. The support of funds, human resources, and other efforts enhances the possibility of successful implementation of project; the project does not exceed the time and resource budgets and meet the functional requirements. The effect of resource support, however, is not significantly related to the organizational success. The user involvement in systems implementation affects the implementation success of DWS in organizational and project aspects. The success of DWS implementation is significantly related to the users' commitment to the project and the proactive involvement in the implementation tasks. users' task. The observation of the behaviors of competitors which possibly increases data quality does not affect the implementation success of DWS. This indicates that the quality of data such as data consistency and accuracy is not ensured through the understanding of the behaviors of competitors, and this does not affect the data integration and the successful implementation of DWS projects. The prototyping for the DWS implementation positively affects the implementation success of DWS. This indicates that the extent of understanding requirements and the communication among project members increases the implementation success of DWS. Developing the prototypes for DWS ensures the acquirement of accurate or integrated data, the flexible processing of data, and the adaptation into new organizational conditions. The extent of consulting activities in DWS projects increases the implementation success of DWS in project aspects. The continuous support for consulting activities and technology transfer enhances the adherence to the project schedule preventing the exceeding use of project budget and ensuring the implementation of intended system functions; this ultimately leads to the successful implementation of DWS projects. The research hypothesis that the capability of project teams affects the implementation success of DWS is rejected. The technical ability of team members and human relationship skills themselves do not affect the successful implementation of DWS projects. The quality of the system which provided data to DWS affects the implementation success of DWS in technical aspects. The standardization of data definition and the commitment to the technical standard increase the possibility of overcoming the technical problems of DWS. Further, the development technology of DWS affects the implementation success of DWS. The hardware, software, implementation methodology, and implementation tools contribute to effective integration and classification of data in various forms. In addition, the implementation success of DWS in organizational and project aspects increases the data quality and system quality of DWS while the implementation success of DWS in technical aspects does not affect the data quality and system quality of DWS. The data and systems quality increases the effective processing of individual tasks, and reduces the decision making times and efforts enhancing the perceived benefits of DWS.
